The article is devoted to assessing the current state of the labor market in the Sverdlovsk region and its development prospects with the account of the situation in the regional economy. It provides analysis of the regional labor market from 2009 to the present and evaluation of the probable changes in its separate characteristics until 2023. The current problems of the labor market are highlighted. There are outlined the primary tasks that should be solved by the state authorities, municipalities, educational organizations and employers to ensure adequate conditions for effective functioning of the labor market. In order to assess the situation on the labor market a SWOT analysis was carried out, which was based on the results of rapid foresight “Employment in the Urals region”. The analysis showed that in the region there is still a shortage of qualified personnel in more than 70 occupations and specialties, the existing system of vocational education does not fully meet the needs of enterprises for skilled workers and specialists, that aggravates the problems of employment of graduates of educational institutions. Personnel provision of the economy of the Sverdlovsk region is worsened by the territorial imbalance of labor resources and the concentration of demand and supply of labor in certain localities. The directions for minimizing the problems in the region’s labor market in the medium term are proposed. They are related to bringing the educational services market in line with the current and future needs of the regional labor market, developing the materal and technical base of professional educational organizations in the Sverdlovsk region, and raising the efficiency of vocational guidance for young people. There are also formulated recommendations for development of dual education in the region, which will increase the efficiency of training on the order of employers.

The article deals with educational and qualificational features and disproportions of the regional labor market. The authors reveal and summarize the features of structural and dynamic characteristics of the labor market in an industrial region (Zaporizhzhya region), and professional and sectoral structure of the employed and unemployed population. The disproportionality between regional distribution of vocational education and demand for skilled labor is considered in the context of the uneven distribution of employees by professions and economic activities, which led to distortions in the quantitative and qualitative structure of the labor market and further aggravated the mismatch between the level of labor's skills and the needs of employers at the regional level. The paper substantiates the conclusion about the autonomy of the trajectories of vocational education development in the region and the labor market of worker professions, which shows up in the excessive qualification of the employed population in the region. Based on the results of analytical calculations, the authors identified and fully characterized the professional "core" of the Zaporizhzhya region, which covers no less than 80% of all employed in the worker professions and identified, in its structure, the most wide spread professions in the region. The comparative characteristic of the professional "core" with the need of employers and their salary offers allowed to identify the bottlenecks of the occupational structure of employment in the region. Since the training of workers in accordance with the policy of decentralization is a prerogative of local authorities, it is at the regional level that workers should be trained to ensure the replenishment of a professional "core". The authors prove that the system of worker training in Zaporizhzhya region is not able to bring the training of skilled workers in line with the needs of the labor market. It is the social dialogue with all stakeholders in the region that acquires particular importance for the modernization of the content of educational policy.

The example of Tashkent region classifies an effective method of effective management of the labor market based on the creation of cluster structures in the mecha market. Scientific proposals and practical recommendations have been developed to address the shortage of qualified personnel based on the formation of cluster structures in the development of the regional labor market.

This article is devoted to the problems of management and development of the labor market of the Republic of Buryatia. This article discusses the concepts of “labor resources”, “labor management system”. The main components of the labor management system in the region are considered. Systematized methods of labor management. The problems of the formation of new approaches to the management of labor resources in the Republic of Buryatia are highlighted. The features of the labor market infrastructure of the Republic of Buryatia are determined. A quantitative and qualitative analysis of the labor resources of the Republic of Buryatia, an analysis of the number of employees by type of economic activity and by form of ownership, an analysis of the distribution of cash incomes of the population of the Republic of Buryatia was carried out. Based on the analysis, a balance of labor resources was compiled, on the basis of which the main conclusions were made about the state of the labor market of the Republic of Buryatia, specific measures were developed to improve the infrastructure of the labor market of the republic.

Abstract. The purpose of the article is to highlight the problems of providing regional labor markets with qualified personnel and identify ways of effective interaction between educational institutions and enterprises. The theoretical significance of the article is that it, based on an experimental study conducted in the Donetsk region, analyzed the reasons for dissatisfaction of enterprises with the quality of professional training; the existing experience of cooperation between educational institutions and enterprises of the region is analyzed; barriers have been identified that prevent the establishment of an effective partnership between educational institutions and enterprises aimed at meeting the existing and future needs of the labor market in qualified personnel; the level of readiness of enterprises of the region to cooperate with institutions in the direction of modernization of material and technical base, internship of teachers, joint preparation of educational programs, advanced training of personnel is analyzed; on the basis of the analysis of results of survey it was identified professions for which it is advisable to start professional traininin in vocational institutions in Donetsk region; the model of competencies of the future skilled worker elaborated by employers is presented (on the example of the profession «Locksmith for repair of wheeled vehicles. Driver of motor vehicles (category «C»). Machinist of a truck crane»). The practical significance of the article is that based on the opinion of employers of Donetsk region, the authors offer recommendations to improve the interaction between educational institutions and enterprises of Donetsk region to solve the problem of professional training for current and future needs of the region’s economy. The presented recommendations and research model can be extrapolated to the effective development of labor markets in other regions of the country. It was revealed that the modern labor market in particular in Donetsk region is characterized by significant disparities between demand and supply of personnel (almost all vacancies in terms of occupations have a deficit, i.e. supply (number of unemployed) exceeds demand). There is a great lack of vacancies in the professions of auxiliary worker, driver of vehicles, seller of food products, seller of non-food products, cook. Instead, the scarce professions that are in demand in the labor market are a machinist bypassing turbine equipment, a locksmith repairing steam and gas turbine equipment, a machinist bypassing boiler equipment, an electrician servicing electrical installations, a kneading machine operator, a plumber, a nanny, an electrician for repair and installation of cable lines, a pipe and billet cutter, an extruder of refractory products. It is determined that the system of training of future skilled workers in educational institutions of the region needs significant modernization, as there are currently significant discrepancies between the level of preparation of graduates for professional activities and the requirements of employers. The difficulty of adaptation of graduates in the workplace is associated with the lack of certain professional competencies and personal qualities, the development of which should be paid attention to in the process of initial professional training in educational institutions — practical training, experience, practical knowlwdge), motivation to work. Deficits are also responsibility, independence, purposefulness, level of qualification. It was found that cooperation between educational institutions and employers is still carried out in traditional forms — the internships of students of educational institutions on the basis of enterprises, the participation of employees in assessing the quality of training. The prevalence of formal interaction significantly determines the quality of training for the needs of regional labor markets. The directions of personnel professional training for actual and perspective needs of the region labour market are singled out: excavator driver, car mechanic, electric gas welder, locksmith-repairman, electrician, turner, crane driver, confectioner cooker. The structure of the competency model of future skilled workers was identified — basic and professional competencies — that will ensure rapid adaptation and effective work of graduates at enterprises of the region. It is determined that for the effective development of regional labor markets and effective training for them the key is to implement the idea of public-private partnership of educational institutions and employers, the most effective forms of which should be cooperation in curricula development, advising on their content, methods and technologies of the educational process, providing recommendations for updating equipment, providing teaching materials, assistance in updating the library fund, databases, to ensure the educational process in the institution (invitation of so-called guest speakers), professional development of teachers and masters of industrial training, joint project activities, implementation of career guidance activities, organization of excursions of students and entrants to enterprises, informing about employment opportunities at enterprises, lobbying the interests of the institution at the level of local governments, participation in determining the development strategy of the institution, assistance in the process of attraction of additional sources of financing, creation of advisory bodies of the educational institution (advisory committee in the specialty, supervisory boards, etc.). The article examines the main problems of the growth of productive employment at the level of the country and region. In particular, the tendency of regional differences in the structure of employment and the dynamics of wages was revealed. The main factors that prevent young people from taking a position in society adequate to the modern type of economic development are analyzed. In the Republic of Mordovia, data have been investigated that make it possible to judge the low attractiveness of the region's employment for young people, which contributes to the outflow of the most qualified personnel to other regions. Certain recommendations are proposed in the field of increasing employment, including the development of nonstandard forms of employment.

The article deals with issues related to the problems of identifying competences demanded on the labor market, examines the regional aspects of assessing the importance of competences by employers in Russia and Kazakhstan. The competence demanded by the regional labor market have been analyzed, approaches to the formation of effective methods of interaction between universities and the labor market to improve the quality of education have been grounded. The article concerns the modern scientific approaches to identifying key competences. The paper studies approaches to the development of methodological tools that provide multi-criteria assessment (diagnostics) of the activities of educational institutions. Dynamic changes in the labor market, caused by the development of information technologies, lead to the fact that universities offer educational programs that do not meet the latest trends. The article discusses on of the ways to solve this problem by means of competence centers created on the basis of universities.

The interpretation of the methodological approach concept is given, the description of existing approaches to the labor market research is given too. The authors consider the indicators of the labor market in the Vologda region in the course of several years, carry out a forecast of the needs of the region's labor resources, identify the most demanded areas of training in secondary vocational and higher education, and analyze the employment and wages of graduates of Vologda region universities.

Статья посвящена изучению рынка труда арктических районов Якутии, для которого характерны дискомфортные условия жизни и трудовой деятельности. Состояние регионального рынка труда определяется историческим аспектом развития производительных сил и производственных отношений, эта диспропорция является традиционной со времен СССР. Сегодня рынок труда подвержен негативному влиянию демографических тенденций, сложной эпидемиологической и экономической ситуацией в стране и, как следствие ростом напряженности на рынке труда. Рынок труда, как любая система, имеет свою структуру и изучение всех его компонентов необходимы для достижения социально-экономических задач государства. Цель исследования – проанализировать изменения на рынке труда арктических районов Якутии, выявить специфику, ключевые проблемы и ориентиры развития. Работа опирается на данные региональной и муниципальной статистики. Для решения поставленных задач использованы экономико-статистические методы анализа сложившихся тенденций на рынке труда, в том числе связанные с кризисными явлениями 2020 г. Объектом исследования выступают Анабарская, Приленская, Янская, Индигирская, Колымская группы арктических районов Якутии. Результаты анализа свидетельствуют о высокой роли миграции в формировании трудового потенциала арктических районов, снижением численности работников предприятий и ростом численности безработных. Автор считает, что проблемы рынка труда арктических районов выступают препятствием для устойчивого развития Арктической зоны Якутии. The article is devoted to the study of the labor market in the Arctic districts of Yakutia, which is characterized by uncomfortable living and working conditions. The state of the regional labor market is determined by the historical aspect of the development of productive forces and industrial relations; this disproportion has been traditional since the USSR. Today, the labor market is subject to the negative impact of demographic trends, the difficult epidemiological and economic situation in the country and, as a consequence, the growing tension in the labor market. The labor market, like any system, has its own structure and the study of all its components is necessary to achieve the socio-economic objectives of the state. The purpose of the study was to analyze changes in the labor market in the Arctic disctircts of Yakutia, to identify the specifics, key problems and development guidelines. The work was based on the data from regional and municipal statistics. To solve the tasks set, economic and statistical methods of analyzing the current trends in the labor market, including those related to the crisis phenomena of 2020, were used. The object of the study was the Anabar, Lena, Yana, Indigirska and Kolyma groups of the Arctic disctircts of Yakutia. The results of the analysis indicate a high role of migration in the formation of the labor potential of the Arctic districts, a decrease in the number of employees of enterprises and an increase in the number of unemployed people. The author believes that the problems of the Arctic labor market are an obstacle to the sustainable development of the Arctic zone of Yakutia.

The paper deals with comparative analysis of occupations in the regional labor market. Occupation is treated as a multi-dimensional space of characte- ristics, whereas a scalar form of a characteristic makes it possible to carry out a comparative analysis of occupations. Using cluster analysis of a pilot region indicators five meaningfully interpretable clusters of occupations were identified, reflecting their regional specificity.
