The state of unemployment in Chernihiv region is analyzed in the article. The present day situation and the state of labor market make it necessary to detect the groups of population which are at the risk of unemployment. Both the representatives of economic science and the contemporary Ukrainian scientists-geographers have dedicated their works to the investigation of unemployment and the necessity of the state regulation of the matter. The conducted research revealed the most vulnerable groups in the structure of the unemployed and at the same time pointed out the need for searching and applying the new forms and instruments in the state policy to decrease the level of unemployment. The research of the state of unemployment in the region in 2010-2020 proved the tendency to its decrease. According to the official statistics, the level of unemployment in Chernihiv region in 2019 was 10,2 %. The author of the article thinks that the negative tendency on the regional labor market is the decreasing of the number of the officially registered unemployed that can be most possibly explained, on the one hand, by the implementation of complex measures targeted at reducing pressure on the labor market in Chernihiv region and, on the other hand, by the skeptical attitude of people to the registration at the Employment Center as they don’t believe the state authorities to find a job for them. The labor market in Chernihiv region is characterized by the gender gap – the specific weight of unemployed men is 4,9% higher than the specific weight of unemployed women. The level of unemployment among young people is higher in comparison with older age groups, which characterizes this group of population as the unstable one. However, the level of concentration in the distribution of unemployment among the young people tends to decrease in the last years. There is a stable tendency in the growth of unemployment among young people with higher education. The specific weight of unemployed citizens with higher education in Chernihiv region is 46,0%. The growing number of the unemployed with higher education indicates that in the present day social-economic conditions education doesn’t reduce the risk of unemployment. The level of unemployment in Chernihiv region is influenced by the economic activities of the population. The main spheres of the economic activities with the highest unemployment level are agriculture, forestry, fish-farming, state management and defense, compulsory social insurance, retail and wholesale, repairing of transport means, processing. The level of unemployment in rural area exceeds that one in the urban area. There is a disproportion of unemployment rate in different districts. In the half of the administrative districts the unemployment rate is 4-5%. The worst situation is in Nizhyn and Pryluky districts. The short-term prognosis on the number of the unemployed citizens in Chernihiv region is introduced. The number of the registered unemployed in Chernihiv region is expected to increase on 3 thousand people which makes 28,2%. The prognosis on the unemployment rate in Chernihiv region ensures monitoring of the changes, estimating of the tendencies in the development of the situation on the regional labor market and making more appropriate and timely decisions on the site. The article is aimed at identifying the problems of the regional labor market and the market of educational services in order to improve the system of youth employment. The paper identifies the role of education as the most important institution for the formation of the internal socio-economic potential of the territory and the development of the local community. The relevance of the problem for the Irkutsk region lies in the imbalance of supply and demand of young professionals - generation Z - in the conditions of the resource nature of the economy. The study confirmed that young people aged 20-24 are the most vulnerable in the regional labor market. The main results of the work are as follows: 1) there is no effective interaction of market participants with the changed labor claims of modern youth; 2) educational services of the Irkutsk region are not relevant to the regional labor market. Uncertainty in the interaction of market actors does not give a clear understanding of the prospects for the formation of labor skills and activates the migration of young people. As a result, the territorial labor market lacks human and educational potential, and the return on the regional structure of the resource economy does not contribute to the transformation of potential into capital. The study emphasizes that the realization of the potential of the population and the activation of territorial unification cannot be effective without a clear understanding of the vector of development of the higher education system. It is necessary to supplement the regulatory and strategic documents of the region with reasonable indicators of employment of university graduates. The results obtained can be used by regional authorities, higher education, science and business structures in order to effectively interact the territorial markets of educational services and labor.

The article deals with educational and qualificational features and disproportions of the regional labor market. The authors reveal and summarize the features of structural and dynamic characteristics of the labor market in an industrial region (Zaporizhzhya region), and professional and sectoral structure of the employed and unemployed population. The disproportionality between regional distribution of vocational education and demand for skilled labor is considered in the context of the uneven distribution of employees by professions and economic activities, which led to distortions in the quantitative and qualitative structure of the labor market and further aggravated the mismatch between the level of labor's skills and the needs of employers at the regional level. The paper substantiates the conclusion about the autonomy of the trajectories of vocational education development in the region and the labor market of worker professions, which shows up in the excessive qualification of the employed population in the region. Based on the results of analytical calculations, the authors identified and fully characterized the professional "core" of the Zaporizhzhya region, which covers no less than 80% of all employed in the worker professions and identified, in its structure, the most wide spread professions in the region. The comparative characteristic of the professional "core" with the need of employers and their salary offers allowed to identify the bottlenecks of the occupational structure of employment in the region. Since the training of workers in accordance with the policy of decentralization is a prerogative of local authorities, it is at the regional level that workers should be trained to ensure the replenishment of a professional "core". The authors prove that the system of worker training in Zaporizhzhya region is not able to bring the training of skilled workers in line with the needs of the labor market. It is the social dialogue with all stakeholders in the region that acquires particular importance for the modernization of the content of educational policy.

The purpose of the article is to study a unique and planned sphere of life of social and economic society in the regional labor market. As it also covers the market of workforce directly connected to production, the concepts unemployment and workplace safety are important. The loss of work means low quality of life and the instability of the economy for many people. Employment determines the content of important aspects of social development to meet the needs of people in the labor market. The article emphasizes that the main policy of the state in regulating the labor market is the implementation of an employment policy for the entire population that preserves the natural level of employment, does not allow the emergence of cyclical employment, the formation of a “flexible market” that quickly adapts to internal and external changes, allowing to maintain stability and management. This compared to the traditional market creates conditions for flexible employee management in conditions of incomplete working day, temporary employment, replacement. On this flexible market, every citizen, looking for work, is obliged to find a workplace that meets its requests. In the labor market, public policy goes in two directions. Active training and retraining in order to create new jobs, ensuring employment and deliverance from unemployment. This can include events implemented in the framework of programs in our country. Passive is support for unoccupied citizens by providing social benefits. The main methods applied by the state in providing regional employment include stimulating investment in the economy, depending on the specifics of each region, which is the main condition for creating new jobs.

The article examines the main problems of the growth of productive employment at the level of the country and region. In particular, the tendency of regional differences in the structure of employment and the dynamics of wages was revealed. The main factors that prevent young people from taking a position in society adequate to the modern type of economic development are analyzed. In the Republic of Mordovia, data have been investigated that make it possible to judge the low attractiveness of the region's employment for young people, which contributes to the outflow of the most qualified personnel to other regions. Certain recommendations are proposed in the field of increasing employment, including the development of nonstandard forms of employment.

The need for appropriate providing the leading stakeholders of higher education with objective information about the local universities' status and development is justified, which is important for making managerial decisions. It requires continuous monitoring and forecasting of the changes at the regional educational services markets in higher education. A complex of studies should include analysis, assessment, and forecasting of processes in higher education of the region, as well as in the labor market. It is shown that effective monitoring is possible only under the condition of close interaction of local higher education institutions, state authorities, and local self-government. The role of the latter is to determine the directions of the regional labor market development and to forecast its changes. On the example of the Kherson region, it is shown that a research and development monitoring center, established by the state authorities, may be a possible organizational form that allows performing the necessary research.

This work is devoted to considering the level of unemployment in the regional labor market. According to the RIA Rating Agency, a comparative analysis of the unemployment rate in the regions of the Central Chechen Republic for 2018-2019 was carried out, data on the unemployment rate in the Voronezh region for 2015-2019 are given. the results of which revealed a decrease in the unemployment rate over the past five years by 0.9 points. Since high unemployment can lead to serious consequences (exacerbation of the criminal situation in the region, increased crime, which in turn will lead to lower living standards, etc.), measures have been proposed to reduce unemployment in the region, such as: regional regulations governing the creation of additional jobs in sectors of the economy, support for small businesses, development of the affordable housing market, increase in wages, etc. Unemployment, being a rather dangerous phenomenon, requires an employment policy aimed at addressing the primary tasks and mitigating the consequences, as well as at preventing and preventing the growth of unemployment in the future. As a result, it was concluded that it is necessary to improve the regional labor market and approach to organizing and shaping the effective functioning of the employment system and social protection of the population.

The article considers methodological approaches to the study of the regional labor market. The interpretation of the methodological approach concept is given, the description of existing approaches to the labor market research is given too. The authors consider the indicators of the labor market in the Vologda region in the course of several years, carry out a forecast of the needs of the region's labor resources, identify the most demanded areas of training in secondary vocational and higher education, and analyze the employment and wages of graduates of Vologda region universities.
