Current state and potential of Forage Production in the Non-Chernozem region

В Доктрине продовольственной безопасности России на период до 2030 года одной из приоритетных задач является повышение обеспеченности народонаселения молочно-мясной продукцией отечественного производства. Для успешного решения этой задачи потребуется интенсификация кормопроизводства не только на мегафермах, но и на традиционных сельхозпредприятиях, в крестьянских фермерских и личных подсобных хозяйствах. В статье на примере Нечернозёмной зоны дана оценка современного состояния кормопроизводства и перспектив его развития до 2030 года с использованием статистических данных, научно обоснованных рекомендуемых технологий и систем повышения продуктивности кормовой базы на основе сочетания полевого и лугового кормопроизводства, а также с учётом предложений, сформулированных ведущими учёными-экономистами по модернизации управления аграрными и нерегулируемыми рыночными отношениями. На основе анализа современного состояния полевого и лугового кормопроизводства и имеющегося научно-производственного опыта дано обоснование многовариантным направлениям модернизации этой отрасли сельского хозяйства для решения задач, поставленных в Доктрине по развитию животноводства. Соотношение полевого и лугового кормопроизводства в каждом регионе и даже каждом хозяйстве зависит не только от природно-экономических условий и современного состояния сельскохозяйственных угодий, но и от экономических показателей технологий их интенсификации, себестоимости корма и животноводческой продукции, её количества, а также здоровья и продуктивного долголетия животных. Для достижения цели, поставленной в Доктрине, необходимо научным сообществом и макроэкономическим руководством разработать критерии выполнения программы, экономические стимулы её поддержки и методологию, которая послужит основой для разработки программы по федеральным округам и областям, а также основой методики для различных типов хозяйств. According to the Food Security Doctrine of the Russian Federation one of the priority tasks is the increase in domestic milk and meat products by 2030. To achieve this goal advanced forage production technology is required. This paper reports on the current state of the forage production sphere in the Non-Chernozem region as well as potential approaches to improve it by 2030. The review deals with statistical data, validated technologies and methods combining field and grassland forage production, expert evaluation of agricultural and free market relations. Promising ways to improve this sphere are based on theoretical and practical investigations of the current state of field and grassland forage production. Proportions of field and grassland forage in the particular region depend on environmental conditions, economy, quality of agricultural lands, economic efficiency of a modernization approach, prime costs of feed and animal products as well as health and productivity of livestock. To meet the Doctrine goal researchers and leading economists have to introduce criteria to implement modernization, provide financial support and methodology as a basis of such modernization suitable for particular regions and farms.

The high quality of life of the population in rural areas is the key to the safety of the latter. The article discusses the methodology for developing a set of measures to improve the quality of life and testing this technique in a particular locality. To determine possible measures, the current state programs of the Russian Federation, the departmental subprograms included in them, national and federal projects were analyzed. The analysis allowed us to conclude that the main sources of financing of program activities are budgetary funds. Along with them, grant support can be used, as well as funds from investors.

AbstractEXTEND project is aimed at modernizing approaches to teaching engineering disciplines in Russia and Tajikistan, increasing quality of education and possibilities of employment for young engineers, students’ motivation and making engineering education attractive. Modern universities carry out not only professional training of students, but also prepare competitively capable personnel who can survive and thrive in modern free market relations, accompanied by a variety of forms of ownership and competition. International educational projects are relevant as they supply universities with international experience and job possibilities. Therefore, foreign languages competence is of key importance for engineers of future generation, and is a means of forming professional, communicative, linguistic and cultural competences. Success of teaching foreign languages depends not only on teachers’ skills, but on carefully selected and elaborated didactic materials as well. EXTEND project team exchange ideas and experience that result in fruitful discussion of issues concerning elaborating new courses to improve engineering education. International teams, which include EXTEND project participants from European, Russian and Tajik higher educational institutions will carry out the task. Project EXTEND is an open kind of consortium, which implies that members from partner countries subordinate to its leader and share joint responsibility for commitments of the consortium.

The animal products quality is influenced the physiological compounds in the blood, for example lactic acid. If blood lactic acid levels increase before slaughtering will be accelerate the rigor mortis of meat, thus faster handling is needed. Blood lactic acid also affects the appearance of flesh color of meat. The condition of animals before slaughter (rest period in quarantine) is very influential on rigor mortis. It is important to research blood lactic acid levels before animals are slaughtered. This research was conducted to determine the blood lactic acid levels of bali cattle during the rest period before the animal was slaughtered (ante mortem), so it can be predicted the quality of meat products. Purposive was chosen as a sampling method using elisa test as a determination of lactic acid levels. Fourtysamples of blood taken from cows to be slaughtered at Sanggaran Animal Abattoir, Denpasar, Bali. The results showed that the blood levels of lactic acid in cattle would be cut normally. This shows the quality of resting cattle before slaughter is good.

Based on the analysis of domestic historical experience and the current state of the legislative regulation of the involvement of a specialist to assist an investigator in investigative proceedings, as well as the survey of investigators, it is concluded that it is necessary to expand the powers of a specialist in terms of rendering assistance to an investigator during investigative actions aimed at obtaining testimony (including interrogation). In this regard, proposals to amend the wording of Articles 38 and 58 of the Criminal Procedure Code of the Russian Federation are made. The proposed changes will significantly expand the powers of a specialist in the course of all investigative actions (including verbal ones) and will correspond to the modern trends in the development of criminal proceedings, increasing its quality by attracting specific knowledge and skills from various fields of human activity

Based on the rating data of the Russian Federation subjects socio-economic situation for 2019 and the competitiveness rating indicators, the author states that a low level of socio-economic development and competitiveness of the region automatically lower the quality of life indicator. It is noted that one of the solutions for sustainable development of the Jewish Autonomous region competitiveness is increasing foreign economic potential of the territory.

The article discusses the current state of the use of pharmacogenetic testing in clinical practice in the field of psychiatry, narcology and neurology in the Russian Federation. The active introduction of pharmacogenetic testing in clinical practice contributes to a personalized approach to predicting the pharmacological response to drugs, increasing the safety and effectiveness of pharmacotherapy, complience and the quality of life of patients with neuropsychiatric disorders. In the future, an increase in the availability of pharmacogenetic testing in real clinical practice is expected.

The article analyses the level of food security of the Russian Federation as a determinant of political risk in the agricultural sector of the country. The author presents calculations of indicators of ensuring food independence of the Russian Federation on priority types of food products; assesses the level of import dependence of the agricultural sector; regards the dynamics of personal food consumption in the country. The author notes that at present, the domestic agricultural complex operates in conditions of constant economic and geopolitical transformations. It directly affects the emergence and growth of political risk in this sector of the economy. Sanctions imposed on Russia by Western countries since 2014 predetermined the direction of development of the agricultural sector of the Russian Federation and revealed the need for thinking long-term and systemic solutions from the state in the field of import substitution and improving the quality of life of the Russian population.

The growing interest in producing healthier animal products with a higher ratio of polyunsaturated to saturated fatty acids, is associated with an increase in lipoperoxidation. For this reason, it is essential to attenuate oxidative deterioration in the derived products. Natural antioxidants such as polyphenols represent a good candidate in this respect. The first part of the review highlights the occurrence, bioavailability, and the role of polyphenols in food-producing animals that, especially in intensive systems, are exposed to stressful situations in which oxidation plays a crucial role. The second part offers an overview of the effects of polyphenols either supplemented to the diet of monogastric and ruminants or added directly to meat and dairy products on the physicochemical and sensorial properties of the product. From this review emerges that polyphenols play an important, though not always clear, role in the quality of meat and meat products, milk and dairy products. It cannot be ruled out that different compounds or amounts of polyphenols may lead to different results. However, the inclusion of agro-industrial by-products rich in polyphenols, in animal feed, represents an innovative and alternative source of antioxidants as well as being useful in reducing environmental and economic impact.

The current state of Russian jurisprudence can be assessed as satisfactory, but not good or excellent. It depends on many factors, but most of all on the results of legislative activity, which leaves much to be desired. The root of the evil here is seen in the low quality of law-making, as well as in the blatant instability of the current legislation, whatever its branch we take. The majority of our legislators are random people who, for one reason or another, are among the deputies of the State Duma or members of the Federation Council of the Federal Assembly of the Russian Federation. Legal education, they usually don’t have a legislative technique not know the fate of the country and its citizens are concerned, not always, that in the context of the global economic crisis, pandemic coronavirus COVID-19 and other global disasters is extremely dangerous in its consequences. Social life multiplies the challenges. Today, more than ever before, we need the ability to think, objectively analyze what is happening, cheer for the Motherland, do not forget about honor and conscience, both while studying at the University and in practice. This is what will greatly contribute to strengthening the legal profession, increasing its prestige and significance in the life of society and the state, and will help determine the optimal criteria for the formation of the personality of a highly qualified lawyer — a graduate of the Kutafin Moscow State Law University (MSAL).

The article is devoted to the problems of the development of border areas of the Russian Federation. The aim of the study is to identify patterns between the level of development of border areas and the elaboration of the current strategy of the socioeconomic development of a municipal formation. The current state of the border of the Trans-Urals is analysed. An inverse proportion between the level of the socioeconomic development of the municipal formation and the length of the state border is revealed. The main areas of cooperation between the Kurgan region and the Republic of Kazakhstan are described. The use of the potential of the territory as a structural unit of the border space is assessed qualitatively. The article concludes that the borderline factor has a negative effect on the quality of life in the region in modern conditions, and therefore the main adaptation mechanism of the population is migration to municipal formations with a higher level of socioeconomic development. The results of the study can be used in developing the socioeconomic development strategy of the border municipal formations.
