The article analyses the consistency of sectoral and territorial industrial policy target benchmarks reflected in federal and regional strategic documents of territorial socio-economic systems. The results of a comparison of this benchmarks showed that there is no unified approach to defining goals, quantitative and qualitative composition of target indicators of industrial development not only among strategic documents of various nature (goal-setting, forecasting, territorial, sectoral), but also within sectoral documents of industrial development in Russia and its regions. There is also no clearly defined vertical decomposition of national priorities for industrial development according to the directions and levels of strategic planning of territorial socio-economic systems.

The article considers the problems of industrial policy and, accordingly, the industrial development strategy from the standpoint of the challenges facing the industry, the conditions for the adoption of strategic decisions and possible answers - the key directions of state activities. The main principles and directions are analyzed: investment, foreign trade, technological policies, certain aspects of territorial planning, state corporate and social policies. Proposals on the prospective goal-setting and possible results of industrial policy have been formulated.

Охарактеризованы особенности ресурсного подхода в формировании промышленной политики, сформулированы основные задачи промышленного развития российских предприятий. Ресурсный подход позволяет иметь самые различные модификации рассматриваемых критериев в зависимости от факторов, влияющих на развитие промышленного потенциала предприятий и организаций. Рассмотрен комплекс действующих нормативно-правовых актов. Предложены управленческие алгоритмы решения проблем стратегического планирования. The features of the resource approach in the formation of industrial policy are characterized, the main tasks of the industrial development of Russian enterprises are formulated. The resource approach allows you to have a variety of modifications of the considered criteria, depending on factors affecting the development of the industrial potential of enterprises and organizations. A set of existing legal acts is considered. Management algorithms for solving strategic planning problems are proposed.

Purpose:the main objective of this article is to understand the need to formulate and then apply a single approach to strategic planning for industrial development of regions, which allows more rationally approaching strategic development planning, as separate regions and territories of the Russian Federation, and individual industries, taking into account their level of modern economic and social development, as well as their provision with various types of resources. To achieve this goal in the article it is necessary to solve the following tasks: to identify the features of management of industrial complexes in the region, to analyze the dynamics and unevenness of industrial development in key regions of Russia, to substantiate the objective necessity of targeted formation of recommendations on their industrial development.Methods:this article is written using a systematic, functional, comparative, structural, interdisciplinary approach, as well as macro and microeconomic analysis tools applied to the development of the regional industrial sector of the economy.Results:the article forms the idea of the expediency of applying a synthetic approach to the classification of Russian regions, which makes it possible to group the regions on the basis of quantitative indicators of social and economic development and qualitative indicators of institutional development, as well as long-term development factors of the region under consideration, taking into account the structure of the dominant industries. The presented dynamics of the development of the regions shows the unevenness of their functioning, which in turn justifies the necessity of applying a differentiated approach in the process of strategic planning for the development of the regional industries.Conclusions and Relevance:the materials outlined in the article show the multifaceted nature of the process of managing the development of the regional industry, which consists in the need to take into account the different, sometimes multidirectional tendencies and interests of participants in the economic process at all levels of management, and the lack of a unified approach to strategic planning. Within the framework of a unified approach to strategic planning for the development of the regional industries, an important element is the spread of the practice of applying the synthetic classification of regions. The application of a single approach to the classification of regions contributes to a more competent formation of industrial policies of individual regions of the country and territories of Russia, and also creates opportunities for targeted planning, including the activation of activities of individual industries and industrial enterprises.

The paper features some topical issues of industrial development strategic planning for territories with high concentration of industrial potential. The author has investigated a role of regional authorities in rendering methodological support to local governments in development of documents of strategic planning in the sphere of the industry: as a result, standard models (recommendations) of development have been defined for certain territories. The research has revealed some features of goal-setting in the sphere of industrial policy and definition of mechanisms of activity stimulation at industrial enterprises on the regional and local levels. This system of indicators allows one to identify types of economy of municipal units (as in the case of the Voronezh region), to characterize their industrial potential, and to give recommendations on stimulation of activity in the sphere of the industry of separate municipal units in the Voronezh region. The author concludes that there is a strong need for coordination when developing strategic planning documents in the sphere of industrial development on the levels of state (federal, regional) and municipal management. Moreover, the author stresses the importance of the regional industrial policy standardization and integrated approach to consideration of territorial aspects.

The article analyzes the main indicators of the evolution of the domestic economy and its industrial complex in the past year (in January — November 2019). It Identifies trends in this evolution, including negative trends that determine the preservation of reproductive threats in 2020: sluggishness, instability and low quality of economic growth. The main reasons for the fact that the objective resource capabilities of the macro level were clearly not used enough to effectively solve the urgent problems of technological modernization of the economy and increase people’s welfare are established. The main reason is the poor quality of public administration, including imperfect strategic planning and industrial policy; there is still no modern national innovation system in the country. Accordingly, recommendations for improving the quality of state regulation in its specified components are justified. The recommended measures, according to the author, will help the economy to move to a trajectory of rapid, sustainable and high-quality growth.

The industrial policy in the UK and in Portugal, as in most EU countries, seeks to attract new investment capacity, to create jobs and to promote the impact of the so-called "demonstration efect" of "greenfield" development strategies pursued in the new plants of inward investors on existing or "brownfield" plants. This industrial policy focus is particularly evident in the automobile industry.This paper compares the industrial policy oriented towards the automobile industry in the UK and in Portugal. Two recent "greenfield" investments are analised: Nissan in the North-East region (UK) and Ford/VW in the Setúbal Peninsula (Portugal), as well as three "brownfield" plants: Ford Halewood and GM Vauxhall Ellesmere Port in the North-West region (UK) and Renault in Setúbal (Portugal). The first part starts with a discussion of industrial policy in the automobile sector, the role of "greenfield" development strategies and the "demonstration effect" on "brownfield" plants. Then, the limits of new inward investment are pointed out, basically their problems and restrictions. Afterwards, the structural barriers to the "demonstration effect" within "brownfield" plants are outlined and some possabilities for alternative "brownfield" development strategies are presented.

In the context of the deployment of transient processes and the exacerbation of crisis phenomena in socio-economic systems of various types, the importance of a reasonable setting and correction of development goals increases. For the current situation in the Russian Federation, when the implemented program of constitutional amendments creates the preconditions for the subsequent reform of public authorities and the mechanism of multi-level strategic planning, it is especially important to conduct research in the field of substantiating scientific approaches to the development of mathematical methods for solving the problem of strategic goal-setting. One of the key points in the modernization of the methodological support of strategic planning in the context of the constitutional transformation of the system of public authorities is consideration of the value foundations of activities in the systems of distributed management of socio-economic development, analysis of the problems of formalizing the setting of goals by the participants in the multi-level strategic planning process and substantiation of the structure of the theoretical model of goal-setting. The article considers the general characteristics of the functioning of the system of state strategic planning in the Russian Federation from the point of view of goal achievement. The institutional and conceptual foundations of goal setting are presented. The relationship between the concepts of “goal”, “target indicator” and “target function” are shown. The interrelation of the tasks of goal-setting and programming of the activity of an economic agent is characterized. An approach to formalizing goal-setting based on a theoretical scheme of mutual development planning tasks is proposed. The general structure of the strategic goal-setting model in the organizational mechanism of multi-level long-term planning determined. A possible approach to the algorithmization of the solution of the linear formulation of the goal-setting problem in the multisubject development control space based on the methods of target programming and multicriteria optimization was proposed. The formation of an operator of iterative management of the potentials and development priorities of interacting economic and social agents on the horizon of strategizing substantiated. To introduce a theoretical model of goal-setting into the practice of strategizing in the context of the formation of a digital platform of public administration, it is necessary to develop appropriate algorithmic support, as well as the formation of a regulatory and information base and the definition of an organizational and technological basis. Further improvement of the analytical and methodological tools for supporting the activities of strategic planning participants at the goal-setting stage is associated with the description and analysis of the corresponding applied tasks of goal setting at various levels and areas of socio-economic development planning.
