The development of cross-border territories and the impact of integration processes on them has been considered in the article. The creation of the Eurasian Economic Union becomes an impetus for the development of both the member states of the organization and their individual territories. This integration formation is relatively young, but today it creates a common market for the movement of goods, services, labor and capital. That is the cross-border territories, as bridges between countries, which feel the effect of the processes taking place in the common economic space: the trade turnover between the countries increases, as well as the inflow of investment and labor.The study is aimed at identifying the effect of integration processes on the development of two cross – border areas-Altai territory (Russian Federation) and East Kazakhstan region (Republic of Kazakhstan). The analysis showed, that the mutual trade turnover has increased between the countries and these territories; there is a good foundation for the development of cooperation in production. However, other indicators of socio-economic development have a negative trend. The outflow of population from these territories continues. The territories do not attract a significant amount of investment.The measures to increase the attractiveness of the Altai territory and East Kazakhstan region within the Eurasian Economic Union have been offered: strengthening production ties through the creation of industrial clusters; the inclusion of territories in the implementation of the project “economic belt of the silk road”; the use of the natural potential of the territories for the creation and development of joint tourist destinations. The measures proposed in the article will strengthen cooperation between cross-border territories, create favorable conditions for increasing the integration effect in these territories, developing infrastructure and cooperating in the main sectors of the border countries, strengthening financial ties and attracting investment.

Currently the Eurasian Economic Union defines its main tasks as the creation of an image of the significant center for the development of international trade, enhancement of mutually beneficial partnership with member states and other countries, the creation of new formats for international cooperation. At the present days the Eurasian Economic Union is filled with real economic content. Multilateral projects are being implemented, primarily in key sectors of the economy, that are energy and transport. In the long run, the formation of a monetary union is possible. Development of currency integration, as a component of economic unity, presupposes the process of implementing a coordinated policy of the EAEU countries, as well as the creation and functioning of the organizations performing interstate currency regulation. In the article the dynamics of the main economic indicators of the Eurasian Economic Union functioning is considered. The data on the trade turnover of the EAEU member countries for 2019 is provided. The main directions of EAEU cooperation with third countries and integration associations are revealed, with particular attention being paid to the creation of free trade zones with Vietnam and Singapore. In the context of the organization and functioning of interstate unions, each of the member states of such unions, while ensuring their own security, also needs to manage both the threats to the security of other partners that have an indirect adverse effect and the threats that directly impact the whole union. The directions of digital transformation of the economies of the Eurasian Economic Union member states are considered. The problematic aspects of its functioning are highlighted.

The article is devoted to the analysis of the features of excise tax revenues to the budget of the Russian Federation. The analysis of the negative impact on the economy of the distribution of illegal tobacco prod-ucts - cigarettes, as well as the impact of new substitutes for this product. The issues of harmonization of the excise policy of the countries of the Eurasian Economic Union and the regulation of the tax policy in the field of excise taxes on tobacco products, the introduction of new excise taxes on electronic substitutes are considered. These measures are aimed at creating sustainable export-import foreign trade relations and a single market of legalized smoking products. The article is aimed at developing recommendations on strengthening the economy of tobacco production in the context of the creation of the Eurasian Economic Union, as well as on increasing tax revenues from them.

 Abstrak Kawasan Eurasia merupakan wilayah yang penting secara geopolitik dan geostrategi bagi perdagangan Indonesia. Melihat potensi yang dimiliki oleh negara-negara yang tergabung dalam Eurasian Economic Union (EAEU), Indonesia diharapkan dapat memanfaatkan peluang yang terbuka. Penelitian ini bertujuan untuk mengetahui potensi daya saing komoditas serta dampak kerja sama perdagangan Indonesia-EAEU. Metode analisis yang digunakan adalah Trade Complementary Index (TCI), Revealed Symetric Comparative Advantages (RSCA) dan Computable General Equilibrium (CGE) model dengan data dasar GTAP versi 9 menggunakan enam simulasi. Berdasarkan analisis TCI, tingkat kesesuaian ekspor EAEU terhadap struktur impor Indonesia lebih tinggi dibandingkan ekspor Indonesia terhadap struktur impor EAEU. Dengan melihat dampak kerja sama perdagangan Indonesia-EAEU terhadap makroekonomi Indonesia, penurunan tarif bea masuk sebesar 50% untuk seluruh produk Indonesia dan EAEU merupakan alternatif kebijakan terbaik. Indonesia perlu menjajaki kemungkinan kerja sama dengan EAEU dengan pendekatan berupa eliminasi 50% pada seluruh pos tarif secara bertahap. Selain itu, disarankan Indonesia fokus pada komoditas yang memiliki daya saing di pasar EAEU yaitu sektor animal; vegetable; foodstuffs; plastics/ rubber; raw hides; woods; textile; stone/glass; machinery; dan transportation.AbstractThe Eurasian region is an important area for Indonesia in term of geopolitic and geostrategy. Due to the economic potential of EAEU countries, Indonesia must take advantage of it. This study aims to determine the potential competitiveness of commodities and the impact of trade cooperation between Indonesia-EAEU. Methods used in this study were Trade Complementary Index (TCI), Revealed Symetric Comparative Advantages (RSCA) and Computable General Equilibrium (CGE) model utilizing basic data of GTAP version 9 of six simulations. By using TCI method it was found that the comformity level of EAEU's export to Indonesia's import structure is higher than Indonesia's exports to the EAEU import structure. Looking at the impact of Indonesia-EAEU trade cooperation on Indonesia’s economy, tariff reduction of 50% for all Indonesian products and EAEU is the best policy alternative for Indonesia. Therefore, It is a must to Indonesia to explore the possibility of cooperation with EAEU with a 50% elimination scheme gradually to all tariff lines. Indonesia should also focus on commodities which have competitiveness in EAEU market i.e. animal; vegetable; foodstuffs; plastics/rubber; raw hides; woods; textile; stone/glass; machinery; and transportation.

The paper examines the little-known pages of the legal regulation of international integration in Europe: the project of the creation in the middle of the 20th century of the European Health Community (EHC) and its relationship to the current project for the establishment of the European Health Union. The introduction examines the reasons for the ineffective response of the modern European Union (EU) to the global coronavirus pandemic, mainly due to the lack of European institutions, in contrast to the economy and a number of other spheres of public life, supranational powers in the field of health.The first section analyzes the main provisions of the draft EHC presented by the French Government in 1952 and became the subject of an international "preparatory conference" with the participation of 16 European countries at the end of the same year. The author gives special attention to the legal consolidation in the EHC draft founding treaty of "sanitary activities" (prevention and counteraction of various types of diseases); "cultural provisions" dedicated to the collection of information, the development of scientific research and education in the field of health; provisions on the creation of a common therapeutic and research infrastructure of the EHC; the political and legal nature of the EHC as a supranational organization with restrictions in its favor of the sovereign rights of the participating states.The second section describes and evaluates the domestic, foreign, and economic factors that prevented the creation of the EHC.The final section examines the impact of the EHC on the law-making and law-enforcement activities of the modern EU, and compares the legal model of the EHC with the model of the European Health Union, which was established in the end of 2020. There are also proposals for using the experience of European integration in the field of healthcare for the development of integration processes in a similar field between Russia and other former Soviet republics, including the creation of common medical and research centers under the auspices of the Union State of Russia and Belarus and (or) the Eurasian Economic Union, equipped with mega-science facilities (synchrotrons, etc.), other advanced infrastructure of scientific theoretical and scientific applied nature.

In the context of globalization and regionalization, central banks pursuing monetary policy in the country at the same time become subjects of monetary regulation within the framework of the integrational associations of which they are members. The purpose of the article is to assess the impact of monetary policy on investment and economic growth in integration unions and determine the appropriateness of their coordination. To achieve the goal, a method of correlation-regression analysis is proposed, one which allows for the identifying and assessing of the degree of influence of certain directions of monetary policy of the countries of the integration association on the indicators of investment and economic growth. As a result of the analysis, the expediency of coordination and implementation of a coordinated policy of central banks to stimulate the deposit and credit policy of commercial banks was proved, which positively affects the characteristics of supply and demand in the integrated investment market. The assessment of the directions of the coordination of monetary investments regulation was carried out on the example of an integration association - the Union of Belarus and Russia and can be extended to other integration associations with the participation of Belarus, in particular, to the monetary interaction of countries within the Eurasian Economic Union. The analysis is based on the statistical data of the National Statistical Committee and the National Bank of the Republic Belarus, the EAEU Department of Statistics, as well as statistical information from the Central Bank of Russia and the Union of Russia and Belarus.

The article examines the impact of the great global economic crisis of 2008-2020. on Eurasian integration, the relationship between the old and the new center of global capitalism. An analysis is made of what results, for what reasons and how the further construction of the Eurasian Economic Union (EAEU) will lead in the face of the unfriendliness of Western states and a simultaneous crisis of their strategy in the economy and politics. Namely: the formation of a large continental market, a stable system of interstate cooperation, the implementation of an interethnic protectionist policy that encourages production and consumption within the EAEU. The prospect of such development makes the project attractive for countries outside Eurasia, which leads to the birth of the Eurasian consensus as an international economic and political agenda.This will largely become decisive for the global economic agenda for 2021-2045, that is, for the period of a new upward wave according to N.D. Kondratyev.

The article defines the innovative potential of the member countries of the Eurasian Economic Union (hereinafter — the EAEU, the Union), assesses the structural ratio of trade in agricultural products in the total food consumption of the EAEU. The internal investment potential of the EAEU countries is described. The article considers the mechanism of foreign direct investment as a tool for increasing the gross value added of goods during their cross-border movement in the member countries of the Eurasian Economic Union. The dynamics of retail trade turnover in the EAEU is presented. At the same time, in the global aspect, topical issues of the quality of investments in the agro-industrial complex are touched upon, since their volumes do not meet the needs of financial support. At the same time, the mechanism of accelerating the turnover of investment capital is analyzed through the prism of identifying and assessing the state of poverty in rural areas as a risk factor for the agro — food policy of the EAEU member states. At the same time, it is most important to increase the level of food independence of the EAEU member states, to ensure conditions for the growth of the number of new high — performance jobs. The issues of production and consumption of marketable products in the EAEU member states are studied, taking into account the dynamics of prices and the socio-economic situation in the foreign trade space. Based on the generalization of the experience of integration associations of the world economic system, the article concludes that it is necessary to introduce a comprehensive intellectual system into the value chain of commodity products created in the analyzed states. The authors systematize the priorities of the conceptual development of economic relations in the integration of foreign trade processes in the EAEU until 2030. In the system of assessing the mechanism of cross-border traffic through the EAEU, the authors focus on the issues of optimizing the speed of delivery of goods from the seller to the consumer and the modernization of the road transport and logistics infrastructure of the member states of the Union. Based on the analysis of the logistics efficiency index in foreign countries, the necessary conditions for achieving the key effects of the economic development of the EAEU until 2030 are proposed.

The article is devoted to a new economic and political entity — the Eurasian economic Union (EEU), becoming part of the "internal" tourism, in the context of the crisis of globalization and global tourism, associated with the increase in terrorist activity, chaos and instability in the world, including at popular tourist destinations. This process is one of the major challenges that has systemic consequences for the Russian tourism market in general. The article presents a topical subject and the strategic direction of the Eurasian tourism branding, the problems of formation within new political and economic conditions internal and Eurasian tourism market and its channels of communication to preserve and develop consumer standards set by the global tourism. As a condition of the tourist branding in the space of the EEU the mechanisms of sovereign ratings and brand protectionism are described. The considered processes have a direct impact on the Russian tourism market in the sphere of branding and marketing and require the scientific reflection and discussion.
