The study is based on the decrees of the President and state programs for the strategic development of the Russian Federation. Modern trends in the economic development of the maritime transport system, its ports and infrastructure projects of the Arctic Zone of the Russian Federation have been considered. It has been presented that under the conditions of the world economy regression caused by economic, political and other factors, increasing the economic potential of the Arctic territories is a priority goal, and the fulfillment of tasks to develop the Arctic and ensure national security corresponds to the fulfillment of the principles of the state policy of the Russian Federation. It has been determined that the development of the Arctic transport corridor and the Far North regions in modern conditions is impossible without a high-tech economy, and scientific and technological progress predetermines the themes of communicability of interests of the state, business and society. Key infrastructure projects in the Arctic Zone of the Russian Federation for the development of oil and gas complex, construction of icebreaker fleet, auxiliary Arctic-class fleet, construction of new ports to meet the challenges of increasing the flow of goods along the Northern Sea Route have been considered. The measures for sustainable, reliable energy supply to consumers in order to strengthen the life of the community, expanding the human environment using the latest technological solutions have been analysed. The readiness of industrial enterprises to solve the goals of building land, water and air transport that meets Arctic requirements has been confirmed. The purpose of the study is to assess the ongoing and planned infrastructure projects carried out by the state and business to increase the economic reserve of the Arctic Zone of the Russian Federation, to ensure the national security of the Russian Federation.

The study examines modern challenges affecting the development of the Arctic marine transport system and the economic situation of the Arctic zone of the Russian Federation (AZRF). The basic normative legal acts that determine the activities of economic organizations in the Arctic are presented. It was deter-mined that in the context of the world economy regression caused by geopolitical, economic, natural and other reasons, increasing the AZRF economic potential is a priority goal, and the implementation of tasks for the Arctic zone development and ensuring national security corresponds to the implementation of the Fundamentals of State Policy of Russia. The tendency of competitive struggle by the Arctic countries on the issues of economics and geopolitics is noted. The Northern Sea Route (NSR) is presented as the basis of the Arctic sea transport system, its economic potential, international importance, international integration with the People's Republic of China is shown. The main infrastructural projects of the Arctic for the development of the oil and gas complex, the construction of an icebreaker fleet, the construction of new and modernization of the existing ports of the NSR, etc. are presented to solve the problems of increasing cargo traffic along the Northern Sea Corridor. New projects for modernization of port infrastructure, transport development, etc. are considered. The purpose of the study is to assess the ongoing and planned infrastructure projects carried out by the state and business to increase the economic potential of the Arctic. Many of them are unique, which expresses firm confidence in the modern development of the Arctic zone, in ensuring the national security of the Russian Federation.

The presented analytical review considers environmental and socio-economic problems of environmental management in the Arctic, the comprehensive studies of which were carried out within the framework of the subprogramme "Development and use of the Arctic" of the Federal target program "World ocean", the Federal target program "risk Reduction and mitigation of natural and man – made emergencies in the Russian Federation", the UNEP/GEF project "Russian Federation-support to The national action plan for the protection of the Arctic marine environment" and other international projects. Many of the author's conceptual and methodological developments remain relevant at present to solve the problems identified in the strategy of development of the Arctic zone of the Russian Federation and national security for the period up to 2020, the Strategy of development of Maritime activities of the Russian Federation until 2030, the Strategy of national security of the Russian Federation. Strategic planning documents have been developed: including the Basics of the state policy of the Russian Federation in the Arctic, the action Plan of the Arctic Council for sustainable development, the Strategic action program (SPD) for environmental protection of the Arctic zone of the Russian Federation, the draft concept of sustainable development of the Arctic zone of the Russian Federation, investment proposals and guidelines for cleaning the Arctic territories from pollution, including in the areas of the Russian presence on the Svalbard archipelago, reduction of natural and man-made risks of emergency situations and increase of protection of valuable natural areas. Also in the monograph are considered: proposals for the regulatory consolidation of the boundaries of the Arctic natural territory in the Russian Arctic to establish a special regime of natural resources, taking into account the high vulnerability of Arctic ecosystems to man-made impacts; methods of causal analysis to determine the relationship between the quality of the environment, the activities of sectors (industries) and the policy of public administration and regulation; road map for the transition from sectoral to complex (integrated) management of marine environmental management; methods of marine spatial planning; strategic environmental assessment of infrastructure projects, etc.

The article considers issues associated with the problems and means of supporting the construction organizations operating in the Arctic zone of the Russian Federation (AZRF), including the state measures of supporting these organizations. The author proposes to establish an organizational and economic mechanism of supporting construction organizations operating in the AZRF. According to the author, this mechanism would ensure a faster and more effective implementation of the state goals set out in Presidential Decree no. 645 of 26.10.2020 «On the Strategy for the Development of the Arctic Zone of the Russian Federation and Ensuring National Security for the period up to 2035». A system of assessing the level of development of state means of supporting construction organizations operating in the regions of the Russian Arctic is offered.

The development of the Arctic zone of the Russian Federation, as well as the development of the Arctic regions of the Russian Federation and its industrial exploration, requires solving many complex problems, including the creation of new highly efficient technologies for resource extraction and processing, better organization of production activities, transport, logistics, ensuring international standards of environmental safety, conservation and support of indigenous peoples, and many more. The current stage of the Arctic development and exploration requires highly effective organizational systems, the activities of which are determined by the interaction of the state and business structures.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.
