Based on the conducted sociological research and using modern methodological approaches of digital sociology, the feasibility of developing institutional conditions for improving the educational rehabilitation of disabled people by means of modern Internet technologies has been justified. Examples of the development of analogical problems in the works of domestic and foreign authors have been given. The possibilities of scientific and methodological support of social experiments on the development and implementation of educational Internet communications to overcome the disability of disabled people using the Arsenal of digital sociology have been described separately. The data on the attitude of disabled people to higher education in the system of their rehabilitation and life activity, with the identification of social groups with positive, uncertain and negative attitudes with a predominant positive attitude to the possibility of educational rehabilitation have been provided. The educational needs of people with disabilities in various areas have been described, their quantitative characteristics with the definition of priorities and areas of education that are not relevant for people with disabilities have been presented. A significant place in the article has been given to the possibilities of involving disabled people in the process of developing educational programs and in research activities, both in terms of the availability of willing people among them, and the use of various forms of their integration into real research projects as part of temporary creative teams. The conditions for the implementation of scientific support for the development of training programs in the Internet space by conducting their practical testing on the example of the Zagorsk experiment have been characterized separately. Attention to supporting individual research projects of people with disabilities in the course of higher education has been paid, ways to help them collect experimental material have been substantiated. Separately, the role and place of joint forms of scientific activity of disabled people, teachers and students in the performance of state tasks have been shown. Taking into account the important role of social inclusion of disabled people in Internet communications, the prevalence of creating accounts in the Internet information and communication network and using various Internet resources among disabled people and family members has been separately reflected.

Abstract Strategic planning becomes, nowadays, an integral part of higher education institutions management. It aims at supporting universities and colleges to anticipate changes, mobilize institutional energies and potentials around a shared vision and face new challenges. In spite of the well-acknowledged added value of strategic planning in higher education institutions worldwide, it still has not received enough attention within Algerian research institutions where traditional long-run planning is still prevailing. The present article aims at exploring the practice of research planning among Algerian research institutions focusing on its main elements, namely planning model, setting research priorities, alignment of objectives, research project planning, criteria of validating research projects, researchers' motivations and research projects monitoring. The article also highlights the potential value that strategic planning can deliver to help Algerian research institutions improve their performance and achieve their goals.

Background and objectives. In Ukraine, until the mid-2000s, social policy with regard to people with disabilities was primarily compensatory in nature. Now the situation is gradually changing, the objectives of social policy are recognized to ensure equal rights and opportunities for people with and without disabilities. With the signing (2008) and ratification (2012) of the UN Convention on the Rights of Persons with Disabilities, our country has assumed the obligation to ensure the full social participation of people with disabilities in society. One of the resources that increase the chances of people with disabilities to master various spheres of life can be higher professional education, especially in an inclusive format.Methods. The study used: biographical method and interview method – to collect and summarize the information obtained; statistical method – to process the results of the survey, predictive method – to summarize various aspects of the use of inclusive education format in the system of higher professional education. Findings. The potential of the institute of higher professional education as a channel of social inclusion is proposed to use both at the macro level through the use of the model of socio-entrepreneurial approach of forming a system of higher professional inclusive education, and at the micro level through the identification and description of practices of forming an inclusive format of education in a particular university and tracing the life trajectories of people who received higher professional education in an inclusive format.Conclusion. The analysis of the successes and difficulties of higher professional education for people with disabilities shows that there is an objective need to consolidate the efforts of the higher education community with regional public organizations, executive authorities, regional and city institutions of health, education and social protection to support young people with disabilities.

The fast growth of information and communication technology and particularly the Internet has changed traditional methods of research, storage, retrieval, and communication of information. Internet has emerged as the most powerful medium for storage and retrieval of information. The Internet facility has enabled teachers and students to enhance their academic excellence by providing them the latest information and access to worldwide information. The present study highlights the existing situation of Internet services provided by the various departments of Alagappa University. The study shows that female respondents constitute more in number than male respondents, corroborating the greater number of women in higher education in Tamil Nadu state. It also reveals that most respondents (56.76%) use the Internet for educational purposes, while 36.49% use online services for research purposes.

This presentation of the innovation-driven environment in Colombia derives from important national efforts to gather and store pertinent information. Two large surveys have tested the ‘innovative behaviour’ of Colombian manufacturing firms – the more recent of these was in 2005. Another information source is the Scienti platform, an online effort to collect and store information about research and researchers nationwide. Finally there is the SNIES, the national higher education information system which inventories curricula, admission criteria, study costs, physical resources, research activities, teachers and students of all institutions of higher education in the country. Although all of these instruments have their problems and are still in their consolidation phases, they constitute an invaluable asset for the country's scientific policy making.

There are certain obstacles to the development of the research capacity of Ukrainian universities, which can be classified as belonging to one of the two groups: «external» and «internal». If the former include more obvious things like insufficient funding for national science and higher education, as well as the imbalance of teaching and research activities of the academic staff, the latter relate to the values, interests and motivations of the researchers. It is argued that a possible way to overcome the first type of obstacles is to rethink the role of the university teacher, who from a translator of knowledge becomes a mediator helping students to acquire the ability for life-long self-education and the constant creation of own knowledge. The competition to traditional universities presented by non-formal education emphasizes the benefits of the individual approach and personal communication between teachers and students and the special value of the personal knowledge as a result of own research. The article argues that in the absence of internal motivation for scientific research and a tendency to recognize the principles of scientific ethos, the attempt to «force» creativity leads only to the profanation of scientific activity, in particular to mass violations of academic integrity by students. Really effective research can be based only on the moral imperative of each human person as an autonomous subject of values and responsibility, and the most important factor in the development of university science is the democratization of higher education, which returns to the humanistic ideal of the Enlightenment that considers each person as capable of creative and independent thinking. Such democratization contributes to the implementation of lifelong learning and effective activities of university graduates in a volatile and complex world, and also corresponds to the ideas of the open science concept as one of the most important ways for increasing the research capacity of Ukrainian universities.

the inclusion of people with disabilities in professional activities through inclusive higher education has become a necessity of the modern world. The effectiveness of interactions between different social groups during the educational process is largely due to the level of ethics in the relationships of the subjects. The authors investigated the grounds for inclusion in higher education, its ethical risks and barriers, the readiness of teachers and students to interact in the educational process. The leading theoretical approach was the concepts of inclusion and the social concept of disability, which make it possible to comprehensively consider the issues of socialization and social adaptation of young people with disabilities, including in vocational guidance and professional adaptation. The study was conducted by interviewing students, interviewing university professors, social professionals working in universities. The article presents the results of the study: the problems of vocational and ethical interaction of students in inclusive education were identified, the readiness of teachers and students for inclusive education and the conditions for increasing its effectiveness were assessed. The results can help to improve inclusive education and social adaptation of youth with disabilities.

BACKGROUND AND OBJECTIVES. For student youth the process of entering the profession and harmonization of interactions with professional environment and future professional activity is the key moment of life activity. This process, according to the majority of modern researchers, is a certain complexity and contradiction both for students and for higher education institution, as well as social institutions and organizations acting as social customers.METHODS. The study of the process of adaptation of student youth to research and professional activity was carried out on the basis of the Kyiv National University of Technologies and Design. Assessment of students' expectations regarding studies, the level of students' awareness of the future professional and scientific activity was carried out with the help of the University Hackathon Ecosystem toolkit. Processing of the obtained results of the survey was carried out on the basis of the "Methodology of research of students' adaptability to dual education in higher education". The methodology includes two scales: adaptability to professional activity and adaptability to research activity.FINDINGS. The following directions of training are distinguished: professional, social and research, as well as stages of adaptation to professional training: learning identification, learning-professional activation, professional-value reflection. Integration of these directions allows us to organize activities that ensure formation of necessary professionally important qualities (competences) in students (graduates), agreed with potential employers and demanded by the corresponding profession. The conducted experiment on the basis of Hackathon-ecosystem of the university was carried out taking into account the directions of training and their corresponding adaptation criteria: professional direction – activity-result and motivation-value criteria; humanitarian – communication-professional criterion; research – personal-creative criterion.CONCLUSION. Students' adaptation to future professional and research activities can be defined as one of the most urgent social problems at the pre-production stage. This is due to the fact that the student spends one of the main periods of his life in a higher education institution, since it is at this time he is formed as a professional and as a person, masters the necessary competencies in order to achieve a certain professional and research level. At this stage the professional intentions of the individual and the requirements of the profession come into alignment, i.e. there is an adaptation to professional and research activities.

Abstract Current laws and regulations have generated discussions about the accessibility of disabled people in the labor force. However, there is a need for changes in the physical, functional, and attitudinal and/or behavioral environment to create an inclusive environment. The objective of this research was to evaluate the effects of an intervention aimed at a critical reflection on the inclusion of people with disabilities in the workplace. The intervention was carried out in a higher education institution with academic staff and administrators; its effects were evaluated using the Conceptions of Disability Inventory. The results indicated that after having completed the course, the participants developed a broader and more human conception of the participation of people with disabilities in the workplace.

Hoy en día la sociedad actual exige estándares mínimos de satisfacción que mejoren la calidad de vida de las personas. Las personas en situación de discapacidad, no se encuentran ajenas. En Chile a partir del año 2010, se promulga la ley n° 20.422, que establece las normas sobre igualdad de oportunidades e inclusión social de las personas en situación de discapacidad. Cambiando el paradigma social frente al concepto de inclusión de las personas en situación de discapacidad en todos ámbitos, sobre todo en el área educacional, donde el estado y los privados han tratado de reconocer sus deberes frente a esta temática. Sin embargo, no existe una delimitación clara en la educación superior. Es por ello, que se genera la necesidad como institución Santo Tomás, sede Iquique de crear un estudio que detecte los factores intrínsecos como extrínsecos que obstaculizan el rendimiento académico y/o permanencia en la educación superior de las personas en situación de discapacidad pertenecientes a esta institución. Para ello, se realiza una investigación de carácter exploratorio, de tipo cualitativo descriptivo, con un enfoque naturalista, ya que explora múltiples realidades de docentes y estudiantes de educación superior en situación de discapacidad. Este estudio concluye principalmente que los factores extrínsecos asociados al cuerpo académico y directivos son quienes poseen mayores factores obstaculizantes en cuanto al rendimiento académico y/o permanencia de las personas en situación de discapacidad, en Santo Tomás sede Iquique. In the contemporary academic setting, the quality of publications and the publication activity of a scientist, educational or research institution are evaluated using a set of scientific metric indicators. There are the following parameters: total citations, total number of links, the Hirsch index, impact factor, g-index, and-10 index. The aim of the paper is to cover the methods of working with the world scientific and metric databases of literature, as well as to explain the essence and algorithms for calculating the major scientific and metric indicators. We used the bibliosemantic research method in order to analyze the relevant scientific literature. The article describes the principles of mastering the tools of international databases Scopus, Web of Science, Google Scholar, Mendeley bibliographic manager, ORCID system. The paper focuses on the essence of scientific and metric indicators, calculated by these resources, as well as their scope and possibilities. The authors analyze the positive aspects of using the scientific metrics to determine the influence of a particular author or institution, as well as a number of subjective disadvantages of their widespread adoption in higher education. The modern tools for working with scientific information play a key role in the research activities of scientists, institutions of higher education, research institutions. The quality of publications is determined by a number of scientific metrics, calculated by authoritative scientific literature databases, such as Scopus and Web of Science. The h-indices are calculated in terms of publications in these bases, and serve as qualitative indicators for scientific activity evaluation. Scopus and Web of Science, in addition to their own built-in tools for searching, visualizing, analyzing and tracking data, integrated with the registers of scientists, bibliographic managers, plugins that allow to automate the processes of citation, lists of literature, preparation of publications according to the requirements of a specific edition, work with full-text versions of articles in different formats.
