This special issue presents findings of the transnational research project “Crisis, Conflict and Critical Diplomacy: EU Perceptions in Ukraine, Israel and Palestine” (C3EU) (2015-2018) focusing on Ukraine-specific results [C3EU, online]. Supported by the Erasmus+ of European Commission, C3EU united experienced and early careers scholars into a research team of 36 who studied and facilitated best practice in EU perceptions research. The results of the project contributed to policy debates on EU global and regional governance and fostered academic-policy-makers' dialogues in Ukraine and the EU. Leading to this extensive outreach to the stakeholders, the C3EU research consortium had consolidated academic excellence by gathering linguistic and non-linguistic information, and producing comprehensive and methodologically rigorous analyses of EU perceptions and narratives in Ukraine and Israel/Palestine reflecting major societal challenges. The articles published in this special issue focused on perceptions and images exposed in narratives on the EU, Ukraine and EU—Ukraine relations are interdisciplinary. They combine methodologies of cognitive and communicative linguistics with the findings of communication and media studies, cultural studies, political science, international relations, and European integration studies.

AbstractThe transnational governance of bank resolution must be well-designed to provide credible solutions to financial crisis management. While at policy level, there is a broad consensus on best practice, the implementation stage often leaves something to be desired. Focusing on the implementation of the relevant Financial Stability Board (FSB) recommendations in the EU, this article explores this issue and proposes certain reforms. It argues for closer EU control and scrutiny over national decision-making without, however advocating a “one-size-fits-all” approach. Its main insight is that the promotion of transnational convergence need not come at the expense of the distinctive attentiveness of EU law to local conditions nor indeed involve a massive shake-up of the existing EU architecture. Its aim is to contribute to scholarly and public policy debates in this field in anticipation of the EU response to the final conclusions of the post-implementation evaluation of the FSB recommendations, which is currently in progress.

In the policy climate where various actors claim to have the solutions for the enduring challenges of teacher education, policy deliberations sideline certain voices. This introduction to the special issue explores policy contestations surrounding teacher education and highlights some of the perspectives overlooked by policy debates. It lays out new priorities for the teacher education community to ensure that the profession’s collective voice would be heard by policy-makers and by the public at large.

In a number of European countries there is a clear trend towards increased multiple jobholding. As things stand, however, little is known about the structure and the potential consequences of this increase, notably in terms of quality of work and social protection. This special issue focuses on contemporary forms of multiple jobholding in Europe. Have the structure, nature and dynamics of multiple jobholding changed over time? What are the roles of labour market flexibility, technological change and work fragmentation in the development of multiple jobholding? And do multiple jobholders benefit from similar and adequate employment terms, conditions and protections compared with single jobholders, or are they worse off as a consequence of their (fragmented) employment situation? What implications do these findings have for unions, policy-makers and the regulation of work? The collection of articles in this special issue adds to the literature on emerging forms of employment in the digital age and challenges for social protection, also in light of the COVID-19 pandemic. This introduction initiates a discussion of central debates on multiple jobholding and presents a synopsis of the articles in this issue.

Reducing inequalities for EU citizens and promoting upward convergence is one of the priorities on the agenda of the European Commission and, certainly, inequality will be a very important public policy issue for years to come. Through this research we aim to investigate EU labor market inequalities, reflected by the specific indicators proposed for Goal 8 assumed by the 2030 Agenda for Sustainable Development, based on cluster analysis for all the 27 Member States. The research results showed encouraging results from the perspective of convergence in the EU labor market, but also revealed a number of analyzed variable effects that manifested regional inequalities that were generated in the medium and long term. Based on the observations made, we want to provide information for policy-makers, business practitioners, and academics so as to constitute solid ground for identifying good practices and proposing to implement policies aimed at reducing existing inequalities and supporting sustainable development.

AbstractThe objective of this paper is to develop an simulation model able to test different language education orientations and their consequences for the EU population in terms of linguistic disenfranchisement, that is, the inability of citizens to understand EU documents and parliamentary discussions should their native language(s) no longer be official. I will focus on the impact of linguistic distance and language learning. Ideally, this model would be a tool to help EU policy makers make informed decisions about language practices and education policies, taking into account their consequences in terms of diversity and linguistic disenfranchisement. The model can be used to force agents to make certain choices in terms of language skills acquisition. The user can then go on to compare different scenarios in which language skills are acquired according to different rationales. The idea is that, by forcing agents to adopt certain language learning strategies, the model user can simulate policies promoting the acquisition of language skills and get an idea of their impact. In this way, the model allows not only to sketch various scenarios of the evolution of language skills among EU citizens, but also to estimate the level of disenfranchisement in each of these scenarios.

This perspective discusses the impact of political economy on the regulation of modern biotechnology. Modern biotechnology has contributed to sustainable development, but its potential has been underexplored and underutilized. We highlight the importance of the impacts of regulations for investments in modern biotechnology and argue that improvements are possible via international harmonization of approval processes. This development is urgently needed for improving sustainable development. Policy makers in the European Union (EU) in particular are challenged to rethink their approach to regulating modern biotechnology as their decisions have far ranging consequences beyond the boundaries of the EU and they have the power to influence international policies.

Abstract The good practice portal of the Federal Centre for Health Education (BZgA) consists of a nationwide collection of projects and interventions to promote the health of socially disadvantaged groups at community/setting level. An exchange platform (inforo) is also offered via the operating agency, although its use is still limited. The results of the evaluation of the platform suggest that the provision of practical projects and exchange of knowledge alone is not sufficient to support policy makers and practitioners who want to promote health in the community/setting. There is a need for advice on needs assessment, selection and appropriate implementation of health promotion measures. A comprehensive approach currently being tested in the field of activity promotion for older people is the provision of a web-based “toolbox” comprising the following tools: assessment instruments for analysing the need for health promotion measures, a user-friendly intervention/project database and broader evidence synthesis documents, as well as information on project management (organisational, legal, financial). Following the example of other best practice portals, a ranking methodology was developed to make the level of effectiveness of interventions visible and the evaluation requirements transparent. Evidence synthesis documents provide an entry point to learn more generally what works in a particular area of health promotion. In order to make the “toolbox” accessible to policy-makers and practitioners, information from previous studies was used in the development with regard to content and graphical presentation. BZgA is currently working on integrating evidence into the good practice portal. The evaluation of the toolbox in a small area of health promotion will provide initial insights into the inclusion of evidence and its added value. This presentation will conclude with a discussion of possibilities for improvement, challenges and limitations of this approach.

The impact of implementation of cohesion policy on the sustainable development of EU countries is of great interest and presents a number of actual challenges. This research aims to evaluate the impact and the effects of the cohesion policy among the Member States using hierarchical clustering analysis in order to identify how the selected variables affect the sustainable development adopted models. The variables used in the analysis were selected on the basis of official data provided by the European Commission, SDG Index and Dashboards Reports and the EU Cohesion Monitor. The results of the research have led to the grouping of the 28 Member States in a number of six clusters, identifying performers but also those countries that have a high potential for sustainable development or which require increased attention to be sustained in recovering existing gaps. The results of the study can be a starting point for policy makers and other stakeholders involved in their efforts to support sustainable development through effective and effective policies.

This special issue focuses on the role of civil society in international relations. It highlights the dynamics and impacts of public opinion on international relations (Zaller, 1992). Until recently, it was usual to consider public opinion in terms of its influence on policy makers and in terms of moulding public opinion in the broad frame of the policy makers in one's country. Given that public opinion in the United States was assessed and judged so frequently and diffused so globally, it was natural to frame questions guided by those concepts which pertained to the global and domestic context of the United States.
