Achieve good governance through public participation is a must. The big challenge in governance and development in the era of regional autonomy sourced from within the community. In society there is a potential and enormous resources, if utilized properly will contribute significantly to the progress of society and areas .. The experiences show that governance and development without involving the public's participation will face serious problems. Because it must be recognized by government actors that the public should be involved in every stage of the process of governance and development programs. Communities are stakeholders that should not be ignored, because they have a strategic role and the potential for continuity of government and regional development. Mewujudkan good governance melalui partispasi publik merupakan suatu keniscayaan. Tantangan besar dalam penyelenggaraan pemerintahan dan pembangunan di era otonomi daerah bersumber dari dalam masyarakat. Di dalam masyarakat terdapat potensi dan sumber daya yang sangat besar, jika dimanfaatkan secara baik akan memberi kontribusi nyata bagi kemajuan masyarakat dan daerah.. Berbagai pengalaman menunjukkan bahwa penyelenggaraan pemerintahan dan pembangunan tanpa melibatkan partsipasi public akan menghadapi persoalan serius. Karena itu harus disadari oleh aktor-aktor pemerintahan bahwa masyarakat seharusnya dilibatkan dalam setiap proses tahapan program pemerintahan dan pembangunan. Masyarakat merupakan stakeholders yang tidak boleh diabaikan, karena mereka memiliki peran dan potensi strategis bagi kelangsungan pemerintahan dan pembangunan daerah.

Public participation aimed at improving the effectiveness of governance by involving citizens in governance policy formulation and decision-making processes. It was designed to promote transparency, accountability and effectiveness of any modern government. Although Kenya has legally adopted public participation in day-to-day government activities, challenges still cripple its effectiveness as documented by several scholars. Instead of reducing conflicts between the government and the public, it has heightened witnessing so many petitions of government missing on priorities in terms of development and government policies. Results show that participation weakly relates with governance hence frictions sustainable development. Theoretically, public participation influences governance efficiency and development, directly and indirectly, thus sustainable development policy and implementation depends on Public participation and good governance. However, an effective public participation in governance is has been fractioned by the government. Instead of being a promoter/sponsor of public participation, the government of Kenya has failed to put structures that would spur participation of citizens in policy making and other days to activities. This has brought about wrong priority setting and misappropriation of public resources; The government officials and political class interference ultimately limit public opinion and input effects on decision-making and policy formulation, which might be an inner factor determining the failure of public participation in Kenya. The study suggests the need for strengthening public participation by establishing an independent institution to preside over public participation processes.

In the era of regional autonomy, the role of civil service police in the enforcement of Local Regulations is crucial to support regional development. However in practice, civil service police often find obstacles and resistance from the public they face. Therefore, it is required for civil service police to act on the base of human rights during the regulation enforcement process. The results hows that the performance of Semarang civil service police in conducting the Local Regulations enforcement process during 2009-2014 had been done based on human rights. There are still any resistance from the public in some actions, but it can be understood as the result of lack of socialization about the regulations, lack of dialogue and coordination with the citizens, as well as lack of satisfaction of citizens in the solution or redress given to them.  Keywords : human rights, enforcement, violation, local regulation, municipality

Devolution entails the decentralization of power and distribution of resources from the national government to the county governments. To ensure that national and county governments are providing good governance, public participation is vital. Studies done indicate that there is no information pertaining to devolutuon, county governments,  and public participation in the Kenyan county governments. In this study, Kitui county has been used to assess the county assembly initiative and the mass media initiative and their effectiveness in encouraging public participation. The exploratory research design was used to collect data from the target population of Kitui Central Sub County. Data was collected from 100 respondents using structured questionnaires. From the results received, it is evident that Kitui County Government has taken steps to enhance public participation by implementing Mass Media initiatives and County Assembly initiatives. Although, most of the respondents saw the need for the county government to put in more effort to ensure that the public is involved in governance, establishing efficient and effective public engagement initiatives will help strengthen public participation in devolved structures.

The participation plays an important role among other people. When social participation is used today, a public participation will be rapid. The problem has happened when less participation of young people involved on youth associations. The youth has believed that they have still lacked the partcipation has needed for an effective participation and expressed little confidence in their involvement. This paper has analysed the challenges of public participation among youth associations. The methods that used a qualitative study by an interview for five youth associations in Kedah. Drawing on the final findings, two challenges which are: (i) financial and (ii) a less youth participation. Furthermore, the findings are expected to contribute to strengthening the youth associations to achieve good governance in the public participation.

One of the most fundamental principles of Good Governance is the principle of participation. The more substantial public participation in the decision-making process the better the government's policy products. The national development planning system regulated in the form of legislation, has incorporated the principle of participation in such instruments. However, in some respects, the legislation has not been set ideally about the normative limits on the extent to which the public participation is real can be done, so as to guarantee the quality of the resulting product policies. Semakin subtansial partisipasi masyarakat dalam proses pengambilan keputusan maka semakin baik produk kebijakan pemerintahan tersebut. Sistem perencanaan pembangunan nasional yang diatur dalam bentuk perundang-undangan, telah memasukkan prinsip partisipasi dalam instrumen hukum tersebut. Namun dalam tataran tertentu, perundang-undangan tersebut belum mengatur secara ideal mengenai batas-batas normatif mengenai sejauh mana partisipasi masyarakat itu secara nyata dapat dilakukkan, sehingga menjadi jaminan kualitas atas produk kebijakan yang dihasilkan.Ketidakseriusan pemerintah dalam penerapan prinsip partisipasi dalam sistem perencanaan pembangunan akhirnya memposisikan masyarakat dalam partisipasi simbolik, bukan pada partrisipasi subtansial.Kata Kunci : Good Governance, Partisipasi, Perencanaan Pembangunan

Abstract: Democracy and Governance in Village and City Council. Regional autonomy implemented in autonomous region means that every region has its own autonomy in administrating its own governance and to create centre of autonomy throughout the region. This condition is in favour to public’s control towards regional administration and for regional government is to make them easier to decide public services for the society. In addition, the another advantages is to make public services can be attained in the closest level to the public, in politic, economic, general education, culture, security and to increase public participation to mutual progress Abstrak: Demokrasi dan Tata Pemerintahan Dalam Konsep Desa dan Kelurahan. Otonomi daerah dalam bentuk daerah otonom memiliki daerah yang mandiri dalam mengurus pemerintahannya sendiri dan menjadikan pusat-pusat kekuasaan negara tersebar luas di seluruh wilayah negara. Kondisi seperti ini akan kondusif bagi pengendalian proses penyelenggaraan pemerintahan daerah oleh rakyat, dan bagi pemerintah daerah akan mempermudah penentuan berbagai pelayanan publik yang tepat dan cepat. In addressing policy and implementation of regional autonomy needs to be done real efficiency of governance is the implementation of the public service as it should be by apparatus/bureaucracy in a rational institutional network, which will be able to meet the challenges of public service in the implementation of regional autonomy for achieving good governance. Fore in order to provide the knowledge, expertise, skills and attitude to be able to perform duties in a professional office with based on personality and ethics, creating and apparatus that is capable of acting as a reformer and adhesive national unity, establishing the attitude and spirit of service-oriented services, shelter opinion and community empowerment, 1creating a common vision and mindset dynamics in performing general administration tasks and development for the realization of good governance.

This empirical paper sought to determine the lack of public participation and good governance, and to understand who is turning the blind eye on the issue. Local government municipalities have the obligation to exercise good governance, this is to ensure that there is quality service delivery and engagements between the municipalities becomes greater. Therefore, the municipalities are therefore responsible to establish the criterion for participation, transparency, adherence to the rule of law, effectiveness, equity, responsibility, accountability, and consistency. However, in the local government all these important aspects of good governance are neglected and avoided. The question of who is fooling who? Is basically an intention to point out that the idea of good governance does not have a single side but the public, the organisations and the state are included? For the good governance and the democracy of participation there must be an increase in the quality of feedback and the processes of policy formulation, and most importantly with the prevalence of participation. In the south African local government, municipalities have diluted the importance of public participation and that has caused the growing corruption scandals, protests, low service delivery and failing governments.

Abstract The holding of the first simultaneous elections in Indonesia is full of the complexity of the problems. Bawaslu, as an institution tasked with overseeing the implementation of the election, has limitations in terms of area coverage, personnel, objects of oversight are very much. Supervision outside the Bawaslu needs to be strengthened to realize quality elections. The urgency of public participation in the supervision of simultaneous election is not only will strengthen the oversight capacity of the holding of elections, but an oversight by civil society also encourages the expansion of the area of supervision. Participatory oversight by the public is one of the important pillars in carrying out the controlling function of the simultaneous election. Supervision by the public (participatory) is part of the implementation of good governance in the holding of simultaneous elections in Indonesia. The level of community participation is closely related to the level of public trust, legitimacy, accountability, public service quality, and preventing public disobedience. Keywords: Information disclosure,  public service, good governance. Abstrak Penyelenggaraan pemilu serentak pertama di Indonesia penuh dengan kompleksitas permasalahannya. Bawaslu sebagai lembaga yang bertugas untuk mengawasi penyelenggaraan pemilu tersebut memiliki keterbatasan dalam hal jangkauan wilayah, personil, obyek pengawasan yang sangat banyak. Pengawasan di luar Bawaslu perlu untuk diperkuat untuk mewujudkan pemilu yang berkualitas. Urgensi keterlibatan atau peran serta masyarakat dalam pengawasan pemilu serentak, tidak saja akan memperkuat kapasitas pengawasan terhadap penyelenggaraan pemilu, namun pengawasan yang dilakukan oleh civil society pun mendorong perluasan terhadap wilayah pengawasan. Pengawasan partisipatif oleh masyarakat merupakan salah satu pilar penting dalam menjalankan fungsi controlling terhadap pemilu serentak. Pengawasan yang dilakukan masyarakat (partisipatif) merupakan bagian dari pelaksanaan good governance dalam penyelenggaraan pemilu serentak di Indonesia. Tingkat partisipasi masyarakat sangat berhubungan dengan tingkat kepercayaan masyarakat (public trust), legilimasi (legitimacy), tanggung gugat (accountability), kualitas layanan pablik (public servis quality) dan mencegah gerakan pembangkangan publik (public disobedience). Kata Kunci: Pemilu serentak; pengawasan partisipatif; pemilu; Bawaslu; good governance.

The fi nancial relationship between central and local government can be defi ned as a system that regulates how some funds were divided among various levels of government as well as how to fi ndsources of local empowerment to support the activities of the public sector.Fiscal decentralization is the delegation of authority granted by the central government to theregions to make policy in the area of   fi nancial management.One of the main pillars of regional autonomy is a regional authority to independently manage thefi nancial area. State of Indonesia as a unitary state of Indonesia adheres to a combination of elementsof recognition for local authorities to independently manage fi nances combined with the element oftransferring fi scal authority and supervision of the fi scal policy area.General Allocation Fund an area allocated on the basis of the fi scal gap and basic allocation whilethe fi scal gap is reduced by the fi scal needs of local fi scal capacity. Fiscal capacity of local sources offunding that comes from the area of   regional revenue and Tax Sharing Funds outside the ReforestationFund.The results showed that the strengthening of local fi scal capacity is in line with regional autonomy.
