This empirical paper sought to determine the lack of public participation and good governance, and to understand who is turning the blind eye on the issue. Local government municipalities have the obligation to exercise good governance, this is to ensure that there is quality service delivery and engagements between the municipalities becomes greater. Therefore, the municipalities are therefore responsible to establish the criterion for participation, transparency, adherence to the rule of law, effectiveness, equity, responsibility, accountability, and consistency. However, in the local government all these important aspects of good governance are neglected and avoided. The question of who is fooling who? Is basically an intention to point out that the idea of good governance does not have a single side but the public, the organisations and the state are included? For the good governance and the democracy of participation there must be an increase in the quality of feedback and the processes of policy formulation, and most importantly with the prevalence of participation. In the south African local government, municipalities have diluted the importance of public participation and that has caused the growing corruption scandals, protests, low service delivery and failing governments.

Public participation aimed at improving the effectiveness of governance by involving citizens in governance policy formulation and decision-making processes. It was designed to promote transparency, accountability and effectiveness of any modern government. Although Kenya has legally adopted public participation in day-to-day government activities, challenges still cripple its effectiveness as documented by several scholars. Instead of reducing conflicts between the government and the public, it has heightened witnessing so many petitions of government missing on priorities in terms of development and government policies. Results show that participation weakly relates with governance hence frictions sustainable development. Theoretically, public participation influences governance efficiency and development, directly and indirectly, thus sustainable development policy and implementation depends on Public participation and good governance. However, an effective public participation in governance is has been fractioned by the government. Instead of being a promoter/sponsor of public participation, the government of Kenya has failed to put structures that would spur participation of citizens in policy making and other days to activities. This has brought about wrong priority setting and misappropriation of public resources; The government officials and political class interference ultimately limit public opinion and input effects on decision-making and policy formulation, which might be an inner factor determining the failure of public participation in Kenya. The study suggests the need for strengthening public participation by establishing an independent institution to preside over public participation processes.

Protracted negotiations between the main role-players steered in the new South African state on 27 April 1994 and final Constitution, 1996 , which constitutionalised local government. A cursory analysis points to some municipalities which are pockets of excellence; however, local government generally is in ‘distress’. Local communities are rapidly losing confidence in the system as the majority of municipalities are unable to discharge even basic functions. Local government has been characterised by violent service delivery protests; abuse of political power and increasing corruption; financial challenges; poor infrastructure planning/maintenance/investment; political strife and factionalism and staff turbulence. Despite governmental interventions to improve local governance, there are still major constraints hampering good governance, namely political posturing and factionalism; corruption; lawlessness and poor service delivery, symptomatic of virtually all post conflict states. Good local governance is an integral part of post conflict reconstruction and development and is key to building a new local government dispensation.

Orientation: Performance management plays a pivotal role in the realisation of many facets of public administration, including service delivery, good governance and organisational productivity through setting of performance targets and regular assessments of performance. In search of improved quality and productivity in the public service, the South African government introduced several legislative and policy interventions, including but not limited to the Public Service Act, 1994 (Proclamation 103 of 1994), Public Service Regulations of 2001 and the White Paper on Transforming Public Service Delivery of 1997.Research purpose: The main thrust of this conceptual paper was to explore the relationship between performance management and training in the South African public service.Motivation for the study: The lack of sufficient literature on the relationship between performance management and training. To also prove that the two are inseparably linked, meaning that one cannot exist without the other.Research design, approach and method: This article, which is conceptual in nature, reviewed existing literature on performance management and training in the public service extensively so as to arrive at a definitive conclusion.Main findings: The article contends that as much as training underpins the process of performance management, training is also fortified by performance management. Precisely, there cannot be performance management without training and vice versa.Practical/managerial implications: As much as training is imperative in the management of performance in the public service, such training must be need-based and it must be underpinned by performance management through identification of skills gap in the assessment of performance.Contribution: It is proposed that to enhance the knowledge, capacity, effectiveness and efficiency of the public service performance, needs-based training that seeks to close the skills gap, is developed and adequately implemented.

Citizen trust in public institutions is an indication of successful governance as it has often been viewed as an important element of good governance. Citizen distrust in government and its institutions considerably affects the effectiveness and efficiency of public policies and their implementation. Since the independence, Sri Lanka has been regarded as a third world democracy with a strong welfare state system in which public institutions have played pivotal role in fostering democracy and citizen trust. Nevertheless, in the recent past, citizen trust in most public institutions has been alarmingly decreasing owing to politicization of public sector, service delivery, political and bureaucratic corruption, lack of transparency, accountability, ethnic prejudice and partiality in the working of the public institutions. In this backdrop, this paper examines the level of citizen trust in selected institutions and explores factors that influence on trust. The study adopted mixed method approach to explore the problem phenomenon. The study finds that ethnic majority has more trust in public institutions than that of minority, and identity, language of administration and lack of equal representation in bureaucracy are also considerably determine level of trust citizens have in public institutions. Further, political patronage in service delivery has subverted quality of public institutions and trust, interestingly, citizens those who support and being affiliated with ruling party tend to have more trust in government. Police and village-level officers are least trusted owing to endemic corruption.

Good governance developments in Indonesia, further encouraging improvements in many areas of government in Indonesia. One important thing that can be done in the development of good governance is the renewal of the public service. One of the values of good governance is essential to be implemented in the public service is service quality. As with any promotion services provided by the Regional Employment Board of Gunung Mas, good service quality are the expectations of the service users are civil servants who proposed the promotion. Research, seminars and writings of experts on service delivery promotion of civil servants are good quality and havemany. The issue of promotion services qualified civil servants are still not running as it shauld. For the research conducted at the Regional Employment Board Gunung Mas is to see how the quality of service of civil servants promotions given and what are the constraints in service promotion. The maincore of service delivery promotion of civil servants is the timeliness quality of service, things that need to be considered here related to the waiting time and processing time, then the accuracy of service, relating to service reliability and error-free service as well as Ease of Getting Care, associated with a service, a serving officer/administrative staff, support facilities are like computers and others.

One of the most fundamental principles of Good Governance is the principle of participation. The more substantial public participation in the decision-making process the better the government's policy products. The national development planning system regulated in the form of legislation, has incorporated the principle of participation in such instruments. However, in some respects, the legislation has not been set ideally about the normative limits on the extent to which the public participation is real can be done, so as to guarantee the quality of the resulting product policies. The lack of seriousness of government in applying the principle of participation in the system of development planning finally Positioning society in symbolic participation, not on substantial partisipation.Keyword : Good Governance, Participation, Development PlanningSalah satu prinsip Good Governance yang paling mendasar adalah prinsip partisipasi. Semakin subtansial partisipasi masyarakat dalam proses pengambilan keputusan maka semakin baik produk kebijakan pemerintahan tersebut. Sistem perencanaan pembangunan nasional yang diatur dalam bentuk perundang-undangan, telah memasukkan prinsip partisipasi dalam instrumen hukum tersebut. Namun dalam tataran tertentu, perundang-undangan tersebut belum mengatur secara ideal mengenai batas-batas normatif mengenai sejauh mana partisipasi masyarakat itu secara nyata dapat dilakukkan, sehingga menjadi jaminan kualitas atas produk kebijakan yang dihasilkan.Ketidakseriusan pemerintah dalam penerapan prinsip partisipasi dalam sistem perencanaan pembangunan akhirnya memposisikan masyarakat dalam partisipasi simbolik, bukan pada partrisipasi subtansial.Kata Kunci : Good Governance, Partisipasi, Perencanaan Pembangunan

Public policy is a decision to deal with a particular problem situation, that identifies the objectives, principles, ways, and means to achieve them. The ability and understanding of policy makers in the policy-making process is very important for the realization of public policy of rapid, accurate and adequate. The product to suit the needs of the public policy, public participation in the policy process is needed in the policy cycle, from policy formulation to policy evaluation. This paper attempts to review the importance of community participation and other forms of public participation in the policy process, in particular, policy areas.

ABSTRACT Section 5 of the International Trade Administration Act 71 of 2002 (ITAA) provides that the Minister of Trade, Industry and Competition has the power to issue "Trade Policy Directives" subject to the procedures and requirements of the Constitution of the Republic of South Africa, 1996 (Constitution) and other laws. However, there is uncertainty as to how trade policy is formulated under section 5 of the ITAA and the rights of affected parties in this regard. Thus, this article offers an exposition of the process of trade policy formulation under section 5 of the ITAA. To this end, it is my view that trade policy formulation under section 5 must be guided by section 195 of the Constitution, which requires that the public must be "encouraged" to participate in policy formulation and that this must occur in a climate of openness, transparency and accountability. In the narrower sense, it is also my view that interested parties must be given an opportunity to participate in trade policy formulation on the ground of procedural rationality and to avoid a charge of arbitrariness as twin components of the rule of law. Bureaucratic reformation is the fundamental structuring efforts are expected to havean impact on changing systems and structures. The system deals with the relationshipbetween the unsure or the element that influence each other and are associated to makea form totally. The change in one element can influence the other elements in the system.The structure relates with the order of who arrayed a regular basis and systematically.Structure changes is also included with the mechanism and procedure, human resources,facilities and infrastructure, organization and organization’s environment in terms of theachievement of the efficiency of government bureaucracy. These changes include allowingall of the aspects of the bureaucracy has sufficient capacity to carry out the duties and thebasic function. Bureaucratic failure in a term for service the public until now representpoor government both at central and local government level. The urgency of bureaucraticreform in Indonesia is driven by a number of important note. First, the increased apparatusexpenditure is caused by increased of apparatus recruitment without unmeasured control.Second, the ballooning cost of democracy (election) affected the floated of local governmentbudget have increased significantly. The magnitude of the election budget and the impact ongovernmental bureaucracy resulted not ready to close the budget deficit. More than thesebureaucracy has loyalty dilemma caused by dispersed of concentration in every election’sactivity. Third, increased of develop the bureaucratic organization without planning andanalysis of the measured trigger financing and recruitment of apparatus that not less. Asa result, the bureaucracy in most areas are overload, or even lack in outside of Java. Inother side, less of local incomes make dependence to central government, while the localgovernment expenditure is to far from efficiency, even tend to be less controlled due to thehigh cost of the organization. Since local autonomy regulation have been implemented efectively in one year, but empirically it still has many euphoria coming from institution process and Local Government management. Weak commitment and unclear strategic implementation of Local Government for value creating system cause poor quality of good governance and public accountability. This article presents an idea for a paradigm of Local Government strategic role through value creating system.
