Abstract: Democracy and Governance in Village and City Council. Regional autonomy implemented in autonomous region means that every region has its own autonomy in administrating its own governance and to create centre of autonomy throughout the region. This condition is in favour to public’s control towards regional administration and for regional government is to make them easier to decide public services for the society. In addition, the another advantages is to make public services can be attained in the closest level to the public, in politic, economic, general education, culture, security and to increase public participation to mutual progress Abstrak: Demokrasi dan Tata Pemerintahan Dalam Konsep Desa dan Kelurahan. Otonomi daerah dalam bentuk daerah otonom memiliki daerah yang mandiri dalam mengurus pemerintahannya sendiri dan menjadikan pusat-pusat kekuasaan negara tersebar luas di seluruh wilayah negara. Kondisi seperti ini akan kondusif bagi pengendalian proses penyelenggaraan pemerintahan daerah oleh rakyat, dan bagi pemerintah daerah akan mempermudah penentuan berbagai pelayanan publik yang tepat dan cepat. Di samping itu, manfaat yang lain adalah adanya pemerataan pelayanan publik oleh pemerintah pusat maupun daerah, pemerataan pengembangan masyarakat dalam semua aspek kehidupan, baik politik, ekonomi, pendidikan, hukum, budaya, maupun keamanan serta peningkatan partisipasi politik masyarakat untuk kemajuan bersama. DOI: 10.15408/jch.v1i2.2633

Abstrak Pelayanan publik adalah segala kegiatan dalam rangka pemenuhan kebutuhan dasar sesuai hak dasar setiap warga negara dan penduduk atas suatu barang, jasa dan / atau pelayanan administrasi yang disediakan oleh penyelenggara pelayanan  yang  terkait dengan kepentingan publik. Masyarakat sebagai pelanggan memiliki kebutuhan dan harapan pada kinerja penyelenggara pelayanan publik yang profesional. Tugas Pemerintah Pusat maupun Pemerintah Daerah adalah memberikan pelayanan publik yang mampu memuaskan masyarakat. Implementasi kebijakan desentralisasi dan otonomi daerah di Indonesia mengakibatkan pemerintah daerah mempunyai tanggung jawab dan kewenangan dalam menentukan standar pelayanan minimal. Permasalahan mendasar dalam proses pelayanan publik di Indonesia adalah tentang etika. Tidak ada standar universal tentang norma atau etika serta sanksi yang mengatur secara khusus untuk pelanggaran yang dilakukan aparat dalam pelayanan publik. Kata Kunci : Pelayanan publik, Etika, Norma     Abstract Public services are all activities in order to fulfill basic needs in accordance with the basic rights of every citizen and resident of an item, service and / or administrative service provided by service providers related to the public interest. Communities as customers have needs and expectations in the performance of professional public service providers. The task of the Central Government and Regional Government is to provide public services that are able to satisfy the public. The implementation of decentralization and regional autonomy policies in Indonesia has resulted in regional governments having responsibility and authority in determining minimum service standards. The fundamental problems in the process of public service in Indonesia are about ethics. There is no universal standard on norms or ethics and sanctions that specifically regulate violations committed by the authorities in public services. Keywords : Public Service, Ethic, Norm

This study examined the supervision of public services as stipulated in Law 25 of 2009, namely regarding public services and Law 23 of 2014 concerning regional government. Supervision carried out in the law is to give authority to each of the existing institutions or institutions, causing overlapping existing authority. Giving authority to officials will give birth to the rights and obligations to achieve the goals and intentions specified in the legislation. The rise of corruption cases occurs because of the weakness of existing supervision of government administration, especially in public services. In this case corruption will foster public distrust of public services. The form of maladministration carried out by public service providers is always associated with behavior in services performed by public officials and the norms of behavior of officials in public services. In addition, these problems are also caused by the opportunities and authority given to be abused and the low quality of public services in various service sectors. Supervision of public services can provide certainty about the public services provided by the government whether it has been running according to targets and objectives and is a way to find out as early as possible maladministration that might occur so that effective and accountable government can be realized.

AbstractStructuring the territory understood as a method and not a fi nal destination in the structure ofgovernance (local). The ultimate goal in governance or regional government is the achievementof social welfare. Structuring the region as a method intended to bring the device to the localcommunity as the owner of sovereignty.Sub-District as a working area of the district head has an important position in the publicservice, because it deals directly with the public as the main consumers of public services inquestion. Important essence of districts explicitly stated in Law No. 32 of 2004, which confi rmedthat the sub-district serves as the district/city.This research uses descriptive research design analysis with a qualitative approach. This studyincludes qualitative research, which produces descriptive data. Qualitative research is alsomore emphasis on process rather than in terms of results, in addition to this research mayreveal a problem concerning what is in accordance with the reality on the ground.Based on the results of research and discussion as well as the data obtained in the fi eld,it can be concluded as follows: 1) decree No. 44 and No. 45 of 2012 issued on December28, 2012 have not been fully implemented. The Regent of new regulations implemented infour districts as a pilot project for the District Campaka and Cidaun representing southerncoastal areas Cianjur berkarateristik ocean regions and the mainland. While CematanPacet and Middle Reef representing the Highlands and the Regional Tourism; 3) Basedon the results of questionnaires distributed researchers showed that almost 94% of theauthority delegated by declaring that have been implemented by the Head Campaka,Cidaun, Karangtengah and Pacet despite many obstacles. 4) Based on the interview withthe Head Campaka, Cidaun, Karangtengah and Pacet and the districts mentioned thatthe authority delegated in accordance with Law No. 32 of 2014 governing authority of theRegent. But the delegation of authority was not followed denganpembiayaan suffi cient; 5)Obstacles encountered in the implementation of devolved government affairs, among others,the allocation of funds from the budget has been no improvement since the publication oflegislation or declaring the partial delegation of authority so that what is being implementedby kecamaatan still in accordance with the regulations and declaring before it was issued.Another was in the delegation of authority should be delegated the funds and personnel aswell as the completeness of facilities and infrastructure to carry out the delegated authority;Of the conclusions that can be drawn up by the author, the author tries to give somerecommendations, among others: 1) the ineffectiveness of the role and function of districts foris probably due to the limited authority given to districts to districts that causes districts “nothesitate” to take action if social problems arising in the areas they work; 2) In addition, untilnow there is no synchronization of activity between districts and other institutions at the districtlevel (vertical and horizontal); 3) Short-term: through the synchronization of activities andmake districts as an important actor in the management of these activities, the medium term:to simplifi cation institutions where local authorities through applicable legislation activate therole and functions of the district. Long-term: to reduce the role and function of districts to onlyfocus on one function, namely the function of public services. In Norway, the reindeer exists as both a wild and semi-domesticated species. The latter forms the basis of a livelihood and industry that is the clearest characteristic of Sámi culture, and it is protected by international law and the Norwegian Constitution. Nevertheless, reindeer herding is threatened by loss of land used for infrastructure and recreation facilities development, as well as human activities in the outfields (utmark). Reindeer are physically vulnerable, and society’s institutions do not provide sufficient protection of land for grazing and herding of reindeer. Politicians and the general public are largely unaware of this. The chapter documents this by analyzing land-use challenges in two reindeer-herding districts. Besides loss of pastureland, the accumulated effect of former losses is a loss of flexibility, which makes adaptation to new challenges increasingly difficult. The authors suggest several practical measures (e.g. plans, maps, etc.), but also point to the need for general education in Sámi culture and affairs, for politicians as well as the public. This should be a part of necessary reconciliation processes in the context of historical assimilation policies. Furthermore, the Norwegian government should strengthen its efforts to realize the intentions of plan and building laws by strengthening local and regional government obligations.

The main goal of the EU @LIS demonstration project Electronic Government Innovation and Access (eGOIA) is the provisioning of demonstrators that show future-oriented public-administration services to a broad public in Latin America. The vision of the eGOIA project is the provision of a single virtual space supporting the interaction of citizens (independent of social status, gender, race, abilities, and age) and the public administration in a simple, future-oriented, and cost-effective way. A software infrastructure is developed in order to allow the access of citizens through the Internet to integrated public services at several levels: local government (municipalities), regional government (state), and federal government. The trial of the demonstrator will be performed in São Paulo state and in municipalities in Peru.

Achieve good governance through public participation is a must. The big challenge in governance and development in the era of regional autonomy sourced from within the community. In society there is a potential and enormous resources, if utilized properly will contribute significantly to the progress of society and areas .. The experiences show that governance and development without involving the public's participation will face serious problems. Because it must be recognized by government actors that the public should be involved in every stage of the process of governance and development programs. Communities are stakeholders that should not be ignored, because they have a strategic role and the potential for continuity of government and regional development. Mewujudkan good governance melalui partispasi publik merupakan suatu keniscayaan. Tantangan besar dalam penyelenggaraan pemerintahan dan pembangunan di era otonomi daerah bersumber dari dalam masyarakat. Di dalam masyarakat terdapat potensi dan sumber daya yang sangat besar, jika dimanfaatkan secara baik akan memberi kontribusi nyata bagi kemajuan masyarakat dan daerah.. Berbagai pengalaman menunjukkan bahwa penyelenggaraan pemerintahan dan pembangunan tanpa melibatkan partsipasi public akan menghadapi persoalan serius. Karena itu harus disadari oleh aktor-aktor pemerintahan bahwa masyarakat seharusnya dilibatkan dalam setiap proses tahapan program pemerintahan dan pembangunan. Masyarakat merupakan stakeholders yang tidak boleh diabaikan, karena mereka memiliki peran dan potensi strategis bagi kelangsungan pemerintahan dan pembangunan daerah.

The existence of regional authority to make regional regulations for their own region based on the principle of regional autonomy does not mean that the regional government is sovereign, because supervision and supreme power still remain in the hands of the central government. According to Law Number 32 Year 2004 regarding Regional Government there are two signs that should not be violated by regional regulations, namely: (a) contrary to public interest, and / or (b) contrary to higher laws and regulations. Regarding the criterion is against the public interest, Law Number 32 Year 2004 does not regulate it clearly and specifically. However, Article 4 Paragraph (4) of Kepmendagri Number 41 Year 2001 concerning Technique of Represive Control of Regional Policies which is actually a regulation of the implementation of Law Number 22 Year 1999, declared the general interest as meant in Article 4 paragraph (3) letter a, Or customs prevailing in an area, such as religious norms, customs, culture, and morals, as well as things that burden the public and incur high economic costs. Meanwhile, the higher laws and regulations as referred to in Article 4 paragraph (3) b, covering the 1945 Constitution, MPR Decrees, Laws, Government Regulations, Presidential Decrees, and Ministerial Decrees.

AbstractIndonesia has implemented the principle of regional autonomy as widely as possible, which has been regulated normatively through the formation of applicable laws and regulations, namely Law of the Republic of Indonesia Number 33 of 2004 concerning Regional Autonomy. In more depth, what is meant by autonomy is that in the context of the implementation of regional government in accordance with the mandate of the 1945 Constitution, regional governments regulate and manage government affairs themselves according to the principles of autonomy and co-administration, including in the area of regional financial management. This emerges the latest regulation where there are problems when regional funds and village funds in each region vary greatly in the management of regional financial budgets, as has been issued through Presidential Regulation No. 33/2020 concerning Regional Unit Price Standards. Even so, the regions must make an activity or the effectiveness of regional administration run well in line with regional activities and optimal utilization of regional funds. Of course, this is very interesting when it is assessed that the management of regional finances after the enactment of the Presidential Regulation is a consideration to be able to make the best and most efficient use of regional budget sources. This study uses a normative research approach, because several things are studied in theory, norms, written norms and are a rather conceptual nature of a study. Based on the results of the research, the researcher can find Article 18 paragraph (2) of the 1945 Constitution of the Republic of Indonesia which states that “Provincial, district, and city governments regulate and manage government affairs themselves according to the principles of autonomy and assistance tasks. Each region according to its regional character has different priorities from one region to another in the welfare of the community. The approach taken in the Regional Government Law is an asymmetrical approach, in the sense that the broadest possible autonomy provides different directions from one another according to the needs and characteristics of each region.Keywords: governments; regulated; the principle of regional autonomyAbstrakIndonesia sudah menerapkan prinsip otonomi daerah yang seluas-luasnya, di mana telah diatur secara normatif melalui pembentukan peraturan perundang-undangan yang berlaku, yakni Undang-Undang Republik Indonesia Nomor 33 Tahun 2004 tentang Otonomi Daerah. Secara lebih mendalam otonomi yang dimaksud adalah dalam rangka penyelenggaraan pemerintahan daerah sesuai amanat UUD 1945, pemerintah daerah mengatur dan mengurus sendiri urusan pemerintahan menurut asas otonomi dan tugas pembantuan, termasuk juga dalam hal pengelolaan keuangan daerah. Hal ini muncul peraturan yang terbaru di mana ada problematika ketika dana daerah dan dana desa di masing-masing daerah itu sangatlah berbeda-beda dalam pengelolaan anggaran keuangan daerah, sebagaimana telah dikeluarkan melalui Peraturan Presiden Republik Indonesia Nomor 33 Tahun 2020 tentang Standar Harga Satuan Regional. Meskipun demikian daerah harus membuat suatu kegiatan atau efektifitas penyelenggaraan daerah berjalan dengan baik seiring dengan kegiatan daerah dan pemanfaatan dana daerah yang optimal. Tentunya ini sangat menarik ketika dinilai pengeloaan keuangan daerah pasca berlakunya Peraturan Presiden tersebut menjadi pertimbangan untuk bisa memanfaatkan sumber anggaran daerah dengan sebaik-baiknya dan seefisien mungkin. Penelitian ini menggunakan pendekatan penelitian normatif, dikarenakan beberapa hal dikaji secara teori, kaidah-kaidah, norma-norma yang secara tertulis dan merupakan sifat daripada konseptual dalam suatu penelitian. Berangkat dari hasil penelitian, maka peneliti bisa temukan Pasal 18 ayat (2) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 disebutkan bahwa “Pemerintahan daerah provinsi, daerah kabupaten, dan kota mengatur dan mengurus sendiri urusan pemerintahan menurut asas otonomi dan tugas pembantuan. Setiap daerah sesuai karakter daerahnya mempunyai prioritas yang berbeda antara daerah satu dan daerah lainnya dalam menyejahterakan masyarakat. Pendekatan yang diambil dalam Undang-Undang Pemerintahan Daerah adalah pendekatan yang bersifat asimetris, dalam artian bahwa otonomi seluas-luasnya memberikan arahan yang berbeda antara satu sama lainnya sesuai dengan kebutuhan dan karakteristik daerah masing-masing.

Sumedang sebagai daerah otonomi memanfaatkan fungsi Humas pada proses pembangunan wilayahnya dalam rangka meningkatkan maupun mempertahankan persepsi, citra dan reputasi pembangunan secara materi maupun immateri dari publiknya. Adapun teknik komunikasi yang dilakukan Humas Pemerintah Kabupaten Sumedang yaitu melalui pemanfaatan kampanye publik dalam menguatkan city branding sebagai pusat budaya di Jawa Barat.Kata Kunci: Otonomi Daerah, Fungsi Humas dan Citra Kota

Regulations in the area of regional autonomy is as a policy instrument in the regional administration of the widest. The formation of local regulations in accordance with the public interest its implementation should be based on the principles of local autonomy and substance of local regulations must not conflict with the public interest and the law is higher. Abstrak  Peraturan di bidang otonomi daerah adalah sebagai instrumen kebijakan dalam pemerintahan daerah yang seluas-luasnya. Pembentukan peraturan daerah sesuai dengan kepentingan publik pelaksanaannya harus didasarkan pada prinsip-prinsip otonomi daerah dan substansi peraturan daerah tidak boleh bertentangan dengan kepentingan publik dan hukum lebih tinggi.
