The purpose of this study to determine the role of local government in community empowerment Biringbulu corn farmers in the District of Gowa. This type of research used was descriptive research and data analysis is the analysis of qualitative data. Data collection techniques used are observation, interviews and documentation. The results showed that: The role of local government in empowering communities corn farmers are already well underway; FeAs already carry corn farmer training went well, but not maximized in because there are many farmer groups have not received training; and local governments to provide assistance for seeds, fertilizers as well as savings and loan assistance.Tujuan penelitian ini untuk mengetahui peran Pemerintah Daerah dalam pemberdayaan masyarakat petani jagung di Kecamatan Biringbulu Kabupaten Gowa. Jenis penelitian yang di gunakan adalah penelitian deskriptif dan analisis data adalah analisis data kualitatif. Teknik pengumpulan data yang di gunakan yaitu observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa: Peran pemerintah daerah dalam pemberdayaan masyarakat petani jagung sudah berjalan dengan baik; penyuluh lapangan sudah melaksanakan pelatihan petani jagung berjalan dengan baik, akan tetapi belum maksimal di karenakan masih banyak kelompok tani belum mendapatkan pelatihan; dan pemerintah daerah memberikan bantuan bibit, pupuk serta bantuan simpan pinjam.

Even though small businesses are informal, they should always be fostered and facilitated in order to develop these businesses to be more independent in the future. Not to mention, the role of small businesses are very real, especially in employment and to alleviate poverty in Indonesia. There are several important aspects that have not been paid attention for the success of culinary street vendors, for instances organizational, financial, infrastructure, sanitation, environmental and marketing aspects. The main aim of this paper is to examine these aspects that affect the culinary street vendors which is the based on the development model of culinary street vendors that is going to be built in Singkawang city. The methodology used in this paper is descriptive research by combining quantitative and qualitative data analysis. The findings of this study show that street vendors culinary have role in developing local economy and empowering local people because they are able to employ the labors that cannot be employed in the formal sector. The developed models of street vendors culinary that is going to be implemented in Singkawang are dispersed and concentrated models.

The study focused on the caretaker committee and performance of local Government Council in Nigeria: A study of Anambra State 2008 - 2013. In Nigeria federal structure, the three levels of government have legislative responsibility for various services and functions. The fourth schedule of the constitution outlines the functions and responsibilities of local government. The objective of the study is to: determine if the imposition of the caretaker committee system is a constitutional provision of the local government system in Nigeria especially Anambra State; to determine if the adoption of the caretaker committee by the state government affected the capacity of local government to perform its functions. The theoretical framework adopted focused on structural functional theory propounded by Gabriel Almond and J.S. Coleman in 1960. The study adopted descriptive research design and relied heavily on both primary and secondary data. Questionnaire was the major instrument for data collection and data were analyzed by the use of mean. Based on the data analysis, the following findings were made: the imposition of the caretaker committee system by state government to local governments is unconstitutional, the adoption of the caretaker committee by state government endangered the local government system capacity to perform its constitutional function. The study recommended amongst others that the use of or appointment of local government caretaker committee should be condemned, caretaker committee should be made to spend only three months to allow for a constitutionally elected local government executive. Fishers are faced with various kinds of problems. In this case, Koperasi is expected to be something that can easily adjust its role to the needs of the fishing and coastal communities. This study aims to analyze the role of Koperasi in improving the economy of fishing communities in Sumenep Regency. This study uses qualitative data that emphasizes the meaning with qualitative data analysis techniques consisting of reduction, data presentation, conclusion, and verification. The results of this study indicate that the Koperasi has a significant role in improving the welfare of the community, especially members of the Koperasi so that it will ultimately have an impact on improving the economy in Padangdangan Village, Pasongsongan District. The real role of Koperasi in Padangdangan Village, Pasongsongan District is to build community awareness in Koperasi, as a provider of working capital needs through savings and loan activities, as a means of supporting fishing activities in the form of fishing gear and thermo king tools, as a facilitator in establishing partnerships and Koperasi with parties outside, as well as a medium to increase fishermen's income.

The purpose of this study was to determine how the role of Islamic religious education teachers in developing emotional intelligence and spiritual intelligence of students at SMK Negeri 1 Semarang. This type of research uses qualitative descriptive research so that the collection of data using observation, interviews, and documentation to the parties concerned. While the data analysis I use is qualitative data analysis which includes three aspects, namely: data reduction, data presentation, and drawing conclusions. The results showed that there were changes given by religious teachers to their students. Where religious teachers are able to develop between emotional intelligence and spiritual students. In addition to providing material, religious teachers also provide exemplary learning, direct their students to pray in congregation, and control the activities of their students both at school and at home.�Keywords: Teacher Role, Emotional Intelligence, Spiritual Intelligence

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

Some are born to computer literacy, while others have literacy thrust upon them! Students who comprise the next generation of political scientists and public administrators will, in many cases, fall into the latter category. This article concerns the role of university training programs in meeting the increasing demands for microcomputer skills.The January, 1984 issue of Public Administration Review included five articles concerning microcomputers in local government. These articles anticipate “major changes in the way local governments organize and the means by which they carry out operations,” as a result of microcomputer technology. Predicting a significant impact of microcomputers in local government, the International City Management Association has also published a major monograph on microcomputer use (Griesemer, 1984).

Objective - This paper explores the role of the Indonesian Central Bank as the Lender of the Last Resort. Methodology/Technique - This research uses normative juridical research and secondary data. Findings - The results indicate that the Bank of Indonesian, in coordination with the Financial Services Authority, still has the authority to grant short-term loans for banks with liquidity issues. Nevertheless, the Bank of Indonesia does not have authority to provide emergency finance facilities where the funding is granted at the government's expense. Youth Councils are entities that serve as consultative and advisory bodies to local government units in Poland. The councils, which have been functioning for over 30 years, take part in the activities of local governments and undertake a number of social projects, including those of a charitable nature. The paper presents the results of research that was carried out as part of the project "The importance and role of Youth Councils in the functioning of local governments." The research concerns Youth Councils from 18 voivodeship cities, where local government councils and voivodeship offices are located. The results of the research, presented in the ensuing paper, show the activity of Youth Councils in the field of charitable work.

This study is carried out in Delanggu, Klaten, that has high productivity of rice but undergoing a decrease in the role of the sector of agriculture. The goal of this study is to observe young people departicipation in the sector od agriculture and fators that influence it. The method used is survey method. The population is all of the young people in Delanggu, 1.419 peoples. The sampling uses stratified proporsional quota sampling where respondents are divided into three groups of age, 15-19 years old, 20-24 years old, and 25-29 years old. Every sampling in eah group is taken 5% proportionally, with its homogenates consideration, while the characteristic, which has determined in order to fulfil the number of determined quota in each age group. Collected data is presented in the form of frequency and cross table. Qualitative data analysis uses logical thought, deducyive-inductive, analogy ang comparison, whereas analyzing frequency and cross table uses quantitative data analysis. The use of both analysis is adjusted to the data and goal of the study.
