The study focused on the caretaker committee and performance of local Government Council in Nigeria: A study of Anambra State 2008 - 2013. In Nigeria federal structure, the three levels of government have legislative responsibility for various services and functions. The fourth schedule of the constitution outlines the functions and responsibilities of local government. The objective of the study is to: determine if the imposition of the caretaker committee system is a constitutional provision of the local government system in Nigeria especially Anambra State; to determine if the adoption of the caretaker committee by the state government affected the capacity of local government to perform its functions. The theoretical framework adopted focused on structural functional theory propounded by Gabriel Almond and J.S. Coleman in 1960. The study adopted descriptive research design and relied heavily on both primary and secondary data. Questionnaire was the major instrument for data collection and data were analyzed by the use of mean. Based on the data analysis, the following findings were made: the imposition of the caretaker committee system by state government to local governments is unconstitutional, the adoption of the caretaker committee by state government endangered the local government system capacity to perform its constitutional function. The study recommended amongst others that the use of or appointment of local government caretaker committee should be condemned, caretaker committee should be made to spend only three months to allow for a constitutionally elected local government executive. All local governments have the same responsibility and obligation in positioning themselves as institution that are friendly to persons with disabilities, including Central Lampung Regency in Lampung Province. There are two important questions from the research which is the basis of this study; (1). What are the efforts made by the Central Lampung Regency government towards groups with disabilities? (2). What are the problems that occur in the management of disability groups in Central Lampung Regency?. The type of this research is descriptive with a qualitative approach. The data used by researchers in this study are sourced from primary and secondary data. In this study, primary data obtained through interview techniques was carried out by giving several questions related to the problem issues in research to the informants who had been determined. Informants in this study was collected with a purposive sampling technique. The key informants in this study were 9 heads of local government organizations, 10 representatives of community organizations, and 5 members of the regional parliament. All of them play a role in data collection activities which include focus group discussions, in-depth interviews, observation, and documentation. Meanwhile, data analysis was carried out using interactive data analysis techniques. In the last three years, the number of people with disabilities in Central Lampung has increased. However, the increase in the number of people with disabilities in Central Lampung is due to the expansion of the meaning and scope of disabilities in Indonesia regulation. It is known that several actions at the level of local government organizations in facilitating groups with disabilities can be designed in a more focused manner in the design of programs and policies covering the government, population and civil registration, social, health, education, employment, and transportation, and public infrastructure sectors.

The purpose of this study to determine the role of local government in community empowerment Biringbulu corn farmers in the District of Gowa. This type of research used was descriptive research and data analysis is the analysis of qualitative data. Data collection techniques used are observation, interviews and documentation. The results showed that: The role of local government in empowering communities corn farmers are already well underway; FeAs already carry corn farmer training went well, but not maximized in because there are many farmer groups have not received training; and local governments to provide assistance for seeds, fertilizers as well as savings and loan assistance.Tujuan penelitian ini untuk mengetahui peran Pemerintah Daerah dalam pemberdayaan masyarakat petani jagung di Kecamatan Biringbulu Kabupaten Gowa. Jenis penelitian yang di gunakan adalah penelitian deskriptif dan analisis data adalah analisis data kualitatif. Teknik pengumpulan data yang di gunakan yaitu observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa: Peran pemerintah daerah dalam pemberdayaan masyarakat petani jagung sudah berjalan dengan baik; penyuluh lapangan sudah melaksanakan pelatihan petani jagung berjalan dengan baik, akan tetapi belum maksimal di karenakan masih banyak kelompok tani belum mendapatkan pelatihan; dan pemerintah daerah memberikan bantuan bibit, pupuk serta bantuan simpan pinjam.

BACKGROUND: In anticipation of coronavirus disease (COVID)-19’s transmission peak, Eid-al-Fitr homecoming (mudik) has officially been banned by the Indonesian government interlocal but not local in welcoming this religious Muslim celebration. This local Mudik is held by traveling among regional provinces and is still allowed by each local government, including Java, which has the highest transmission of COVID-19 in Indonesia. AIM: This study aims to present the difference between COVID-19 status before and during local Mudik on Java during Ramadhan with the implementation of large-sale social distancing applied in Jakarta, Indonesia. METHODS: This research was employed by secondary data analysis that was obtained from surveillance data from related authorities, including the Ministry of Health and all local governments of Java, which consisted of four provinces and Jakarta. Incidence and suspect statuses of COVID-19, which were examined in the study, were presented in daily rates with before and during local Mudik in four provinces: Jawa Barat, Yogyakarta, Banten, and Jawa Tengah. RESULTS: The number of positive confirmed patients differed significantly with before and during local Mudik (p < 0.05; mean difference = −/negative values). CONCLUSION: This study’s findings showed that the local Mudik increased the number of COVID-19 cases in four provinces in Java, which these provinces were designated as Mudik destinations by travelers coming from Jakarta during the end of Ramadhan season.

This paper assesses the impact of local government on social service delivery in south-western Nigeria in tandem with their full constitutional responsibility particularly on primary education and road constructions. The related concepts were review. The study utilized both primary and secondary data. Primary data were collected through questionnaire administration and in-depth interviews. The study revealed that local government has a significant impact on social service delivery in Southwestern Nigeria (r = 0.438, p < 0.05). The paper highlighted some recommendations and concluded that local government had performed considerably well in delivery of social service to the populace in their concurrent responsibility with the state government, but relatively low in their mandatory functions.

This paper examined the effects of revenue mobilization and investment on basic amenities of local government in Nigeria. Secondary data were collected from the Central Bank of Nigeria Annual Statistical Bulletin from 19932017. Investment in basic amenities was proxy by monetary value of basic amenities while revenue mobilization was proxy by federal government allocation, state government allocation, value added tax, internally generated revenue and grants to local governments in Nigeria. Ordinary Least Square (OLS), Augmented Dickey Fuller Test, Johansen Co-integration test, normalized co-integrating equations, parsimonious vector error correction model and pair-wise causality tests were used to conduct the investigations and analysis. The empirical findings based on the models found that value added tax, internally generated revenue and grant have negative and significant effect on investment on basic amenities while federal allocation and state allocation have positive effect on the value of basic amenities. The unit root result (ADF) showed that the variables were stationary at the first difference of Order 1 (1). The co-integration tests revealed a long run dynamic relationship between the dependent and independent variables in the models. The parsimonious model summary shows that accounting bases explains a strong and positive significant relationship between the dependent and independent variables. However, the direction of causality between the accounting bases treasury management is mixed indicating uni and bi-directional causality. The study concludes that local government revenue has significant effect on investment of basic amenities of Nigeria local governments.

This study aimed to test the comparison between financial ratio index and performance score of local government administration (KPPD), as well as the effect of financial ratio index on the KPPD score. Research method, the research was conducted with secondary data in the form of budget realization report from 2015-2017 in 60 regencys and cities in 5 provinces of the Southern Sumatra region, with no data available, there were only 60 regencys and cities or 169 observations. The research variables were financial ratio index and KPPD score. The analysis used quantitative analysis of different tests and regression. The results showed that the financial ratio index of the city government was higher, as well as the score of KPPD with city status that was higher than that regency government, and the financial ratio index had an effect on the KPPD score. The research implication is that the central government can use it as an alternative to award the best financial performance (city and regency). The originality of the research resulted in a financial ratio index that combines several financial ratio and it has not been used in local governments.

This study refers to the influence of the age of local government, status, number of Regional Device Task Force (SKPD), financial autonomy ratios, effectiveness ratios, local income growth ratios, and the quality of local financial reports that exist in local governments as an independent variable on the compliance of local governments to implement government accounting systems as the dependent variable. Using quantitative methods with secondary data obtained from information on the publication of the Indonesian Financial Audit Agency, the Central Bureau of Statistics of the Republic of Indonesia (BPS), and local government reports. The sample used is limited to the municipal and district governments in western Indonesia, which are being evaluated by the Indonesian Financial Audit Agency in the implementation of an accrual base government accounting system of 158 local governments namely 36 cities and 122 districts. Multiple linear regression analysis was used to test the hypothesis. The research is a causality, quantitative research model, and secondary data from local governments throughout Indonesia and secondary data about the compliance of local governments in the application of Government Accounting Standards (SAP) published by the Audit Board of the Republic of Indonesia (BPK). The results of the hypothesis analysis conclude that the status of local government, the ratio of regional government autonomy, and the growth of local revenue significantly influence the compliance of local governments in the implementation of the accrual base government accounting system.

This study aimed to improve the service of local governments in combining existing knowledge in an organization so that it can create, collect, maintain and manage employee knowledge and performance through the mastery of knowledge by all members. When knowledge sharing has been successfully applicated in ensuring the services survived in which each apparatus can synergy to achieve better performance to achieve common goals. employees in the Regional Government experience high mobility between agencies in the regions with various basic tasks and functions. Therefore, we need a high adaptability by an employee to be able to carry out tasks in a new place as quickly as possible. This condition results in an agency that is very important to manage its resources in order to support every employee (HR) possessed to carry out their duties properly even though the employee concerned has just entered his institution. This is where the importance of knowledge management or knowlegde management can be felt to keep the organization moving forward despite facing various situations that affect the performance of achieving organizational goals. This study uses a qualitative approach to the type of instrumental case study research. The location of the study was conducted at the Baubau City Regional Secretariat. Data collection techniques used, namely: in-depth interviews, document studies and observations. The results showed that Knowledge Management is an effort to improve the performance capabilities of local government apparatus services in managing their intellectual assets, in the form of existing knowledge and experience. The aim is to utilize these assets to achieve better service performance to accelerate the achievement of the objectives implemented in accordance with bureaucratic reform

Before the Covid-19 pandemic occurred, Indonesia's tourism development had a strategic meaning when viewed from multiple aspects. However, in March 2020, the condition has now turned around. Tourism is one of the hardest hit by the Covid-19 pandemic, including tourism in Singkawang City, Indonesia. This study aims to analyze the implementation of Singkawang City's tourism political policy in dealing with the impact of Covid-19. The type of research used is descriptive research with a qualitative approach. The researcher collected primary and secondary data through interviews and documentation studies. Data analysis was carried out in systematic stages, starting from presenting the data that had been collected, summarizing, and making conclusions. The researcher found that the tourism policy of Singkawang City in dealing with the impact of Covid-19 was implemented through the Regional Representative Council on the new normal economy; refocusing budget reallocation; the implementation of leading tourism events according to health protocols; implementation of cross-unit coordination and application of managerial interpretation; and operations utilizing information technology, digital platforms, and online applications.
