<p>The tourist gaze theory suggests that tourists are taught by the destination marketing organisation to know how, when, and where to look. However, the birth of travel blogs has challenged this image as they offer the public “unfiltered” information. Travel bloggers have become more powerful in influencing the decision making of potential tourists. This study employs textual and photographic content analysis to investigate the destination image of Indonesia held by the industry’s key markets; Singapore and Australia. 106 blog entries and over 1,500 pictures were content analysed, and the results suggest that overall tourists tended to have positive images of Indonesia. International tourists are still very much concentrated in the traditionally popular places such as Bali and Jakarta. Negative images of Indonesia include inadequate infrastructure, ineffective wildlife protection, and westernisation of Bali. Natural and cultural resources are proven in this thesis to be Indonesia’s top tourism products. Influenced by their cultural backgrounds, Singaporean and Australian bloggers have demonstrated a dissimilar tourist gaze. The current study also analysed the bloggers’ image of Indonesia as opposed to the image projected by the government through the national tourism brand “Wonderful Indonesia”. The results indicate a narrow gap between the two images. Implications for Indonesian tourism practitioners include stronger law enforcement to preserve local culture and natural attractions, and recognising the market’s preference to promote other destinations. Recommendations for future research are discussed.</p>

Purpose The purpose of this paper is to benchmark the operational and financial performances of the major Indian seaports to help derive useful insights to improve their performance. Design/methodology/approach A two-stage data envelopment analysis (DEA) methodology has been used with the help of data collected on the 13 major seaports of India. The first stage of the DEA captured the operational efficiencies, while the second stage the financial performance. Findings A window analysis over a period of three years revealed that no port was able to score an overall average efficiency of 100 per cent. The study identified the better performing units among their peers in both the stages. The contrasting results of the study with the traditional operational and financial performance measures used by the ports helped to derive useful insights. Research limitations/implications The data used in the study were majorly limited to the available sources in the public domain. Also, the study was limited to the major seaports which are under the Government of India and no comparisons were carried out with other local or international ports. Practical implications There is a need to prioritize investments and improvement efforts where they are most needed, instead of following a generalized approach. Once the benchmark ports are identified, the port authorities and other relevant stakeholders should work in detail on the factors causing inefficiencies, for possible improvements in performance. Originality/value This paper carried out a two-stage DEA that helped to derive useful insights on operational efficiency and financial performance of the India seaports. A combination of the financial and operational parameters, along with a comparison of the DEA results with the traditional measures, provided a different perspective on the Indian seaport performance. Considering the scarcity of research papers reported in the literature on DEA-based benchmarking studies of seaports in the Indian context, it has the potential to attract future research in this field.

The purpose of this study is to understand the influence between Destination Image, Tourist Atraction, Tourist Satisfaction and Post Visit Behavioral Intention. In this study, a total of 115 effective questionnaires were collected which would then be processed using Structural Equating Modeling (SEM) which was operated using the AMOS application. The results of the study show that 1). Destination image has a significant effect on tourist satisfaction. 2). Tourist attraction has a significant effect on tourist satisfaction. 3). Destination image has a significant effect on the post visit behavior intention. 4). Tourist attraction has a significant effect on the post visit behavior intention. 5). Tourist satisfaction has a significant effect on the post visit behavior intention. 6). Destination image has an indirect effect on post visit intention behavior through tourist satisfaction. 7). Tourist attraction influences indirectly on post visit intention behavior through tourist satisfaction. Based on the results of the research, the research not only provides advice for the government tourism sector, but also provides direction for future research.

The current work explores the use of social computing as a tool to improve the interactions between the government and other parties. Social computing, which is known as Web 2.0, is applied in the public sector through the concept of e-Government 2.0. This chapter proposes a conceptual model that will measure e-Government 2.0 adoption by combining known information technology theories. The conceptual model is based on a combination of the Technology Acceptance Model, Theory of Planned Behavior and indexes from the United Nation's database. Future research should validate the empirical model. Meanwhile, the implications of the model are presented.

Purpose This paper aims to examine the role of the Chinese People’s Political Consultative Conference (CPPCC), a political advisory body in China, in addressing environmental challenges. Design/methodology/approach This study uses 457 CPPCC environmental proposals across 160 cities for the period of 2013 to 2015 and a mediation effect model to examine the effect of CPPCC environmental proposals on environmental quality. Findings This study shows that CPPCC environmental proposals improve environmental quality; and the relationship between CPPCC environmental proposals and environmental quality is partially mediated by enforcement of environmental laws and regulations only although the proposals positively influence both law enforcement and environmental public budget expenditures. Research limitations/implications Future research may examine how the interaction between the government and other important stakeholders such as non-governmental organizations can help improve environmental quality. In addition, future research may examine whether other policy tools such as pollution tax and fees, environmental subsidies, and emissions trading can play a role in dealing with environmental issues. Practical implications This study provides evidence that supports CPPCC members to take an even more active role in public governance by engaging with both the government and the public. Social implications The CPPCC’s participation in public governance helps the government respond to critical issues more effectively. The government should pay close attention to CPPCC proposals when making public policies. Furthermore, the government probably needs to review its policies in relation to environmental expenditures. Originality/value This study is the first to examine the role of the CPPCC, a political advisory body, in addressing environmental challenges through functioning as a bridge between government and the public, whereas the extant literature has predominantly focused on the role of government, market and the public.

While ‘e-Oman’ is a repository of Open Data, its significance in terms of being a potent source for Big Data deserves attention. This paper seeks to underscore how important is the integration of Big and Open Data in e-Oman – the e-government portal of Oman. Drawing evidence from four case studies based on the Higher Education Admissions Center (HEAC) ‘e-Portal’ – an online portal meant for the payment of electricity bills, traffic fines and visa applications – the paper lends support to the implementation of integration of Big and Open Data which, for a number of purposes, could be better harnessed. Thus, while the paper identifies the opportunities entailed in achieving the integration of Big and Open Data in the context of the case studies chosen for the study, there are concomitant challenges impacting this integration that need to be addressed. Specifically, e-Oman needs to be updated with Open Data and the government needs to take steps to build and maintain a robust physical, human and information infrastructure for harnessing the potential of integrating Open and Big Data in the public sector. The paper concludes with directions for future research.

The subject. This paper is devoted to the study of the legal nature of fees charged by the public authorities for the provision of public services.The main aim of the paper is to substantiate the answer on the question is this fee a price or a fiscal charge?The methodology of the study includes general scientific methods (analysis, synthesis, description) as well as particular academic methods (formal-legal method, interpretation of legal acts). The decisions of Russian Constitutional Court are also analyzed.The main results and scope of their application. The article focuses on analysis of the features and functions of the government, ratio of functions of the government and functions of the public authorities, their powers. State power is exercised by bodies of state power or specially authorized entities on behalf of the state and in the public interest. It excludes the exchange nature of the relations when these bodies and entities implement state power. The nature of the establishment and collection of the fee excludes the equivalence between the size of fee and the size of collection costs of the authorized entity. Therefore, there is no equivalence in the relations on payment of the fee, and therefore the fee has no compensatory character. In turn, the nature of the actions performed by the authorized entity on behalf of and in the interests of the public legal entity, excludes their absolute determi-nation by actions of the payer of the fee. The results of research may become a crucial point for future research of legal regulation of fees.Conclusions. If a public authority carries out activities related to implementation of governmental and authoritative powers, the fee is based on public law. If an activity can not be associated with implementation of governmental and authoritative powers, the fee can be subject to civil law regulation.

Purpose The purpose of this paper is to analyze how media plays a role in the issue of counterfeit vaccines. Specifically, to describe how the government communicators manage issues of counterfeit vaccines in Indonesia. Even though a public health emergency situation is very hard to predict, monitoring issues in media is crucial before communicating with the public. This will help improve public trust on the importance of vaccines. Design/methodology/approach The study collected data from June until December 2016. The research method employed quantitative content analysis of data obtained from media monitoring and interviews. Findings The results show that the issue of fake vaccines received great attention from the media with a total of 1,724 news headlines on the topic. The government communicators were responsive in handling this issue by providing sources of information for key influencers when it arose. Since the majority of media sentiment was positive, the research also proposes a model for the future managing of issues on counterfeit vaccines. Research limitations/implications Limited to managing issues on media about counterfeit vaccines and how government communicators and stakeholders communicated during the crisis. It is suggested that future research should focus on the emotional perspective of parents whose children were affected by counterfeit vaccines. Practical implications This research is worthwhile for Public Relations Practitioners in government health institutions, such as the Ministry of Health, the National Agency for Food and Drugs Control and PR practitioners in Hospitals and Pharmacies to overcome another communication crisis in a public health emergency. Social implications To increase awareness in Indonesia about the importance of vaccines and to educate the public about using government vaccines without fear. Originality/value This research is new as the topic about counterfeit vaccines has not been brought up before. This has the potential to have a considerable impact to local communities, as well as a wider impact on global health systems.

Purpose The tourist gaze remains a key concept in tourism research. The purpose of this paper is to comprehend the theoretical and empirical development of the tourist gaze notion and its contributions to tourism knowledge, identifying potential research directions by reviewing and analyzing articles that have defined, refined and applied the concept of the tourist gaze. Design/methodology/approach The study identified 109 relevant research papers primarily through the Web of Science and Scopus databases. Google Scholar, ResearchGate.net and Academia.edu were used to capturing additional work not indexed in the key databases. Qualitative content analysis was used to map the evolution of the concept, distinguish between different perspectives and identify gaps in the tourist gaze literature. Findings This “state of the art” paper on tourist gaze outlines Foucault’s original work on gaze and power, which underpins subsequent theorization within tourism. The study identifies how the tourist gaze operates in different contexts and circumstances allowing the development of gaze theory. Importantly, the evolution of the gaze theory is presented after analyzing the knowledge gaps, the contexts in which it was used, the methodologies with which it was applied. Based on the findings, the study proposes future works of gaze with the use of technology, science, nature and social media. Originality/value This paper is among one of the first states of the art papers in tourism literature that comprehensively analyzes the works on the tourist gaze, tracing its evolution and identifying future research directions to address gaps in existing knowledge.

The research was motivated by the demands of the increasing government revenues, especially in the sector of taxation, both form all repair and fundamental change in all aspects of taxation. One of them is the demans on taxpayer compliance. Taxpayer compliance in implementing the tax obligations can not be separated from the role of the tax administration system that has been determined by the government and also the attitude of the public taxpayer itself. In addition, one of the efforts that are not less important is the government’s efforts in improving taxpayer satisfaction through improved quality of service performed by the tax authorities which is expected to have an impact on taxpayer compliance. This study aims to determine the effect of the tax administration and the quality of service performed by tax authorities to taxpayer compliance is mediated by the behavior of taxpayer. This research is explanatory reseach using a quantitative approach. This data using primary data sources are derived from filling the questionnaire and interviews whit taxpayer that registered in tax office south Malang and assisted with a variety of relevant secondary data. Data were collected using accidental sampling method and analyzed by using path analysis in SPSS version 20. The results showed that both the tax administration, the quality of service performed by the tax authorities, and the behavior of taxpayer directly have a significant impact on taxpayer compliance. The results also show that the tax administration and the the quality of service performed by the tax authorities has a significant effect when mediated through the behavior of taxpayer. Therefore, based on the reseach that has been done, then all hypotheses that have been constructed in this study is acceptable. Various limitations faced by researchers is expected to become a challenge for future research to obtain reseach results further illustrate the factor that influence the increase taxpayer compliance.
