The higher education system in China has been transformed into part of the public education system. Following this transformation, it is important to accentuate the quality of research and teaching in colleges and universities. Implementing high quality political ideology classes can be a way to help enhance the overall state of the higher education system. In this work, the author investigates the main attributes and traits of new age college students and the fundamentals for consolidating a new framework for the effective teaching of political ideology to college students.

Система высшего образования развивается не в изоляции. Она находится в непосредственной зависимости от школьной системы и от рынка труда. С одной стороны, образовательные результаты, полученные в университете, зависят от уровня знаний и навыков, которые получили студенты на предыдущем этапе образования, с другой стороны, ожидаемое высокое качество жизни, которое является ключевой мотивацией для поступления в вуз для большинства населения, определяется состоянием и структурой рынка труда. Именно наличие спроса на продуктивную рабочую силу определяет результативность системы высшего образования. The higher education system does not develop in isolation. It is directly dependent on the school system and the labor market. On the one hand, the educational results obtained at the University depend on the level of knowledge and skills that students received at the previous stage of education, on the other hand, the expected high quality of life, which is a key motivation for entering the University for the majority of the population, is determined by the state and structure of the labor market. It is the demand for productive labor that determines the effectiveness of the higher education system.

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. The education system is forever changing, with the purpose of improving young people’s chances of employment, supplying the market with sufficient quantities of competitive, skilled workers of quality [Zsarnoczky, 2015]. This is especially true for the field of tourism and hospitality, for this industry has become one of the most dynamically growing segments of today’s economy, in quantitative terms [Forgács and Loboda, 2003]. In order to make it an important part of the national economy, the quality of innovative training and ensuring that there will be new generations of professionals is just as important as making use of natural resources and advantages and innovative training gives us opportunity to teach and prepare tourism experts and they are trained for finding new prospects of tourism. The aims of this research paper are to explore the actual effect of innovative training in tourism education and hospitality, to investigate current quality of teaching tourism as a subject in higher education system: colleges, institutions and universities of Uzbekistan and analyze the importance of innovative training in tourism education and developing hospitality prospects in Uzbekistan.

At the present stage, Kazakhstan is in new socio-political, economic and international conditions caused by growing globalization. This determines, on the one hand, a significant impact on the development of the education system of Kazakhstan of world educational trends, on the other hand, the market nature of the national economy determines the inevitability of the impact of education in general, and educational services, in particular, on the country's economy and its development through the capitalization of knowledge. Currently, Kazakhstan's universities are developing in accordance with the trends that have developed in the world and domestic economy, among which globalization stands out. The modern Kazakh higher education is characterized by the desire to integrate into the world educational space. The purpose of this article is to study the international experience in managing the quality of higher education on the example of some European countries and the United States of America. The modern two models of quality management of higher education in the global educational space are characterized and the model of assessing the quality of higher education in Kazakhstan is determined. The article analyzes the Kazakh legislation in the field of state control and assessment of the quality of higher education. The best approaches to assessing the quality of higher education for the Kazakh higher education system have been identified, following the example of the foreign countries under consideration. To write the article such methods of research as analysis of legal acts and documents, case study, deduction and generalization were used.

Introduction. Currently, there are numerous discussions concerning a relevant issue – the impact of transformations of the higher education system on the quality of graduates of technical universities. It is important to analyze the advantages and disadvantages of modern higher education in construction in comparison with one of the Soviet period and to define the direction it should be developed in the future. The present article analyzes the changes that higher education in construction has undergone since 1955 to the present time. Materials and methods. The data used in the analysis include regulatory documents which regulated the implementation of educational activities in different years: orders, classifiers, model curricula and state educational standards. The requirements to the structure and results of the study of educational programs in the field of construction were analyzed. Results. The analysis showed that over the past decades, higher education in construction has undergone significant changes. Fundamental transformations took place at the turn of the millennium when changing from a disciplinary to a competence model of education, as well as from direct government management of the education system to the normative legal regulation of educational activities. If in Soviet times, training was delivered under model curricula of construction specialties, now training is mainly performed according to Bachelor’s and Master’s degree programs, the content of which educational institutions determine independently on the basis of educational standards. Conclusions. The performed analysis identified the deficiencies in the modern system of higher education. The imperfection of the regulatory framework, the deficiencies of the competence approach make it impossible to ensure quality training of specialists in the construction industry. This involves improvement of higher education system, including in the field of construction. It is necessary to establish more detailed requirements to the study results and the content of educational programs. It requires among educational standards, exemplary basic educational programs.

At present, the priority goal of the higher education system is the formation of a personality not only professionally competent, but also tolerant, capable of creativity, able to predict his role in a dynamic world, responsible and passionate. Actually, all these characteristics are set by the labor market for the training of qualified and competitive personnel. However, as scientific research and teaching practice show, not all students can independently achieve the necessary results due to their lack of adaptation to higher education. Therefore, we need specialists who can help them in this and show them the right direction. In this regard, there is a growing interest in the study of curatorial activity, its role and place in the higher education system. The article, within the framework of the "School of Curators" created at S. Seifulin Agro Technical University, analyzes the results of diagnostics in order to identify the pedagogical competence of curators, focuses on a number of reasons that impede their activities, as well as a number of tested areas of activity that contribute to their elimination, offers a number of measures aimed to improve the pedagogical culture of curators of student groups who do not have a basic pedagogical education.

The article analyzes some general trends and outlines strategic benchmarks of the domestic dimension for reforming the educational sphere. In the context of modern theoretical paradigms, globalization, innovation, quality of education as trends that actualize and cause reform educational processes in Ukraine are distinguished. Globalization poses a challenge for education in general and for national educational systems, in particular, a number of problems that require a speedy response both at the state level and at the level of civil society institutions. The answer to them should be the leitmutif of further reform of the domestic educational sector, where the key position is not the unification of higher education, but wide access to the diversity of educational, scientific and cultural achievements of other countries, a deep combination of educational and scientific activities. We are talking about a new philosophy of education and science, learning and education, new approaches, goals and priorities, that is, a new paradigm for the development of higher school. In terms of innovation, the education system must change the paradigm of building and functioning, steadily moving into a river ahead of education, when scientific knowledge, changing its orientation from technogenic and economic to humanistic and environmental, outpaces the transformative activities of people. The quality of education is seen as a significant step towards European integration, because, first of all, promoting European cooperation in ensuring the quality of education is a requirement of the Bologna process; secondly, quality assurance of education is one of the leading conditions that promotes mobility, connectivity and attractiveness of the higher education system of any country, the main component of the prestige of higher education institutions; thirdly, the main responsibility for quality assurance lies with the institution of higher education in accordance with the principle of institutional autonomy.
