The article highlights the theoretical foundations of industrial policy and its elements. The innovation cluster is considered by the authors as one of the instruments of industrial policy. Thisarticle describes the essence of the innovation cluster, its structure and ways of forming and developing them as a part of State industrial policy. The authors analyze the structure of the processed industry in the Republic of Uzbekistan and highlights the prior sectors. The paper also outlines the prospects for the development of system-creative enterprises of the domestic automotive industry within the framework of the innovation cluster

The article focuses on the theoretical foundations of the development of regional industrial clusters, as well as identifies economic aspects of improving the activities of regional clusters in strategically important sectors of the economy of the Republic of Uzbekistan. As the examples of successful clusters show, the inclusion of medium and small enterprises in them is necessary to increase the flexibility and speed of the cluster's response to external changes, thereby increasing its competitiveness. The development of the innovation environment and institutions of network interaction is also a mandatory step in the formation of clusters. A strong social policy is the basis for a prosperous lifestyle of the population of thecountry. One of the urgent issues that are in the focus of attention of the world's countries is the problem of poverty and unemployment. In particular, today, in the context of the COVID-19 coronavirus pandemic, this issue is becoming increasingly relevant. The introduction of quarantine measures to preserve the health of the population in the face of the pandemic paved the way for a further escalationof unemployment, which led to a sharp increase in poverty rates,atthe same time, poverty is one of the factors that negatively affect the sustainable growth of the country's economy. The poor are not only unable to benefit from economic development, butalso to contribute to the development of society. The article analyzes the mechanisms of poverty reduction in the world community, and the efforts made in Uzbekistan, the importance of the social contract as a mechanism of social assistance and the need for its implementation in practice, the experience of foreign countries in the application of the social contract.

Formulation of the problem. Today most developed countries associate long-term sustainable economic growth with the transition to innovative path of development, so the problem of creating and ensuring the efficient functioning of innovative cluster structures, in particular banking, is extremely urgent. The aim of the research is systematization of theoretical and methodological provisions on the creation of banking cluster structures to enhance the innovativeness of Ukraine banking system. The subject of the research is formation and functioning of innovative banking clusters in Ukraine. The methods of the research: meaningful method, comparison method, induction and deduction methods, cluster analysis, etc. The hypothesis of the research. There is a need to create innovative banking clusters to increase the innovativeness of the Ukraine banking system. The statement of basic materials. The definitions of the term “innovation cluster” and “banking innovations” are analyzed. It is determined that banking innovations in Ukraine are aimed mainly at creating new or modernizing existing banking products and services and developing automated banking systems. The advantages of creation of innovative banking clusters are characterized and algorithm of banks cluster analysis realization and algorithm of innovative banking clusters creation are developed. The originality and practical significance of the research are algorithm of banks cluster analysis realization and algorithm of innovative banking clusters creation, which makes possible to determine the sequence of actions required for cluster structures formation. Conclusions and perspectives of further research. Prospects of creation of innovative banking clusters are characterized and algorithm of banks cluster analysis realization and algorithm of innovative banking clusters creation are developed. These algorithms will ensure close interaction between the cluster members and the generation of new ideas, will increase the innovativeness of the production and providing of banking services.

Private parties have the freedom and autonomy to enter into a contract. This autonomy is deeply rooted in their dignity and personal liberties. Private individuals, in furtherance of their autonomy and freedom to enter into a contract, have certain reasonable expectations, most fundamental of which is the desire that maximum respect is given to their legitimately concluded agreement. The concept of contractual freedom and autonomy connotes the idea that private individuals (natural and juristic) have the liberty to arrange their affairs in a manner that meets their economic interest without governmental inhibition, control and/or interference. However, the operative scope and the practical manifestations of the concept of contractual freedom are circumscribed in the constitutional, statutory, legislative and other socio-cultural orders of States. This article seeks to reflect on the role and influence of the constitutional value of ubuntu on the principle of contractual freedom and autonomy, and the naturally accompanying concepts of pacta sunt servanda and sanctity of contract in South Africa. The article provides an analysis of the judicial interpretation and views on the concept of contractual freedom and autonomy relative to other competing values that underlie the Constitution of the Republic of South Africa. Furthermore, the article appraises the impact of those judicial views on international commercial agreements. The article also discusses the extent to which communitarian values such as the concept of ubuntu have been infused into South African contract law and further reflects on the implication of infusing such communitarian values in both domestic and international contracts. The article concludes with a suggestion that the introduction of traditional African values in South African contract law fundamentally alters the theoretical foundations of the principle of contractual freedom and autonomy in both domestic and international contracts.

Well-being is a core concept for measuring the satisfaction of citizens with and in their social, political and economic situations. In particular, it is local conditions that are decisive for such an evaluation—and thus also for local welfare production. In addition to municipalities as state authorities, initiatives, non-commercial organisations, associations and federations are also decisive as important welfare producers. From a comparative perspective, the contributions in this volume shed light on various aspects and dimensions of local welfare production and their effects on citizens’ satisfaction.
