The article focuses on the analysis of the innovative component of the Chinese initiative “One Belt, One Road” and its positioning as a “Digital Silk Road”. The Chinese initiative “One Belt, One Road” as its practical implementation demonstrates its new features and peculiarities. The article analyses the practice of introducing new technologies into production in Chinese enterprises, as well as interaction with Russian and Kazakhstan companies. The article is based on the problem-factual principle of presentation of the material using the method of factor analysis of information obtained in the course of economic and statistical data collection and processing. The primary sources used in the present article are mainly the original works of Chinese authors, as well as publications in Russian scientific journals and the media. Electronic commerce, as well as several new technologies used on the routes of the new silk road like the Internet, artificial intelligence, big data, cloud computing, blockchain, are becoming a basis of new Silk Road. The transition to the digitalisation of the new Silk Road is determined by the significant achievements of China in the development of electronic commerce, artificial intelligence, FinTech. The concept of digitalisation includes the main imperatives of the “Fourth industrial revolution”, which are beginning to be introduced along the routes of the economic belt of the Silk Road.

This article addresses the impact of the digital era and it specifically refers to information and communication technologies (ICT) in Public Administration. It is based on the international approach and underscores the importance of incorporating new technologies established by the United Nations and the Organization of American States. Thereon, it highlights the Argentine Republic national approach towards ICT, and how it has moved towards a digital paradigm. It then emphasizes on the challenges and opportunities that emerge from the impact that artificial intelligence has in transforming Public Administration. Finally, it concludes that the key challenge of the Fourth Industrial Revolution is to achieve a boost towards a Digital and Intelligent Administration and government, which promotes the effectiveness of rights and an inclusive technological development that assures the digital dignity of people.

The fourth industrial revolution is different from the previous three. This is because machines and artificial intelligence play a significant role in enhancing productivity and wealth creation, which directly changes and challenges the role of human beings. The fourth industrial revolution will also intensify globalisation. Therefore, technology will become much more significant, because regions and societies that cope positively with the technological impact of the fourth industrial revolution will have a better economic and social future. This article argues that the EU can play an important role in developing an environment appropriate for the fourth industrial revolution, an environment that is vibrant and open to new technologies. Member states would profit from an EU-wide coordinated framework for this area. The EU has to establish new common policies for the market-oriented diffusion and widespread use of new technologies.

The Fourth Industrial Revolution is a phrase that is frequently heard in the media. This study explores the major changes that this revolution has installed for us. The Fourth Industrial Revolution is an umbrella term for many aspects, and the study takes note of the concepts like the Internet of Things, artificial intelligence, artificial general intelligence, artificial superintelligence, transhumanism and Homo digitalis. The spin-off effect of this revolution may cause possible disruptive effects on Homo sapiens by creating greater numbers of Homo disruptus. The term Homo disruptus is not a frequently used term, although it can be used in conjunction with the disruption that will be part of our future. Disruption may occur because of emerging technology, robotics, unemployment, digital dictatorships and exploitation, the side effects of Homo digitalis and transhumanism. The church will be part and parcel of this world, although the church does not have to be a victim and can play a significant role in anchoring Homo disruptus with the timeless message of the gospel and finding innovative ways to deal with their disruptive world.

PurposeThis study aims to understand how artificial Intelligence (AI) and related technologies are currently being utilized in public and academic libraries and how librarians perceive the adoption of new technologies in their relative libraries.Design/methodology/approachUsing an online survey questionnaire, the authors collected survey responses from both public and academic librarians that were subscribed to information science-centered listservs in North America. The quantitative survey responses (N = 242) were measured through use of multiple chi-square tests and crosstab analyses.FindingsThe current use and awareness of AI and related technologies were more reported from academic librarians; however, public librarians' reported perceptions on such technologies were generally more positive. In all, 67% of them responded that AI and related technologies will transform the library's functions, and 68% of librarians reported that they are interested in training. This study discussed the significance of training for preparing librarians for AI and related technologies and the further examination on the role of librarians in the new era.Originality/valueThis study examined public and academic librarians' perceptions toward the adoption of six emerging technologies which often appear in the LIS literature as well as addressed as the Fourth Industrial Revolution technologies.

The emergence of the Fourth Industrial Revolution is distinguished by the utilization of new technologies and inventions such as the artificial intelligence, Internet of Things (IoT), automated machine, and so on. The use of these technologies alleviates many aspects of human life and brings massive changes to the human lifestyle. It has both positive and negative effects which then leads to new issues and challenges requiring evaluation from Shariah’s perspectivesThis paper aims to discuss Shariah’s perspective on the fourth industrial revolution and solutions to the arising issues from the maqāṣid al-sharī‘ah approach. The researcher adopts descriptive methodology to discuss the phenomenon and inductive methodology to resolve the issues in the light of Shariah. The paper concludes that Islam encourages knowledge development and invention as the term ‘ilm and related words, mentioned in the Qur’ān numerously as compared to other holy scriptures. However, any inventions must be consistent and in harmony with the objectives of Shariah and not conflicting with them. With the observation of conditions and guidelines as outlined in this paper, utilization of the inventions in the Fourth Industrial Revolution may serve as a mean to realize the objectives of Shariah and will greatly benefit humankind. In the event of any issues, solutions must be derived by exercising legal reasoning (ijtihād) with consideration of the modern sciences and contemporary context. The effort in renewing the legal reasoning (tajdīd) may be exercised in collective form by the experts in Islamic jurisprudence (fiqh) and other sciences collaboratively.

The Fourth Industrial Revolution (also referred to as Industry 4.0) is driven by a massive utilization of new technologies, such as robots, artificial intelligence, Internet of Things (IoT), Big Data, Quantum Computing and Quantum Communications, replacing humans by machines in certain tasks or the development of new or more efficient tasks. The Fourth Industrial Revolution is originating huge modifications in society and organizations. Human adaptation to the new paradigm is required, as it will have a high impact on jobs and on the required skills.

The advancement of information technologies, change of expectations and consumer habits, as well as transformation of the social, economic, and political situation in the world entailed infiltration of digital technologies into all spheres of social life. Due to the need for the development of adequate legal regulation of relations arising in the digital sphere, determination of the limits and capabilities of artificial intelligence used for solution of versatile issues, the author highlights the priority direction for the development of law and its theoretical framework and practical aspects in the technologically advanced countries of the world. The progress of information technologies contributed to the development of law, having established its new institution of digital law. However, the essence of digital law is currently being reduced to regulating the new digital form of previous relations. The revolutionary achievement of digital law became the institution of artificial intelligence. The novelty of this research is lies in the statement that the achievements of digital technologies and transformations caused by them have received the name of the “third industrial revolution”, and usually, the revolutionary achievements find their legislative consolidation. Development and implementation of new technologies require their thorough regulation, namely with regards to formulation of concepts, criteria, and the subject matter. The development of the Institution of artificial intelligence actualizes the question of the parties to digital relations. Thus, the issues united by the concept of “digital law” do not fully reflect its essence and do not foresee the upcoming changes.
