 Para 2020, o temor das instituições ambientais e da sociedade civil, quanto a possibilidade da ocorrência de queimadas, foi amplificado em razão das notícias veiculadas nos meios de comunicação. Prognósticos da propagação do fogo associados às avaliações climáticas e ambientais são necessários para evitar interpretações equivocadas, o uso indevido do recurso público e o adentramento desnecessário de pessoas nas terras indígenas, quando há uma epidemia no país que pode elevar o risco de contágio com os povos indígenas. Neste sentido, o objetivo deste artigo foi analisar anomalias de precipitação, o risco de fogo e a vulnerabilidade dos povos indígenas à COVID-19 frente às operações de combate aos incêndios florestais em terras com atuação de brigadas do Prevfogo. Para isto, analisou-se as taxas mensais de contagiados, as áreas de risco de fogo alto-crítico e a climatologia de precipitação até 30 de junho de 2020. Excetuando zonas que abrangem o Pantanal e parte do Brasil Central, as áreas estão com registros de risco de fogo e de chuvas dentro da normalidade. Já a curva de contágio está ascendente na maioria dos locais. Em caso de incêndios e da necessidade de estabelecimento de operações de combate com entrada de pessoas nas terras indígenas, as taxas de contágio entre os povos podem ser agravadas, sendo aconselhado evitar ao máximo o não contato. Por isto, recomenda-se ao Ibama e a Funai a formulação de planos estratégicos para mitigar impactos socioambientais.Palavras-chave - COVID-19,  Risco de fogo, povos indígenas, políticas públicas. Analysis of the Fire Scenario and COVID-19 in Indigenous Lands with The Hiring of Forest Brigades in 2020 A B S T R A C TFor 2020, the fear of civil society and environmental institutions regarding the possibility of fire occurring was amplified due to the news published in the media. Predictions of fire spread associated with climate and environmental assessments are necessary to avoid misinterpretation, waste of public resources, and unnecessary entry of people into indigenous lands while there is a pandemic that could increase the risk of contagion in indigenous people. The purpose of this article was to analyze the monthly precipitation, the fire risk, and the vulnerability of indigenous peoples to COVID-19 in case of operations to combat wildfires in indigenous lands with firefighters hired by Prevfogo. For this, the monthly rates of COVID-19 contagious, the high-critical fire risk areas, and the climatology of precipitation were evaluated until June 30, 2020. Except in the zones that cover the Pantanal and part of Brasil Central, the other areas have normal fire risk and rain records. The contagion curve is increasing in most places. In the event of a fire that needs to establish combat operations with firefighters entering in the indigenous lands, rates of contagion with indigenous peoples may increase, suggesting non-contact. For this reason, Ibama and Funai are recommended to formulate strategic plans to mitigate socio-environmental impacts.Keywords - COVID-19, Fire risk, Indigenous people, public policies.

Colonizing events of the past and present continue to disrupt and change the cultural practices, histories, families, and languages of North American Indigenous peoples. As a result, Indigenous people experience a cultural disconnect between the past and the future, what we refer to as a disruption of traditional cultural cycles, in ways that foster psychological risks. In this chapter, we first discuss how the ongoing colonization of Indigenous people in contemporary society, with specific examples from the media and education, undermines psychological well-being. Second, we offer a theory of culture change as a “promotion” approach to target and mend the cultural disruptions brought on by colonizing practices and thereby to improve well-being. Finally, we offer research-based action items for social psychologists and for society more generally to alleviate the ongoing colonization of Indigenous people.

Majority of the indigenous people who are the original inhabitants in Malaysia inhibit the remote area of tropical forest which is rich in natural resources. Their lives are separated from the outside community due to several factors such as geography, low literacy, negative perceptions of the surrounding community, and the closed-door attitude of the indigenous people. Consistent preaching activities have changed the faith of the indigenous people from animism orientation towards believing in the Oneness of God. The practice of Islam as a way of life in the lives of indigenous peoples is found to be difficult to practice because the fiqh approach presented to them does not celebrate their local condition. In this regard, this study will examine the socio-cultural isolation of indigenous peoples and their impact on the interpretation of Islamic law. To achieve this objective, the researchers have applied the library research method by referring to the literatures related to the discussion of Islamic scholars in various disciplines of fiqh and usūl al-fiqh. The research found that there is rukhsah and taysir approach given to isolated people as well as with local background to facilitate the religious affairs of the indigenous people. Abstrak Majoriti masyarakat Orang Asli yang merupakan penduduk asal di semenanjung Malaysia mendiami kawasan pedalaman di hutan hujan tropika yang kaya dengan khazanah alam. Kehidupan mereka terasing daripada masyarakat luar disebabkan beberapa faktor seperti geografi, kadar literasi yang rendah, pandangan negatif masyarakat sekitar dan sikap tertutup masyarakat Orang Asli. Gerakan dakwah yang dijalankan secara konsisten telah membawa perubahan kepercayaan sebahagian masyarakat Orang Asli daripada berorientasikan animisme kepada mempercayai Tuhan yang Esa. Pengamalan Islam sebagai cara hidup dalam kehidupan masyarakat Orang Asli didapati agak sukar untuk dipraktikkan lantaran pendekatan fiqh yang disampaikan kepada mereka tidak meraikan suasana setempat mereka. Sehubungan itu, kajian ini akan meneliti keadaan isolasi sosio-budaya masyarakat Orang Asli dan kesannya terhadap pentafsiran hukum Islam. Bagi mencapai objektif tersebut, pengkaji menggunakan kajian kepustakaan sepenuhnya dengan menelusuri literatur berkaitan dengan perbincangan sarjana Islam dalam pelbagai disiplin ilmu fiqh dan usul fiqh. Hasil kajian mendapati terdapat rukhsah dan pendekatan taysir diberikan kepada mereka yang hidup terasing serta berlatar belakang budaya setempat bagi memudahkan urusan keagamaan masyarakat Orang Asli.

Ethnohistorians and other scholars have long noted how European colonial texts often concealed the presence and participation of indigenous peoples in New World conquests. This scholarship has examined how European sources (both texts and maps) have denied indigenous history, omitted indigenous presence, elided indigenous agency, and ignored indigenous spaces all while exaggerating their own power and importance. These works provide examples of colonial authors performing these erasures, often as a means to dispossess. What they lack, however, is a systematic means of identifying, locating, and measuring these silences in space and time. This article proposes a spatial history methodology which can make visible, as well as measurable and quantifiable the ways in which indigenous people and spaces have been erased by colonial narratives. It presents two methods for doing this. First, narrative analysis and geovisualization are used to deconstruct the imperial histories found in colonial European sources. Second it combines text with maps to tell a new (spatial) narrative of conquest. This new narrative reconstructs indigenous activity through a variety of digital maps, including ‘mood maps’, indigenous activity maps, and maps of indigenous aid. The resulting spatial narrative shows the Spanish conquest of Peru was never inevitable and was dependent on the constant aid of immense numbers of indigenous people.

This work is a study on the works of Elizabeth Cook-Lynn who is proficient scholar and hails from South Dakotas and Sioux nations and their turmoil, anguish and lamentation to retrieve their lands and preserve their culture and race. Many a aboriginals were killed in the post colonization. Elizabeth Cook-Lynn grieves and her lamentation for the people of Dakotas yields sympathy towards the survived at Wounded Knee massacre and the great exploitation of the livelihood of the indigenous people and the cruelty of American Federal government. Treaty conserved indigenous lands had been lost due to the title of Sioux Nation and many Dakotas and Dakotas had been forced off from their homelands due to the anti-Indian legislation, poverty and federal Indian – white American policy. The whites had no more regard for or perceiving the native’s peoples’ culture and political status as considered by Jefferson’s epoch. And to collect bones and Indian words, delayed justice all these issues tempt her to write. The authors accuses that America was in ignorance and racism and imperialism which was prevalent in the westward movement. The natives want to recall their struggles, and their futures filled with uncertainty by the reality and losses by the white and Indian life in America which had undergone deliberate diminishment by the American government sparks the writer to back for the indigenous peoples. This multifaceted study links American study with Native American studies. This research brings to highlight the unchangeable scenario of the Native American who is in the bonds of as American further this research scrutinizes Elizabeth’s diplomacy and legalized decolonization theory which reflects in her literature career and her works but defies to her own doctrines.

The conservation of environment and the protection of human rights are two of the most compelling needs of our time. Unfortunately, they are not always easy to combine and too often result in mutual harm. This book analyses the idea of biocultural rights as a proposal for harmonizing the needs of environmental and human rights. These rights, considered as a basket of group rights, are those deemed necessary to protect the stewardship role that certain indigenous peoples and local communities have played towards the environment. With a view to understanding the value and merits, as well as the threats that biocultural rights entail, the book critically assesses their foundations, content, and implications, and develops new perspectives and ideas concerning their potential applicability for promoting the socio-economic interests of indigenous people and local communities. It further explores the controversial relationship of interdependence and conflict between conservation of environment and protection of human rights.

Racism in the Aotearoa New Zealand media is the subject of scholarly debate that examines how Māori (Indigenous Peoples of New Zealand) are broadcast in a negative and demeaning light. Literature demonstrates evolving understandings of how the industry places Pākehā (New Zealanders primarily of European descent) interests at the heart of broadcasting. We offer new insights by arguing that the media industry propagates a racial discourse of silencing that sustains widespread ignorance of the ways that Pākehā sensibilities mediate society. We draw attention to a silencing discourse through one televised story in 2018. On-screen interactions reproduce and safeguard a harmonious narrative of settler–Indigenous relations that support ignorance and denial of the structuring force of colonisation, and the Television Code of Broadcasting Practice upholds colour-blind perceptions of discrimination and injustice through liberal rhetoric. These processes ensure that the media industry is complicit in racism and the ongoing oppression of Indigenous peoples.

This study investigates the main threats related to environmental degradation that affect Amazonian Indigenous Lands (ILs). Through a cluster analysis, we group ILs according to the set of common environmental threats that occur within and outside their limits. The results show that most of the 383 ILs are affected internally by a combination of different environmental threats, namely: deforestation, forest degradation, fires, mining, croplands, pastures, and roads. However, the ILs affected by multiple and relatively severe threats are mainly located in the arc of deforestation and the Roraima state. The threats related to forest loss (deforestation, forest degradation, and fires) are more intense in the ILs’ buffer zones than within, showing that ILs effectively promote environmental preservation. In the cluster analysis, we identified seven clusters that are characterized by common environmental threats within and around their limits, and, based on these results, we have outlined four environmental policy priorities to be strengthened and applied in Amazonian ILs: protecting ILs’ buffer zones; strengthening surveillance actions, and combating illegal deforestation, forest degradation, and mining activities in ILs; preventing and fighting fires; and removing invaders from all ILs in the Amazon. In this study, we warn that the threats presented make the Indigenous peoples in the Amazon more vulnerable. To guarantee indigenous peoples’ rights, illegal actions in these territories and their surroundings must be contained, and quickly.

AbstractIn recent years there have been several calls in professional and academic journals for healthcare personnel in Canada to raise the profile of postcolonial theory as a theoretical and explanatory framework for their practice with Indigenous people. In this paper I explore some of the challenges that are likely to confront those healthcare personnel in engaging with postcolonial theory in a training context. I consider these challenges in relation to three areas of conflict. First I consider conflicts around paradigms of knowledge, wherein postcolonial theory operates from a different base from most professional knowledge in health care. Second I consider conflicts of ideology, wherein postcolonial theory is largely at odds with Canada’s political and popular cultures. And finally I consider issues around the question of Canada’s legitimacy, which postcolonial theory puts in doubt. I suggest ways in which these conflicts might be addressed and managed in the training context, and also identify potential positive outcomes that would be enabling for healthcare personnel, and might also contribute to an improvement in Canada’s relationship with its indigenous peoples.

AbstractApproximately one billion people across the globe are living in informal settlements with a large potential fire risk. Due to the high dwelling density, a single informal settlement dwelling fire may result in a very serious fire disaster leaving thousands of people homeless. In this work, a simple physics-based theoretical model was employed to assess the critical fire separation distance between dwellings. The heat flux and ejected flame length were obtained from a full-scale dwelling tests with ISO 9705 dimension (3.6 m × 2.4 m × 2.4 m) to estimate the radiation decay coefficient of the radiation heat flux away from the open door. The ignition potential of combustible materials in adjacent dwellings are analyzed based on the critical heat flux from cone calorimeter tests. To verify the critical distance in real informal settlement fire, a parallel method using aerial photography within geographic information systems (GIS), was employed to determine the critical separation distances in four real informal settlement fires of 2014–2015 in Masiphumelele, Cape Town, South Africa. The fire-spread distances were obtained as well through the real fires. The probabilistic analysis was conducted by Weibull distribution and logistic regression, and the corresponding separation distances were given with different fire spread probabilities. From the experiments with the assumption of no interventions and open doors and windows, it was established that the heat flux would decay from around 36 kW/m2 within a distance of 1.0 m to a value smaller than 5 kW/m2 at a distance of 4.0 m. Both experiments and GIS results agree well and suggest the ignition probabilities at distances of 1.0 m, 2.0 m and 3.0 m are 97%, 52% and 5% respectively. While wind is not explicitly considered in the work, it is implicit within the GIS analyses of fire spread risk, therefore, it is reasonable to say that there is a relatively low fire spread risk at distances greater than 3 m. The distance of 1.0 m in GIS is verified to well and conservatively predict the fire spread risk in the informal settlements.

Social media is a highly valuable site for Indigenous people to express their identities and to engage with other Indigenous people, events, conversations, and debates. While the role of social media for Indigenous peoples is highly valued for public articulations of identity, it is not without peril. Drawing on the authors’ recent mixed-methods research in Australian Indigenous communities, this paper presents an insight into Indigenous peoples’ experiences of cultivating individual and collective identities on social media platforms. The findings suggest that Indigenous peoples are well aware of the intricacies of navigating a digital environment that exhibits persistent colonial attempts at the subjugation of Indigenous identities. We conclude that, while social media remains perilous, Indigenous people are harnessing online platforms for their own ends, for the reinforcement of selfhood, for identifying and being identified and, as a vehicle for humour and subversion.
