Abstract: In the Director General Regulation of the Treasury NumberPER-47 / PB / 2014 concerning Technical Guidelines for Administration, Bookkeeping, and Accountability of Treasurers in Public Service Bodies and Verification and Monitoring of Treasurer Accountability Reports on Public Service Bodies in CHAPTER I (GENERAL PROVISIONS) Article 1 Paragraph 2 states that the Receiving Treasurer is a person appointed to receive, deposit, deposit, administer, and account for state revenue in the context of implementing the State Budget at the Office / Work Unit (Satker) of the State / Institution, and Article 6 states that the Public Service Agency, hereinafter abbreviated as BLU, is an agency in the environment the government is formed to provide services to the community in the form of the supply of goods and / or services sold without prioritizing profit and in carrying out their activities based on the principles of efficiency and productivity. In CHAPTER III (INTRODUCTION BOOKING) Article 7 Paragraph 1 states that the Treasurer keeps records of all the money administered. The purpose of this research is to design and produce an Android-based Financial Information System so as to assist the Receiving Treasurer in inputting transactions until the accountability report information is in accordance with the Director General of Treasury Regulation Number PER-47 / PB / 2014. Based on the results of the discussion and making of the Financial Information System at the Gorontalo-based Android University, it can be concluded that the system has been completed and can be used. Universities that apply the concept of Public Service Agency (BLU - PK PTN ) in performing functions as an organ which is engaged in the service infrastructure support through goods or services . As an institution under the auspices of the government and the state budget receives PTN PK - BLU implement mechanisms to acquire goods or services in accordance with the law. However, the procurement process in obtaining goods or services sometimes poses problems that arise as a consequence of the passage of the procurement of goods or services involving the organs in it as PA / KPA , KDP , ULP , and Committee / Receiver Procurement Officer. Rector of the KPA in PK - BLU PTN has the authority to control the organs that carry out the process of procurement of goods / services in the environment . Errors in the procurement process of goods / services performed by the CO and the ULP / Procurement Officer causing state losses due to these errors, either due to negligence or unlawful acts. As the KPA in the process of procurement of goods / services Rector can control the organs in accordance with the authority given. The consequences are acceptable if the authorities ultimately the procurement of goods / services did not heed the warning Rector officials related procurement process of goods / services will receive sanctions. The study aimed at conducting an analysis towards the operation of Athlete Homestead for the National Sports Week in 2012 belonging to Riau Province. Regarding the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD), the researcher designed the Accounting System for the Regional Public Service Agency of the Rental Flats and Sports Venue. The data analysis in this study used the descriptive qualitative method by describing the accounting system design for the operation of Rental Flats and Sports Venue through the Sub-district Development Program-Regional Public Service Agency (PPK BLUD) with the procedure comprising: designing the rent system and procedure of the Rental Flats and Sports Venue, designing the system of cash management from the rent income, implementing focused-group discussion with the related parties and the government, working on the policy improvement draft for the operation of the Rental Flats and Sports Venue belonging to Riau Province.Based on the result of the study and discussion, it can be concluded that in order to improve the effectiveness of the service and operation of Rental Flats and Sports Venue with sound business practice, it is necessary to implement the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD). Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.

<p><em>This study focuses on the factors that affect the employee performance in terms of institutions where they work. </em><em>There are three objects or locations that become the research focus, namely educational institutions represented by the state university in East Kalimantan, government institutions represented by the State AdministrationInstitution (LAN) and state-owned institutions represented by PT. Pupuk Kaltim Tbk. The research results show that employee performance is influenced by three factors, namely competence, work motivation, and organizational culture.The performance of government employees is influenced by three factors, namely religiosity, organizational culture, and organizational citizenship behaviors (OCB).</em><em> </em><em>And performance of state-owned employees is influenced only by work motivation.</em><em></em></p>

This chapter discusses Marcus Simaika's role in making the Coptic Museum a state institution of Egypt. In 1920, Fuad I, ruler of Egypt and Sudan from the Muhammad Ali dynasty, visited the Coptic Museum. From that moment, the king conceived the idea of making the Coptic Museum a state museum and asked Simaika to cede the museum to the government. Simaika replied that he would submit the request to Cyril V. All objects in the museum belonged to the Coptic Orthodox Church, and Simaika would not have been able to transfer them from the different monasteries and churches without ecclesiastic approval and on the condition that they be exhibited in an annex to the Muʻallaqa Church and under the care of the priest of that church. The chapter describes the annexation of the Coptic Museum by the state and its nationalization, as well as its acquisitions and collections.

Three companies and one trustee own all the major Irish daily newspapers, though there are a number of independent weekly and regional publications. The state, through the Radio Telefis Eireann (the RTE, a public service broadcasting organisation modelled on the BBC but largely funded through advertising), runs all radio and television stations. At least, the state runs all official radio, for since the late 1970s several pirate radio stations have operated from Dublin. The government of Garret FitzGerald has promised to legitimise these stations through new broadcasting legislation.

The author in the article researches alcohol as one of the reasons to terminate public service employment relationships at the State Police and employment relationships. The legislation provides different regulatory approach to alcohol intoxication as a reason for terminating the employment relationships and the legal application of this reason. In practice, detecting of alcohol intoxication and denunciation of employment relationship or retiring from the public service is problematic. The government regulations in Latvia define the inspection procedure of the influence of alcohol, narcotic, psychotropic or toxic substance, however, there is no legislative act defining the term ‘alcohol intoxication’, while it is essential in employment relationships. There are several issues that emerge from the case-law: firstly, the employer must legally differentiate alcohol intoxication from alcohol influence in order to be able to terminate the employment; secondly, the employer must legally/judicially detect and record the presence of alcohol. The author suggests to define the state of ‘alcohol intoxication’ as well as make alterations in the Labour Law giving the liberty to the employer to terminate the employment relationship in case of alcohol influence. A Chief of Public Institution should be appointed to develop An Internal Regulations Act in order to detect alcohol intoxication or influence. Such alterations in Law would allow the employer to apply disciplinary penalty or denunciation in the cases of alcohol intoxication, and would clearly define the inspection procedure for the employees upon suspicion of being present at work or public service under the influence of alcohol.

<p>The aim of this research is to examine the effects of Human Resources Competence and the Government Internal Control System (SPIP) on the Quality of Financial Statements of the Public Service Agency with the Government Accounting Standard (SAP) as moderating variable. The research was conducted at the Public Service Agency of Government Hospital in Jakarta under the Ministry of Health. The sampling technique in this study used purposive sampling method (sampling intentionally in accordance with the requirements of samples required). Questionnaires were distributed as many as 85 questionnaires to some employees in the finance department and others that related to the making of financial statement at the Public Service Agency of Government Hospital under the Ministry of Health. The results showed that HR Competency significantly affected the quality of Public Service Agency Financial Statement. SPIP significantly affected the quality of Public Service Agency Financial Statement. Moderation of Government Accounting Standard (SAP) significantly affected and weakened the effect of HR Competency on the Quality of Public Service Agency Financial Statement. Moderation of Government Accounting Standards did not affect significant and strengthened the effect of SPIP on the Quality of Public Service Agency Financial Statement.</p>

E-Administration remains a key E-Government strategy that seeks to ensure the management of the government institutions and organizations if effectively done to enhance effectiveness and proper service delivery. The purpose of this study was to examine the influence of E-Administration on the public service delivery among state agencies in Kenya. The study adopted a descriptive research design to collect data from the target population comprising of 4230 employees within the management cadre at 132 specific government state agencies. Convenient sampling technique was used by the study to sample the respondents within the 132 specific government state agencies. A sampling formula was applied to calculate the sample size of 365 employees and self-developed questionnaires were used to collect data from the sample. Data was analyzed using descriptive and inferential statistics. The study found that E-Administration had a significant and positive influence on public service delivery by the state agencies in Kenya. The study further established that strategy execution had a significant moderating effect on the relationship between E-Administration and public service delivery by the state agencies in Kenya. The study recommended that the government through the state agencies should embrace E-Administration as a way of enhancing public service delivery. The management of state agencies should furthermore embrace strategy execution practices so as to enable success of E-Administration.

Introduction. By this time the ministry has not yet become central bodies of executive power (CEB), whose leading function is the formation of State policy. The type chosen for another CEB does not always correspond to the features performed by this organ. It is difficult to separate the "functions in the implementation of State policy" from "some functions for implementing State Policy". The law does not define "public policy". This negatively affects the functioning of the CEB system. The aim of the article. The purpose of the article is analysis of existing problems in organization and activity of the system of the CEB and scientific substantiation of ways of their solution. Results. The term "ministry" means a kind of CEB has two main features: 1) The ministry responsible for the development of State policy; 2) The ministry is headed by a member of the government-a politician and not a government official. The main purpose of the executive power-solving body of social problems; Task – A set of measures that are derived from the main goal and subject to resolution to achieve it, specify the main purpose of the activity of the Authority; The function is activity related to obtaining a clearly defined final result which directly reflects the goal achievement and tasks of the executive authority. As for the optimal number of ministries in Ukraine, we believe that the decisive should be that all directions of the State policy are in the sphere of influence of the government, their unjustified chopping or consolidation between the ministries, as well as the chosen The number of ministries allowed to implement program of CMU. Along with the agencies, services and inspections should allocate another category of "other" CEBs, which neither in the form nor on the functional orientation do not belong to services, agencies, inspections. State policy-enshrined in the Constitution and laws of Ukraine, other acts of legislation the rules of operation and strategic objectives of the State and their due directions of activity of the State, approved by the decisions of the competent bodies of State power. Conclusions. The basis for the reform of the existing system of COIS proposed to put a division of functions in the formation of State policy and functions for the implementation of State policy. The CMU should provide for the formation and implementation of State policy. Ministry – to form State policy and ensure its implementation. Other CEBs – implement State policy. The legislation should define the meaning of the term "public policy". The tasks and functions of ministries shall be clearly defined. The type of each other CEB (service, Agency, inspection) shall comply with the legally fixed features for it.
