This paper is an assessment of the topical coverage of current Managing Information Systems (MIS) textbooks. The MIS course is normally required of all undergraduate and graduate business majors , and therefore is their primary education in the use of IS/IT in the modern technology-oriented organization. However, the MIS textbooks researched do not attempt IS/IT management fluency. They do not even fully answer the questions normally asked by management and users during the justification and implementation of modern technology-oriented enterprise applications. The primary author has been teaching IS/IT courses for IS professionals and for users and managers for almost fifty tears. What has changed since that time? Not as much as should have happened in the education of line and staff personnel who work in organizations with critically important IS/IT enterprise applications. Early courses for users and managers were remarkably similar to our current MIS courses. This paper, therefore, suggests a significant change in content of MIS texts from primarily encompassing technology sections covering personal productivity applications, systems development methods, and infrastructure to presenting much more detail on user and management topics including modern enterprise level applications (e.g. transaction processing systems), privacy and security, feasibility studies, and the justification of IS/IT systems.

The Ministryof Finance especially the directorate general of the treasury of North Sulawesi province, is confronted with modern treasury problems. The demands of economic development are increasingly advanced, demanding a transition from the application of past culture (manual) to the stage of digital (modern) technology. The work process in the treasury sector changes, seen from the need for financial management information systems to improve the competitive advantage of modern DGT organizations in the future in increasing transparency and accountability in managing the world treasury. The emergence of treasury and state budget (SPAN) applications and agency-level financial application systems (SAKTI) as a manifestation of the implementation of financial management information systems in the Directorate General of Treasury and work units. For state treasury management to be carried out by the treasury general directorate, it can be aligned with treasury management by other countries in the world.Keywords : Financial Management Information System, SPAN, and SAKTI

AbstractIn professional sports clubs, the growing number of individual IT-systems increases the need for central information systems. Various solutions from different suppliers lead to a fragmented situation in sports. Therefore, a standardized and independent general concept for a club information systems (CIS) is necessary. Due to the different areas involved, an interdisciplinary approach is required, which can be provided by sports informatics. The purpose of this paper is the development of a general and sports informatics driven concept for a CIS, using methods and models of existing areas, especially business intelligence (BI). Software engineering provides general methods and models. Business intelligence addresses similar problems in industry. Therefore, existing best practice models are examined and adapted for sport. From sports science, especially training systems and information systems in sports are considered. Practical relevance is illustrated by an example of Liverpool FC. Based on these areas, the requirements for a CIS are derived, and an architectural concept with its different components is designed and explained. To better understand the practical challenges, a participatory observation was conducted during years of working in sports clubs. This paper provides a new sports informatics approach to the general design and architecture of a CIS using best practice models from BI. It illustrates the complexity of this interdisciplinary topic and the relevance of a sports informatics approach. This paper is meant as a conceptional starting point and shows the need for further work in this field.

System design is an important phase of system engineering, determining system architecture to satisfy specific requirements. System design focuses on analyzing performance requirements, system modeling and prototyping, defining and optimizing system architecture, and studying system design tradeoffs and risks. Modern enterprise information systems (EIS) are distributed systems usually built on multitiered client server architectures, which can be modeled using well-known frameworks, such as Zachman enterprise architecture or open distributed processing reference model (RM-ODP). Both frameworks identify different system models, named views, corresponding to discrete stakeholder’s perspectives, specific viewpoints, and could serve as a basis for model-based system design. The main focus of this chapter is to explore the potential of model-based design for enterprise information systems (EIS). To this end, the basic requirements for model-based EIS design are identified, while three alternative approaches are discussed based on the above requirements, namely, rational unified process for systems engineering (RUP SE), UML4ODP and EIS design framework.

This paper discusses the key role of incentives in information systems security. Vulnerabilities can be reduced, and even removed, if individual motivations are taken into account in the process of protection and insurance design. The article first discusses the importance of externalities, free-riding behavior, uncertainty and the incentives mismatch between individuals and organizations involved in information systems security. Previous works perform this study using a game theoretical approach but the paper shows that an agent-based model is capable of including the heterogeneity and interrelations among individuals, not focusing on the reached equilibrium but on the dynamics prior to its emergence.

In recent years a plethora of scholarly literature from the marketing and the information systems (IS) domain has dealt with the phenomenon of relationships. While during the pre-computer era relationships always implied a social dimension, modern technology tries to mimic this interaction process by learning about customers’ needs and addressing them individually. Interestingly, the central definition of a relationship remains vague in both marketing and IS. Finding the major constituents, therefore, could shed light on the question of whether technology actually could replace “social interactions.” In this chapter, we show how relationships are defined in scholarly literature. Subsequently, consumers define what they perceive to be the crucial attributes of a relationship in general and with an online organization. The results indicate that the notion of relationship has to be redefined for online communication and interaction and offer practical implications for designing the interaction process with online users.

Managers, IT practitioners, and IS researchers are easily seduced by the latest information technology wave. Consequently, we tend not to question conventional assumptions about the implementation of IT systems in organizations. Instead of providing managers with directions, IS researchers can sometimes turn into prognosticators of the latest information technology fad. We call on researchers to delve below the surface of new IT trends to expose inconsistencies between technological promises and the reality of deploying information systems in global organizations. Many IS researchers are turning their attention to the area of global information management (Gallupe and Tan, 1999). This journal is a vehicle for publishing such research work. Interest in integrated global information systems is fueled both by the developments in information and communications technologies and the trends in business towards globalization of products and markets. Conventional wisdom suggests that businesses operating in global markets would benefit from implementing global information systems and achieve economies of scale and scope. This may be true in some cases, but does it hold for all cases? I suggest it may not. In certain cases deploying global IT systems could lead to diseconomies of scale.

As electronic patient health information systems become more fully developed and widespread, there are persistent concerns about the privacy and confidentiality of the personal health data being stored and disseminated. Standards Australia has released two Standards which provide useful guidelines for the organisational, technological and human behaviour solutions required to protect privacy and confidentiality in health care organisations. The major requirements of these Standards are outlined and the implications of the Standards for health information managers are discussed.
