After 28 years of public service, the Information Technology Bureau Chief for the Southwest Florida Water Management District (SWFWMD), Dr. Steven Dicks, was still passionate about serving the public. By first focusing on the needs of people in the District, Dr. Dicks was able to objectively observe the many aspects of operations for which he was responsible. His observations led him to believe that the use of technology within his organization wasn’t as effective and efficient as he knew it could be. The SWFWMD managed the water resources of 16 Florida counties in an area that was close to 10,000 square miles, with 4.7 million inhabitants. To effectively manage water resources, the organization needed to understand current water needs, prepare for future needs, and protect and preserve water resources within its boundaries. A significant part of managing water resources involved the production and utilization of scientific computer models that help track, predict, and control a plethora of water related challenges. At the SWFWMD, individuals used desktop computers to run most of the scientific models. Given the limited computing capacity of the average desktop computer, running a model was beginning to require too much time; and simple interruptions, such as a system reboot, could jeopardize the ability to complete long model runs. Therefore, the resulting data used and produced was often very ineffectively managed. Dr. Dicks began to wonder about the current system of producing and managing scientific models, and how the systems might be improved. He evaluated options. He thought upgrading individual desktops could help, but only in the short term because as the data sets and demand for processing power continued to grow, the desktop might always be a step behind. Installing powerful servers to house the data sets and run the models would be a significant improvement, but the cost to acquire and maintain the new system might challenge the budget. A cloud-based solution utilizing an “infrastructure as a service” approach, was a third option, but current system infrastructure compatibility, security, and access needed to be carefully evaluated. Dr. Dicks believed that data management was just as important as the processing power of an upgrade, and that ultimately the technology that allowed for the most effective EDM system needed to be identified and implemented to best serve the needs of the District into the future.

SummaryContemporary bioethics was fledged and is sustained by challenges posed by new technologies. These technologies have affected many lives. Yet health informatics affects more lives than any of them. The challenges include the development and the appropriate uses and users of machine learning software, the balancing of privacy rights against the needs of public health and clinical practice in a time of Big Data analytics, whether and how to use this technology, and the role of ethics and standards in health policy. Historical antecedents in statistics and evidence-based practice foreshadow some of the difficulties now faced, but the scope and scale of these challenges requires that ethics, too, be brought to scale in parallel, especially given the size of contemporary data sets and the processing power of new computers. Fortunately, applied ethics affords a variety of tools to help identify and rank applicable values, support best practices, and contribute to standards. The bioethics community can in partnership with the informatics community arrive at policies that promote the health sciences while reaffirming the many and varied rights that patients expect will be honored.

We are now conducting a forty-year follow-up and family study of 200 schizophrenics, 325 manic-depressives and 160 surgical controls. This study began in 1973 and has continued to the present date. Numerous data handling and data management decisions were made in the course of collecting the data for the project. In this report some of the practical difficulties in the data handling and computer management of such large and bulky data sets are enumerated.

Background: Advanced Metering Infrastructure (AMI) for the smart grid is growing rapidly which results in the exponential growth of data collected and transmitted in the device. By clustering this data, it can give the electricity company a better understanding of the personalized and differentiated needs of the user. Objective: The existing clustering algorithms for processing data generally have some problems, such as insufficient data utilization, high computational complexity and low accuracy of behavior recognition. Methods: In order to improve the clustering accuracy, this paper proposes a new clustering method based on the electrical behavior of the user. Starting with the analysis of user load characteristics, the user electricity data samples were constructed. The daily load characteristic curve was extracted through improved extreme learning machine clustering algorithm and effective index criteria. Moreover, clustering analysis was carried out for different users from industrial areas, commercial areas and residential areas. The improved extreme learning machine algorithm, also called Unsupervised Extreme Learning Machine (US-ELM), is an extension and improvement of the original Extreme Learning Machine (ELM), which realizes the unsupervised clustering task on the basis of the original ELM. Results: Four different data sets have been experimented and compared with other commonly used clustering algorithms by MATLAB programming. The experimental results show that the US-ELM algorithm has higher accuracy in processing power data. Conclusion: The unsupervised ELM algorithm can greatly reduce the time consumption and improve the effectiveness of clustering.

In light of the many robust quantitative data sets that include information on attitudes and behaviors related to intimate partner violence (IPV), and in an effort to expand the evidence base around social norms and IPV, many researchers construct proxy measures of norms within and across groups embedded in the data. While this strategy has become increasingly popular, there is no standardized approach for assessing and constructing these norm proxies, and no review of these approaches has been undertaken to date. This study presents the results of a systematic review of methods used to construct quantitative proxy measures for social norms related to IPV. PubMed, Embase, Popline, and Scopus, and PsycINFO were searched using Boolean search techniques. Inclusion criteria comprised studies published since 2000 in English that either (i) examined a norm proxy related to gender or IPV or (ii) analyzed the relationship between a norm proxy and perpetration of, experiences of, or attitudes toward IPV. Studies that employed qualitative methods or that elicited direct measures of descriptive or injunctive norms were not included. Twenty-six studies were eligible for review. Evidence from this review highlights inconsistencies in how proxies are constructed, how they are assessed to ensure valid representation of norms, and how researchers acknowledge their respective method’s limitations. Key processes and reflections employed by some of the studies are identified and recommended for future research inquiries.

As the use of technology has become more prevalent within the educational environment over the past decade, the emergence of the use of virtual manipulatives to support student learning in math has made transitioning to technology-infused math instruction unavoidable. Students in rural areas, however, have tended to receive far less technology-infused instruction due to the many challenges faced by rural schools that can adversely affect academic opportunities and disrupt equity in learning and teaching. In the current paper, we report on a classroom study conducted to examine whether the previously proven effects of concrete manipulatives can carry over into those of virtual manipulatives when teaching math fact fluency in multiplication and explored the potential for virtual manipulatives in rural classrooms from the teacher’s perspective.  Quantitative and qualitative results both indicated a promising potential for usage of virtual manipulatives, with meaningful implications for practitioners. The educational implications for designing and planning effective instruction incorporating virtual manipulatives are discussed.

AbstractPrimate brains differ in size and architecture. Hypotheses to explain this variation are numerous and many tests have been carried out. However, after body size has been accounted for there is little left to explain. The proposed explanatory variables for the residual variation are many and covary, both with each other and with body size. Further, the data sets used in analyses have been small, especially in light of the many proposed predictors. Here we report the complete list of models that results from exhaustively combining six commonly used predictors of brain and neocortex size. This provides an overview of how the output from standard statistical analyses changes when the inclusion of different predictors is altered. By using both the most commonly tested brain data set and a new, larger data set, we show that the choice of included variables fundamentally changes the conclusions as to what drives primate brain evolution. Our analyses thus reveal why studies have had troubles replicating earlier results and instead have come to such different conclusions. Although our results are somewhat disheartening, they highlight the importance of scientific rigor when trying to answer difficult questions. It is our position that there is currently no empirical justification to highlight any particular hypotheses, of those adaptive hypotheses we have examined here, as the main determinant of primate brain evolution.

Hélene Landemore’s Open Democracy challenges today’s democracies to meet their legitimacy deficits by opening up a wide array of participatory opportunities, from enhanced forms of direct democracy, to internet crowdsourcing, to representation through random selection to a citizens’ assembly: “representing and being represented in turn” (p. xvii).  Her aim: to replace citizen consent with citizen power.  The critics advance both praise and misgivings.  Joshua Cohen would prefer Landemore’s proffered innovations as supplements, not alternatives, to the current system. Daniela Cammack would prefer more emphasis on the many forms of mass gathering, not representation.  Peter Stone considers citizens’ assemblies inadequate for popular sovereignty.  Christopher Achen warns of problems inaccurate representation, through both self-selection into the lottery and domination in the discussion. Ethan Lieb argues that particular innovations are useful only in some contexts, and that in each citizens should learn their appropriate role responsibilities. Landemore responds by agreeing, clarifying and rebutting.

This study explored how different presentations of an object in deep space affect understanding, engagement, and aesthetic appreciation. A total of n = 2,502 respondents to an online survey were randomly assigned to one of 11 versions of Cassiopeia A, comprising 6 images and 5 videos ranging from 3s to approximately 1min. Participants responded to intial items regarding what the image looked like, the aesthetic appeal of the image, perceptions of understanding, and how much the participant wanted to learn more. After the image was identified, participants indicated the extent to which the label increased understanding and how well the image represented the object. A final item asked for questions about the image for an atronomer. Results suggest that alternative types of images can and should be used, provided they are accompanied by explanations. Qualitative data indicated that explanations should include information about colors used, size, scale, and location of the object. The results are discussed in terms of science communication to the public in the face of increasing use of technology.

The use of ICTs has become an obligation rather than an option for teachers. This intense pressure leads to a modern adaptation disorder expressed as technostress. Technostress is one of the many problems experienced particularly by beginning teachers, and the technostress levels of these teachers were investigated. For this purpose, in the 2015-2016 academic years, data were collected from 83 teachers having a professional seniority of 0-5 years. It was concluded that the general levels of technostress of the teachers were moderate, which they had a moderate-level technostress at the learning-teaching process-oriented, technical-issue-oriented, and social-oriented technostress factors, and they had a low-level of technostress at the profession-oriented and personal-oriented technostress factors. When examined in terms of the variables, while the general level of technostress does not vary by gender and branch group, it varies by the variable of average use of the internet. Finally, the solution proposals for technostress were examined.

This chapter critically assesses the administration of land and water resources in Nigeria. Reasons why the Land Use Act has not met its objectives are discussed. It also assesses reasons why, despite abundant water resources, numerous laws, and multiple governing institutions, Nigeria is still struggling to meet the national demand for water supply. The chapter concludes by suggesting specific amendments to the administration of both land and water resources. The main thrust of the suggested amendments is to address the current situation where government arrogates absolute authority on all land and water resources to itself. It is suggested that the government should consider adopting a multi-lateral relationship where government, private investors, traditional landowners, and prospective land buyers are co-decision makers in charting the future for the administration of land and water resources. This is aimed at eliminating associated problems such as delays, tenure insecurity, and proliferation of peri-urbanization in the current system.
