The aim of the work was to assess the varieties of winter hexaploid triticale in terms of yield, plasticity and stability in the central region of the Non-Black Earth Zone of the Russian Federation. Field research using the methodology of the State Sort Network was carried out on the experimental field of the Department of Genetics, Biotechnology, Breeding and Seed Production of the P.I. Lisitsyn RGAU-Moscow Agricultural Academy named after K.A. Timiryazev in 2014-2017 The linear regression coefficient (bi) was used for the estimation. As a result of the study of 43 varieties, lines and hybrids from the collection of the Department of Genetics, Breeding and Seed Production of the Russian State Agrarian University-Moscow Agricultural Academy named after K.A. Timiryazev, 6 samples of winter triticale with high genetic plasticity (Hermes, Kaskad, PRAG 468, PRAG 509, PRAG 152, hybrid PRAG 531 x PRAG 473) and 10 samples with high stability (Vocalise, Linii 19, Bard, KNIISKh 32 , Tornado, Hewo, Flamingo, Dubrava, Timbo and Legion), which can be further used to create varieties for various levels of agricultural technology.

Creation of new varieties of winter hexaploid triticale for the central part of Russia is characterized by increased resistance of grain to germination on the root. The phenomenon of germination on the root is one of the limiting traits that limit the spread of triticale culture in areas of excessive moisture, which is the Central Region of the Non-Chernozem zone. The work was carried out at the Russian State Agrarian University – Moscow Agricultural Academy named after K.A. Timiryazev in 2018-2019. Field experiments were conducted in the fields of the Field Experimental and Breeding Stations. Laboratory tests were carried out at the Department of Genetics, Breeding and Seed Production. As a result of a comprehensive assessment of breeding varieties in the preliminary variety testing, the most valuable sample of winter triticale 228h (Castus x Don) was isolated, which formed a yield at the standard level, and during 3 years of study showed relatively high resistance to pre-harvest germination of grain in the ear. This sample is currently being intensively propagated for transfer to the State Variety Testing in 2020.

Due to the lack of scientifically grounded technologies for the cultivation of red raspberries in the gardens and nurseries of the Non-Chernozem zone of the Russian Federation, aimed at the minimum use of resources and funds, it is relevant research to establish the effect of different moisture availability on the growth, development and productivity of raspberries, as well as the development of an optimal soil moisture regime in the Non-Chernozemregion. Field research is carried out on the territory of the training and experimental farm, the fruit-growing laboratory «Michurinsky Garden». Russian State Agrarian University – Moscow Agricultural Academy named after K.A. Timiryazev. The experiment is two-factor, aimed at studying the different pre-irrigation moisture thresholds for the development of two varieties of raspberries, was laid in the fall of 2018.

The purpose of this study are: 1. To determine the description of work discipline and communication and the employee’s performance at Kantor Badan Pertanahan Nasional (BPN) Kota Pematangsiantar. 2. To determine the influence of work discipline and communication on employee’s performance at Kantor Badan Pertanahan Nasional (BPN) Kota Pematangsiantar simultaneously and partially. This research is done with library research and field research. The data types are cualitative and quantitative data, the data sources are primer and secondary data. The population in this research is as much as 31 respondents. The data collection is done with questionnaire, interview and documentation. Technical analysis used is multiple linear regression, coefficient of correlation, coefficient of determination and hypothesis test F test and t test. The results of the study can be summarized as follows: 1. work discipline, communication and employee’s performance is good. 2. The results of regression analysis is Ŷ= 34,319 + 0,445X1 + 0,638X2 it means that work discipline and communication had a positive influence on employee’s performance. 3. The results of correlations analysis get value r= 0,826, it means that there is a high and positive correlation between work discipline, communication with employee’s performance. Further obtained coefficient of determination (R) = 0.682 means the level of employee’s performance can be explained as much as 68,2% by work discipline and communication. 4. The results of hypothesis test H0 is rejected, it means that work discipline and communication had a positive and significant influence on employee’s performance simultaneously and partially. The suggestion of this research is to improve the work discipline, 1. the leadership must be more firmly to give sanction for anyone who violates the rules. 2. To influence communication, the leadership and the subordinates must create good relations in order to achieve a conducive working environment. 3. to optimize the employee’s performance, the leadership have to apply the rules so that employees can implement the rules properly. The article considers the reasons for the formation of asymmetry in the subjects of the Russian Federation. The research is focused on the relations between the Russian Federation and its subjects during the formation of the modern Russian state. This period, according to the author, covers the period from the introduction of the “perestroika” policy in the USSR to the beginning of the 2000s. The author studies the works of domestic and foreign experts on the stated issues. The author believes that the asymmetry of the subjects of the Russian Federation is based on an uneven distribution of economic benefits. The scientific novelty lies in the fact that the author’s conclusions are a synthesis of not only formal legal, but also applied and analytical economic research.

The article deals with the work of Russian state authorities during the period when a new coronavirus infection (SARSCoV- 2, previously – 2019-nCoV) threatens to spread and enter the national territory. The algorithm of work and the practical measures taken to combat infection from the point of view of the requirements of the national security Strategy of the Russian Federation, as well as Federal and regional regulatory legal acts in terms of protection are analyzed. The issues of the formation of special temporary governing bodies, the goals and objectives of their activities, as well as the forms of work used: monitoring the situation, rulemaking, interagency cooperation, building up forces and means to combat the pandemic, using the information and technical base, informing the population, supporting certain sectors of the economy and certain categories of citizens are considered. Conclusions are drawn about the organized, complex and interdepartmental nature of the events, the need to improve legislation in terms of establishing legal liability for offenses under the quarantine regime, creating conditions to prevent unjustified price increases for certain types of goods, systematically informing the population and preventing the spread of false rumors, the need to support certain sectors of the economy and certain categories of citizens.
