The paper presents the data on the situation of the oil and gas complex of the Saratov region. It is shown that the Saratov region is a promising region for hydrocarbon production and one of the leaders in the Volga Federal district, since 85 % of the territory is occupied by oil and gas-promising lands. The structure of the oil and gas complex and the dynamics of production of hydrocarbons in the region are presented in the article. The paper describes the indicators of the oil and gas complex, background accident risks that determine environmental pollution. The results of monitoring the pollution of the territory of the largest in Europe Stepnovsky gas storage facility, created on the basis of the Stepnovsky oil and gas processing enterprise, which operated from 1953 to 1973, are given. It is proved that during the production and storage of hydrocarbons at this enterprise, there was a strong pollution of the soil with oil and petroleum products, so their content reaches 1527 mg/kg of soil in the upper half-meter layer, and 2060 mg/kg of soil in the second half-meter. The content of plumbum and copper in the soil is 3.3 and 2.3 times higher above the background values for dark chestnut soils. The accumulation of a significant amount of unsaturated hydrocarbons (C1-C10) in the subsurface air from 25.97 mg/m3 to 38.17 mg/m3 is proved. It is shown that the extraction and storage of hydrocarbons at the Stepnovsky enterprise did not lead to a deterioration of the sanitary and microbiological condition of the studied soil.

The aim of the welfare state, in accordance with the Constitution of Ukraine is to ensure conditions for the growth of welfare of citizens. One of the major components in the well-being of civilized societies is to ensure that citizens and businesses the necessary energy. Energy development is the basis for enhancing the social and economic living standards of the population and competitiveness. The key to this goal should be a reliable, economically viable and environmentally sound needs of the population and the economy of energy products. It is important to identify the critical factors is a threat to the energy security of the national economy. The state of the energy sector of Ukraine is negatively affected by continued dependence on imports of Russian natural gas, petroleum products and fuel for power plants. Today such dependence on primary energy, including coal, has become a leverage to Ukraine on the part of the neighboring state. The loss of the fuel and energy complex, and areas for future development of hydrocarbon resources as a result of the annexation of the Crimea and the military operations in the east of the country, as well as the destruction of the oil and gas infrastructure in the Donetsk and Luhansk regions, yielded additional new factors which significantly weakened the energy security of the country. Given the instability of strategic task for Ukraine, it is vital to achieve the highest possible level to ensure the economy’s own oil and gas resources, which, to a certain extent, will contribute to energy independence and savings of foreign exchange reserves of the country, as well as infrastructure development in the industry, tax revenues, creation of additional jobs.

Total petroleum hydrocarbons (TPHs) and Polycyclic aromatic hydrocarbons (PAHs) are priority pollutants which are known to be associated with petroleum products. They are released into the marine environment via accidental spillage, exploration and transportation. The present study aims to assess the impact of petroleum and gas extraction activities on the pollution of coastal marine sediment of the western coastline of Qatar. Sixty-six surface sediment samples were collected along the western coastal area. The concentration of organic hydrocarbons (TPHs and PAHs) were determined using GC-FID and GC-MS, respectively. Sediment characteristics including pH, temperature, TOC and particle size were also measured. The results indicated low concentrations of TPH (<0.001-0.246 μg/g dry weight sediment) and PAHs (<0.001-0.044 μg/g dry weight sediment). The concentrations for both organic pollutants were lower compared to the previous studies done within Qatar and in the Arabian Gulf and also indicated below the available permissible limit set by the Ministry of Municipality and Environment of Qatar and other sediment quality guidelines (SQGs) used worldwide (NOAA).

Abstract The newly passed Finance Act 2020 (FA2020) in Nigeria is reviewed especially as it relates to the oil and gas industry. The review is partly executed by modeling the specific provisions of the Act that impact gas utilization projects. The effect of the provisions on investor returns as well as the extent to which government objectives are met is ascertained – the government objectives being to prevent tax leakage via excessive financing costs, as well as encourage gas development and utilization. A qualitative assessment of the FA2020 is first conducted to examine its provisions applicable to the oil and gas sector. Furthermore, a spreadsheet Discounted Cash Flow (DCF) economic model of a gas central processing facility is built. A hypothetical $800Million (CapEx), 300mmscfd gas processing facility, which is 70% debt financed is modeled by incorporating the provisions of the FA2020. The metrics of the project (both investor and government) are then compared under the scenarios of with and without the FA2020. Key results indicate that the economic returns to investor in the gas processing facility are still largely preserved at a healthy level, even as government take improves by $102Million due to the FA2020. Specifically, without the FA2020, investor returns an IRR of 21.11% while due to the FA2020, investor IRR declines to 19.79%. Sensitivity analysis serves to illustrate one of the aims of the FA2020, which is to prevent tax loss from high cost of financing. Lengthening the tenor of loans reduces the fraction of the financing costs that is tax deductible. The modeling result shows that, ceteris paribus, for one (1) year increase in loan tenor, the amount of financing cost that is tax deductible reduces by 5%. Another important outcome is that for every $1 of government receipts preserved/enhanced by the FA, the investor NPV declines by 38cents This impact assessment of the FA2020 on gas utilization projects is conducted against the backdrop of several government pronouncements and policy positions to encourage domestic gas development. Financing plays an important role in delivering gas projects, consequently the evaluation of the impact of the FA2020 becomes imperative. This is to allow an examination of the effect of the Act on the ability to meet the strategic objective of powering the economy via gas while fulfilling Nigeria’s climate change commitments by deeper adoption of gas as a transition fuel.

The Hides gasfield was discovered by BP, and its Joint Venture Partner Oil Search Ltd, in Petroleum Prospecting Licence No.27 in Southern Highlands Province in late 1987 by the exploration well Hides-1. The well tested gas at rates of up to 15.9 mmscf/d with small volumes of associated condensate from four separate intervals within the Toro Sandstone.Negotiations with Placer Dome, a Vancouver-based mining company, led to an agreement to sell gas to supply electrical power for the Porgera gold mine in Enga Province 70 km North East from Hides. Approximately 10 mmscf/d of gas will be produced from two wells, one being the original Hides-1 discovery well, via an 8 km pipeline, to a gas processing plant in the nearby Tagari valley. The processed gas will be fed to turbines to generate approximately 42 M W of electrical power which will be fed to the Porgera mine by overhead transmission lines.BP has undertaken technical studies relating to the feasibility of producing the gas from Hides. In association with the technical work BP has also undertaken an environmental study of the impact of development and has embarked upon a survey of various local and land-related issues. It is anticipated that construction operations will start in early 1990, leading to first gas production in mid-1991, only 3½ years after the discovery. The Hides gasfield development will constitute the first commercial hydrocarbon production in PNG.

The problems of the current ecological situation in the oil-producing regions are being investigated. The analysis of the impact of the growth of hydrocarbon production on the environment has been carried out. The main causes and sources of pollution have been identified, starting with the process of developing oil and gas fields and including directly extracting and processing oil and gas resources. It is noted that the main reason for the growing environmental hazard is the deterioration and depreciation of equipment and the low share of innovative activity of oil companies. The main methods of utilization of oil production wastes, which are currently used in world practice, have been analyzed. Some technologies for processing oil sludge with obtaining a secondary product are considered. Their main advantages and disadvantages associated with the features of the technological process are described. The possibility of obtaining inert soil, building material, expanded clay and other materials using drill cuttings has been evaluated. The complex separate processing of drilling waste has been determined as the most effective and promising. Its main advantages associated with the complete utilization of all components of oil sludge, as well as the problems of introducing this technology, are given.

A general characteristic of innovative territorial clusters of federal significance in the field of oil and gas processing and petrochemistry is given. All of them are located in the Volga Federal District, which ranks first in the country in terms of the number of participants in innovative activities. Based on the study of the structure of oil and gas processing in the Volga Federal District, an assumption was made that the interregional innovative oil refining cluster will be more economically efficient than the regional one due to the development of intra-cluster competition and synergistic effects of mutually beneficial interregional management, which are absent in a cluster located on the territory of one region. On the basis of simplex optimization methods, options for organizing interregional innovation clusters in the field of oil and gas processing and petrochemistry are presented


Considering the present scenario, in the hydrocarbon industries, heavy oil prices and need for explorations leads to decide the economy of the country. Technology had been identified and experimentally considered for new hydrocarbon exploration with the help of data mining. Besides, transportation and storage of the produced Hydrocarbon has been monitored and can be maintained in control limit using data mining too. Hydrocarbon can be stored within a tank made up of steel, iron or combination of suitable material. The tanks are properly designed, erected and all its fittings are secured. Proper construction and maintained will aid in preventing any leakage of petroleum products to the environment. Current study is about influence of hydrocarbon transportation and storage using available methodology in upstream hydrocarbon sectors. Petroleum reservoir consist of complex heterogeneities that are not limited to extract the hydrocarbon from the subsurface to surface. Post drilling, produced crude and gas will be transported fuel have to transported to refineries for further processing of crude into various products. Apart from upstream, persons working on midstream and downstream plays a crucial role. Crude hydrocarbon can be transported by vessels, pipelines and road. Pipeline and truck transportation are considered to be the prior most than other modes. Transporting oil and gas by pipeline or rail is in general quite safe. But when the safety of transporting oil and gas by pipelines and rail is compared, taking into consideration the amount of product moved, pipe-lines are found to be the much safer transportation method. Refinery has to ensure safety aspects of storing the received petroleum crude which has to be processed in to commercial products. They must be maintained in prescribed temperature and pressure condition. In order to make this successful, some of the safety protocols has to be followed which are defined and approved ministry and safety norms. This article deals about the process and procedures in transporting and storage of fuels from upstream, midstream and downstream. Hence, the protocols and other safety precaution aspects are discussed to have a safe storage and handling practices.

Aim. This study was an attempt by the authors to identify the impact of oil production in the Caspian Sea on the quality of waters surrounding oil and gas-production platforms.Material and Methods. In 2018, by order of the Committee for Forestry and Wildlife of the Ministry of Agriculture of the Republic of Kazakhstan, Kazekoproekt carried out comprehensive marine research to assess the state of biological resources in the eastern part of the Caspian Sea. All studies were carried out according to standard methods accepted in international practice. Samples were collected in summer (July-August) 2018 and autumn (September) 2018.Results. An analysis of the materials of environmental studies carried out in the water area of the eastern part of the Caspian Sea in 2018 established the absence of biogenic concentrations in sea water in excess of the standard indicators. It was found that in the waters surrounding several stations in summer and autumn, concentrations of oil products were exceeded. The concentrations of pesticides in the waters of the northern Caspian Sea recorded in 2018 were not detected.Conclusion. It was found that in the eastern part of the Caspian Sea in 2018 there was no concentration of biogenic elements in sea water above the standard indicators. Of the heavy metals, an excess of maximum permissible concentrations was found only at one station - of copper in the summer over 159 sq. m and in the autumn over 121 sq. m. Of particular concern is the fact that at several stations in summer and autumn excessive concentrations of petroleum products were recorded. The concentrations of pesticides in the waters of the northern Caspian Sea recorded in 2018 were not detected.

The article discusses the oil and gas complex of the Siberian Federal District at the stage of the need to transition to a new paradigm of development of the oil and gas complex of Russia. Over the past decade, the Siberian Federal District has been the most dynamic region of Russia in the development of the last large and unique oil fields, the development of the mining and transport infrastructure. Increasing oil production and exports in the region at the expense of unique and large fields will continue until 2020s, after which the decline in liquid hydrocarbon production should be offset by developing hard-to-recover and unconventional sources of hydrocarbons, as well as medium and small fields, and rational development of residual reserves. in new and traditional mining centers of the Siberian region. All this will require a radical restructuring of the organizational and legislative system of subsoil use, the transition from an extensive to an intensive development model, the creation of new technologies and equipment, and the provision of integrated development of the subsoil.

Aim. The presented study aims to build a model for the efficient development of the oil and gas industry in the long term. Tasks. The authors investigate the peculiarities of the development of the oil and gas industry in the Russian Federation at the present stage when the COVID-19 coronavirus pandemic has had a significant impact on the reduction of oil production and global demand for oil and petroleum products; identify strategic directions for the development of the oil and gas industry in Russia and substantiate the need for government measures to support the oil and gas industry, including the possibility of forming innovative investment resources and reducing the tax burden in combination with a global shift away from fossil fuels, which will ensure more efficient use of oil and gas reserves. Methods. This study uses the theory and methodology of strategizing developed by academician V.L. Kvint as a basis for determining strategic directions and priorities for the development of the oil and gas industry. An economic and mathematical regression model for predicting the volume of oil production in the Russian Federation over the next five years is developed with allowance for the priorities of the methodology under consideration. Results. Substantiation of the projected values of oil production increases the preparedness of Russian oil companies and the government, allowing them to respond to various scenarios in the future and thus making it possible to develop an efficient strategy based on preventive measures to reduce the impact of oil price volatility on the Russian economy. Calculations show that Russia will most likely not be able to fully realize its production potential. In the long term, oil production will naturally decline due to the depletion of the resource base. One of the prerequisites for the successful operation of oil and gas enterprises is their orientation towards an innovative strategy in the context of sustainable development. Conclusions. The era of cheap oil and unexpected profits from hydrocarbons is gradually coming to an end. Therefore, strategically important directions for the oil and gas industry include the modernization of technologies and equipment by attracting investments in oil and gas enterprises and the development of the industry’s infrastructure, diversification of the refining industry, reduction of crude oil exports, and increased exports of finished petroleum products.
