Annotation: It is noted in the article that it is of great importance to research Samarkand Region population age composition and increment of labor resources. The direct impact of age composition to increment of labor resources is also studied in this article. Also, the issue of employment of the population is considered. In the article, the author considers the problems of complex algorithmization and systematization of approaches to optimizing the work plans of construction organizations (calendar plans) using various modern tools, including, for example, evolutionary algorithms for "conscious" enumeration of options for solving a target function from an array of possible constraints for a given nomenclature. Various typical schemes for modeling the processes of distribution of labor resources between objects of the production program are given, taking into account the array of source data. This data includes the possibility of using the material and technical supply base (delivery, storage, packaging) as a temporary container for placing the labor resource in case of released capacity, quantitative and qualification composition of the initial labor resource, the properties of the construction organization as a counterparty in the contract system with the customer of construction and installation works etc. A conceptual algorithm is formed that is the basis of the software package for operational harmonization of the production program ( work plans) in accordance with the loading of production units, the released capacities of labor resources and other conditions stipulated by the model. The application of the proposed algorithm is most convenient for a set of objects, which determines the relevance of its implementation in optimization models when planning production programs of building organizations that contain several objects distributed over a time scale.

The tendencies of state regulation of the labor potential of rural territories are revealed, which prove the lack of effective mechanisms of its reproduction. Mechanisms to increase the efficiency of state regulation of the labor potential on rural areas, aimed primarily at creating jobs and the number of people employed in the segment of small and medium-sized business are proposed. Thanks to public-private partnership in this area, it is possible to reduce budget expenditures on the development of social infrastructure.

В 2018 году дефицит белка и жиров животного происхождения в питании населения России составил 11,8 и 5,5, соответственно. Продолжает оставаться высокой импортозависимость по белку животного происхождения на уровне 10,3, по животным жирам 8,8. Интенсификация развития животноводства соответствует стратегической цели социального развития и повышения жизненного уровня населения нашей страны на ближайшую и отдаленную перспективы. В соответствии с Доктриной продовольственной безопасности взят курс на наиболее полное обеспечение и улучшение структуры питания людей за счет роста потребления ценной в питательном отношении молочномясной продукции собственного производства. Россия располагает всеми необходимыми условиями и имеет реальные предпосылки полностью решить проблему обеспечения населения животными жирами и пищевым белком животного происхождения, но с каждым годом усложняется ситуация с трудовыми ресурсами на селе.In 2018, the deficit of protein and animal fats at the diet of Russian population was 11.8 and 5.5, respectively. High import dependence on animal protein remains at the level of 10.3, and on animal fats 8.8. Intensification of animal husbandry corresponds to the strategy of social development and improvement of living standards of countryside population in near and longterm period. In accordance with the Food Security Doctrine it was taken the course on the most complete provision and improving the structure of peoples diet due to increasing in the consumption of valuable dairy and meat products of own production. Our country has all the necessary conditions and has real prerequisites for fully solving the problem of providing the population with animal fats and protein, but every year the situation with the labor resources in rural areas becomes more complicated.

The mortality rate is one of the most important criteria for assessing the health of the population. However, it is important to use analytical indicators correctly, especially when evaluating time series. The value of the “gross” mortality is closely linked with a specific weight of persons of elderly and senile ages. All international publications (WHO, IARC, territorial cancer registers) assess the dynamics of morbidity and mortality only by standardized indicators that eliminate the difference in the age composition of the compared population groups. In Russia, from 1960 to 2017, the share of people of retirement age has increased more than 2 times. The structure of mortality from malignant tumors has changed dramatically. The paper presents the dynamics of gross and standardized mortality rates from malignant tumors in Russia and in all administrative territories. Shows the real success of the Oncology service. The medium-term interval forecast until 2025 has been calculated.

A basic management responsibility in community service planning is to evaluate alternative methods of providing various public goods and services such as transportation services, sewage and solid waste disposal, and water for home and industry. These alternative methods frequently involve new or different technologies and various combinations of inputs such as capital and labor.For example, in the disposal of solid waste, the use of different sizes and types of bulldozers, compactors and cranes may lead to significantly different combinations of capital and labor resources. For accurate analysis, the quality and quantity of the service that can be provided with limited amounts of the various resources or inputs must be considered. Thus, the basic concepts that have been used in private business to allocate limited resources to obtain the desired output are equally applicable to the management and planning of community services.
