Modern society also distinguishes itself by a large information flow that has to be selected according to one’s needs.  A considerable number of researches proved that the spread of information about education is insufficiently efficient, so far the society is too little informed, and there is a lack of information about provided preschool and preprimary education services, in rural areas in particular. Therefore, parents, teachers and other groups of the society, which are either directly or indirectly related to preschool education, cannot use the opportunities provided by this link of education if they are not informed. For this reason it is important to analyse main documents on education of theRepublicofLithuania, to investigate the situation of informing the society about preschool and preprimary education in education policy implementation. The article is based on the content analysis, which generalizes the documents on education policy that regulate informing of the society about preschool and preprimary education inLithuania. The analysis of the documents on education of the Republic of Lithuania demonstrated that, informing about preschool and preprimary education, focal attention is paid to the target groups that directly participate in  the child’s education processes – parents/foster parents and the staff of the education system. Only the context enables us to presume what information is forwarded to other groups of the society that indirectly participate in children’s education processes. Such situation may be influenced by the approach consolidated in the documents on education of theRepublicofLithuaniaabout preschool education as an intermediate, transitional link between the family and the school; it is sought “to prove parents and the society the efficiency and necessity of qualified children’s education”. It is likely that the lack of systematic attitude towards informing various societal groups as potential social partners about children’s education and care at the legal level will limit the possibilities both of practical creation of the informing system and its functioning.

In Slovenia and abroad, there is a fairly extensive literature on abuse of different forms, making it appear that there are very different and specific uses of certain terms that indicate the same activity or issue, such as abuse, aggression, aggression, suffering, forcing, and bullying. One of the common forms of abuse is verbal abuse, namely verbal expressions of disrespect to the victim. We live in a time when social inequality is very quickly growing among the residents of the Republic of Slovenia. In various documents produced by the European Union, preschool education in particular, but also primary school education in general, is shown to be something that contributes to fairness in the whole educational system, and has an important role in promoting social inclusion and reducing the socioeconomic and other differences among children. Therefore, I was particularly interested in whether and how verbal abuse is demonstrated as a result of the intolerance and discriminatory practices in Slovenian kindergartens and primary schools. For this purpose, a survey of the beliefs of students of three undergraduate study programmes in the Faculty of Education in Ljubljana about verbal abuse in Slovenian kindergarten and primary school was conducted. The results showed that the interviewed students perceived various representations of verbal abuse in kindergarten and primary school, and that there should be continuous education to achieve a so-called culture of active tolerance, that would help in the identification of forms of intolerance and discriminatory practices.

Based on the theoretical and methodological analysis of the types of educational environment, it is concluded that in the structural plan the educational environment of preschool childhood is a system of interconnected components, the main components include object-spatial, socio-psychological, cognitive-active, communicative and subjective components. Based on cluster analysis, four distinctive modern types of educational environment with various capabilities are identified and the author's typology of educational environments in the system of preschool education is proposed, depending on the severity of each component. The tendencies to the conjugation of the quality parameters of the educational environment (according to the ECERS-R scales) and the personal characteristics of children, as well as significant differences in the subjective characteristics and initiative of preschoolers in different learning environments have been identified. In this connection, the majority of modern Slavic States recognizes and guarantees local self-government as the most important constitutional value and institution of the people’s right. It has been determined, that the list of issues of local importance mainly affects the areas of urban planning, municipal activities, culture, sports, social protection of the population and children, preschool education, healthcare, approval of municipal programs of economic development, local budgets, taxes and fees, the appointment of local referendums, etc. However, there there is a number of countries, in which local government issues are not specified in the Constitution. Among the criteria for the difference between the models of local self-government are the following: the list of issues of local importance and competence of local self-government bodies; relations with public authorities and the degree of freedom of local self-government from the state; territorial organization of local self-government, etc.It has been concluded, that the most common form of interaction between public authorities and local self-government for the Slavic states at the beginning of the XXI century, was the Zemstvo-state model, that takes into account the mutual interests of a sovereign power and the population, living within certain territorial communities.
