In this article, Edward Zigler, interviewed by Barbara Beatty, talks about a turning point in the history of Head Start that reveals how policy choices, bureaucracy, and science came together when he was told to phase out the program in 1970. New to Washington, Zigler learned that President Richard M. Nixon's domestic policy advisor Daniel Patrick Moynihan, who had put forth the Family Assistance Plan, favored direct support for mothers and families over compensatory preschool education. Zigler saw how both the methodologically flawed 1969 Westinghouse study on the supposed fadeout of Head Start gains and Arthur Jensen's controversial 1969 article on the supposed failure of compensatory education became politicized and influenced arguments about Head Start's future. With President Nixon's veto of the 1971 Child Development Act, Zigler witnessed how competing policies, bureaucracies, and political ideologies could block support for universal child care and comprehensive services for children and families. After many years of consulting to Head Start and research on applied child development, he sees public schools as sites for coordination of social welfare programs that can improve access to high-quality health care, education, child care, and family services, as in his Schools for the 21st Century model.

The published documents were found in the archives of the Republic of North Ossetia-Alania. These are the materials of the meetings of the Soviet and party authorities of the Mountain Republic, which were devoted to the discussion of the problem of Kabarda's secession from the polyethnic mountain autonomy. The Kabardian problem was discussed several times by the leadership of the Mountain Republic in June 1921 before and after the congress of the peoples of Kabarda that took place this month. The minutes of the meetings have not yet been published in the published thematic collections of documents dedicated to the history of the nation-building of the peoples of the North Caucasus. The documents contribute to the understanding of the position of the statesmen of the Mountain Republic on the formation of new autonomous units and the identification of the concrete historical content of these processes. The protocols make it possible to reconstruct the process of not only the disintegration of the collective mountain statehood, but also make it possible to clarify important points in the history of its creation. Party and Soviet leaders often returned to the problems of the initial stage of the formation of the Mountain Republic. Further study of the problems of the formation of a system of national autonomies in the North Caucasus in recent times will largely depend, including on the introduction of new documents into scientific circulation and their interpretation by a wide range of researchers. In this regard, the published documents and materials are of great scientific interest.

Материалы фондов Центрального государственного архива РСО-А и Научного архива СОИГСИ, под- твержденные сведениями театральной хроники местной периодической печати, раскры- вают неизвестные страницы истории Русского театра, связанные с его возникновением, финансово-организационными и кадровыми вопросами, строительством и архитектур- ным обликом театрального здания в разные периоды времени. Особое внимание уделяется роли Русского театра в формировании городской общественно-культурной среды Север- ного Кавказа. The presented documents characterize the reasons and conditions for the emergence of the Russian Drama Theater in Vladikavkaz in the second half of the XIXth century. The materials of the funds of the Central State Archive of the Republic of North Ossetia-Alania and the Scientific Archive of North Ossetian Institute for Humanitarial and Social Studies, confirmed by the information of the theatrical chronicles of the local periodical press, reveal unknown pages of the history of the Russian Theater, connected with its appearance, its financial and organizational and personnel issues, construction and architectural decision of the theater building at different times. Particular attention is paid to the role of the Russian Theater in the formation of the urban social and cultural environment of the North Caucasus.

В статье исследуется биография и деятельность Саукудза Кавдыновича Гуриева - выдающегося представителя научной интеллигенции Северной Осетии начала XX века, просветителя, педагога, языковеда, собирателя осетинского устного народного творчества, внесшего большой вклад в развитие национальной культуры, осетинского языка, его орфографию, грамматику, терминологию. В октябре 2017 года исполнилось 140 лет со дня рождения Г.К. Гуриева. Просветительство как главная миссия осетинской интеллигенции реализовывалось посредством основания школ, преподавательской, научной, переводческой и издательской деятельности, активного участия в благотворительных и культурно-просветительских учреждениях, направленных на поддержку образования, культуры и формирования национального самосознания осетин. Помимо основной педагогической и литературной деятельности Гуриев активно занимался просветительством. Он является составителем ряда учебников на осетинском языке для начальной осетинской школы. Гуриев внес большой вклад в сохранение - культурного наследия осетин. В течение ряда лет, путем записей от старожилов, им был собран большой сборник произведений осетинского устного народного творчества, куда вошли нартовские сказания, сказки, пословицы, поговорки. Материалы фондов Научного архива СОИГСИ, впервые введенные в научный оборот, позволили существенно уточнить биографию Гуриева, факты его просветительской и учебно-литературной деятельности. Материалы статьи способствуют более глубокому и обновленному исследованию национальной интеллигенции Северной Осетии. Изучение истории отдельных людей, локальных событий и явлений в конкретно-исторических данностях является основой реконструирования общих процессов и помогает интерпретировать социокультурное поле региона как часть социокультурной истории России. The article deals with the biography and activities of Saukudz Kavdynovich Guriev, who was an outstanding representative of the scientific intelligentsia of North Ossetia of the early 20th century, an educator, teacher, philologist, a collector of Ossetian oral folklore, he made a great contribution to the development of national culture, the Ossetian language, its orthography, grammar, terminology. October 2017 is the 140th anniversary of Guriev. Enlightenment as the main mission of the Ossetian intelligentsia was realized through founding of schools, teaching, research, translation and publishing activities, active participation in charitable and cultural-educational institutions to support education, culture and the formation of national identity. In addition to the main pedagogical and literary activity G.K. Guriev was actively engaged in enlightenment. He is the author of several textbooks on the Ossetian language for elementary school in Ossetia. Guriev contributed greatly to the preservation of the cultural heritage of the Ossetians. Over the years, through records from the old-timers, he assembled a large collection of works by the Ossetian oral folklore, Nart legends, tales, proverbs, and sayings. Materials of the funds of the Scientific archive of the North Ossetian Institute for Humanitarian and Social Studies, brought into scientific circulation, have greatly clarified his biography, facts of his educational and literary activities. The article contains data that will promote better and updated research of the national intelligentsia of North Ossetia. The study of the history of individual people, local events and phenomena in specific historical factors is the basis of the engineering of the overall processes and helps to interpret the socio-cultural field in the region as part of a socio-cultural history of Russia.

Moral education of preschool children is a focused process of their initiation of moral values of mankind (humanism, kindness, humanity, justice, mercy and altruism) and stimulation of manifestations of empathy, sympathy and support in people’ world. Moral education is of great importance in the modern, very dynamic and constantly changing world. There is an urgent necessity to understand that human community is a family, where everyone is a part of the universal whole. It is necessary to avoid conflicts and wars in unity and live in peace. To overcome disputes and solve common problems at the negotiating table rather than by means of armed conflicts. To provide political, economic and social development of society constructively. To overcome any obstacles for free, democratic communication and human interaction. Moral education of preschoolers is based on specially developed content presented in educational programmes. The development and improvement of programmes is carried out throughout the entire period of development of national preschool education. Every document of the programme is created at a certain historical stage of development of society, reflecting its political, economic and social status as well as the level of development of the theory and practice of preschool education. At the present stage of the development of national preschool education, there is a need to study the history of development of the content of moral education of preschool children in national and foreign (Russian) educational programmes, which has not been studied specifically before. This has become the goal of our study and helped to set the objectives and content of moral education of preschoolers for the new edition of the program “Child” (2016)
