The article discusses some areas of optimization of the spatial distribution of investments in human capital on the example of the regions of the North Caucasus Federal District. Based on the study of the subjects of investment in human capital and the mechanisms of investment in human capital, the article identifies a number of problems that allow us to talk about a weak system of organization and management of investments in human capital, as well as stochastic returns on these investments, which requires the search for mechanisms to optimize the processes of managing the spatial distribution of investments in human capital. In order to solve the problems identified in the study and to optimize the spatial distribution of investments in human capital at the regional level in the context of limited financial capabilities of the regions, the proposed article develops a mechanism for forming priorities for regional investments in human capital, which will take into account the characteristics of a particular region, its priorities in terms of investment in human capital, the structure and sources of such investments, taking into account the capabilities of the region. Within the framework of the proposed study, it is determined that the formation of priorities for regional investments in human capital should be determined as the ratio of the required volume of investment investments to the costs of achieving specific results of socio-economic development, taking into account specific criteria for assessing the financial support of the regional investment process. The mechanism of formation of priorities of regional investments in human capital proposed in the scientific article will allow optimizing the distribution of investments in regional human capital, since the priority areas of investment are determined here taking into account the available resources of the region, as well as taking into account the assessment of their multiplier effect for sustainable regional development as a whole.

The scientific article presents the results of the analysis of the state of functioning of agricultural enterprises. The natural and economic situation in the region makes it possible to intensively develop the production of marketable products in all sectors of the agro-industrial complex, including fruit and vegetable growing in terms of profitability. Fruit and vegetable products are one of the most important types that are in high demand among the population and consumers outside the region. The Kabardino-Balkarian Republic is the largest producer of fruits and vegetables in the North Caucasus Federal District. Studies have shown that the main factors determining the growth of the gross production of vegetables and berries is the expansion of areas for fruit and berry crops by half by 2010. Based on the research carried out, it is confirmed that the use of intensive technologies in the production of fruits and berries provides a fairly high increase in yield. Due to the fact that fruit and berry crops are perishable food products, it is necessary to bring them to the end consumer in a presentable form as soon as possible. One of the problems often encountered for the further development of fruit and berry production is the incompletely established links between producers and various services that perform the functions of storage, transportation, processing and delivery of products to end consumers. Therefore, farms of all categories should take into account first and foremost when developing policies for managing production activities and forecasting. Increasing the efficiency of production of fruit and berry products and continuous saturation of the consumer market with high-quality fruit and berry products is possible in the context of the introduction of the introduction of intensive methods of agricultural technology, strengthening of state support measures in the context of the application of the results of analysis of the effectiveness of the activities of farms of all categories. An increase in the gross yield of fruits and berries can be achieved as a result of planting orchards using adapted varieties that are resistant to current climatic conditions.

The article discusses the main existing methodological approaches to assessing the state of human capital in the regions, and provides a critical analysis by comparing the positive and negative sides. The article substantiates that in modern realities for the assessment of regional human capital should be used available indicators recorded by the Federal State Statistics Service of the Russian Federation in all regions, which will ensure the comparability of calculations between different subjects and give a certain universality to the methods of assessing the state of human capital in the region. Justifies the author’s position of assessing the state of human capital in the region based on the socalled representative approach of interregional comparison, the undoubted advantage of which is the comparability of the assessment indicators, which excludes the influence of the area and population of the region on the calculation of specific indicators. It is shown, in addition, that this approach is based on regional statistics available and universal for all regions. In the article, based on the methodology for assessing the human capital of the region justified by the authors, an assessment of the state of the human capital of the regions of the North Caucasus Federal District for 2019 is carried out, according to the results of which the corresponding conclusions are made, indicating a fairly strong differentiation of the regions of the North Caucasus Federal District by individual components of human capital. In this connection, it is proposed to consider the integral index of the human capital of the region in the context of the influence of indicators of the elements of regional human capital on it in order to obtain more weighty guidelines for the development strategies of regional human capital. The methodological approach proposed in the article and the results obtained can be useful for the regions of the North Caucasus Federal District to develop development strategies and adjust existing programs for the development of human capital.

The most progressive and promising model of spatial organization of food markets of the North Caucasus Russian Theatre is a cluster model. In the proposed methodology of the process approach to develop a structural model of agro-food cluster in the NORTH is cluster analysis. The regional food market as a single system, which combines production, marketing and consumption of foods with a specific hierarchy, is characterized by different relationships and proportions between its components and is an important an indicator of a country's economic development, achieving food security. Disclosure of potential in a market system, its effective use, taking into account regional particularities and specificities of the economy, improvement of the spatial organization and improving the efficiency of such a complex system as the regional food market is impossible without knowledge of its essence, principles of formation and operation. In this connection there was a need to develop modern methods of research, evaluation, analysis, improvement of structure and functional organisation of the regional food markets as an important factor for the socio-economic development the country. The novelty of the research lies in the fact that the clustering of agribusiness implemented taking into account the peculiarities of regional AIC on the basis of strategic management zones: industrial, conventional and organic. To determine the effectiveness of the cluster algorithm of its evaluation, which is based on the criteria of usefulness and survival in the conditions of the cluster in the region, which are defined using evaluation scales and weights the main factors utility and survival in the cluster.

The article provides an overview of the effects of the resonant impact of clusters on the ability of mountain areas to adapt to the modern realities of the technological level, as well as the ability to apply innovations, attract investment in the agro-industrial and tourist cluster. A panel of indicators is presented that provides correct comparability of achievements and reflects information for aggregation by various parameters of the economic and geographical indicators of the region: the national environmental rating of the subjects of the North Caucasus Federal District; indicators of sustainable development of the Russian Federation and the North Caucasus Federal District; investment risk of the republics of the North Caucasus Federal District; the main economic and social indicators of the RSO-Alania. It is established that the geoinformation study of the use of a multicomponent indicator of the state of mountain territories is the basis for determining the vector of their further socio-economic development and justifying appropriate management decisions to stabilize economic development. The peculiarity of the approach is the selection of criteria that will be used in the development of mechanisms for the sustainable development of mountain territories according to the target indicators, in accordance with the UN resolution "Transforming our world in the field of sustainable develop-ment for the period up to 2030".

The article gives an overview of the scientific forum "Caspian Region 2021: Ways of Sustainable Development" held on May 26-28, 2021 in the city of Astrakhan on the basis of the Astrakhan State University. The brief overview introduces the main directions of the forum related to the priority vectors of the Caspian macro-region development, touching upon the issues of cooperation in the scientific and educational sphere on the scale of the Great Caspian Sea, the development of the transport and logistics cluster, integrated safety and security in the context of the economic, cultural, environmental and geopolitical components, youth policy and education development issues. The International Scientific Forum "Caspian Region 2021: Ways of Sustainable Development" united leaders of the science system, higher education and youth policy, leading scientists, experts of higher education and will become the driver of the Year of Science and Technology in Russia. More than 20 events took place within the framework of the Forum: panel discussions, a national conference with international participation, a meeting of the Commission on Science, Research and Technology of the Association of State Universities of the Caspian Countries, a joint meeting of the Council of Rectors of Universities of the Southern Federal District and the North Caucasus Federal District, a meeting of the Caspian Discussion Club, round tables, excursions, presentations, lectures on relevant topics.
