The article gives an overview of the scientific forum "Caspian Region 2021: Ways of Sustainable Development" held on May 26-28, 2021 in the city of Astrakhan on the basis of the Astrakhan State University. The brief overview introduces the main directions of the forum related to the priority vectors of the Caspian macro-region development, touching upon the issues of cooperation in the scientific and educational sphere on the scale of the Great Caspian Sea, the development of the transport and logistics cluster, integrated safety and security in the context of the economic, cultural, environmental and geopolitical components, youth policy and education development issues. The International Scientific Forum "Caspian Region 2021: Ways of Sustainable Development" united leaders of the science system, higher education and youth policy, leading scientists, experts of higher education and will become the driver of the Year of Science and Technology in Russia. More than 20 events took place within the framework of the Forum: panel discussions, a national conference with international participation, a meeting of the Commission on Science, Research and Technology of the Association of State Universities of the Caspian Countries, a joint meeting of the Council of Rectors of Universities of the Southern Federal District and the North Caucasus Federal District, a meeting of the Caspian Discussion Club, round tables, excursions, presentations, lectures on relevant topics.

The article provides an overview of the effects of the resonant impact of clusters on the ability of mountain areas to adapt to the modern realities of the technological level, as well as the ability to apply innovations, attract investment in the agro-industrial and tourist cluster. A panel of indicators is presented that provides correct comparability of achievements and reflects information for aggregation by various parameters of the economic and geographical indicators of the region: the national environmental rating of the subjects of the North Caucasus Federal District; indicators of sustainable development of the Russian Federation and the North Caucasus Federal District; investment risk of the republics of the North Caucasus Federal District; the main economic and social indicators of the RSO-Alania. It is established that the geoinformation study of the use of a multicomponent indicator of the state of mountain territories is the basis for determining the vector of their further socio-economic development and justifying appropriate management decisions to stabilize economic development. The peculiarity of the approach is the selection of criteria that will be used in the development of mechanisms for the sustainable development of mountain territories according to the target indicators, in accordance with the UN resolution "Transforming our world in the field of sustainable develop-ment for the period up to 2030".

Based on the content analysis of regional regulatory documents of the subjects of the Russian Federa-tion located in the North Caucasus Federal District, the paper examines the institutional framework for the formation of socio-cultural identities in order to strengthen the all-Russian (“Rossiyan”) identity in the region. The legal and institutional base data for making the analysis were: constitutions (charters), regional documents on languages, education, cul-ture, youth and ethnic politics, etc. Since the for-mation of identity is a process of socialization and education, the key research categories were defined as “language policy”, “educational policy”, “patriot-ic education”, “cultural policy”, and “youth policy”. On the basis of the analysis it was concluded that, from an institutional point of view, the integration of the federal subjects into the Russian political space is sufficient, while in the cultural sphere maintaining and reproducing of ethno-cultural specificity is ac-centuated and institutionally supported. Additional efforts on the part of federal and regional authorities are required in order to strengthen the all-Russian civil and civilizational identity in the North Caucasus.

The article examines the competencies of entrepreneurs that are necessary in modern conditions for young people to ensure their successful career, analyzes the areas in which business initiatives of young people are most often used. The competencies necessary for graduates, specific areas of employment in modern conditions of digital transformation are analyzed. Special emphasis is placed on the dynamics of changes in key competencies that are important for business success in modern conditions of economic development. The results of an operational survey of managers are presented, which make it possible to identify new requirements and new qualities: digital development management, data management and use, application of digital technologies, "adoption and implementation of employee initiatives". The groups of transformations that have occurred due to the introduction of digital technologies in small businesses are highlighted. The aim of the work is to highlight those of them that have received the greatest development in the context of digitalization, and to establish the impact on them of the COVID-19 pandemic. To conduct the study, the methods of systemic, comparative and morphological analysis and synthesis of the general set of factors that determine changes in the business competencies of youth were used. The basic elements of the article can be offered as practical recommendations to state and municipal authorities on the development of youth entrepreneurship in the North Caucasus Federal District and the improvement of youth policy in the regions. The formed problems in the studied area can become the basis for the formation of a system of stimulating youth business. The study showed that in a crisis it is not individual qualities that are important, but their totality, with complementary characteristics.

The purpose of the work is an analysis of the current state of the universities of the North Caucasus Federal District from the point of view of creating competitive regional development centers, bearing in mind the Spatial Development Strategy of Russia.The research methodology is based on empirical research methods (observation, comparison, data collection and study), current and prospective analysis and synthesis of theoretical and practical material, multivariate systems analysis, sociology, statistical analysis, etc.Results. In the course of the study, features of the development of the NCFD universities were revealed, various aspects of their activities were analyzed. Detailed mapping of the development of the NCFD universities has been made on a wide range of parameters and indicators. The authors note the lack of intelligible parameters used in the formation of the target admission levels in the universities of the North Caucasus Federal District, the weak connection of these figures with the real economy. The absence of status universities in the North Caucasus Federal District, in particular a flagship university, contributes to the outflow of talented students to central Russian and foreign universities.Application area. The results of this work can be applied in the activities of the Ministry of Science and Higher Education of the Russian Federation in developing the new university model – “HEIs, providing personnel for basic branches of regional economy” and in planning the target admission levels of universities, setting goals for universities in the region in terms of synchronization their development programs with administrations for the implementation of national projects, programs for the socioeconomic development of the North Caucasus Federal District.Findings. The peculiarities of the socio-political and economic development of the NCFD indicate the difficulties in planning the training of highly skilled specialists for the region. Despite the fact that the “full range” of educational institutions in the North Caucasus Federal District is economically disadvantageous in the short term, the opportunity for young people to receive higher education in their region can be viewed as one of the few really effective channels of self-realization and socialization for a significant part of North Caucasian youth. Insufficient funding, weak involvement of universities in solving the problems of sustainable development of the region do not contribute to the creation and development of universities which can be the real drivers of sustainable and innovative development of the North Caucasus Federal District and competitive scientific and educational centers.

The article shows that education for sustainable development is of paramount importance for the implementation of the concept of sustainable development and the achievement of sustainable development goals. The use of sustainable development ideas in higher education is becoming a key factor in training specialists, which necessitates the development of effective forms and technologies for their implementation. The article considers the experience of forming the education system for sustainable development in the North Caucasus Federal University on the example of training students in the direction of “geography”, analyzes the ideology and methodology of forming competencies in the field of sustainable development in higher education. The process of practical transition of higher geographical education to a new level is shown. The main vector of such education is the task of creating an integrated interdisciplinary educational system based on inter-subject connections. Three main directions of formation of education for sustainable development are proposed — expansion of the content of basic courses due to the problems of sustainable development, development of new independent author’s courses devoted to certain issues of sustainable development, and inclusion of an independent discipline “Sustainable development” in the curriculum. The problem of sustainable development with reference to specific academic disciplines is presented in sufficient detail. It is emphasized that the success of developing competencies in the field of sustainable development depends directly on the use of new educational technologies, in particular, interactive and project-based learning methods.

The most progressive and promising model of spatial organization of food markets of the North Caucasus Russian Theatre is a cluster model. In the proposed methodology of the process approach to develop a structural model of agro-food cluster in the NORTH is cluster analysis. The regional food market as a single system, which combines production, marketing and consumption of foods with a specific hierarchy, is characterized by different relationships and proportions between its components and is an important an indicator of a country's economic development, achieving food security. Disclosure of potential in a market system, its effective use, taking into account regional particularities and specificities of the economy, improvement of the spatial organization and improving the efficiency of such a complex system as the regional food market is impossible without knowledge of its essence, principles of formation and operation. In this connection there was a need to develop modern methods of research, evaluation, analysis, improvement of structure and functional organisation of the regional food markets as an important factor for the socio-economic development the country. The novelty of the research lies in the fact that the clustering of agribusiness implemented taking into account the peculiarities of regional AIC on the basis of strategic management zones: industrial, conventional and organic. To determine the effectiveness of the cluster algorithm of its evaluation, which is based on the criteria of usefulness and survival in the conditions of the cluster in the region, which are defined using evaluation scales and weights the main factors utility and survival in the cluster.
