The article discusses the main existing methodological approaches to assessing the state of human capital in the regions, and provides a critical analysis by comparing the positive and negative sides. The article substantiates that in modern realities for the assessment of regional human capital should be used available indicators recorded by the Federal State Statistics Service of the Russian Federation in all regions, which will ensure the comparability of calculations between different subjects and give a certain universality to the methods of assessing the state of human capital in the region. Justifies the author’s position of assessing the state of human capital in the region based on the socalled representative approach of interregional comparison, the undoubted advantage of which is the comparability of the assessment indicators, which excludes the influence of the area and population of the region on the calculation of specific indicators. It is shown, in addition, that this approach is based on regional statistics available and universal for all regions. In the article, based on the methodology for assessing the human capital of the region justified by the authors, an assessment of the state of the human capital of the regions of the North Caucasus Federal District for 2019 is carried out, according to the results of which the corresponding conclusions are made, indicating a fairly strong differentiation of the regions of the North Caucasus Federal District by individual components of human capital. In this connection, it is proposed to consider the integral index of the human capital of the region in the context of the influence of indicators of the elements of regional human capital on it in order to obtain more weighty guidelines for the development strategies of regional human capital. The methodological approach proposed in the article and the results obtained can be useful for the regions of the North Caucasus Federal District to develop development strategies and adjust existing programs for the development of human capital.

In the work there was performed an analysis of the indices of recorded incidence of rotavirus infection (RVI) in the territory of 40 subjects of the Russian Federation for the period 2008-2012. For the identification of the monthly peak of the incidence there was evaluated the temporal distribution of the relative indices of the RVI incidence within each subject of the observation. There was revealed the independent beginning of the winter-spring seasonal rise of the RVI incidence in three groups of territories of the Russian Federation (1 - Kirov, Kostroma, Nizhny Novgorod region; 2- Republic of Khakassia, Kemerovo region; 3 - Amur region). In the territory of the South and the North Caucasus Federal District (Krasnodarsky and Stavropolsky Krai, Rostov region) there was noted the second, summer-autumn seasonal rise in the RVI incidence. The obtained data provide an overview of the seasonal-geographical distribution of the RVI incidence in the territory of Russia in conditions of the absence of the use of rotavirus vaccines

With the use of regression analysis, we calculated the elasticity of labor efficiency by education level of the employed population. The analysis included regional data from the Federal State Statistics Service of Russia. The implemented methodology is based on econometric models of labour productivity in the regions of the Siberian Federal District of Russia. It is shown that the level of education of the working population is a significant factor in determining the productivity of labour in the regions of the Siberian Federal District of Russia.

The article provides a criminological characteristic of crimes against freedom committed by organized criminal groups in the North Caucasian Federal District. The relevance of the topic of the article is due to the fact that these crimes have become a common phenomenon in some regions of the Russian Federation, especially in the North Caucasus Federal District. The aim of the study is to determine the criminological indicators of crime against freedom committed by organized criminal groups. When writing the article, the methods of analysis and generalization of materials from investigative and judicial practice, polls, questionnaires of certain categories of the population were used. The article says that the most widespread crime in the North Caucasus Federal District, according to official statistics, is kidnapping. Determinants of criminality against personal freedom committed by organized criminal groups are listed. Particular attention is paid to corruption in law enforcement agencies, which contributes to the concealment of the facts of committing these crimes by organized criminal groups, the latency of crimes against personal freedom in the North Caucasus Federal District. Revealed and substantiated the need to develop a concept of economic transformations using the latest technologies, taking into account regional specifics. Some measures to prevent this category of crime are proposed. The result of the study is the formulation of conclusions that effective measures to counter organized crime against personal freedom are to improve the activities of the subjects of operational-search activities, as well as victimological socialization of the population

Aim. To determine the volume and structure of hospital admissions for emergency indications in the surgical hospitals of the Stavropol Territory, of the North Caucasus Federal District and of the Russian Federation with disorders of the digestive organs over a 10-year period. Methods. Conducted was a comparative analysis of the volume and structure of hospital admissions for emergency indications in surgical hospitals over a 10-year period. Results. The number of individuals admitted to Russian hospitals for emergency medical treatment for disorders of the digestive system from 2001 to 2010 has increased by 4.6%. There was a significant reduction in the number of cases of acute appendicitis and perforated gastric and duodenal ulcers, while the share of acute pancreatitis and acute intestinal obstruction increased. Conclusion. Acute pancreatitis, appendicitis and cholecystitis - are the most common emergency conditions in the Stavropol Territory in the pathology of the organs of the abdominal cavity.

Objective: to analyze the epidemiological situation on Ixodidae tick-borne borreliosis in the Russian Federation in 2019 in comparison with the period of 2002–2018.Materials and methods. The paper uses the data contained in Form No. 2 of the state statistical reporting for 2002–2019 and information obtained by the Reference Center for Monitoring Borreliosis of the Omsk Research Institute of Natural Focal Infections from 74 constituent entities of Russia in 2019. The main research method is epidemiological one with the use of modern information technologies.Results and discussion. In Russia, 8048 cases of tick-borne borreliosis (Lyme disease – LD) were recorded (5.48 0/0000) in 2019. The actual indicators of the LD incidence for the whole country and federal districts (FD) in 2019 were within the confidence limits predicted with linear regression based on the study of the dynamics of the epidemic process in 2002–2018 in the vast majority of cases. A steady upward trend in the LD incidence was observed during 2002–2019 in the Central Federal District due to 10 out of 18 entities (Moscow, Belgorod, Lipetsk, Moscow, Bryansk, Voronezh, Kursk, Ryazan, Tambov, Tula regions); in the Southern Federal District because of the Krasnodar Territory and the Volgograd Region; in the North Caucasus Federal District – because of the Stavropol Territory. Despite the fact that a downward trend in the incidence of LD has been established over the past 18 years in the North-West, Volga and Ural Federal Districts, in some subjects of these regions a trend towards an aggravation of the epidemiological situation is observed (the Komi Republic and Chuvashia, Penza Region). In the absence of a pronounced tendency to change in the incidence rate of LD in the Siberian and Far Eastern Federal Districts, Kemerovo Region-Kuzbass, the Republic of Tuva and the Trans-Baikal Territory where a growing trend has been identified require special attention. In the Ural and Siberian Federal Districts, the share of non-erythema forms among laboratory-confirmed cases of LD was higher than in other regions, which merits further study of the genome-specific features of borrelia populations and their carriers. Effective control of the LD epidemiological situation in Russia is possible provided that the control is improved and maintained, and the capacity of preventive measures and zoological-entomological monitoring of the activity and structure of the natural foci of LD is enhanced in the entities with the long-term tendency towards increase in the incidence of the disease.

It was found that over the past 5 years a number of crimes of a terrorist nature has greatly increased. The hypothesis appeared that the adverse socio-economic situation creates conditions for the growth of crimes of a terrorist nature. The article talks about the role of the hospitality industry in the world, shows statistics on the state of the hospitality industry in the world and in Russia. It is shown how tourism and the hospitality industry are interconnected, how tourism affects the development of the hospitality industry. The article gives the concept of the hospitality industry, analyzes this concept, gives its interpretation by Russian and foreign scientists, gives an analysis of this concept in connection with the legal point of view. The hospitality industry is a complex of economic system, which is an intersectoral complex. The paper shows the role of the hospitality industry in the North Caucasus Federal District. The concept of a market saturation indicator for hotel services is introduced, and global market saturation indicators for hotel rooms are discussed. The paper gives the main indicators of the state of the hotel services market, such as: the number of collective accommodation facilities, the number of rooms, the number of places in collective accommodation facilities, the number of nights in collective accommodation facilities. These indicators are compared with the indicators of the Russian Federation as a whole, with indicators in the North Caucasus Federal District as a whole. Also, a comparison of these indicators among the regions of the district. The analysis of these indicators of the development of the hotel industry in the district is carried out, the growth of these indicators in comparison with 2012 is shown, the share of hotel services by the district is analyzed. The study shows a significant difference in these indicators between the regions of the district. The article discusses the role of the classification of hotels and provides data on the classification of hospitality industry enterprises in the district, the classification capabilities and the problems associated with this procedure. As a result of the work, a conclusion is drawn on the state of the hotel services market in the North Caucasus Federal District.

The article is devoted to the typical trends of the modern ethno-political situation in the North Caucasus Federal district (NCFD). The aim of the research is scientific understanding and identification of determinants, complex positive and negative factors of interethnic relations, as well as the specific content and forms of policy and management with the account of the ethnicity factor and the current ethnocratic system preserved in the republics of the Russian Federation NCFD. The article focuses on the problem of rotation of power personalities and change of elites as the global problem of relations between the power and civil society, as a problem of restrictions of public policy and public administration. The article emphasizes as an independent risk the current state and crisis manifestations of federal relations in the NCFD, both vertically and horizontally, which have a precedent effect and a Domino effect. The analysis that has been carried out permits the development of the resulting idea of the next (second) ethno-political timeout in the NCFD. The article demonstrates the necessity to search and realize new political-administrative and organizational efforts for the optimization of the register of national questions taking into account their modern multiplication in a context and in submission to the civil question. The author proposes considerations on the formulation of the main directions of strengthening the modern ethno-political timeout of the NCFD for the optimization of national issues in the context of the general civil issue in the context of the main goal of the state national policy.

The need to formulate a strategy for the development of farms in the North-West of the Russian Federation is confirmed by the fact of their significant contribution to maintaining rural areas and ensuring food security in the region. The article proposes recommendations for creating strategic foundations for the development of peasant farm enterprises in the North-West of the Russian Federation, which can be used by the authorities when developing such a strategy. The study is based on the works of both domestic and foreign scientists-economists dealing with the issues of strategic planning considering farms and identifies various nuances of this issue. According to the foreign researchers, it is important for a farmer to find his competitive advantage, and this must be done taking into account the assessment of internal and external opportunities and threats. The analysis used the data of the Federal State Statistics Service for the municipal districts of the Northwestern Federal District, as well as methods of socio-economic analysis, economic and statistical (groupings), SWOT analysis, the problem tree method, the method of typing the municipal districts by A.I. Kostyaev. The study made it possible to propose recommendations for the formation of a strategic framework for developing farms in the North-West of the Russian Federation. Main scenarios for the development of this category of farms in accordance with the determined types of municipal districts and the classification of alternative farming strategies existing in modern science were identified, and SWOT was carried out, i.e., the analysis of the peasant farm enterprise development from the point of view of the farmer and the state. Also a problem tree for developing these farms was built, taking into account the specifics of the Northwestern Federal District, which made it possible to identify the difficulties that hinder the successful functioning of farms. In order to improve the functioning of peasant farm enterprises in the region, measures are recommended that should become the basis for the development strategy of these farms in the North-West of the Russian Federation, including: increasing state support, improving the legal framework, expanding educational programs and consulting activities, supporting the sales market by the government authorities.
