This article presents the experience of the CDIO (Conceive — Design — Implement — Operate) educational standards implementation in the context of TUNING approach: on-going reform of the higher education; introduction of the new generation of Federal State Educational standards (FSES); development of new professional standards. It analyses the results of CDIO implementation monitoring in the system of higher education of foreign language teachers based on the experience gained during the TUNING Russia Project (2010-2019). This article provides an overview of the profiling of TUNING development methodology successfully adapted and applied for the training course for the teaching staff of the foreign languages faculties. Professional competence of a teacher can be shown in a teacher’s portfolio, that is a kind of reflection of his/her professional activity and competitiveness which leads to self-assessment and self-development.

The article discusses the dynamics of the development of federal state educational standards (FSES) for the preparation of bachelors, masters and specialists in the field of photonics, instrumentation, optical and biotechnological systems and technologies over the past twenty-five years. The authors analyze the features, advantages and disadvantages of tiered and continuous higher education. Particular attention is paid to the development and improvement of state educational standards of higher education in the specialty “Electronic and Optical-electronic Devices and Special-purpose Systems.” The article substantiates the expansion of the scope of professional use of a specialist in the field of electronic and optoelectronic devices and systems and the need to introduce a new – information-analytical type of activity. based on the developed competency models of the results of mastering the educational programs of graduate, undergraduate and specialty studies, a comparative analysis of their orientation in various fields of activity is carried out. One of the main trends in the development of state regulation of training students in an enlarged group of specialties and areas of training “Photonics, Instrumentation, Optical and Biotechnical Systems and Technologies” is providing universities with greater freedom in the development of educational programs and the selection of applied educational technologies. It is shown that the main strategic task of the developer of the main professional educational program is to form a set of competencies that will allow the graduate to work in one of the areas of professional activity. At the same time, this set of competencies should be correlated with some labor functions formally described by professional standards and qualification requirements. It is concluded that the main result of the evolutionary development of educational programs of tiered and continuous higher education was the transition from their academic orientation to a practice-oriented character providing focus on certain professional qualifications and requirements of the employer.

The article substantiates the importance of including several groups of universal competencies, reflecting the integral competence of interaction with other people, into the Federal State Educational Standards of Higher Education (FSES HE) of the Russian Federation. The article presents the results of studying the determinants of personality in this aspect – empathy, proneness to conflict, and tolerance among teachers of primary and preschool education, as well as the positions of their professional and pedagogical activities. The prospects for eliminating the identified deficiencies are shown both at the stage of training a future teacher at a university and in professional activity.

Purpose of the study. Educational methodological activity plays an important role in the life of the university, on the one hand, it determines the content of the educational process and sets the direction of development, on the other hand, it requires a significant amount of time from teachers, staff and managers. Continuing changes in the system of Russian higher education are reflected in educational methodological activities. When introducing and refining higher education standards and other normative documents, the means of describing the educational process in educational and methodological documentation change. The composition of educational methodological documents and the requirements for them are changing. Such concepts as “competence”, “type of activity”, “tasks of professional activity”, “labor functions”, etc. appear and then transform. The present work aims to track the dynamics of these changes and assess the increase in the complexity of educational methodological support. Materials and Methods. To assess the dynamics of development of educational and methodological support, we will carry out a retrospective substantive analysis of educational and methodological support for each stage of its development, starting with the first generation of state educational standards. The analysis results will be visualized with the Entity-Relationship" diagrams, which allow reflecting the main entities of the scope, their attributes and relationships. Examples of entities are: competence, professional standard, educational result (different forms of skills), topic, module, etc. Such diagrams can be interpreted as metamodels of educational and methodological support. Next, we will carry out a comparative analysis of the obtained sequence of metamodels, which will allow us to understand the dynamics of their development. Results. A set of metamodels of educational and methodological activities was built. The dynamics of the growth of the number of entities and relationships by year was found. We also studied changes in entities and details. A set of metamodels of educational and methodological activities was built, including metamodels for the following stages: state educational standards of the first generation, second generation, federal state educational standards or the third generation, generation 3+, generation 3 ++. If the first two models are characterized by relative simplicity, then the standards of the third generation required the development of a significant number of new entities associated with competencies, and another increase in complexity is observed for generation 3 ++, which is associated with the introduction of professional standards. The dynamics of growth in the number of entities, attributes and especially relationships has been established. Over the past two decades, the number of entities that are used in the creation of educational and methodological support has increased from 9 to 32, and the number of connections between them from 12 to 45. Changes in individual entities and details were also studied as the metamodels of educational and methodological support developed. Conclusion. Based on the results of the analysis, describing tools for the educational and methodological support tend to become considerably more sophisticated. This is reflected in the labor costs of the formation of documents, as well as the time that must be spent by teachers and staff on studying the language of description of educational and methodological documents. Thus, there are risks of the educational and methodological support quality reducing and the risk of a gap between educational and methodological documentation and the real educational process of the university.

The authors of the article are the experts of Federal Educational and Methodological Union (FEMU) in the training direction “Linguistics and Literature”, who have worked out three subsequent versions of State Educational Standards, including the last version of Federal State Educational Standard (FSES 3++) and Samples of Basic Educational Programs (SBEP) in the training direction of higher education (HE) “Philology”. The given article provides an overview of the main stages of Russian education standardization within the period of 1990–2010 and its further adaptation to the market requirements. The experts focus their attention on the problems of working out and implementing since 2012 the Professional Standards essential for carrying out different kinds of professional activities.The given investigation summarizes the problems discussed in substantive methodological literature that the Russian higher education has to deal with in the conditions of professional standardization. The authors of the article analyze in detail the experience of the FEMU with the view to display the variety of approaches suggested by the authors of FSES HE in correlation with professional standards – from the broadest approach implying the conformity of FSES HE with dozens of professional standards to the narrowest trend designating that a graduate student’s professional activity is only restricted to scientific and pedagogical spheres. Consequently, there is a threat that the variety of approaches may cause in future certain difficulties in coordinating the educational processes in higher educational institutions and in case of uncontrolled extrapolation may result in the downfall of the unified Russian educational system.In the concluding part of the investigation the authors share their know-how in correlating the Educational Standards in “Philology” (HE) with professional standards, dwell on their positive experience of aligning the competence model of the graduate student in FSES and SBEP with the norms of professional standards.
