The article compares indicators characterizing the achievement of sustainable development goals in the framework of national projects for two regions - Nizhny Novgorod and Moscow regions, which differ in the degree of urbanization. The Nizhny Novgorod region is inferior to indicators, both in the Russian Federation and in the Moscow region. Lagging behind the Nizhny Novgorod region in the main targets will require more efforts in achieving development goals. Analysis of changes in the administrative structure of rural territories of the regions for 2011-2020 showed that the enlargement of municipalities and the creation of urban and municipal districts accelerates the formation of rural-urban territories. In the Moscow region, rural settlements were completely eliminated, urban districts were created. Sustainability of rural development is defined as a complex concept, stable state and balanced harmless use of resources in each of the interconnected areas of development. There are an organization, an environment, a territory.

In a number of industrialized regions of the Russian Federation, even when using efficient high technologies in the manufacturing industry under the current linear economic model, especially in the context of pandemic (COVID-19) fails to implement the sustainable development goals in all of its ecological and economic requirements. This paper analyzes models and approaches to the implementation of the concept of renewable production and consumption in conditions of maximum use of resources, including those obtained by processing various types of waste. According to the analyzed one of the models, namely the circulation economic model, resources after consumption in the form of manufactured products and the resulting waste, suitable for processing into production resources, in the form of secondary. Within the framework of rational interaction of the industrially developed regions (Moscow and Kaluga), an experimental confirmation of the efficiency of waste processing of various types is given, by building an Ecotechnopark, implemented within the framework of public-private partnership, and obtaining secondary products. In the proposed circular economic model, resources after consumption in the form of production products are returned to production after processing. In addition, a possible indicator was identified and implemented that allows integrating traditional economic indicators into the "Green" gross national product (GNP), which is the sum of the natural capital of the region and its nominal GNP and is linked to the state of the ecosystem. Recommendations and conclusions on the performed studies are made.

The article analyses the relevance and necessity of developing a system of monitoring indicators of municipal programs by local self-government bodies in connection with adopting the Program of the Government of the Russian Federation concerning improving the efficiency of the public municipal finance management. Indicative monitoring of municipal programs is necessary for municipal authorities to adjust both individual indicators and programs in general in a timely manner. This provides an opportunity to manage the effectiveness of programs as well as to match the development goals of social and economic systems at different levels, including national goals. The basis of the indicative approach to the management of municipal programs is the existence of a long-term strategy for the social and economic development of the municipality, as well as a set of economic regulators. The basis of the monitoring is evaluating intermediate indicators of programs (reference points of implementation), monitoring the implementation of programs: final indicators, taking management decisions concerning the adjustment. The article proposes creating and applying a unified standard procedure for assessing the effectiveness of municipal programs, and gives recommendations to local selfgovernment bodies on the use of various methods of assessing the achievement of target indicators. As a result, municipalities will be able to control the use of resources and determine the strengths and weaknesses of their territory, which will allow taking timely and informed management decisions. The authors propose the method of monitoring the indicative indicators of programs. The unified methodology will allow comparing municipal entities of the Russian Federation according to the level of development, identifying and spreading successful practices of implementing municipal programs and their efficiency management. The paper presents the results of testing the methodology using the municipality of Volgograd as an example.

Приведены результаты испытания нового перспективного партенокарпического гибрида огурца корнишонного типа F1 Энеж 21, созданного селекционерами агрохолдинга «Поиск», в условиях открытого грунта в Северо-Западном, Центральном и Волго-Вятском регионах Российской Федерации: Костромская, Ярославская, Московская, Рязанская, Тульская область и Чувашская Республика. Высокие потенциальные возможности и адаптационные свойства гибрида F1 Энеж 21 наиболее значимо проявляются в Московской области (63,8 т/га), Чувашской Республике (39,4 т/га) и Рязанской области (31,2 т/га).The article presents the results of testing a new promising parthenocarpic pickling cucumber hybrid F1 Enezh 21, selected by the breedrs of the Agricultural holding «Poisk» in conditions of open ground in the North-West, Central and Volga-Vyatka regions of the Russian Federation: Kostroma, Yaroslavl, Moscow, Ryazan, Tula regions and the Chuvash Republic. The high potential and adaptation characteristic of the F1 Enezh 21 hybrid are most significantly presented in condition of the Moscow region (63.8 t / ha), the Chuvash Republic (39.4 t / ha) and the Ryazan region (31.2 t / ha).

Environmental protection, climate change, and the protection of the planet’s biodiversity are becoming top priorities in modern society. Environmental agreements, while important and necessary, including for achieving sustainable development goals, impose additional restrictions on products and producers of these products. These restrictions can be used by countries to create barriers to the import of construction materials. Countries that have ratified environmental agreements may restrict the import of products that do not meet environmental requirements or criteria in one way or another. International environmental management tools are described, in particular environmental and climate declarations, which can serve as tools for solving the problem of possible restrictions and barriers in the export of construction materials produced in the Russian Federation.

Rural settlements in mountainous regions are a typical process that occurs in many places around the world and have a number of implications on the landscape. Among them is a threat it possesses to the conservation and management of Afromontane ecosystems. This study assessed the socio-economic factors that drive the changes in land use and forest cover and the extent of land use and vegetation cover in and around Magamba Nature Reserve. Focus group discussion, direct field observation and household survey were used to acquire socio-economic information that impacts land use and forest cover. Through the use of Remote Sensing and GIS methods Landsat satellite images of 1995, 2008 and 2015 were employed to identify the extent of the changes in land use and forest cover. The perceived factors for the changes include education level, unemployment, landless/limited, landholding, population pressure, expansion of built-up areas and agricultural land at the expense of other land covers. This study revealed the transformation of natural forest and associated vegetation from one form to another. There was a decrease in natural vegetation from 61.06% in 1995 to 26.02% in 2015 and increase in built-up areas by 6.69% and agricultural areas by 4.70%. This study recommends conservation monitoring and strong law enforcement relating to natural resources so as to promote sustainable use of resources to rescue the diminishing ecosystem services.

This article describes on the one hand statistical methods for assessing informal employment based on the requirements as set by international standards. On the other hand it describes the potential of integrating various data sources to generate informal employment statistics. With as example official statistics of the Russian Federation, the authors show the features of applying the requirements of international standards. Methods are proposed for assessing informal employment in the formal sector of the economy, i.e. in enterprises that submit employment reports to the National Statistical Office. This phenomenon appears in the employment situation of many countries. However, there is no uniformity between countries in how they evaluate the application of the international standards in such assessment exercises. A theoretical model of informal employment is developed and validated based on statistical data published by international organizations. The validation focuses on assessing the causal relationships between informal employment indicators and the main components of the sustainable development goals. This analysis contributes to coordinated decisions on regulating informal employment and ensuring the achievement of the Sustainable Development Goals (SDGs).

Представлены основные направления для поиска путей улучшения рейтинга Российской Федерации в международных статистических сопоставлениях в сфере электросвязи/ИКТ с учетом необходимости гармонизации разнообразных направлений деятельности, связанных с оценкой влияния электросвязи/ИКТ на достижение Целей устойчивого развития, а также с появлением Нового индекса Международного союза электросвязи (МСЭ) взамен Индекса развития ИКТ(IDI). OThe main directions for finding ways to improve the rating of the Russian Federation in international statistical comparisons in the field of telecommunications/ICT are presented, taking into account the need to harmonize various activities related to assessing the impact of telecommunications/ICTs on achieving the sustainable development goals, as well as the advent of the new International Telecommunication Union Index instead of the ICT Development Index (IDI).

The paper deals with the problem of water pollution in the Republic of Sakha (Yakutia). Considerable water resources are concentrated on the territory of this subject of the Russian Federation. However, providing the population with high-quality drinking water is one of the main regional problems. Water sources are negatively affected by industrial enter-prises. Natural and climatic features of Yakutia also play a significant role. As a result, there is a negative impact of water consumption on human health, pri-marily children’s health. The author of the paper analyzes how this problem manifests itself in urban and rural settlements. It is concluded that ensuring water security is an important component of the security of Yakutia and the national security of Rus-sia. Solving this problem requires an integrated ap-proach and comprehensive research.

In the work there was performed an analysis of the indices of recorded incidence of rotavirus infection (RVI) in the territory of 40 subjects of the Russian Federation for the period 2008-2012. For the identification of the monthly peak of the incidence there was evaluated the temporal distribution of the relative indices of the RVI incidence within each subject of the observation. There was revealed the independent beginning of the winter-spring seasonal rise of the RVI incidence in three groups of territories of the Russian Federation (1 - Kirov, Kostroma, Nizhny Novgorod region; 2- Republic of Khakassia, Kemerovo region; 3 - Amur region). In the territory of the South and the North Caucasus Federal District (Krasnodarsky and Stavropolsky Krai, Rostov region) there was noted the second, summer-autumn seasonal rise in the RVI incidence. The obtained data provide an overview of the seasonal-geographical distribution of the RVI incidence in the territory of Russia in conditions of the absence of the use of rotavirus vaccines
