This article focuses on direct and indirect factors affecting the development and functioning of the social sphere in rural settlements. The high role and importance of the actions of local governments in meeting the social needs of the population is noted. The author considers the criteria related to the organization of social facilities in municipalities. Analysis of the performance of the population in the municipal areas. The comparison of population size and density in different regions of the Russian Federation is carried out. Changes in the socio-economic situation of the population due to the impact of various factors are evaluated. The statistics of change of number of rural settlements of the Volgograd region are resulted.

The subject. The article is devoted to the analysis of the causes, the process, the consequencesof the enlargement of municipalities in the Russian Federation.The purpose of this paper is to show that with the initial increase in the number of municipalities,many of them turned out to be incapable of effectively addressing local issues andproviding quality services to the population. In this regard, the reverse process began – theconsolidation of municipalities. As a result, the number of municipalities, especially the rurallevel, has dramatically decreased. The enlargement of municipal formations went arbitrarily,without taking into account the infrastructural and historical unity of the unified urbansettlements.The methodology. The author uses a dialectical method, a method of analysis and synthesis,a formal legal method, a comparative legal method.Results, scope of application. 03.04.2017 Federal Law No. 62-FZ is adopted, which providesfor the transformation of municipal raions and constituent urban and rural settlements intourban districts according to a "simplified procedure", that is, with the consent of the populationexpressed by the representative body of the municipality. In parallel, under considerationin the legal department of the State Duma of the Russian Federation there is a billintroduced by deputy A.P. Markov, offering to introduce a new type of municipal formation– the rural district. In rural districts it is proposed to unite settlements in rural municipalareas. The implementation of this bill will lead to the mass elimination of rural settlements.Actually there are no accurate and exhaustive legislative provisions regulating the territorialboundaries of urban districts, forms of the transformation and abolition of municipalities;moreover, local political and economic elites persistently seek to preserve the single tiermanagement system developed over the decades. As a result of these blemishes, within administrative areas of some RF constituent entities, there are urban districts that consist of the large not urbanized territories with a poorly developed transport, social, economic infrastructure and without any common development goals. The authors conclude that the bias towards municipalities' consolidation in many RF constituent entities is justified and caused by ignoring of the vertical command relations in former areas. At the same time, they point out the need to take into account the town-planning, economic and geographical, socio-demographic factors while transforming municipal areas into urban districts, otherwise, all these transformations are fictitious and turn into revising of powers by local elites.Conclusions. The municipal legal policy of consolidation of municipal entities is aimed at liquidating the settlement level of local self-government, which directly contradicts Part 1 of Art. 131 of the Constitution of the Russian Federation, which establishes the implementation of local self-government by the population, first of all, at the primary, settlement level.

The consolidation of municipalities of rural settlements in the Russian Federation has been revealed due to low financial security. The budgetary expenditures in rural municipalities have been analyzed; the dependence of the budgetary expenditures insufficiency for the solution of issues of local importance and stabilization of the rural population has been revealed. A model for assessing the effectiveness of the administrating authorities of rural settlements for possible adjustments of managerial influence in overcoming crisis phenomena in rural areas and involving the population in solving issues of local importance and local development has been proposed.

The article examines the impact of changes in the population, including rural, on the reduction of acreage in the subjects of the Russian Federation in the Non-Chernozem Economic Zone. The population study covers the period from 1990 to 2018. The authors compiled the rating of the regions according to the indicated relative change of the population. The increase or decrease of rural settlements, settlements without population and the total loss of viable rural settlements for 2002-2010 were investigated here. The rating list of the subjects of the Russian Federation included in the Non-Chernozem Economic Zone of the country was built based on the quantitative and relative reduction of the indicated settlements.

The article describes the basic principles of planning and development of urban and rural settlements in the Russian Federation. The authors paid special attention to the functioning of a rural settlement, which should not be considered in isolation from production, but in its composition and in connection with its main means of production - land. The paper contains a brief analysis on improving the complex infrastructure by example of Moscow and Russian regions and proposes the measures to create an effective planning and administration system for the Russian economy.

The article reviews new rules on allotment of land plots to citizens and legal persons. The State Duma included these rules into the Land Code of the Russian Federation in summer 2014. Now they have come into force. The article focuses on the following issues. 1. How do these rules affect the land legislation in general? 2. What are the changes in the powers of public authorities of subjects of the Russian Federation and bodies of local self-government in regulating the order of land plots’ allotment and in implementation of such allotment? 3. How justified is the fact that now auctions are the only possible form of a land tender? The author believes that it is necessary to preserve competitive bidding for cases when same agricultural land plots are allotted to citizens and legal entities. Also there remains a problem associated with the transfer of power on allotment of lands from local governments of municipal areas to the level of rural settlements.

Introduction. Solving the problem of improving the quality and standard of living of the Russian Federation’s rural population is associated with the need to develop and apply scientifically based support for municipal budgets of rural settlements to ensure the gradual transition of municipal budgets to replenishment from internal sources, generally accepted within the framework of the international concept of civic-oriented municipal governance. Theoretical analysis. The article develops theoretical problems of the formation of scientifically grounded support for rural settlements’ municipal budgets in conditions of their low budgetary provision. It reveals and scientifically substantiates the need for the development and application of theoretical and methodological foundations for supporting the municipal budgets of rural settlements for the subsequent transition of rural self-government to the implementation of the civic-oriented municipal governance concept based on internal sources of municipal budgets replenishment. Empirical analysis. Methodological directions of scientifically grounded support of Russian rural settlements’ municipal budgets are being developed. An indicator of the quality and standard of living of the rural population is proposed. It represents the expenditure of rural municipal budgets per capita of the rural population. The proposed indicator was calculated and studied at the level of expenditures of the municipal budgets of rural settlements in macro-regions of the Russian Federation per capita of the macro-regions’ rural population. A significant differentiation of the indicator by macro-regions of the Russian Federation was revealed. A significant differentiation of the proposed indicator’s value in macroregions of the Russian Federation has been revealed. The indicator of the rural municipal budgets expenditure per capita of Russian Federation’s rural settlements has been proposed, substantiated and calculated. The groups of Russian macroregions with the municipal budgets expenditures per capita of the rural population are higher, equal and lower than the indicator for the Russian Federation. Similar procedures were carried out on the basis of an empirical analysis of the rural settlements’ municipal budgets expenditures per capita of the rural population of the Russian constituent entities in macroregions with an agricultural orientation. Results. On the basis of the empirical analysis of indicators, characterizing the provision of the rural population with municipal services recommendations are proposed that can be used in the development of regulations governing the support of Russian rural settlements’ municipal budgets.

The important problem of urban and large rural settlements of the Russian Federation is the increase in the number of stray animals. The activities of shelters for stray animals are associated with a number of obligatory veterinary preventive measures. These measures require the development of a comprehensive system of veterinary services for animal shelters, including the procedure for the initial reception of an animal to a shelter, the procedure to identify an animal without owners showing unmotivated aggressiveness, a system of veterinary preventive measures in a shelter, a method of humane treatment of animals in a shelter, a typical staffing of veterinary shelter specialists and a typical diet for an animal in a shelter. In many constituent entities of the Russian Federation, the activities to regulate the number of stray animals are carried out by private specialized organizations in accordance with the concluded municipal contracts. The existing practice does not allow organizing a single effective system to regulate the number of stray animals. A regional system for the regulation of the number of stray animals could be organized under the leadership of the State Veterinary Service of the constituent entities of the Russian Federation in cooperation with existing private shelters for stray animals. This system can not be created without an appropriate regional regulatory framework. The authors propose the development and implementation of a comprehensive system of veterinary services for animal shelters at the level of a constituent entity of the Russian Federation. This system will serve as one of the elements to maintain the epizootic and epidemic well-being of the territories of the constituent entities of the Russian Federation for zooanthroponosis, among which rabies is the most relevant.

The article shows that the land question was a priority in the activities of Kabardian public associations at the beginning of the XXI century. Kabardian public associations protested against the decisions of the Parliament of the KBR in 2005–2009 on the liquidation of inter-settlement territories and their distribution among some rural settlements. The leaders of the Kabardian national movement announced a disproportion in the distribution of «inter-settlement territories» along ethnic lines – the allocation of more than 90% of inter-settlement territories to villages with a predominantly Balkarian population, and appealed to the leadership of the Russian Federation and the KBR with requests to repeal of all laws on the boundaries of municipalities adopted in the KBR in 2005–2009 and the subsequent adoption of the law «On distant pastures», with the allocation of mountain pastures in a separate category of land, equally belonging to mountainous and lowland villages, regardless of the nationality of the people living there. In the context of the aggravated socio-political situation, the Parliament of the KBR suspended consideration of a draft law on changing the boundaries of municipalities in the republic (November 2009), and also adopted a law (June 2011), according to which distant pastures are classified as republican property and are not subject to privatization. But, despite the normative acts adopted by the Parliament of the KBR, the distributed «inter-settlement territories» remained in the use of some rural settlements.
