The article considers the prerequisites for the creation of regular police in the Russian Empire, as well as the features of the acquisition of professional training of the regular police of the Russian Empire in 1718-1800.the thesis that the lack of a constantly functioning police body was the reason for the backlog of the Russian state in the field of law enforcement and public security is Substantiated.

The article examines the Genesis of the institution of jury trial in the Russian Empire from the moment of its introduction to the end of the Provisional government. It is noted that the emergence of a trial with the participation of jurors was influenced by Western models of the judicial process, and the forms of participation of citizens in the administration of justice that previously existed on the territory of the Russian state were taken into account. The role that the jury system has played with some success in the search for truth, justice, and the implementation of effective and independent justice in the past centuries is particularly highlighted.

В статье рассмотрена актуальная проблема перевоспитания военнослужащих в дисциплинарных частях в Российской империи как организованного и структурированного процесса. Изучено использование их потенциала для поддержания дисциплины и правопорядка среди личного состава. Определено, что к военнослужащим предусмотрено применение специальных видов уголовных наказаний, кроме того, допускается изъятие в применении отдельных наказаний к данной категории лиц. Авторами раскрывается порядок реализации наказания в виде лишения свободы в частях с воинской организацией в отношении военнослужащих, совершивших преступления. Указывается на то, что перевоспитание осужденных военнослужащих было направлено на повышение уровня их военной и строевой подготовки, принуждение их к выполнению требований военной присяги и воинских уставов. В качестве негативного момента перевоспитания осужденных военнослужащих указывается отсутствие специальной подготовки у штатных офицеров и нижних чинов дисциплинарных частей. В статье рассматривается порядок реализации наказания в виде лишения свободы в арестантских частях, а также дисциплинарных частях. Раскрыто понятие арестантских рот, их руководящий и личный состав, а также порядок содержания осужденных. Показаны особенности комплектования дисциплинарных частей как постоянным составом, так и переменным (осужденными), а также прохождения ими службы. Авторами отмечается, что в перевоспитании осужденных военнослужащих превалировала принудительная функция в ущерб нравственному воздействию. Авторы приходят к выводу о том, что дисциплинарные и штрафные части со строевой организацией в целом справляются с задачей перевоспитания осужденных военнослужащих, а опыт функционирования дисциплинарных частей царской армии был использован при создании военно-карательного аппарата Советской армии.The article deals with the actual problem of re-education of military personnel in disciplinary units in the Russian Empire as an organized and structured process. The use of their potential for maintaining discipline and law enforcement among personnel was studied. It is determined that the use of special types of criminal penalties is provided for military personnel, in addition, exceptions are allowed in the application of certain penalties to this category of persons. The author reveals the order of realization of punishment in the form of imprisonment in re-lations with the military organization in relation to the military personnel who have committed crimes. It is pointed out that the re-education of convicted servicemen was aimed at increasing the level of their military and drill training, forcing them to fulfill the requirements of the military oath and military regulations. As a negative aspect of the re-education of convicted servicemen, the lack of special training of regular officers and lower ranks of disciplinary units is indicated. The article deals with the procedure for the implementation of punishment in the form of im-prisonment in prison units, as well as disciplinary units. The concept of convict companies, their leadership and personnel, as well as the order of detention of convicts is revealed. The peculiarities of completing disciplinary units with both permanent and variable composition (convicts), as well as their service are shown. The author notes that in the re-education of convicted servicemen, forced functioning prevailed to the detriment of moral influence. The author comes to the conclusion that disciplinary and penal units with drill organization in General cope with the task of re-education of convicted servicemen, and the experience of functioning of disciplinary units of the tsarist army was used in the creation of the military punitive apparatus of the Soviet army.

Abstract The Great Reform era in Russia, as well as the modernist movements in the Ottoman Empire and other Muslim lands represent the background against which the Muslims of the Russian Empire engaged in the scrutiny of the reasons behind the backwardness of their societies and began advocating the compatibility of Islam with modernity. After 1906, the Muslim press became the most important instrument in the creation of the public sphere where issues of tradition and modernity were debated. This essay focuses on the Tatar satirical journal Yalt-Yolt to explore its contribution to the critique of the old Muslim mentalité, as well as its role as an instrument of modernity.

The article deals with the issues related to the evolution of the use of women in the civil service at the turn of the 19th - 20th centuries on the example of the Maritime Ministry on the basis of previously unpublished documents stored in the Russian state archive of the Navy and periodical press materials. The study of gender issues can be of scientific interest on the basis of its documents, as practically not in demand in research related to the women’s issue. As a result of the struggle of the public, there were some concessions on the part of the authorities related to the expansion of women’s access to fill certain positions in a number of areas that experienced a lack of certain qualifications, including public service, in the conditions of intensive bourgeois development. The article analyzes the legal acts regulating the work of women, especially in the public service. it is shown how the changes that took place in the Russian Empire influenced the transformation of the socio-economic situation of women in General, and, also, became a reflection of the social policy of the state. The article reveals the attitude of the heads of departments of the Ministry to the admission of women to the public service, as well as their opinion on the degree of necessity for the service itself in attracting women to it. The article deals with the arguments of men - heads of departments of the Ministry, related to the impact of women’s work on home life, on the family and on itself, which differed largely by philistine assessments, rather than progressive views. In fact, on the part of the authorities, concessions to women were more imaginary and forced than the result of an objective assessment of their equal opportunity to serve in the public system.

The article analyzes governmental debates on the functions, rights and privileges of the Armenian Catholicoi in the context of inter-institutional controversies. The author attempts to identify and analyze the most influential programmes for solving the “Echmiadzin issue” and their origins presenting at the same time certain aspects of political interaction between the Russian Empire and the Armenian Church as overlapping processes and related events. The history of relationships between Russian state and Armenian Church in XIX–XX centuries shows that different actors of the imperial politics had different ideas about the optimal model of cooperation with Echmiadzin. The divisions took place not only between the various departments (the Ministry of Internal Affairs versus the Ministry of Foreign Affairs), but also within them, where individual officials could hold “anti-departmental” views in each particular case. All this hindered administrative consolidation, slowed down the empire's response to important political challenges and dragged the imperial structures into protracted service-hierarchical confrontations. The “Etchmiadzin Question” and the governmental discussions around it show in part the administrative paralysis of the autocracy and the decompensation of the system of power in the Russian Empire in the early 20th century. The article employs a rich documentary base of archival materials from the collections of the Russian State Historical Archive. These materials are introduced into the scholarly discourse for the first time ever.

Following the Russian conquests of the 16th century, ulama became the foremost social authorities for Volga-Ural Muslims. Tsarist efforts at governing the Muslim population increasingly focused on them in the 18th century, with greater tolerance and state support for Islamic institutions alongside a co-optation of scholars’ authority. In 1788, the Orenburg Spiritual Assembly was founded, placing all ulama under a hierarchy controlled by the state. The Spiritual Assembly offered stability and permanence to Islamic institutions, allowing for a flourishing in Islamic scholarship, but it also transformed the ulama and application of Islamic law. This chapter addresses Muslims’ shifting relationship to the Russian state and the structural changes to Islamic institutions, and how this impacted scholarship. Focusing specifically on ulama in the 18th and early 19th centuries, it places Qursawi’s life and career within this context, particularly his education, the formation of his thought, and his condemnation in Bukhara for heresy.

The article analyzes the main terms used by law enforcement investigators and editors of the old newspapers regarding to counterfeiters, the forged money, and the process of selling them. Evidence of lexis in relation to counterfeiting has been traced from the criminal cases stored in the state historical archives of Ukraine and Poland, as well as in newspapers periodicals of Ukrainian cities. Most of the sources used in the study are published for the first time. The counterfeiters in Russian empire were called «manufacturer», «counterfeiter», but in Austro-Hungarian – the «counterfeiter» and «deceiver». The process of falsification in the newspapers of Galicia was defined in relation to money, as «made», «fabricated», in the Russian Empire – «cooked», «fabricated» and others. Most often, the definition of a counterfeiter’s personality was referred to as «counterfeiter», «coin counterfeiter», «counterfeiter». The place of counterfeiting was positioned as a «mint», often with the note «secret» or «illegal». In most newspaper publications, organized gangs of counterfeiters were described as а «gang banditti». Linguistic tautology «counterfeiting of counterfeit coins» is oftenly applied to counterfeit manufacturers. In terms of paper money, the definition «paper» and «picture» were used. The Galician press often called the trial of counterfeiters a «massacre». In 1915 in Chernihiv the credit notes signed by cashier S. Brut because of misinformation about their fraud, the population became wary of exchanging such a money, calling it «Brut’s rubles». For flat metal engraved cliches to print counterfeit assignments and credit cards the term «boards» was used, and coin counterfeiting tools are referred to as «counterfeiting machines» or «weapon tools».

In the article gives the characteristic and the importance of the Spiritual Consistory as the highest church judicial body for the parish clergy in the Russian Empire based on the content of legislative acts regulating the activities of Orthodox Russian church periodicals, archival documents, as well as interpretations and perceptions of modern scientists. Methodological basis of the research is essential principles of history science, such as consistency, Historicism, interdisciplinary and scientific objectivity that allow to review the studied facts and events in the dynamics and interactions. Consideration of the key issues is done within the context of dichotomy of the Russian Orthodox Church and the Russian State as a whole and on the basis of the development of the overall social policy in particular. The article deals with the powers and competence of the ecclesiastical courts of the Russian Empire in the 19th and early 20th century. This period, XIX-beginning of XX century, is characterized by the desire of the State to control the Church and its activities, including those directed towards identifying ethos of professional suitability and clergy. The author proves that trial was closed against the clergy and had corporate character.
