In order to understand what constitutes unprofessional online behaviour from the perspectives of stakeholders, there have been studies that examine the perceptions of doctors and the public on hypothetical online postings. However, the considerations and reasoning of the participants when they evaluate online posts have not been explored in-depth. This project aimed to examine the main considerations and possible conflicting considerations of faculty and residents when they evaluate the appropriateness of Facebook posts, and how they might negotiate any conflicts. Faculty and residents from the National Healthcare Group – Alexandra Health Pte Ltd Residency in Singapore were randomly presented Facebooks posts as part of an online questionnaire, rated their appropriateness, and provided explanations for their ratings. Responses were coded for main considerations and responses with 2 or more conflicting considerations were further analysed to describe the conflict and the way they were negotiated. 182 faculty and residents rated the appropriateness of three out of six Facebook posts and explained their evaluation. Except for one post which was evaluated as ‘Neither appropriate nor inappropriate’ by the majority (37%) of the respondents, all other posts were rated as either ‘Very inappropriate’ or ‘Inappropriate’ by the majority of respondents (34%-69%). Despite similar evaluation of inappropriateness, faculty and residents take into account a wide range of considerations. These considerations tend to conflict with one another when the respondents considered freedom of expression of the poster and the educational purpose of a post. Understanding physicians’ negotiation of conflicting considerations provides insight into their outworking of professionalism in social media context.

The increasing popularity of social media platforms creates new digital social networks in which individuals can interact and share information, news, and opinion. The use of these technologies appears to have the capacity to transform current social configurations and relations, not least within the public and civic spheres. Within the social sciences, much emphasis has been placed on conceptualizing social media’s role in modern society and the interrelationships between online and offline actors and events. In contrast, little attention has been paid to exploring user practices on social media and how individual posts respond to each other. To demonstrate the value of an interactional approach toward social media analysis, we performed a detailed analysis of Twitter-based online campaigns. After categorizing social media posts based on action(s), we developed a typology of user exchanges. We found these social media campaigns to be highly heterogeneous in content, with a wide range of actions performed and substantial numbers of tweets not engaged with the substance of the campaign. We argue that this interactional approach can form the basis for further work conceptualizing the broader impact of activist campaigns and the treatment of social media as “data” more generally. In this way, analytic focus on interactional practices on social media can provide empirical insight into the micro-transformational characteristics within “campaign communication.”

Purpose – The purpose of this paper is to discuss why social media frames may exert substantial influence on the image of organisations and even trigger organisational crises. Design/methodology/approach – The study applies the theoretical approaches of crisis, framing and stakeholder theory to examine social media constructions of organisational behaviour. A recent case from the Danish restaurant industry exemplifies the structuring of social media frames and their impact on organisational image. Findings – The results of the study confirm the findings of previous studies but with the crucial addition that the power of social media frames is closely connected to their drawing on basic cultural and social beliefs that unite stakeholders across potentially different interests and identities. Research limitations/implications – The study is qualitative and applies a small dataset. To confirm the findings, further studies need to be conducted. Social implications – This paper sheds light on an issue which continues to be highly relevant for organisations. By gaining insight into the conceptual nature of frames and stakeholder motivations, which guide social-media entries, they may be better equipped for meeting the demands of the public and thus for preventing crises. Originality/value – This is a field of research that continues to develop concurrently with the development and spread of social media. By analysing in detail how frames are constructed, the study contributes to research in the field.

This article presents an approach to teaching how social media impacts the public-sector workplace. Social media creates new challenges for both public administration practitioners and teachers. Yet, the topic does not yet have wide-scale discussion in the public administration education literature. After a review of four approaches to public administration (managerial, legal, political, and ethical), we developed a fictional social media case that was administered in an email survey to a sample of 50 graduates of a Master of Public Administration (MPA) program (37 responded and completed the survey). The case involves a local government employee whose employer wants to terminate because of the employee’s use of social media following a city council meeting. The results of our survey provide insight into how administrators would deal with the situation presented in the case and leads to the development of a series of questions for faculty using the case in their classroom. Our teaching case should provoke serious classroom discussions. Our study reveals the importance of the teaching and discussion of social media in public administration courses along with identifying continuing areas of future research.

AbstractBecause social media is playing an irrefutable role in the Arab Spring uprisings the central question in this article is to what extent Information and Communication Technologies (ICTs) in general, and social media in specific, are contributing to the democratization of the public sphere and shifting the monopoly on agenda setting in the Arab Gulf, particularly in the case of Bahrain? How will these technologies continue to shape contentious politics in the Middle East and will their utility for democratizing and expanding the public sphere persist in the aftermath of the Arab Spring? Or will the increasing liberalization of media and freedom of expression that had preceded the Arab Spring experience a repressive backlash as authoritarian states attempt to clamp down on social and traditional media—or even harness them for their own purposes as seen by Facebook intimidation campaigns against activists in Bahrain last Spring. Finally—using the lens of social movement theory—what repertoires of contention and political opportunity structures will pro-democracy activists use to keep their campaigns alive? Activists in the Gulf have not only incorporated the ICTs into their repertoire, but have also changed substantially what counts as activism, what counts as community, collective identity, democratic space, public sphere, and political strategy. Ironically this new technology has succeeded in reviving and expanding the practice of discursive dialog that had once characterized traditional tribal politics in the Arabian Peninsula.

The defamation reports have increased and shifted under online-based technology through social media. This study considered the defamation issue in Indonesia that alleged Richard Lee, a doctor who shared a beneficial publication through social media about the dangerous skincare product. Richard's audience believed that his content helped them know the hidden truth behind skincare products available in the market. Consequently, the public questioned whether he was liable because he was regarded to share helpful information under the public interest. This study aimed to analyze Indonesia’s defamation laws, especially in public interest defense under Article 310(3) of the Indonesian Criminal Code. However, the interpretation for public interest as a crime abolition is unclear, resulting in various courts' decisions that lead to criminalizing internet users. This study used legal research with statutory and comparative approaches. It examined legal norms and practices in Indonesia and compared those in the United Kingdom, Canada, and New Zealand. These three countries adapted defamation law to develop cases, including those alleged defamations for the public interest. While the freedom of expression is enshrined in the constitution, its practice has contradicted defamation provisions outlined in derivative regulations. By comparison, these three countries have precise boundaries and public interest defense is explicit. Those countries have specific rules and lists that needed to be fulfilled for those who use public interest defense. The lists based on previous precedents show how they learn and adapt to the development of public interest defense in many cases. This study concluded that Indonesia does not have specific standards or rules to determine cases categorized as the public interest. National broadcasters are a standard feature across Africa. Set up by colonial regimes, they dominate media landscapes with their unrivaled geographic reach. Radio continues to be the main—and often only—source of information outside urban centers, where commercial media struggle to survive and illiteracy remains a challenge. Although access to new media has risen exponentially, use of mobile technology continues to be prohibitively expensive. Some national broadcasters are official state broadcasters: owned, run, and editorially controlled by government. However, many claim to be public broadcasters. By definition, these are accountable to the public rather than the government of the day: accessible to a universal audience, inclusive of a wide range of views; and fair, balanced, and independent in their journalism. This aspiration is reflected in national and supranational policy such as the African Charter on Broadcasting and the Declaration of Principles on Freedom of Expression in Africa. In reality, these broadcasters lack de jure independence, the basic condition for them to be considered “public.” They are, in law and in practice, state broadcasters—owed to a range of historical, social, financial, and political determinants despite attempts by journalists and civil society to change this. Principally, the political will has been lacking—in colonial as well as postcolonial elites—to relinquish control of newsrooms and open up space for dissent. There is one exception: the South African Broadcasting Corporation was granted de jure independence following apartheid and enjoys unrivaled (though contested) legal guarantees and journalistic freedom. Its ongoing difficulties to fully meet its public broadcasting mandate despite this relatively conducive environment demonstrate that de jure independence is a necessary but not sufficient condition for successful broadcasting transformation, and that organizational culture is an important variable to be taken into account.

With the rapid explosion of Internet, social media has emerged as a new communication venue for city branding initiative. The aim of this chapter is to provide a deeper understanding of today's communication environment, and in particular, to focus the greater interactivity, engagement and responsiveness of resources in relation to city branding. Thus, this chapter firstly outlines the participatory city branding, which can be considered as an appropriate approach for involving wide range of stakeholders in promoting cities as brands. Secondly, the role of social media and its influential users are scrutinized to better present their importance for city branding. Following this, the examined Instagram campaign to promote the city of Izmir intends to allow greater insight into how to utilize online platforms in order to communicate a city both to its citizens and to global arena. And finally, the chapter leads to practical implications regarding how to benefit from social media for effective participatory city branding.

In recent years, many researchers have shown interest in developing search and rescue systems composed of one or multiple robots. To enhance the robotic systems, wireless sensor networks and internet of things (IoT) were integrated to give more awareness of the environments. Additionally, data exchanged in social media during emergency situations can help rescuers, decision makers, and the public to gain insight into the situation as it unfolds. In the first part of this chapter, the authors present a review of robotic system and their environments in search and rescue systems. Additionally, they explain the challenges related to these systems and the tasks that a robot or a multi-robot system should execute to fulfil the search and rescue activities. As a second part, the authors expose the systems that integrates WSNs and IoT with robots and the advantages that brings those. Furthermore, they expose and discuss the remarkable research, the challenges, and the open research challenges that include this cooperation.

As concerns over misinformation, political bots, and the impact of social media on public discourse manifest in Germany, this chapter explores the role of computational propaganda in and around German politics. The research sheds light on how algorithms, automation, and big data are leveraged to manipulate the German public, presenting real-time social media data and rich evidence from interviews with a wide range of German Internet experts—bot developers, policymakers, cyberwarfare specialists, victims of automated attacks, and social media moderators. In addition, the chapter examines how the ongoing public debate surrounding the threats of right-wing political currents and foreign election interference in the Federal Election 2017 has created sentiments of concern and fear. Imposed regulation, multi-stakeholder actionism, and sustained media attention remain unsubstantiated by empirical findings of computational propaganda. The chapter provides an in-depth analysis of social media discourse during the German parliamentary election 2016. Pioneering the methodological assessment of the magnitude of automation and junk news, the author finds limited evidence of computational propaganda in Germany. The author concludes that the impact of computational propaganda, nonetheless, is substantial in Germany, promoting a dispersed civic debate, political vigilance, and restrictive countermeasures that leave a deep imprint on the freedom and openness of the public discourse in Germany.

The COVID-19 pandemic has brought about a surge of fake news on social media. This dilemma has caused a ripple effect in society with increasing censorship on social media, which threatens the freedom of expression. The populace cannot effectively progress until they understand the threat posed by fake news and censorship. To protect our fundamental rights of expression, society must learn from librarians. The chapter explores the role of librarians in mitigating fake news. The chapter also identifies possible societal consequences of fake news. The chapter concludes that librarians should inoculate the public to pre-empt them from accepting fake news.
