The Politics of Public Broadcasters in Africa

National broadcasters are a standard feature across Africa. Set up by colonial regimes, they dominate media landscapes with their unrivaled geographic reach. Radio continues to be the main—and often only—source of information outside urban centers, where commercial media struggle to survive and illiteracy remains a challenge. Although access to new media has risen exponentially, use of mobile technology continues to be prohibitively expensive. Some national broadcasters are official state broadcasters: owned, run, and editorially controlled by government. However, many claim to be public broadcasters. By definition, these are accountable to the public rather than the government of the day: accessible to a universal audience, inclusive of a wide range of views; and fair, balanced, and independent in their journalism. This aspiration is reflected in national and supranational policy such as the African Charter on Broadcasting and the Declaration of Principles on Freedom of Expression in Africa. In reality, these broadcasters lack de jure independence, the basic condition for them to be considered “public.” They are, in law and in practice, state broadcasters—owed to a range of historical, social, financial, and political determinants despite attempts by journalists and civil society to change this. Principally, the political will has been lacking—in colonial as well as postcolonial elites—to relinquish control of newsrooms and open up space for dissent. There is one exception: the South African Broadcasting Corporation was granted de jure independence following apartheid and enjoys unrivaled (though contested) legal guarantees and journalistic freedom. Its ongoing difficulties to fully meet its public broadcasting mandate despite this relatively conducive environment demonstrate that de jure independence is a necessary but not sufficient condition for successful broadcasting transformation, and that organizational culture is an important variable to be taken into account.

The present seminar paper mainly highlight  the concept of  water pollution, causes of water pollution,  Its Effects, Elements of  pollutants, Methods  used to prevent the water pollution in environment  and the mandatory initiatives taken by the concerned authorities for prevention of  water pollution. Water   is essential for survival of all living organisms on the earth. Thus for human beings and plants to survive on land, water should be easily accessible. The term “Pollution” is generally refers to addition of any foreign body either living or non – living or deletion of anything that naturally exists. The basic Sources of Water pollution causes due to Culmination into lakes, rivers, ponds, seas, oceans etc. Domestic drainage and sanitary waste, Industrial drainage and sewage, Industrial waste from factories, Dumping of domestic garbage, Immersion of Idols made of plaster of Paris, Excess use of Insecticides , pesticides, fungicides, Chemical fertilizers, Soil erosion during heavy rains and floods, Natural disasters, tsunami etc. General pollutants  which are also caused for water pollution  which include Organic, Inorganic, and Biological entities, Insecticides, Pesticides, Disinfectants ,Detergents, Industrial solvents, Acids, Ammonia fertilizers, heavy metals, Harmful bacteria, Virus, Micro –Organisms and worms, Toxic chemicals. Agricultural lands become infertile and thereby production also drops, Spread of epidemic diseases like Cholera, Dysentery, Typhoid, Diarrhea, Hepatitis, Jaundice etc. The  basic responsibility of the Government, NGOs, National Pioneer scientific Research Institutions may conduct  research oriented programs on control of water pollution by create  awareness among the public through mass media and Environmental Education on recycling units,  and  water treatment plants must be established both at domestic levels and Industry levels, Every citizen must feel responsible to control water pollution. There have been many water pollution prevention acts that have been set up by the governments of the world. But these are not enough for permanent water pollution solutions. Each of us needs to take up the responsibility and do something at an everyday at individual level. Otherwise we can’t survive in a society forever in a future.

Paper focuses on the renewable energy in Thailand. Objective is to compare risk on renewable energy and transportation consumption on biodiesel. It is using SWOT analysis and sustainable development theory as the tools. Besides, collecting data via questionnaire to investigate behaviors of people in having the ideas relating to biodiesel. The 52 responses from survey launching have returned. According to the results, the current consumption of biodiesel is still low because insufficient is on awareness of the consumers' trusts about biodiesel. Moreover, government's policy is not in good quality control. Biodiesel price has not been confirmed or set up in a clear standard that shows confidence in biodiesel to consumers. Remains adherence to diesel as it has been used for a longer period of time. Therefore, the risk of renewable energy in biodiesel is a relatively high risk. At the same time, in terms of environmental sustainability development, research results show that the use of biodiesel can help reducing air pollution at either PM 2.5 or global warming. Also, it would distribute an income to palm farmers. The results can be implemented for making improvements and suggesting recommendations to the government. A strengthening policy on renewable energy security and implement strategies is for solving various energy problems. With the concept of supporting research and development, it can create a wide range of knowledges, and the production of biodiesel as renewable energy. The paper reports findings from a study that explored health communication strategies employed by the media on the state of preparedness by the Zimbabwean government during the COVID 19 crisis by the Zimbabwe Broadcasting Corporation Television (ZBC-TV). The study adopted secondary data analysis. Data were collected using secondary sources. The study was influenced by the framing theory. The study found out that ZBC-TV used songs, road shows, commercial ads, dramas, musical shows on reporting the pandemic. The archival documents also revealed that ZBC-TV have used periodical updates as health communication strategies to educate the public about COVID 19. ZBC-TV also used Facebook showing staff from the Office of the President and Cabinet receiving the Covid 19 vaccine at the same time applauding positive response from Harare Metropolitan Province as front line workers surpassed the target under the first phase of Covid-19 vaccine roll out plan. The study concluded that the health communication strategies employed by ZBC-TV have been effective in increasing the societal awareness about health issues. ZBC-TV managed to reach out to the masses using both the television and by making use of the new media communication technologies. However, press censorship has been a challenge in publishing information concerning COVID 19 as the media house is not allowed to publish anything that tarnishes the image of the government. It is based on such evidence that the study concludes that ZBC-TV at some point distorted information to paint the picture that the government is doing all it can to contain the spread of COVID 19 and ensuring the safety of the public. The study recommends that the ministry should ensure freedom of information publicity, in which media houses, including ZBC-TV is not controlled by any political party of government. Social and economic development has brought about a higher standard of living and higher material standards, resulting in higher requirements for spiritual life. As a result, the development of the new media industry and related industries was accelerated, providing various channels for the dissemination of information. To put it simply, as an important concept in today's society, new media is a kind of social environment, which is mainly attached to the Internet industry and has profoundly changed the media pattern and communication pattern in contemporary society. Because the new media mainly depends on the network, and the network spreads rapidly and in a wide range, it will spread the news to the public as soon as there is a major event. Therefore, the emergence and widespread use of new media has also had a great impact on the government's crisis communication. In the new environmental situation, the government will face more problems and difficulties, and more supervision by all the masses. In this paper, from the characteristics of public crisis communication in the tobacco industry, the measures and strategies of public crisis communication governance under the new media environment are put forward.

Big data inhibits the ability to significantly impact a wide range of fields in an economy, from the government sector to commercial sectors like retail and healthcare. Not only has it altered the way companies assess their product’s demand and supply patterns but has also phenomenally helped in making the environment healthier in recent years. It carries the ability to identify valuable data from a huge dataset with exceptional parallel processing. This study presents the general introduction of big data bringing forth its various features and advantages along with the challenges which organizations face while using with respect to environmental sustainability. Observations have also been made on the findings of various researches, and studies and surveys performed by some international organizations in the recent years on the urgent need of taking necessary measures and initiatives to prevent further depletion of natural resources thus making the environment sustainable. Making the issue the study aim, future studies must intend to explore how multinational corporations can enhance environmental sustainability through big data analytics. Lastly, recommendations have been made to organisations– private and public in hiring adequate expertise and set-up, thereby making big data analytics more efficient and reliable.

Freedom of expression and access to diverse sources of information are seen as critical elements of democracy, although their concretization on the ground is subject to strong interference. Recent regime change in Maranhão, one of Brazil’s poorest states, has led to the emergence of new media and some expansion of the public sphere. The traditional oligarchy continues to dominate the media, however, and the opposition media replicate its exclusion of nonelite actors. The Maranhão experience confirms that normative approaches to the media either as automatic contributors to democracy or as instruments of elite manipulation have little value for understanding media dynamics. Liberdade de expressão, bem como o acesso a diversas fontes de informação, são considerados elementos críticos da democracia, ainda que a concretização desses fatores esteja sujeita a forte interferência. A recente troca de regime no Maranhão, um dos estados mais pobres do Brasil, tem levado ao surgimento de uma nova mídia e a uma certa expansão da esfera pública. Contudo, a oligarquia continua dominando a mídia tradicional e a mídia alternativa imita a prática de exclusão de atores não pertencentes à elite. A experiência do Maranhão confirma que tratamentos normativos que veem a mídia como contribuinte automática do processo democrático, ou como instrumento de manipulação da elite, teem pouco valor para se entender a dinâmica da mídia.

In 1989, 96 Liverpool Football Club supporters were killed at the Hillsborough Stadium in Sheffield. It was the biggest sporting disaster in British football. The original inquests returned a verdict of ‘accidental death’. For over 20 years the families of the 96 and the survivors campaigned against this verdict. In 2010 the government set up an Independent Panel with myself as its Chair. Its remit after consultation with the families and survivors was to access and analyse all the documents related to the disaster and its aftermath and to write a report to add to public understanding. The Panel’s Report was published in 2012 and led to the quashing of the original verdicts and the setting up of fresh inquests. After two years and the longest inquests in British legal history, the jury gave its determination of ‘unlawful killing’. Here I reflect theologically on the public and pastoral role of the Church of England and its mission to wider society.

Abstract While the problem of political corruption in mid-nineteenth century Britain has been much studied, the experience of corrupt behaviour in public bodies, both new and long established, is comparatively neglected. This article takes the example of one of the first inspectorates set up after the Great Reform Act, the Factory Office, to examine the extent of corrupt practices in the British civic state and the means whereby it was addressed. It examines the changing processes of appointment, discipline and promotion, the issues of remuneration and venality, and the relationships between inspectors, workers, factory owners, the government and the wider civil service, and the press and public opinion. The article argues that the changing attitudes of the inspectors, especially those of Leonard Horner, were indicative of a developing ‘public service ethos’ in both bureaucratic and cultural settings and that the work of such unsung administrators was one of the agencies through which corrupt behaviour in the civic structures of Victorian Britain was, with public support, challenged. The article concludes that the endogenous reform of bureaucratic practice achieved by the factory inspectorate may even be of equal significance as that which resulted from the celebrated Northcote–Trevelyan Report of 1854.


Significance The issue of media independence has become a fraught one under Prime Minister Shinzo Abe's administration, with perceptions rising among journalists and the public that the government is subjecting the media to political pressure. Critics of the administration speak of censorship and threats to freedom of expression. Japan's ranking in the World Press Freedom Index has fallen from 22nd in 2011-12, before Abe took office, to 61st in 2015. Impacts The government seems likely to try to marginalise the criticisms of constitutional scholars, like it marginalises its other critics. International media as well as domestic journalists are likely to feel some pressure from the authorities. In the near term, the issue is unlikely to destabilise the government, or derail passage of security legislation.

Two narratives dominate the literature about the state of freedom of expression in postliberal Venezuela, and they have few points in common, since they depend on different conceptualizations of the notion of freedom of expression. While the traditional liberal narrative focuses on the negative freedom that prohibits state interference, the postliberal narrative is based on positive freedom that encompasses the collective right of self-realization, particularly for the previously marginalized. During the government of Hugo Chávez, the discourse of freedom of expression was renewed, placing it in the context of power relations, accentuating positive freedom, and emphasizing the role of the public and community media. The establishment of the international public channel TeleSUR has revived the 1970s debate about the right to communication and contributed to the creation of a new Latin American-ness. En la literatura predominan dos narrativas acerca del estado de la libertad de expresión en la Venezuela posliberal las que tienen pocos puntos en común porque parten de visiones distintas del concepto de la libertad de expresión. Mientras la narrativa liberal tradicional enfoca sólo en la libertad negativa que previene la injerencia estatal, la narrativa posliberal se centra en la libertad positiva que abarca la autorrealización del derecho colectivo, también de los previamente marginalizados. Durante el gobierno de Hugo Chávez el discurso acerca de la libertad de expresión se renueva, insertando el concepto en el contexto de las relaciones de poder, acentuando la libertad positiva y enfatizando el rol de los medios públicos y comunitarios. El establecimiento del medio público internacional TeleSUR revive los debates sobre el derecho a la comunicación de la década de los 70 y aporta a la creación de una nueva Latinoamericanidad.
