The globalization and modernization process of the 20th-21st centuries decreased diversity and created similar cultures—the modern culture also created" modern" cities. Modern cities provided humanity the integration into production. Transportation, accommodation, and the other needs of people integrated into the output have been designed into those cities. However, later developments and research denote that the cities are not sustainable for the long term. Air pollution, water supply, food, and access to services are modern cities' main concerns. Therefore, a new development in the concept of cities was created, which is smart cities. The theory of smart cities provides the administrative power of a country with a well-established, sustainable, and smart development. The theory implemented in Doha is one example of the latest developed/developing cities. The limited population of Qatar and the significant wealth of natural gas provide them the means to establish a smart city. The main catch phrase for Qataris on that development project is “modernization with protecting the heritage.” This study examines Qatar's attempts to create Doha as an example of a smart city while protecting tradition and culture. The focus of that study will be the economic, societal, and environmental developments to denote the harmony of modernity and tradition in Doha. The research indicates that the Qatari administration builds Doha on three pillars: smart society, smart environment, and smart development.

The present study, after a literature review of the smart city definitions and ranking tools in Europe and in China, presents a cross-reading approach to the Chinese smart cities concept and implementation. It is indeed nowadays mandatory to re-convert cities in sustainable and smart ecosystems and this can be done with different approaches. In this frame, the role of ICT—the glue of the smart city concept—is central and pervasive. The Smart city model could be a way to reverse the actual trend of cities, re-defining an integrated approach between tangible and intangible infrastructures of cities. Future cities are influenced by two main different visions with different connotations that come along with the planning capacity and with the ability of countries to follow a coherent and sustainable development project. European approach for planning is quite consolidated and based on a long term holistic vision, while Chinese vision is catching up with the dramatic speed of urbanization, deploying critical infrastructures in most cases without a long-term view. On the other hand, Chinese projects are in some cases exemplary for Europe where many constraints and regulatory issues put a strong limitation on the many possible implementations.

Purpose – Contemporary debate is increasingly focused on ICT and sustainability, especially in relation to the modern configuration of urban and metropolitan areas in the so-called smartization process. The purpose of this paper is to observe the connections between smart city features as conceptualized in the framework proposed by Giffinger et al. (2007) and new technologies as tools, and sustainability as the goal. Design/methodology/approach – The connections are identified through a content analysis performed using NVivo on official reports issued by organizations, known as industry players within smart city projects, listed in the Navigant Research Report 2013. Findings – The results frame ICT and sustainability as “across-the-board elements” because they connect with all of the services provided to communities in a smart city and play a key role in smart city planning. Specifically, sustainability and ICT can be seen as tools to enable the smartization process. Research limitations/implications – An all-in-one perspective emerges by embedding sustainability and ICT in smart interventions; further research could be conduct through direct interviews to city managers and industry players in order to understand their attitude towards the development of smart city projects. Practical implications – Potential approaches emerging from this research are useful to city managers or large corporations partnering with local agencies in order to increase the opportunities for the long-term success of smart projects. Originality/value – The results of this paper delineate a new research path looking at the development of new models that integrate drivers, ICT, and sustainability in an all-in-one perspective and new indicators for the evaluation of the interventions.

The development of crowdsensing-based technologies has allowed for the use of smartphones in large-scale data collection for different scopes of applications, mostly in a transparent and ubiquitous way. When concerning urban areas and smart city initiatives, the collection and further analysis of information about the highest number of vehicles is of paramount importance, potentially supporting more efficient mobility planning and management actions in modern cities. In this context, this article proposes a public general-purpose platform for acquisition and visualization of vehicular speeds, which can then be exploited by any additional application. For that, a crowdsensing-based mobile software application was developed to collect instantaneous speeds provided by smartphone GPS, formatting and distributing this information to a database system. Such historical data can then be exported or visualized through a web-based comprehensive interface, which provides valuable data when planning traffic mobility in cities; for example, indicating areas with heavier traffic over a certain time period. Therefore, allowing the use of many different search filters and supporting data delivery in the JSON format, the CitySpeed platform can provide services not supported by popular applications, such as Waze and Google Maps, and potentially assist smart city initiatives in this area.

Government and private players started focusing on developing cities in to smart cities due to increased level of urbanization in most of the countries around the world, including in Indonesia, by focusing on developing new smart buildings and upgrading old ones. Present paper tried to find out the Smart Building Readiness Index (SBRI) of Bandung City for knowing the level of awareness among the general public based on an exploratory research, the result of which enables the authorities to take strategic initiatives for improving the smart buildings and then to smart city status. Required data was collected by conducting in-depth interviews with 30 respondents and the result of the qualitative data revealed that Bandung’s SBRI comes to only 64.39, which is not a good indicator but within the limits of fairness and needs lot of improvement in future. The result also can be considered as an indicator that annual energy consumption in Bandung city is still at a high level and needs to focus on improving the quality of buildings in and around Bandung city for the purpose of overall reduction in energy consumption and improvement in quality of environment as well as quality of life. Respondents are also not fully aware of the smart building concept. Much needs to be done for making the public aware of the concept of smart building and its usefulness along with strategically developing smart buildings so that in future Bandung city transforms into a smart city with smart buildings. Abstract The article presents an overview of the current situation of awareness of the Latvian citizens in the field of state-of-the-art energy-saving technologies. The authors present a wide range of data obtained as a result of a survey on the attitude of residents to new technologies and readiness to follow the development trends of a smart city. The article contains the analysis and recommendations for improving the efficiency of introducing new energy-saving and energy-efficient technologies into each household in order to create the most favourable conditions for the implementation of long-term plans for the development of smart cities in Latvia.

Despite the increasing interest in ‘smart city’ initiatives worldwide, current literature still lacks the approaches and models that address challenges in organization and collaboration, which boost sustainability and ‘smartness’ in modern cities. This paper provides an overview of ‘smart city’ ecosystems as a mechanism to promote the expected outcomes of their sustainable development, and highlights the importance of conceptualizing cities from organizational and managerial perspectives. Representative exploratory models of ‘city organization’, which emphasize on the role of ‘governance’ and synergies, are presented to ‘decode’ complex city mechanisms and to determine key components that lead to ‘smart’ initiatives. Interesting case studies and applications are then analysed to examine the practical dimension of these approaches. As a review paper, this article lays out a general framework on the importance of ‘collaboration’, ‘governance’, ‘management’, and ‘ecosystem’. However, 'planning smartly’ and achieving ‘sustainability’ at the level of city ‘organization’ remain as challenges in this pioneering study of smart cities.

Cities are increasingly expected to bring urban stakeholders together to deploy smart solutions that address urban challenges and deliver long-term positive impacts. Yet, existing theory and practice struggle to explain how such impacts can be achieved, measured or evidenced. This paper makes two major contributions. Firstly, the paper shows how the Quadruple Helix (QH) innovation approach can be used as the basis for co-producing smart city projects in order to better capture their impacts. In doing so we present a synthesis of current smart city and QH literatures to argue that assessment criteria and indicators must be co-produced with the full set of smart city stakeholders to ensure relevance to context and needs. Secondly, we present an example of a co-produced monitoring and assessment framework and methodology, developed to capture and measure the impacts of smart and sustainable city solutions with the stakeholder teams involved in the European Union Triangulum smart city programme. The paper draws on experiences working with 27 smart city demonstration projects involving public, private and third-sector organisations and communities across Manchester (United Kingdom), Eindhoven (The Netherlands) and Stavanger (Norway). We show how involving QH stakeholders in co-producing impact assessment improves the ability of projects to deliver and measure impacts that matter to cities and citizens. We conclude with a series of lessons and recommendations intended to be of use to the range of organisations and communities currently involved in smart city initiatives across Europe and the world.

This study aimed to explore the case study of Brno city regarding smart city models. We analyzed Brno considering smart and sustainable city elements, i.e., smart mobility/public transport, smart technology, smart people, smart governance, smart economy, smart living, and smart environment based on transport, energy, and environment referred herein as the smart city and sustainability model. Therefore, we investigated a case study of Brno city in the Czech Republic. We used qualitative techniques such as case study, exploration, observation, and description. We analyzed and comprehended the trends in the various features of smart city and sustainable development of the city of Brno. The findings showed that Brno city is doing its best to maintain smart city models through its governance organs and structures. The city is also working hard to improve some of the aspects that are still lagging. The ongoing developments and the future ones are based on strategic planning for both the short term and long term such as Brno2023, Brno2030, and Brno2050. It was found that Brno has a very well-planned transport system and is integrated with other aspects such as technology, energy, such as the electricity that moves the trolleybuses and trams, and environment. We strongly conclude that even though Brno city still struggles to achieve total sustainability, it is still a model and reflection of a smart and sustainable city. Finally, we noted that Brno city has very good plans and vision the “DNA” of a smart city. However, the implementation still suffers political willingness.

The article presents a proposal for a research tool that might assess the ecological activity of municipalities, with particular emphasis on those that lie on national boundaries. With climate change, it has become necessary to take into account the principles of sustainable growth while maintaining high living standards in the long term. Systematic research on the action undertaken by municipalities in this area is a necessary requirement in the coming years. For this reason, the main directions and areas of research in the process of approaching the concept of a “green smart city” have been outlined. The available literature is limited to research in the field of smart cities and examines solutions for large urban agglomerations. The evaluation criteria of “ecological maturity” proposed in this paper are designed for small border municipalities. One may accept the thesis that due to their specificity, location, natural diversity and the opportunities for cooperation with a foreign partner that they offer, border municipalities can create a model of ecological behaviour in terms of a “green smart city”. This evolution requires support and monitoring for policymakers, and the proposed online research tool may reveal “ecological immaturities”, decisional errors or just plain negligence. One might only hope that, as a result of these indications, the recommendations will prove valuable for all local government units. On the other hand, a number of doubts and dilemmas are raised that researchers are unable to eliminate at this stage.

This study aims to systematize the main factors of the smart city model that affect the increment of the territorial innovative potential. The development of digital technologies and new forms of socio-economic interactions built on their basis has a significant impact on urban transformations and the innovative processes associated with the development of the urban environment. Methodologically, the study relies on a system logical analysis of Russian and international publications in this field. The study reveals the features of the smart city model that significantly increase the innovative potential of modern cities. It is shown that the smart city model enhances the effect of the factors that can significantly increase the innovative potential of a territory. The main factors of innovative development include the availability of digital infrastructure, the development of high-tech businesses and creative industries, social integration, and so on. The study has both theoretical and practical significance and its findings can be used in further research on the topic of smart cities and innovative development.
