The rapid development in technology has provided the globalization and to facilitate the exchange of information. The importance of tertiary education has been increasing due to its contribution for development plan’s manpower requirements in quality and quantity. Developments in information systems and technology have provided significant opportunities for higher education institutions. In this research; the implementation and development of information systems and technology in higher education institutions are chosen as a problem in comparison with global scale and taking into account the development of proposals. In this context; the developed countries’ higher education institutions’ were examined, after then universities’ information systems and technologies’ current status and degree of functionality are compared, and finally the proposals were developed. For this purpose; higher education institutions’ level of readiness for e-transformation, information technologies’ contribution to today's class and on the quality of education in shaping the contribution of higher education to shape the future and global competition ready workforce, the growing importance of information technologies on distance learning and on lifelong learning, higher education institutions’ role, and contribution to development of information technology, and the contribution of the envisaged objectives of the development plan.

Reforming Ukrainian educational system in the context of leading tendencies in European educational space development points to the importance of studying advanced ideas of future psychologists science preparation in higher education institutions in the developed countries. Comparison and analysis of foreign and national pedagogical experience in implementation of science education of future psychologists will contribute to solving the problems of its modernization in national higher education institutions. According to the above tasks, we held a comparative analysis of science preparation of future psychologists in leading institutions of higher education in Spain and Ukraine and pointed out its features. It is noted that the representative differences of science education in Spain from such in Ukraine is its professional orientation, integrity and significant advantage in the amount of credit and content filling. With the help of theoretical, empirical and statistical methods, recommendations on modernization of future psychologists science preparation in national higher education institutions were developed, according to which modernization of science preparation of future psychologists in national higher education institutions is expedient in the direction of: increasing the number of science disciplines, science preparation and hours / credits for their study, realization of the process of science preparation integration in the content of professional oriented disciplines, implementation of innovative teaching methods, leading scientific theories and studying the best practices of developed countries (holding international symposia, conferences, training, etc.). Presented research provides basis for scientific development of pedagogical conditions for realization in national higher education institutions, implementation of identified leading ideas of science education in Spain, and suggests the necessity to find ways to apply the proposed recommendations regarding the modernization of the science education of future psychologists.

The quality and content are constantly increasing their relevance in the conditions of modern education. If quality can be understood as means and educational materials which are used in the process, the content is a sign of the diversity of these materials and a factor which takes into account the age, abilities and chances of learners. Taking into account these two important factors, the theoretical and practical bases of combining modern information technologies in improving the quality and content of the system of blended learning at philological higher education institutions of specialized in teaching English are described in detail. In addition, the paths and stages of creating a specific system that runs continuously, combining the effective and reasonable functions of social networking services (SNS) and messengers in consolidating the quality and content indicators of blended learning, are gradually illustrated. Besides that, by combining online educational materials with traditional place-based classroom methods at philological higher education institutions which are specialized in teaching English based on the approach of blended learning, the system of fostering students’ linguistic skills, such as reading, writing, listening, and speaking can be optimized and modernized according to the results of this research in the article.

Decision support systems (DSS) are interactive computer-based systems that provide information, modeling, and manipulation of data. DSS are clearly knowledge-based information systems to capture, Processing and analysis of information affecting or aims to influence the decision making process, performed by people in scope professional job appointed by a user. Hence, this study describes briefly the key concepts of decision support systems such as perceived factors with a focus on quality  of information systems and quality of information variables, behavioral intention of using DSS, and actual DSS use by adopting and extending the technology acceptance model (TAM) of Davis (1989); and Davis, Bagozzi and Warshaw (1989).There are two main goals, which stimulate the study. The first goal is to combine Perceived DSS factors and behavioral intention to use DSS from both the social perspective and a technology perspective with regard to actual DSS usage, and an experimental test of relations provide strategic locations to organizations and providing indicators that should help them manage their DSS effectiveness. Managers face the dilemma in choosing and focusing on most important factors which contributing to the positive behavioral intention of use DSS by the decision makers, which, in turn, could contribute positively in the actual DSS usage by them and other users to effectively solve organizational problems. Hence, this study presents a model which should provide the useful tool for top management in the higher education institutions- in particular-to understand the factors that determine using behaviors for designing proactive interventions and to motivate the acceptance of TAM in order to use the DSS in a way that contributes to the higher education decision-making plan and IT policy.To accomplish or attain the above mentioned objectives, the researcher developed a research instrument (questionnaire) and distributed it amongst the higher education institutions in Jordan to collect data in order to empirically study hypothesis testing (related to the objectives of study). 341 questionnaires were returned from the study respondents. Data were analyzed by utilizing both SPSS (conducted descriptive analysis) and AMOS (conducting structural equation modelling).Findings of the study indicate that some hypotheses were supported while the others were not. Contributions of the study were presented. In addition, the researcher presented some recommendations. Finally, this study has identified opportunities for further study which has progressed greatly advanced understanding constantly of DSS usage, that can help formulate powerful strategies Involving differentiation between DSS perceived factors.

Today the education internationalization has become one of the economy sectors in the developed countries; the export potential of Russian education is still largely underutilized. Until now, domestic and foreign scientific literature lacks a comprehensive study of state policies pursued by national states to develop the internationalization and/or regionalization. The study of internationalization policies tends to focus on in-depth case studies across two to three countries. However, studies with a narrow geographic scope, although they provide valuable information about this phenomenon, do not allow us to see a holistic picture. The article attempted to overcome the indicated gaps in scientific research by analyzing the strategies of higher education regionalization and internationalization at countries that occupy a large market share and formulate recommendations for Russia. The article argued that in the context of the Covid-19 pandemic, the priority area for the internationalization is the development of virtual mobility and internal internationalization and regionalization.

Majors are part of higher education institutions that a very important role determining the thesis student supervisor . At the Department of Information Systems, Faculty of Mathematics and Natural Sciences (MIPA) the determination of the thesis supervisor is carried out through a lecturer meeting based on its title in accordance with the competence of the lecturer who will guide, regardless of the number of lecturers' workload or the number of students being supervised. The results of the decision of the meeting to determine the supervisors will be announced to students after the meeting is held. This flow inefficient and may lead to ineffective determination of the supervisor . The final result of the system shows that the Simple Additive Weighting (SAW) method can be applied to determine the weight value of each attribute so as to produce a ranking of each alternative lecture who will be selected as a student supervisor for the thesis according to the result of computerized and accurate calculations.
