A major challenge for the Indian government is the rapid growth of the urban population, leading to housing shortages and poor urban living conditions. The current need-based housing shortage in the country is about 19 million units as per the 2011 census. The government has introduced many affordable housing schemes that focus on meeting the shortage of housing needs. Excess cost management needs to be planned from the initial stages of design during the building's project life. Value engineering is an effective problem-solving approach that minimizes prices while preserving and improving performance and quality requirements. Ve process's success lies in its ability to find ways to reduce redundant expenses while maintaining efficiency, reliability, performance, and other critical elements that reach or surpass the standards of the client. This study aims at understanding the application of value engineering in affordable housing to optimize cost, time and quality thus increasing overall value of the project. Two case studies of different scale of housing projects are considered, it has been found out that on replacing a material with similar functions, helps reduce the cost of the project and add to the value of the project. This research will provide an overview of benefits of strong value engineering and use of alternative materials to enhance the efficiency of a project.

One-solving methods and techniques necessary to avoid inefficiencies and not economic costs as well as reduce the cost of housing construction is the method of Value Engineering. Value engineering is a method and cost control techniques to analyze a function to its value at the lowest cost alternative (most economical) without reducing the quality desired.At the writing of this study used a comparison method by comparing the initial design to the design proposal of the author. In the housing projects Upgrading Tirto Penataran Asri type 70, the application of Value Engineering conducted on the job a couple walls and roofs pair by replacing some work items with a more economical alternative but does not change the original function and high aesthetic level and still qualify safe. For that performed the step of determining a work item, the alternative stage, the analysis stage, and the stage of recommendations to get a Value Engineering application and cost savings against the wall a couple of work items and partner roof.The proposed design as compared to the initial design. Work items discussed was the work of a couple wall having analyzed obtained savings of Rp. 2,747,643.56 and the work of the roof pair obtained savings of Rp. 2,363,446.80. Thus the total overall savings gained is Rp 5,111,090.36 or savings of 0048%.

This paper proceeds from the cost problems in low-rent housing projects and proposes that the cost control of such programs consist of subjective control and objective control. With analysis on subjective and objective controls, it gives the government detailed suggestions for cost control in low-rent housing program, specifically developing policies and regulations for cost control and introducing non-governmental funds into the program.

Purpose The purpose of this paper is to investigate the determinants of the affordable housing shortage in the Greater Kuala Lumpur from the suppliers’ perspectives. Design/methodology/approach Primary data were collected through a cross-sectional survey questionnaire comprising 21 determinants and 111 experts in the housing industry. Findings The affordable housing shortages are consequences of regulations and policies on land allocations, building materials and the affordable housing market. The government should provide more lands to the developers or the government should directly build affordable housing on their lands. To lower the cost of construction, the government should reduce the importation tax and procedures, and the housing industry should find alternative building materials. Originality/value Theoretically, the research provided fresh insights into the causes of housing shortages and reasons for the increase in housing prices. The results will be useful to policymakers towards affordable housing delivery and to the developers and contractors on measures to increase profit margins and increase housing supply.

By the 1970s, the sustained vacation of cities by White Americans shrunk the tax base needed to improve urban housing. Additionally, funding for domestic programs was compromised by the cost of the Vietnam War. The strain for resources lead to the private-public partnerships that characterized the response to urban poverty in the mid-twentieth century. The Joint Committee on Urban Problems (JCUP) was formed by several insurance companies. The JCUP provided funding for several urban development programs. The private sector had a demonstrated interest in profit and not racial integration, which would have been a natural by-product of fair housing. Ultimately, the JCUP and other private companies reinforced segregation and exploited Black potential-home owners. The author suggests that had companies been willing to build affordable housing in White suburbs and the government more rigorously enforced fair housing laws, the urban housing crisis could have improved.

Meeting housing needs of the poor and needy is a continuous challenge. The challenge is exacerbated, among others, by the continuous and upward increases in the cost of living, population growth and the availability of resources. The Government intervenes through policy implementation and assistance in the forms of subsidies and the provision of social housing. In Islam, there is an opportunity to help the poor and needy meeting their housing needs through zakat and wakaf. Consequently, a study applying a combination of library research and in-depth face-to-face interviews with experts was carried out. The key objectivesof the study are to assess the potential of zakat and wakaf in the provision of affordable housing for the poor and needy, and if so, to identify appropriate strategies to empower the zakat and wakaf authorities in carrying out the task. The main findings from the study suggest that zakat and wakaf have great potential to help the poor and needy in meeting their housing needs and that the best way forward is for the zakat and wakaf authorities to do so through collaboration, either among themselves or with private property developers. The significance of the study and its findings are viewed in terms of the innovative idea in promoting zakat and wakaf authorities to collaborate instead of working on their own, with conditions that issues related to the Shariah are resolved.

The need for adequate and affordable housing drives the government to implement the rusunawa (low-cost housing) development program in various regions. Futhermore, the government promotes utilization of different replacement materials to optimize the cost and duration of rusunawa development, including reused shipping container. This research discusses the feasibility study of reused shipping containers as substitute material in the design planning of the Rusunawa prototype unit construction. It is a qualitative research that uses case study and statistical data-sets through literature review, precedent study analysis and field surveys. The results provided the standard guideline for designing Rusunawa units made from reused shipping containers and prototype typology units based on the occupant’s type.

The Rashtriya Swasthya Bima Yojana (RSBY) scheme is a health insurance model currently being implemented by the Indian government. It is a model, however, still in nascent state, subject to tensions and value testing. Very few studies have hitherto assessed the scheme’s implementation and whether the stated objectives of the government initiative are being fulfilled. This short study undertaken in the Durg district of Chhattisgarh reveals that RSBY fails to cover the population living Below the Poverty Line (BPL). Likewise there is discrepancy in the consistency of information and knowledge regarding the scheme among the beneficiaries who are themselves continuing to incur high out-of-pocket expenses. There are thus severe issues in transparency and accountability within the RSBY scheme. Unless the public health delivery system is strengthened and the private sector regulated and indeed monitored, the scheme will not yield the desired results, and the cost of healthcare will further escalate for the poor. In the absence of regulated health services there needs to be more debate, and indeed greater research, on the implementation and the design of RSBY.

Government housing projects are among the complex issues facing developing countries’ governments. There have been many attempts to solve problems related to this issue and a lot of effort has been made in this direction. The main problem is lowering the cost of lodging, without sacrificing its quality and the effectiveness by which it fulfills the needs of its occupants. This became possible upon the use of the value engineering technique. Value engineering is an effective tool used to solve problems related to housing, by lowering cost on one hand and sustaining or even ameliorating quality and performance.The purpose of this study is to try to identify a series of proposed solutions and value indicators and to describe their role in improving value in government housing projects. This process may assist the designer in choosing and managing, value indicators during the creative phase, using references from the literature and the analysis of case studies.The literature review identified the reasons for high costs and poor performance, which are often a result of a misunderstanding of the fundamental principles of design criteria and value indicators, followed in government housing projects. The review also pinpointed the most important considerations that improve value.Results obtained in this study feature the positive effects of methods under the umbrella of value engineering, applied in government housing projects. It was found that savings of 15% to 40% can be achieved in the total cost of a certain project, using this technique. Generating ideas in the creative phase is one of the most important stages in value engineering studies. A set of value indicators and proposed solutions in the form of a checklist were derived and can be used in the future, during the creative phase of value engineering studies in the initial design stage of government housing projects.
