The need for adequate and affordable housing drives the government to implement the rusunawa (low-cost housing) development program in various regions. Futhermore, the government promotes utilization of different replacement materials to optimize the cost and duration of rusunawa development, including reused shipping container. This research discusses the feasibility study of reused shipping containers as substitute material in the design planning of the Rusunawa prototype unit construction. It is a qualitative research that uses case study and statistical data-sets through literature review, precedent study analysis and field surveys. The results provided the standard guideline for designing Rusunawa units made from reused shipping containers and prototype typology units based on the occupant’s type.

The article presents the reasons for which the issue of providing housing to low-income citizens has been a real challenge in Addis Ababa during the recent years and will continue to be, given that its population is growing extremely fast. It examines the tensions between the universal aspirations and the local realities in the case of some of Ethiopia’s most ambitious mass pro-poor housing schemes, such as the “Addis Ababa Grand Housing Program” (AAGHP), which was launched in 2004 and was integrated in the “Integrated Housing Development Program” (IHDP) in 2006. The article argues that the quotidian practices of communities and their socio-economic and cultural characteristics are related to the spatial attributes of co-housing practices. Drawing upon the idea that there is a mutual correspondence between social and spatial structures, it places particular emphasis on the analysis of the IHDP and aims to show that to shape strategies that take into account the social and cultural aspects of daily life of the poor citizens of Addis Ababa, it is pivotal to invite them to take part in the decision-making processes regarding their resettlement. Departing from the fact that a large percentage of the housing supply in Addis Ababa consists of informal unplanned housing, the article also compares the commoning practices in kebele houses and condominium units. The former refers to the legal informal housing units owned by the government and rented to their dwellers, whereas the latter concerns the housing blocks built in the framework of the IHDP for the resettlement of the kebele dwellers. The article analyzes these processes of resettlement, shedding light of the fact that kebele houses were located at the inner city, whereas the condominiums are located in the suburbs. Despite the fact that the living conditions in the condominium units are of a much higher quality than those in the kebele houses, their design underestimated or even neglected the role of the commoning practices. The article highlights the advantages of commoning practices in architecture and urban planning, and how the implementation of participation-oriented solutions can respond to the difficulties of providing housing. It argues that understanding the significance of the endeavors that take into account the opinions of dwellers during the phase of decision-making goes hand in hand with considering commoning practices as a source of architecture and urban planning frameworks for low-cost housing in this specific context. The key argument of the article is that urban planning and architecture solutions in Addis Ababa should be based on the principles of the so-called “negotiated planning” approach, which implies a close analysis of the interconnections between planning, infrastructure, and land.

Indonesia is an archipelago country with a sea larger than the mainland, so it is undeniable that in Indonesia there are many fisherman settlements. Often fishermen settlements in Indonesia are marginalized in the development of maritime and service industries and even become victims of the activities of the utilization of coastal areas by the private sector engaged in tourism, industry, and services. The fisherman settlement community is not getting a positive impact from the development, therefore this study aims so that the fisherman settlement community can get a positive impact from the development of the surrounding area. This research takes a case study in the fisherman settlements of Kingking and Karangsari in Tuban Regency, East Java. The approach used in this research is the urban assemblage approach to reveal socio-cultural knits as a cultural force that shapes the sustainability of the place. The urban assemblage approach will be supported by search methods which will then be analyzed descriptively qualitatively. The search was carried out through literature review and field surveys. This research presents the results in the form of a mapping of knits between culture, social, the economy as the cultural strength of the Kingking and Karangsari fisherman settlements with the surrounding tourist areas. The results of this study can be considered by the government and local communities in planning the development of coastal areas or fisherman settlements into tourist destinations.

Smart city is a major discussion in metropolitan planning and governance as it involves using technology to create livable spaces for the present and the future; it also considers issues of mobility, governance, economy and energy production. The innovation of smart city initiative can be beneficial to urban planning and policies for house provision. The housing challenge is a prominent issue in Lagos, the economic capital of Nigeria with more than 20 million inhabitants. Despite the attempts by the Lagos state government to create low-cost housing for citizens living and working in the city, there are still enormously high housing deficits because of the city’s overpopulation and limited resources. The city still lacks adequate infrastructures for mobility, networking and affordable housing as some people come from other states to work in the state; this has increased the urban carbon emissions. Yet, emerging discourses on housing infrastructure have rarely engaged the smart city question in urban governance of Lagos. Although there is a plethora of literature interrogating urbanization processes and housing, there are feeble attempts at explaining the notion of the smart city as the panacea for infrastructural inadequacies and urban development. This research examines the concept of smart city and its implication for urban governance structures and affordable housing in Lagos, drawing information and data from interviews and relevant secondary sources. The relevance of this study is to the government, private sector and architectural community is formulating policies through the application of the smart city concept in a megacity in a developing country like Lagos.

Through a case study of a community orchard in an affordable housing neighborhood in Portland, Oregon, we examine how the involvement of an outside nonprofit organization can transform the very notion—and composition—of community. We illustrate how the internal structures and day-to-day practices of a nonprofit privileged participation by more affluent individuals from outside the neighborhood, and ultimately subsumed a grassroots initiative, transforming it in ways that reinforced dominant power relations and created a whiter space within a diverse, low-income neighborhood. We conclude by drawing attention to the growing reflexive awareness of these issues by staff, and to their subsequent commitment to making programmatic changes that have mitigated the momentum generated by nonprofits’ funding requirements and the energy of eager outside volunteers.

A low-cost rigid foam-based concentrator technology development program was funded by the DOE SunShot Initiative to meet installed cost goals of $75/m2 vs. current costs of $200–250/m2. The cost reduction in this approach focuses primarily on designing a mirror module with a rigid foam center with stainless steel facesheets and reflective film. The low mechanical strength of the foam is compensated by optimizing the densities and dimensions to meet pointing accuracy requirements of 4 milliradians (mrad) in 27mph winds. Two alpha concentrators were built to validate the mirror module manufacturing process and one of them was accurate to 0.15 mrad RMS vs. the design requirement of 1 mrad RMS. To understand the lifetime reliability of the panels, fifteen 4-inch square samples were exposed to various environmental conditions including acid rain, bird droppings, thermal cycling, and the final results indicated no loss in reflectivity of 95%. UV testing will be performed in the next phase. Three mechanical structure options covering the range of large multi-faceted heliostats with diagonal load carrying elements, small single facet heliostats low to the ground and optimized truss-based deep structure designs were analyzed with FEA and analytically; results indicated a significant cost benefit (>2×) for the truss-based design over the other options. Other elements such as the controls, actuators were also considered in th analysis with vendor data. Cost trades were performed for heliostats ranging from 10m2 to 250m2. The results indicated a broad installed cost minimum around $113/m2 for heliostat sizes ranging from 80 m2 to 130 m2. Additional cost saving approaches will be considered in Phase 2 of the project.

AbstractLakes, rivers, estuaries and ocean waters control many important natural functions at the regional-global level. Hence, integrative and frequent long-term water monitoring is required globally. This paper describes the main features and innovations of a low-cost monitoring buoys network (MBN) deployed in a temperate region of Argentina. The MBN was designed to record extended time series at high-frequency, which is of great value for the scientific community, as well as for decision-makers. In addition, two innovative designs belonging to two versions of moored buoys (i.e. shallow waters and coastal marine waters) were presented. It was shown that the cost of either of two versions of the buoy is low, which can be considered as the main advantage.

In recent years, Tourism activities in Gunungkidul Coastal Area rapidly increased. A large number of tourists visiting the coast considered as elements at risk that are exposed to tsunami hazards. Disaster infrastructures provided by the government e.g. hazard maps, evacuation routes, and locations for assembly points are inadequate. The tsunami inundation models provided by the government are based on national topographic maps (RBI), resulting in inaccurate models. DEM generation using UAV Photogrammetry produces high spatial resolution data that results in more accurate tsunami inundation model. The results of the model using UAV photogrammetry are also capable of producing several inundation scenarios and determine the safe areas that can be used for temporary evacuation sites. The use of UAV photogrammetry for tsunami inundation models provides many advantages including low cost and accurate model results. Evaluation of hazard maps and assembly points using UAV Photogrammetry modeling lead to more effective and less time-consuming on the evacuation process.

The paper assesses the impacts of property right on low-cost housing and the solutions to address the challenges of property rights on low-cost housing. A literature review is the primary research method on the subject matter to find answers to impacts of property rights on affordable housing. The basis of the study is a general literature review (locally and internationally) published by other researchers on the similar study. The study indicated that enhanced political voice and political accountability has an impact on improving the prospects for secure property rights. Moreover, influence and supports the notion that the rule of law, in providing legal security for property rights, is an enabling condition for economic growth. Furthermore, if governments of developing countries provide real property ownership with clear titles and rights enforceable by law, then poor people will be able to use their assets to obtain credit which can be employed in productive activities, and countries could lever themselves and their poor inhabitants out of poverty. The research will make contribution to type of land reform, which lead to sustainable development through land titling, a reduction in the probability of being evicted, or otherwise losing land rights and provide land users with greater assurance that they will enjoy fruits of their labor and investment, thereby encouraging them to make long-term investments for sustainable use of their properties.

The authors report their experience from various task analysis projects in which users have been observed in situ. Solutions for simultaneous video recording, often needed to adequately observe and analyze a workspace, are discussed. Of the various analog- and digital-based solutions, the authors deem a low-cost solution using entry-level computer hardware to produce sufficiently high-fidelity feedback for most task analysis purposes. Such systems can be acquired and set up by novice computer users for a fraction of the cost of broadcast video systems. A case study demonstrates the application of one such inexpensive solution.

Recent studies on textbook costs in the United States have indicated that there is a direct relationship between textbook costs and student success. With textbook costs increasing at a rate higher than the cost of living, many students have cited the textbook cost as an extremely important factor when obtaining (or not obtaining) a textbook. Open educational resources (OER) are tools that educators can use to supplement or build a course. OER are free for anyone to reuse, revise, remix, and redistribute and are a low-cost, tailored solution for faculty and students. There have been calls for research that demonstrates how OER are being put into practice. This case study examines the responses of users to a voluntary survey in a capstone business course that implemented OER in lieu of traditional textbooks. The study suggests that, for teachers and students, as well as self-directed learners, OER provide a valuable resource to eliminate the pay wall, improve learning design, and support the power of the community through sharing and collaboration.
