Act No. 18 of 2008 on Waste Management mandate that the community or household is the beginning of the stage of waste management processes, which make waste separation. Up to know solid waste management in urban area is still a complex problem, either from social, management, or technology aspects. The other problem of solid waste management is due to the people behaviour, which is mostly still unaware. Community respondents do not wish to waste segregation and argued that the waste separation should be done by the government. Seen thatthe awareness for change in how to manage the waste is still low. Local governments still need to continue to disseminate the Act No. 18 of 2008 on Waste Management and provide motivation to the community or households that are willing to segregation waste at the source.Keywords : waste, waste separation, community perception of waste

Principally, solid waste management is all activities of solid waste handling, from thepoint sources until the final disposal. Up to know solid waste management in urban areais still a complex problem, either from social, management, and technology aspects.The other problem of solid waste management is due to the people behaviour, whichis mostly still unaware. Social capacity is another word social capital means a socialcondition that a lot of citizens participate the process of decision making or policymaking and cooperation with government. The role of community in this system is onlyin paying the monthly fee. So that people still fully gave the solid waste managementsystem in to the government. There is no indication of solid waste sparation by thepeople them selves.

Solid waste management is considered a pressing global issue calling for an immediate response from the government and its people. The Philippines has a continuously rising amount of waste and is expected to further increase in the succeeding years. As reviewed, associated problems with solid waste management in the country include an increasing amount of solid waste, weak law implementation, scarcity of sanitary landfills, and improper disposal. The ultimate solution existing in the country is the RA 9003 or the Ecological Solid Waste Management Act of 2000 which highlights the practices of segregation, proper disposal, and waste diversion. The importance of envisioning a trash-free Philippines and encouraging people’s participation and awareness is also emphasized. Another possible solution to solid waste management is valorization which can also address other environmental problems such as the depletion of natural resources. These solutions enumerated will only be possible with the presence of good governance, active participation of the people of the country, and the cooperation of all constituents and agencies in the Philippines.

Municipal Solid Waste is one of the demanding environmental challenges faced by many municipalities in Nepal. Current practices and systems in Nepal being unable to deal with the increasing volumes of waste generated by an increasing urban population and its impact on the environment and public health. This paper reviewed the challenges, practices and discusses key policies, legislative and institutional provisions made by the government regarding solid waste management in Nepal. Both published and unpublished documents, reports; articles and books were collected, reviewed, and analyzed. The result shows that an appropriate legal provision including policy and strategic framework needs to be developed for three tiers of government such as federal, provincial, and local. The initiatives of local governments and the public could play a significant role in managing solid wastes. Thus, strengthening the capacity of local governments is indispensable, as primarily they are mandated to provide solid waste management. The public-private partnership offers opportunities for operational efficiency and cost-effectiveness. In summary, for the environment-friendly management of solid wastes, academia could contribute a supportive role in developing and reforming policy, strategy, and guidelines and, strengthening the capacity of concerns at all levels.

Local governments face the need to achieve sustainability in the provision of public services, and to do so, proper governance is essential. This work proposes a method to assess governance in local waste management systems based on a set of indicators that are flexible and robust enough to allow objective and reliable evaluation even where the information that is available is deficient. The proposal is based on a set of indicators divided into six categories that represent an increasing order of governance maturity: institutional framework; government effectiveness; transparency and accountability; network creation; participation; and corruption control. The article presents the proposal and a first test in two Mexican municipalities, which are an example of municipal solid waste management systems in an incipient stage of development, where there may be serious limitations in terms of access to information. The results show that the methodology can be replicated in different contexts and can be useful for making decisions about improvements in municipal solid waste management systems or for comparing them with others. In addition, sufficient information was obtained for a first diagnosis of the cases studied, which indicates the coherence of the proposed framework. Points for practitioners Proper governance is essential to achieve sustainability in the provision of public services. The assessment of local governance must be robust enough to motivate changes and, at the same time, flexible enough to allow reliable evaluation where the quality of service and the availability of information may be scant. We propose a new framework for the assessment of governance in municipal solid waste management systems that meets these requirements, based on a set of indicators clustered according to governance maturity.

As awareness regarding the potential threat of climate change has grown in the US, many local governments and businesses are being asked to consider the climate implications of their actions. In addition, many leaders, including solid waste managers, who are not yet pressured from the outside, consider it prudent to account for their greenhouse gas (GHG) emissions and consider it a proactive measure to assess climate risks and opportunities and to show commitment to progress. Sources of GHG emissions in the solid waste management process include: waste transport vehicles, composting facilities, processing equipment, landfills, and waste-to-energy facilities. Over the past 25 years, the levels of GHG emissions have been reduced through technological advancements in waste-to-energy, environmental regulations such as the Clean Air Act, landfill gas capture and control, and the promotion of recycling and reuse. There are many opportunities for solid waste managers to further reduce their GHG emissions levels, including promotion of waste-to-energy facilities as part of a low-carbon solid waste management plan. Waste-to-energy may also, in the future, offer potential revenue from the sale of renewable energy credits and carbon credits in emerging emissions trading programs.

Municipal solid waste management is a huge challenge specially in the developing countries. The first and fundamental step to solve the problem of municipal solid waste management is by waste segregation at source and separate collection of waste, which will help to recover recyclable materials and reduce the amount of waste that needs to be disposed at the dumpsite or landfill site. In Nepal, waste segregation at source is mandated by law but the government is not able to implement it successfully. This paper assesses the willingness of the households to practice waste segregation in future if the government enforces the law and various factors that influences the practice. Data was collected from 401 households which was selected using stratified sampling technique from all the municipal wards, the lowest administrative units in Nepal. The finding shows that about 67% of the respondents are willing to segregate waste in future if the government enforces the law. Logit regression model was employed to identify the factors that influence waste segregation practice. The significant variables found from this study are environmental awareness, waste collection service, willingness to pay, make compost, and segregated waste for a week variables, which are statistically significant at 1% level of significance. Income variable is significant at 5% level of significance and gender variable is significant at 10% level of significance. It is recommended that the concerned stakeholders should educate the households on the importance of waste segregation and consider these traits of households before enforcing the law.

The increase of solid waste production is a general problem in municipality, particularly of plastic waste. The durability, light-weight, anticorrosiveness, and inexpensiveness properties of plastic make it favorable to be used in daily life, including in Salatiga. However, plastic is one of some non-biodegradable materials that could lead to soil and water pollution as it contains toxic compounds such as aromatic hydrocarbons, phthalates, and organochlorine. Various studies in municipal solid waste management have been conducted. While those studies often applied various approaches separately, researches in regard to the role of stakeholders in municipal solid waste management are very limited. This study aims to explain the plastic waste management in Salatiga based on the role of the corresponding stakeholders. This qualitative study shows that there are four stakeholders who were involved in municipal plastic waste management in Salatiga. They were the households who generate wastes, the scavengers who sorts the wastes, Bank Sampah and collectors who have the same role in order to collect the wastes and treat the plastic wastes through reusing or recycling processes, and the government. Currently, efforts in waste treatment in Salatiga are focused on the system of collecting-tranferring-disposal mode, waste treatment by reuse and recycle processing, and landfilling. Reducing plastic consumption must take into account the sociocultural aspect and environmental awareness, as the people still interested to use plastic instead of using other materials in substitution. Finally, the role of government is central to educate the community in term of sorting activities and reducing waste production, build the capacity of Bank Sampah, and manage the role of scavengers and collectors. Other alternatives include creating synergy between the collectors and Bank Sampah, as well as ensuring final treatment of the unprocessed wastes disposed by collectors and Bank Sampah.

Scope/Aim. Solid waste management in Ibadan Metropolis, the capital of Oyo State in Nigeria has been a serious concern to the government and the public for several years. The waste generated at the rate of about 0.51kg per capita per day from 11 Local Government Areas is transported to the existing four landfill sites and dumped indiscriminately. This study recorded various collection points using GPS, available collection bins, number of households using the facilities and identified the gap. Methods. The waste transportation routes used currently in respect of distance and travel time was assessed using a GIS analytical distribution and optimization mapping. Results. The results indicated that there is need for provision of 837 waste bins (5m3 capacities) to meet the demand gap. By following the optimized transportation routing, the waste management authorities can clear the waste 15 per cent more efficiently and save NGN 1.2 million (USD 3,335) on energy every year. Conclusions: The GIS analytical distribution and optimization mapping tool will help the city authorities in improving waste collection with significant saving in operational cost. It is replicable in other parts in African countries.
