The quality and the skills of human resources are important factors in the success of every organization wherever it act. Moreover this is really true in a very competitive market such as European Union. In the European Union the number of persons who are taking part in high education studies after the age of 25 years has seen an upward trend in recent years, increasing thus the share of employed graduates of tertiary education in total employment over 25 years. This increase is generated by the access to education forms adapted in terms of time and location of training. The appearance and development of these forms can be explained by the use of information technology (Internet access). Statistics show that in the EU, household access to the Internet and its frequency of use was also increasing, approximately 80% of all persons aged 16 to 74 years have ever used this information and communication tool.

Vietnam is one of the top information and communication technologies (ICT) exporters globally, and the ICT products constitute nearly one-fifth of Vietnam’s total exports to the European Union (EU). This study empirically investigates the determinants of Vietnam’s ICT exports to the EU by applying the gravity model for trade with panel data from 2000 to 2019. Besides the traditional variables of the gravity model, we added gross capital formation, patent application and exchange rates as explanatory variables. The results show that among factors affecting Vietnam’s ICT export to the EU, market size, patent applications, and exchange rate are the most significant determinants. The article also suggests some policy implications for the development of ICT exports between the two parties. JEL Codes: F14, C2

Over the last decades cybersecurity has become a cornerstone of European digital development. Alongside with the diffusion of information and communication technologies and the deepening (as well as widening) of the European Union, the initial narrow and sectoral data security policies have expanded into a comprehensive cybersecurity framework addressing issues from resilient infrastructure and technological sovereignty, through tackling cybercrime, to cyber defence capabilities and responsible state behaviour in cyberspace. In this complex web of interrelated policies a relative newcomer at the European Union (EU) level is cyber diplomacy. Sometimes also called public diplomacy 2.0, it factors into the cross-border connectivity of cyberspace and reflects a shift in international relations where the lines between external and internal policies, military and civilian domains are blurred. However, the term cyber diplomacy is fluid and it is not well understood which topics should be under its “umbrella”, in particular in relation to cybersecurity, where it seems to be linked the most. This article aims to map existing and proposed instruments that make up the EU’s arsenal in this broad context to answer the following questions: what is cyber diplomacy and how is it related to the EU cybersecurity? Is cyber diplomacy in the EU becoming something in its own right as a distinct set of tools to secure the EU policy objectives?

In the European Union there is solid legal support for the use of information and communication technologies associated with geographic information systems in favour of the environment. Digital technologies not only shape the way we live but they can be a lever for environmental awareness and protection. The potential of the association between information and communication technologies and geographic information systems is huge in order to deepen the European democracies and to promote sustainable development. The ultimate demonstration is the 2007 Inspire Directive. The advantages of the Inspire Directive for the citizens, the Member States and the European Union in what concerns democracy, environmental justice and sustainability in the EU will be briefly analysed.

The growing importance of information and communication infrastructure opens up new opportunities for criminal activities. The European Union has therefore taken a number of steps to fight harmful and illegal content on the Internet, protect intellectual property and personal data, promote electronic commerce and tighten up the security of transactions. However, in spite of the EU initiatives, many observers believe that cybercrime requires an international response that should include countries that are havens for cybercriminals.

Abstract The position of information and communication technology (ICT) services is growing in the European Union (EU) trade, however to different extend in different EU countries. The article aims to identify trade positions of the EU Member States in intra-EU trade and extra-EU trade in ICT services and to assess changes that have taken place in the years 2013–2018. The importance of the EU Member States in trade in ICT services is assessed, followed by the analysis of their trade positions in terms of selected indices. We discovered that countries of the highest importance for the intra-EU and extra-EU trade in ICT services are not holding the best positions in trade in this area, except for Ireland. Additionally, leaders in ICT services trade do better in extra-EU trade rankings than in the EU Internal Market, since the distance does not matter to business operations consequent to the digitalization of economic activities.

The quality of education and training is considered in the European Union (EU) as a subject of the highest political priority. In all member states high levels of professional skills, social competencies and knowledge are considered to be the very basic conditions for active citizenship, social cohesion and employment. High quality of education and lifelong learning are the most important means of shaping one’s future on a professional and personal level – they are essential in the light of labour market strategies, and the free movement of workers within the European Union. The EU has already achieved one of its six 2019/2020 benchmarks for education and training and is close to meeting three others. The target of raising the share of the population aged 30 to 34 that has completed tertiary or equivalent education to at least 40 % was met in 2019. In addition, the EU is well on track to meeting its 2019/2020 benchmarks for early leavers from education and training and for early childhood education and care. The share of employed recent graduates has also increased over the past five years. However, the situation is less favourable as regards the remaining two others benchmarks: education outcomes – as measured by pupil’s performance in the Programme for International Student Assessment (PISA) study for reading, maths and science – are moving away from the respective EU target. Moreover, due to the stagnation in the proportion of adults participating in the learning process, the benchmark of raising this share to 15 % in the years to come will likely be missed.

The article analyzes the origins and current trends in the development of the crisis response structures and mechanisms within the European Union. The reasons for the failures of the EU in the implementation of the plans of previous decades to create EU Armed Forces separate from NATO are being considered. Thirty-four military, police, border and consultative operations and EU missions in conflict regions are being typologized in the article. It is concluded that the most in-demand operations were EU police and numerous "training" or "consultative" missions aimed at creating modern and professional state security forces in unstable regions. Although formally the European Union is only a subregional international organization, in practice the EU does not consider it necessary to legitimize its own interventions into conflicts through UN mechanisms. Operations and missions are conducted on the basis of the European Council's own policy decisions. However, the EU does not conduct openly coercive military-political missions on its own, leaving decisions on them to the UN Security Council. The article analyzes the structure, types, purposes of several dozen programs of military-technical and military-political cooperation implemented by the European Union within the framework of the EU Permanent Structured Cooperation Program (PESCO). The author structurally subdivides PESCO programs into groups: structures and means of joint crisis response, military-infrastructure programs, naval initiatives, programs in information and communication and cyber-spheres, logistics and military-medical programs, military-training programs. The content of each group's programs is reviewed in detail. The article substantiates the conclusion that the implementation of the currently announced PESCO programs will strengthen mostly the EU's marginal (background) capabilities in operations and missions under the Common Security and Defense Policy. PESCO does not actually include programs directly aimed at any drastic improvement of capability for missions and operations in crisis and conflict regions outside the EU.

The agricultural subsidies play a crucial role in the policy of the European Union. Remarkable part of the EU budget is dedicated to agriculture and rural development. The enlargement of the EU, the global changes in the market and other challenges are raising the demand for a better and more efficient way of work in the organization, using information and communication technologies, and especially the implementation of e-governmentservices. The article presents the Hungarian electronic claiming system (called eSAPS) for European founds in agriculture, and evaluates the first year of its operation.

The paper presents the changes in the spatial structure of agricultural holdings in the European Union between 2010 and 2016 from the perspective of typological groups of countries. The research was conducted based on Eurostat data. The holdings were divided into the following groups: up to 5 ha of agricultural land (AL), 5–20 ha, 20–50 ha, and over 50 ha. Based on the fuzzy classification method, 4 typological groups of countries with a similar spatial structure of holdings were distinguished. The intergroup diversity is high. The dynamics of changes in the number of holdings in particular countries per typological group was presented. A downward trend in the total number of holdings and smallholdings was observed, in particular in countries characterised by a fragmented structure of holdings. In these countries, an upward trend in the number of holdings of 20–50 ha and over 50 ha was noted. Between 2010 and 2016, the structure and composition of typological groups changed. There were also slight changes (in different directions) in the structural distance between the groups.

Civic online participation garnered much interest during the last decade relative to the transformation of the concept of democracy in a move from representative to participatory. In the European Union (EU), both the types and the number of online opportunities for citizen empowerment have diversified tremendously with the advancement of information and communication technology (ICT). The present study undertakes an in-depth research of Debate Europe, an online deliberation mechanism initiated in 2008 by the European Commission. A quantitative and qualitative content analysis was carried out in order to examine thoroughly the contributions received from posters for the two most popular discussion threads on the English-language portal in the 2009 EP electoral year. The empirical evidence allowed for the identification of participation dynamics based on two dimensions: interactivity and rationality. Findings suggest that such moderated discussions advanced high interactivity and rationality that could provide valuable input at the EU level. While the prerequisites for a transition from micro-public spheres to transnational civic engagement exist, this is done only partially due to the lack of an adequate infrastructure to feedback opinions into institutional decision-making mechanisms in the EU.
