Social Service and the Social Welfare Institution  have a mutualistic partnership model. There are still a significant number of old individuals whose UDB IDs (unified database identifiers) have not been registered, according to Social Service and the Social Welfare Institution. Production Economic Enterprises (PEEs) is a program of the Social Service aimed at empowering communities. The Social Service and the Elderly Social Welfare Institution share responsibility for empowering communities. It is important to provide favorable conditions and an attractive environment for the elderly both inside the family and across the community as a way of demonstrating care for them. Using a productive economic business program, the social welfare institution establishes an activity group that enables the elderly to be more productive while still being able to make crafts in accordance with their abilities, thereby relieving the elderly of their burden on other communities, their families, and the government. It is being attempted to empower the elderly by developing profitable economic entrepreneurial activities in order for them to be self-sufficient. As one of the recreational activities, this lucrative economic business activity is carried out alongside other income-generating recreational activities to create a successful economic business enterprise

The article presents the experience of socio-cultural work with elderly citizens in the conditions of a complex social service center, as well as the results of an empirical study conducted by the author, aimed at identifying the satisfaction rate of elderly citizens with leisure activities in the day care department. As a result, it was determined that the quality of services provided during the stay in the day care department is rated as high by the clients, which allows asserting the professionalism of the staff working with them; the clients tend to prefer those types of services that are aimed at maintaining health and well-being; the clients are satisfied with the material and technical equipment of the day care department; the clients want to see new types of services in the day care department and are ready to pay for them additionally. These services include going on excursions outside the city, lectures by specialists from medical institutions on various topics related to the health of the elderly and disabled, visiting the cinema, visiting the theater.

Much of the work in public management indicates that public service motivation (PSM) generally leads to higher levels of organizational commitment. We argue that this relationship is more complex than generally assumed. First, drawing from self-determination theory, we propose that intrinsic motivation is conceptually distinct from PSM and that the two variables could interact. Second, drawing from the fit perspective, we further propose that ethical leadership is a contextual variable that will enhance the effect of PSM. A field study of public employees in Thailand provides support for this contingency perspective. We found that intrinsic motivation moderated the effect of PSM, such that the effect was positive only for individuals with high-intrinsic motivation but negative for those with low-intrinsic motivation. Furthermore, our analysis revealed a three-way interaction, which indicated that PSM was most positively related to organizational commitment when accompanied by high-intrinsic motivation and ethical leadership.

The number of the elderly in the overall population is increasing, which poses a need to seek an adequate model of organizing social care of the elderly. Most of them get social safety through the social welfare system. A functional and sustainable social welfare system requires application of efficient management and technique models based on the theoretical premises of contemporary management. The role and the importance of old people's protection in a social welfare system is becoming a topic of great importance both for theoreticians and the practitioners in the social sector area. This research analyzes the management functions and the roles of managers in running social protection of the elderly in the example of the social welfare system in the Republic of Srpska. A decentralized system, such as the one existing in the Republic of Srpska, brings along a number of organizational problems which points out to a need to apply the theoretical bases of managerial processes. The results obtained via empirical analyses indicate a number of deficiencies and obstacles in the implementation of social protection of the elderly in the social welfare system of the Republic of Srpska which are result of the insufficient and inconsistent application of the basic managerial elements. The obstacles emerging from this analysis indicate that there are chances and opportunities to improve the system and enhance the development of new forms of protection by applying managerial theories. .

The current situation of the socio-economic life of the elderly now in part reflects Vietnam’s historical characteristics. The socio-economic structure in Vietnam has changed drastically due to the development of market relations, migration, the transformation of traditional society and modern agricultural societies that are creating forms and levels of socio-economic risk for the elderly. Based on the data from two communes, the article shows that, older men are more likely to receive monthly social transfers than women. Elder ly people with higher education receive higher monthly social benefits than lower education one. The elderly in rural areas surveyed hardly enjoy any social welfare programmes. The only beneficiaries are those who must be 80 years or older without a pension or other allowance. Some older people are entitled to benefits but only from programmes not reserved for the elderly. In order to live, the elderly still have to work, mainly in agriculture. This fact reflects the contrast and inadequacy of retirement and health regulations, which stipulate that workers must stop working at a certain age. The enjoyment of social welfare differs between elderly groups with different personal and social characteristics. It can be said that elderly people in rural areas who are not entitled to social welfare benefits are “double disadvantaged”. This mandates that the policy should be aimed at all the elderly in ensuring social welfare. Along with this, it is necessary to have a roadmap to increase the level of monthly social welfare benefits for the elderly to gradually achieve the minimum living standard because the current level of support for the elderly in Vietnam is still much lower than the comparable level for the poor. The process of population ageing in Vietnam is bringing great opportunities as well as great challenges, requiring new approaches to pensions, social pensions, health and the social environment for the elderly in rural areas.

Research on public service motivation (PSM) has paid attention to the concept of fit to identify underlying mechanisms of the relationship between PSM and beneficial outcomes such as higher job satisfaction and organizational commitment. Nonetheless, there have been rare studies aimed at theoretically comparing PSM with the person–environment (P–E) fit. In this article, PSM is reviewed from the perspective of P–E fit, not only because PSM and P–E fit share some theoretical perspectives, such as job attraction, employee rewards, and individual performance, but also because incorporating the concept of PSM into the fit framework may allow us to better understand PSM and enhance its theoretical development. This article concludes that PSM has a complementary relationship with P–E fit as the two provide more concrete and valid explanations for job applications, outcomes, and rewards when they are incorporated.
