There are things that must be owned for every soldier to improve optimal performance, namely the development of competence. This scientific work is motivated by the importance of the role of management of Navy Resources which is closely related to performance, in this case, the Navy soldiers. Based on the results of the study, a person who has adequate experience and technical qualifications do not necessarily have a good performance, if the person concerned is not able to show behavior that supports the implementation of the task. For this reason, the need for technical competencies can be developed through education and training aimed at improving knowledge and skills. For behavioral competencies alone can be done through various training programs and individual development aimed at changing behavior. Whereas organizational values ​​that form institutional competencies can be instilled through indoctrination. Management of competency-based warrior performance is a current method in the field of behavioral science, which can be used to improve the quality of Navy capital in order to support the realization of a minimum essential force. Considering that as part of the government's bureaucratic reform program, the Indonesian Ministry of Defense has adopted a competency-based personnel management system, so the Navy Institution must inevitably integrate it into the Navy personnel development system.

This article discusses the analysis of the structural strings in Proverbs 10: 1-5 as the role of parents in the formation of children's character. The purpose of this article is to interpret Proverbs 10: 1-5 and give attention to the bridge of the context of Proverbs 1-9 about the role of parents in forming a child's character. The author uses Wisdom Genre Hermeneutics as a procedure in research, so found 4 major conclusions in making this scientific work. First, the character formation of a child always begins with the role of parents in providing the educational process. The key to affinity Structure Proverbs 10: 1-5 which provides a transition / hinge in the fundamentals of wisdom Proverbs 1-9, giving the author directions that the results of the quality of the wise child cannot be separated from the education of parents. This needs to be known where the process of education in the family also continues to apply in the midst of the life of the Israelites, even in the royal period, especially in the time of his own exile. Second, the role of parents in education seems to be carried out in a balanced manner, namely father and mother. Proverbs 10: 1 explains that the character quality of a child will have consequences for the judgment of a father and mother. The teacher of wisdom is not only to a father, but also to a mother. Therefore, education in the family is carried out by a team, namely father and mother (see Context Proverbs 4: 1; 6:20; etc.). Third, the writer of Proverbs teaches that a child can have wise character qualities. The wise character quality of children is obtained from parental education. Through the study of the author in Proverbs 10: 1-5, wise children are educated in moral teachings that are based on the teachings of God (Old Testament context). In addition, the educational process is also based on good experience of the life of a father and mother, so that a child can imitate the habits / good qualities of his parents, moreover the wise nature emphasized in Proverbs 10: 1-5 is the nature of honesty (v. 3) and perseverance (vv. 4-5) as an identity of a minded person. And fourth, the action or character shown to a child can be an evaluation for parents of the teachings of wisdom that have been conveyed (Band. Teachings of wisdom in Proverbs 10: 1), so that in the future they can teach again the teachings of wisdom for a person children, so that one day they can become wise children.

Nowadays the Indonesian Navy is considered to have succeeded in strengthening its role in carrying out the development of a world-class marine defense force and has also received recognition from various countries in the world. However, there are still many problems regarding improving the performance of human resources in the Navy organization. This study aims to determine the strategy of the Navy Leaders in improving the quality of competent human resources in their fields. Furthermore, the research objectives can be detailed again and are more operational in nature, namely a). Formulating a strategy for the leader of the Navy to solve the problem of inequality in the number of personnel with existing positions, especially in the lieutenant colonel and colonel strata until 2024 and b). Determining the strategy of the leader of the Navy in solving problems has not created a synergy between the functions of education, use, and maintenance so that it hinders the development of personnel. The method used in this study is a qualitative approach based on direct observation analysis, expert interviews, and literature study. The qualitative approach assumes that human resources are active resources, therefore the qualitative approach aims to understand the object and make explorations. The strategy results obtained are the implementation of competency-based personnel development policies, empowerment of the Navy Personnel Assessment center, carrying out "Superior Job Performer" activities, conducting Competency Based Interview (CBI) training and developing "Integrated Personnel Information System", and implementing the second policy careers for personnel who are not elected to certain positions. Furthermore, synergize between the functions of education, use, and maintenance of personnel for continuous personnel development.

In modern conditions of each region of Russia solves the problem of increasing con competitiveness and self-sufficiency. However, the solution to this problem without the Centre the instrumentation the primary function of the region - the creation of environments and human reproduction - socially and economically unjustified. Environment, this should be comfortable, high quality, and for all regions historically given conditions should be developed on the basis of relatively competitive interaction and cooperation, which is not performed. This explains the relevance of the research, in which the authors were based on the scientific work of Russian and foreign scientists: Ayvazyan S.A., Bezyazichny V.F., Gerasimov B.I., Gundarova I.A., Drobysheva V. V., Egorshina A.P., Kozlova M.I., Malikova K.S., Navrotskiy B.A., Neretina E.A., Salimova T.A., Albrecht G.L., Boyce C.J., Catalano T., Devlieger P., Hajiran H., Kendall E., Ortega F., Peri G., Wood A.M. Research subject - the factors that determine stay of comfort population in the region in various aspects, and object - the region (and the city as a structural unit of the region). Methodologically the research is based on the complex and systematic approach using comparative methods, retrospective, statistical, mathematical, logical analysis, modeling and forecasting. The purpose of copyright is to find theoretical and methodical substantiation of competitiveness of the region with the comfort of assessment items residing in it with scientists-including historical, socio-cultural, economic and environmental aspects. To achieve this goal the authors solved the problem: 1) revealed a problem of competitiveness of regions from the point of evaluating stay of comfort population in the region grounded and the trend in the functional role of temporal cities to ensure the region´s competitiveness; 2) defines competitiveness of the region from the standpoint of evaluating stay of comfort population in the region in it and a comparative analysis of the theoretical and methodological approaches to the identification and assessment of the level and quality of life, and stay of comfort population in the region; 3) developed and tested an original theoretical approach to the definition comfort of living in the region as an indicator of competitiveness, and the expediency of its use in the development of socio-economic development programs.

The recent implementation of Modernising Medical Careers (MMC) has had a significant impact on the way that both medical and surgical trainees in the UK are trained and clinically or technically assessed. The aim of MMC is 'to drive up the quality of care for patients through reform and improvement in postgraduate medical education and training'. Surgical training has also been affected by the final stage of the implementation of the European Working Time Regulations. One of the primary changes in MMC has been the introduction of a formal assessment system of the trainees. The new system was initiated to progress towards more competency-based training rather than the total time spent in training. The trainee's progress in achieving clinical and technical competencies is assessed, as is the quality of the trainee and the training he or she receives.

In recent years, Indonesia has introduced reforms to its bureaucracy in response to critiques of the quality of government policy design and delivery. The Grand Design of Bureaucratic Reform strategy seeks to reduce the number of civil servants employed in administrative or managerial positions (structural appointments) in favour of skills-based recruitment into ‘functional’ positions. Specifically, the introduction of the ‘policy analyst’ position as a functional position in the civil service has sought to improve evidence-based policy making and the quality of policy outcomes, by incorporating merit-based recruitment, appointment and promotion. The role of functional policy analysts (Jabatan Fungsional Analis Kebijakan or JFAKs) is to assist policy makers in identifying policy issues, analyse evidence available on these issues, and ultimately make policy recommendations. This report overviews the recent experiences of different policy analyst cohorts since the role’s creation in 2015. It investigates these experiences to better understand the extent to which policy analysts are playing the role intended for them, and the factors enabling or inhibiting this.

RESUMENLas transformaciones y nuevas demandas del mundo del trabajo han protagonizado un importante debate que repercute en el papel que juega la Orientación Profesional. Este debate ha generado mayor atención sobre la formación del orientador profesional, basado en el concepto de competencias. Esta atención se intensificó a partir del estudio iniciado por la IAEVG, que abordó estándares de compe‐ tencias del orientador escolar y profesional en un escenario internacional, proponiendo un modelo de competencias centrales y especializadas. Basado en tal modelo, se presenta una adaptación a las com‐ petencias profesionales del orientador profesional brasileño. Para ello, se utilizó un cuestionario de evaluación de competencias internacionales para orientadores escolares y profesionales desarrollado por Repetto et al. (2004, 2008) y, a partir de los resultados, se discute la formación e intervención del orientador en Brasil y las implicaciones para mejorar la calidad de sus servicios.RESUMOAs transformações e novas demandas do mundo do trabalho têm protagonizado importantes discussões que repercutem no papel da Orientação Profissional. ABSTRACT Changes and new demands in the world of work have lead an important debate with implications in the role of Vocational Guidance. This debate has generated mayor attention on the concept of vocatio‐ nal counselor competency based training. This attention increased on the bases of the study initiated by the IAEVG, and its international approach of the competence standards, that proposed a model for core and specialized competencies. Based on that model, an adaptation of the professional competencies of the Brazilian vocational counselor is presented here. With this aim, an evaluation questionnaire developed by Repetto et als. (2004, 2008) was used; from the results of this questionnaire, training and work of guidance practitioners and implications for improving the quality of their service is discussed.

Abstract This study aims to (1) analyze the development of bureaucratic reform regulation in Indonesia; (2) analyze the aspects of State Administration Law within the Government Bureaucracy; (3) examine obstacles in the implementation of bureaucratic reform in Indonesia; and (4) find bureaucratic reform model in Indonesia in the future. The ideal model of bureaucratic reform in Indonesia in the future can only be realized by improving the quality of the implementation of responsive and pro-service public services. For that reason, it takes the role of government bureaucracy in improving the quality of service through various innovative policy strategies by utilizing the application of various systems of information technology and administration.
