Nowadays the Indonesian Navy is considered to have succeeded in strengthening its role in carrying out the development of a world-class marine defense force and has also received recognition from various countries in the world. However, there are still many problems regarding improving the performance of human resources in the Navy organization. This study aims to determine the strategy of the Navy Leaders in improving the quality of competent human resources in their fields. Furthermore, the research objectives can be detailed again and are more operational in nature, namely a). Formulating a strategy for the leader of the Navy to solve the problem of inequality in the number of personnel with existing positions, especially in the lieutenant colonel and colonel strata until 2024 and b). Determining the strategy of the leader of the Navy in solving problems has not created a synergy between the functions of education, use, and maintenance so that it hinders the development of personnel. The method used in this study is a qualitative approach based on direct observation analysis, expert interviews, and literature study. The qualitative approach assumes that human resources are active resources, therefore the qualitative approach aims to understand the object and make explorations. The strategy results obtained are the implementation of competency-based personnel development policies, empowerment of the Navy Personnel Assessment center, carrying out "Superior Job Performer" activities, conducting Competency Based Interview (CBI) training and developing "Integrated Personnel Information System", and implementing the second policy careers for personnel who are not elected to certain positions. Furthermore, synergize between the functions of education, use, and maintenance of personnel for continuous personnel development.

ABSTRAKKegiatan pengembangan masyarakat saat ini gencar dilakukan di Indonesia dalam berbagai sektor, dengan memfokuskan kepada potensi dibanding masalah yang ada di daerah tersebut. Dengan menggunakan pendekatan asset based community development, diyakini dapat menjadi alternatif yang tepat sebagai upaya untuk memanfaatkan asset yang ada guna meningkatkan kualitas hidup mereka. Pendekatan berbasis asset ini memiliki tujuan untuk fokus mengidentifikasi dan memanfaatkan asset yang ada daripada fokus terhadap kekurangan atau masalah. Kegiatan pemanfaatan asset lokal yang dilakukan oleh masyarakat Kampung Gedang bertujuan agar kehidupan masyarakat setempat menjadi lebih baik dan mandiri dengan memanfaatkan potensi yang ada, mulai dari pemanfaatan bahan alam, sumber daya manusia, hingga fasilitas sarana dan prasarana setempat guna mendukung pengembangan batik tulis itu sendiri melalui kegiatan pemanfaatan asset lokal yang tidak terlepas dari kontribusi dan partisipasi aktif dari masayrakat sekitar melalui 3 tahap, yaitu identifying local asset, leveraging local asset, dan managing local asset. Metode penelitian yang digunakan pada penelitian ini adalah metode penelitian deskriptif dengan pendekatan kualitatif, menggunakan studi literatur dan data sekunder lainnya dari berbagai sumber. Pada pembahasan menunjukan bahwa tahapan ABCD merupakan suatu langkah yang bisa diambil guna mendukung perkembangan Batik Ciwaringin, dengan mengadopsi konsep tersebut maka langkah pengembangan masyarakat melalui batik bisa terlaksana dengan baik. ABSTRACTCommunity development activity is now intensively being done in Indonesia in every sector, by focusing to the potensials rather than to the problems in the society. This approach has the purpose to only focus identifying dan utilize the existing assets rather than to the weaknesses and problems. The local assets utilization that is being done by the community in Kampung Gedang intend to improve their quality of life and to ba more independent by utilizing their own local potentials, such as nature resources, human resources, facilities and infrastructure of their own in order to improve the growth of batik it self through the utilization activity of the local assets which needs the community contribution and participation through three steps, which are identifying local asset, leveraging local asset, and managing local asset. The method that is used on this research is descriptive with qualitative approach, using literature study and other seconder data from any resources. The result of this research shows that ABCD is the right concept to be adapted in order to develop the Batik Ciwaringin by the locals in order to make Batik Ciwaringin a lot better in the future.

The many problems that occur in sharia audits in Indonesia starting from the problem of human resources, regulations and audit processes make it necessary to take action in order to improve the quality of institutions and finance in Indonesia. Islamic auditing is very important to be able to evaluate the mistakes that occur in Islamic financial institutions. The problems that arise in the Islamic audit try to be solved by researchers by using the Bulak Sumur well through several strategic offers. In conducting this research, the approach used is a qualitative approach with a method of literature study. The research results obtained in overcoming the problem of Islamic auditing in Indonesia, namely by increasing the number of institutions and improving the materials in auditor training, forming a framework and regulation, forming cooperation between academics and practitioners and adopting related rules, materials, etc. from suitable foreign countries applied in Indonesia.Keywords: Bulak Sumur Framework, Sharia Audit.

In this study, one important thing will be discussed, namely about what is performance, its services, especially for the state civil apparatus (ASN). Since personnel are so important from both the employee and organizational point of view, an efficient evaluation orders related evaluations to the organization. The main objective of this research is to assess the importance of evaluating the performance of the civil service to increase public efficiency as a special type of human capital. This concludes with the steps necessary to ensure the efficient use of the capacity of the civil service of the state. This study uses a qualitative approach with a literature review method to explain the performance of the State Civil Apparatus as a development of the quality of human resources.

This study aims to find out the strategies implemented by the principal in order to improve the quality of tahfizh education in SD PTQ Annida Salatiga. This study is a field study with a qualitative approach. The location of this study is in SD PTQ Annida Salatiga, Central Java. Data collection techniques are through interviews, observations, and documentation. Data analysis techniques in this study include the stages of data condensation, data presentation, and drawing conclusions. There are 3 aspects that are targeted from improving the quality of tahfizh education. First, the improvement of the quality of human resources in this case is reserved for teachers who support the tahfizh program. This improvement in the quality of human resources is implemented through teacher self-training, learning supervision, lesson study and peer assessment, as well as the construction of recitations. Second, the implementation of standard operating procedures (POS) implemented by tahfizh teachers in teaching. Third, improve communication and good cooperation with parents.

Purpose – The importance of partnerships to organizational success has increased considerably the past decennia and many organizations strive at creating high-performance partnerships (HPPs). For this to happen, organizations in the partnerships have to be of high quality and their collaborations should be world-class. Whereas the factors that create high-performance organizations (HPO) are by now reasonably well established, the HPP factors are still unclear. The purpose of this paper is to develop a scale for measuring the factors of importance for creating and maintaining HPPs, and relates these factors to the factors of the HPO framework and to the success of the partnership. Design/methodology/approach – During a literature study ten potential factors of importance for creating and maintaining HPPs were identified. These potential factors were put in a questionnaire, together with the factors that create the HPO and the factor that measures the success of the partnership. This questionnaire was administered to a cable company, which was working on becoming an HPO, and four of its main suppliers. The data were subjected to a factor analysis which yielded a HPP framework consisting of three factors and 19 underlying characteristics. In addition, these HPP factors were put in a regression analysis with the factors of the HPO framework and the success of the partnership factor. Findings – The research results show a strong relationship between three HPP factors, the five HPO factors, and the success of a partnership factor. Research limitations/implications – This research adds to the literature by extending the concept of HPOs to the value chain these HPOs operate in. Thus the research into the factors of successful partnerships has been brought forward. The practical benefit of the research is that organizations can use the HPP factors to increase the quality of the partnerships they have with their suppliers and customers. Originality/value – There is much literature on partnerships but not so much on partnerships between organizations which strive to become a HPOs, and in the process need to create partnership of high quality.

Kampung Tajur is a unique village located in the village of Pasanggrahan, Purwakarta. Kampung Tajur has a variety of ecotourism potentials, but Kampung Tajur needs to improve the quality of service, especially in terms of guiding services. Therefore, this study was conducted to determine the interpretation of the material for guidance in Kampung Tajur. The method used in this research is descriptive qualitative method. Data collection techniques used in this research are observation, interviews and literature study. This research has several key informants in Kampung Tajur, such as tour guides and informants from the tourism industry, pokdarwis and community leaders in Kampung Tajur. Based on the research results, it was found that at this time the guides in Kampung Tajur did not have any reference material for interpretation. Interpretation is only done as it is. Meanwhile, the development of interpretation material faces several obstacles, one of which is the lack of human resources as a tour guide, especially as a guide for foreign tourists, so it is necessary to make a bilingual guidebook containing interpretation material for guides. Therefore, it is necessary to produce a bilingual guidebook containing translated material for tour guides. This is necessary to anticipate differences in interpretation between guides and clarity of interpretation for tourists.

Competence of human resources on the quality of public services in the Maddenra Village Office, Kulo District, Sidenreng Rappang Regency and to determine the factors that influence human resource competence in the Maddenra Village Office, Kulo District, Sidenreng Rappang Regency. The population of this study was 2,095 people. Samples were 95 people. The sampling technique used is Purpossive Sampling. This type of research is quantitative descriptive. Data collection techniques used were observation, interviews, questionnaires and literature study. The data analysis technique used is descriptive statistics and with the help of SPSS application version 21. The results showed that the Human Resources Competence at the Maddenra Village Office with a percentage of 58.16% was in the unfavorable category. The quality of public services at the Maddenra Village Office with a percentage of 58.30% is in the poor category. Based on the value of t count> t table or 9,855> 1,989, then H0 is rejected, it means that Human Resources Competence has a significant effect on the Quality of Public Services in the Maddenra Village Office, Kulo District, Sidenreng Rappang Regency with a percentage contribution of 51.1% influence. Factors that Influence Human Resources Competence: a. Internal factors: 1) Employees in improving service capability 58%. 2) The ability of employees to anticipate public complaints 59%. 3) Increased employee use of computers 56%. b. External factors: 1) Government attitudes towards human resource support 59%. 2) Community involvement in improving services 57%. 3) employee training to support technology development 51%. Based on the description above, it can be concluded that the factors that influence the Competency of Human Resources in the Office of Maddenra Village with a percentage of 56.67% are in the unfavorable category.

This paper intends to analyze the principal's benchmarking strategy in improving the quality of human resources at SMA Nurul Jadid, Paiton, Probolinggo in an institution, namely to develop competitiveness. The method used is a qualitative approach through case studies So that it can encourage the quality of good institutional resources. This research provides strategic implications for benchmarking institutions in order to meet the complexities of the demands of the community in Islamic boarding schools to equalize those of high schools outside the pesantren. Even higher quality. As for the efforts made by Nurul Jadid Senior High School in improving the quality of human resources by increasing foreign language skills, Class Acceleration Provide motivation to every school member to continue to improve their performance to match the expectations of all parties. Education is the foundation of a country's progress. In this case, education has a very important role to improve the quality of human resources to support and meet personal needs or even the needs of a country. Education will run well and structured if there is a directed education system. One of them in the education system is the curriculum as an implementer and reference in the movement of education. Indonesia itself currently uses the 2013 curriculum as its educational curriculum. The 2013 curriculum replaces the old curriculum, namely KTSP (Education Unit Level Curriculum) or the 2006 curriculum. It is necessary to analyze the 2013 curriculum in order to find out the advantages and disadvantages of the 2013 curriculum. Because the curriculum will continue to evolve with the times. This 2013 curriculum analysis uses a qualitative approach research method with interview and observation instruments to convey experiences. The results of this study are expected to be used as study material for students, schools, and academics.
