National Examination (NE) in education system always becomes a debatable issue particularly in Indonesia. One of the never-ending discussions is that the disadvantages of the NE is assumed to overweigh its advantages that leads the government to plan the withdrawal of the NE in the future. Before the withdrawal of the NE is undertaken, the government needs to further consider some aspects in regard to the usefulness and drawbacks of the NE from different aspects. Hence, this paper will address three aspects of the NE implementation in Indonesia namely its social impacts on students and other parties, lack of usefulness of the NE results and potential misleading and inaccurate information of the NE results. Expectedly, the decision, whether it is to withdraw or maintain the NE, can be beneficial for the improvement of the national education quality.

PENINGKATAN SEKOLAH NASIONAL PLUS DI INDONESIA – PENDIDIKAN UNTUK ORANG TUA DAN PEMERINTAH AbstractThis paper explores a social movement that has happened in Indonesia in the field of education. It also explores its effect to ‘educate’ the government as well as most parents in the country about the education quality in Indonesia. The exploration focuses on how this new concept of education which is referred as National Plus school was introduced to society that has encouraged many people to develop the schools with the same (national plus) concept. It also focuses on the parents who have learnt more about the new education system then participate in it by sending their children to such the schools. Not only in the grass root level, has it also focused onthe factors of the government who was indirectly forced to respond this phenomenon by developing international-leveled school. This movement has happened nationally within the last 10 years and has changed the national curriculum as well as educational system, including the recognition of special needs students among the government schools. This movement has changed the old conventional style of education that was commonly found in Indonesian national schools.Keywords: adult learning, National Plus, national education, movementAbstrakArtikel ini membahas tentang sebuah gerakan sosial yang terjadi di Indonesia di bidang pendidikan. Eksplorasi berfokus pada konsep pendidikan baru yang disebut dengan istilah “Sekolah Nasional Plus” yang diperkenalkan kepada masyarakat yang telah mendorong banyak orang untuk mengembangkan sekolah dengan konsep yang sama (nasional plus). Artikel ini juga berfokus pada orang tua yang telah belajar lebih banyak tentang sistem pendidikan baru yang kemudian melibatkan mereka berpartisipasi di dalamnya dengan mengirimkan anak-anak mereka kesekolah-sekolah tersebut. Tidak hanya di tingkat dasar, tetapi juga difokuskan pada faktor-faktor pemerintah yang secara tidak langsung dipaksa untuk menanggapi fenomena ini dengan mengembangkan sekolah berstandar internasional. Gerakan ini terjadi secara nasional dalam jangka waktu 10 tahun dan telah mengubah kurikulum nasional serta sistem pendidikan nasional, termasuk pengakuan dari siswa berkebutuhan khusus di antara sekolah-sekolah pemerintah. This paper is aimed to render an analysis on how the impression of linguistic imperialism of English in the era of globalization would affect Language Teaching of English in Indonesian context. English is known to globally spread very rapidly. Starting from the two major diasporas in 16th and 18th century, now, English is accepted in even more countries through the initiatives which is claimed as a practice of Linguistics Imperialism. Indonesia, unlike other neighboring countries such as Singapore, Malaysia, and the Phillipines, has a very little exposure on English due to never become regulated under the British colonial. Hence, English has never been widely spoken in the Indonesian society. But in contrast, English is taught in Indonesian schools as a compulsory subject in grade 7 of secondary school to University levels and considered very important compared to other subjects in Indonesian education system. This is proven by the fact that English is tested the Indonesian national examination (Minister of National Education, 2007). This paper discusses about both the historic view and present-day view of ELT as a form of Linguisitics Imperialism to be noted and anticipated in the practice of ELT in Indonesia in order to plan for a more benefitting reason. Hopefully, by being aware of these issues and accusations, ELT in Indonesia will advance better in the future.

<p>The policy of the National Examination (UN) continues to get criticism from education experts, practitioners, as well as various elements of society. With the  problems happen in the implementation of National Examination, it can be af-firmed that the impacts of its implementation are more harmful than the objec-tives to be achieved. Considering the imbalances and disadvantages of the Na-tional Examination implementation, the government through the Ministry of Education should have to be more thoughtful and immediately review the policy  comprehensively. Thus, the purpose of education should be tailored to the interests of Indonesia, which is stated and defined in the the National Education Law No. 20/ 2003 on National Education System Chapter II, Article 3. <br /><br /><strong></strong></p><p><strong>Abstrak</strong></p><p><strong></strong>Kebijakan Ujian Nasional (UN) terus menuai kritik dari para pakar dan praktisi pendidikan serta berbagai kalangan  masyarakat. Melihat banyaknya permasalahan dan carut-marut dalam pelaksanaan Ujian Nasional dapat ditegaskan bahwa dampak dari penyelenggaraan UN lebih banyak mudaratnya dari pada tujuan yang ingin dicapai. Menilik berbagai ketimpangan dan kemudaratan yang ditim bulkan akibat pelaksanaan UN, maka seyogianya pemerintah melalui Kemendiknas harus bersikap lebih bijaksana dan segera mengkaji ulang kebijakan UN secara komprehensif. Dengan demikian maka tujuan pendidikan yang hendak dicapaipun disesuaikan dengan kepentingan bangsa Indonesia, yang sekarang ini<br />tujuan pendidikan tersebut dirumuskan dalam Undang-Undang Nomor 20 tahun 2003 tentang Sistem Pendidikan Nasional (UU sisdiknas) BAB II pasal 3.<br /> </p>

In order to revitalize Indian education system, the Government of India has recently approved National Education Policy-2020 (NEP-2020) and proposed sweeping changes including opening up of Indian higher education to foreign universities, dismantling of the UGC and the AICTE, introduction of a 4-year multidisciplinary undergraduate program with multiple exit options, and discontinuation of the M Phil program. It aims at making ‘India a global knowledge superpower’. In the light of National Education Policy-2020, agricultural education system needs to be redefined in India as it increases knowledge or information and farmer’s capacity to learn. As the level of agricultural education increases, farmers will become more and more self-reliant and will depend more on their self-studies dealing with farming. It is suggested that reorientation of agricultural higher education in context of globalization, food security, diversification, sustainability of ecosystems, and agribusiness is necessary. The curriculum of agricultural higher education needs to be made more broad based and manpower has to be trained scientifically in topics such as biotechnology, genetic engineering, agro-meteorology, environmental science, agro-ecology, computer application, information technology, conservation of natural and human resources, specialized job-oriented courses, and trade and export in agribusiness. Finally, adequate emphasis should be placed on practical skills and entrepreneurial capabilities among the students to achieve excellence. To properly address the challenges faced by today’s Indian agriculture, competent human resource in sufficiently large numbers would be required in the near future. There is a vast scope for young graduates to undertake agriculture as their profession which is directly or indirectly contributing to the economic and social development of the country.

Artikel ini membincangkan sumbangan Angkatan Belia Islam Malaysia (ABIM) terhadap masyarakat Melayu di Malaysia dalam menangani isu-isu sosioekonomi, 1971-2000-an. Kajian artikel ini dilakukan untuk mengisi kekurangan penulisan terhadap sumbangan badan NGO Islam bukan kerajaan yang dikenali sebagai gerakan Islam ABIM kepada masyarakat Melayu dalam menangani isu-isu sosioekonomi. Isu-isu sosioekonomi masyarakat Melayu selepas merdeka adalah sangat meruncing dan ini ditambah lagi dengan kesan Dasar Ekonomi Baru (DEB) yang diperkenalkan pada tahun 1970. Masyarakat Melayu masih terpinggir dari aspek sosioekonomi khususnya pendidikan Islam dan jurang pendapatan masih membimbangkan. Maka gerakan Islam ABIM bangkit membantu masyarakat Melayu dalam menangani isu-isu sosioekonomi ini. Kajian ini menggunakan kaedah pendekatan disiplin sejarah dengan menganalisis dokumen terhadap sumber primer seperti Laporan Tahunan ABIM, Risalah, Siaran Media, Kenyataan Akhbar, Ucapan Dasar Muktamar dan melalui temu bual. Sumber sekunder pula dikumpul daripada kajian perpustakaan berdasarkan bahan ilmiah, buku, akhbar dan data atas talian. Hasil kajian membuktikan bahawa dari aspek sosial sistem pendidikan dalam gerakan Islam ABIM berjaya memenuhi keperluan sistem pendidikan Islam kepada masyarakat Melayu selari dengan pendidikan nasional. Sistem pendidikan dalam gerakan Islam ABIM yang terancang dan tersusun memberikan kesan kepada lahirnya pendidikan diniah. Manakala dari aspek ekonomi pula gerakan Islam ABIM telah menubuhkan Koperasi Belia Islam Malaysia Berhad (KBI) yang dapat menambah pendapatan masyarakat Melayu khususnya dalam kalangan ahli semakin meningkat.  Gerakan Islam ABIM juga secara tidak langsung dapat membantu pihak kerajaan Malaysia menyeimbangkan sosioekonomi penduduk khususnya masyarakat Melayu sehingga tahun 2000. This article discusses the contribution of Muslim Youth Movement of Malaysia (ABIM) of the Malay community in Malaysia in addressing socio-economic issues, 1971-2000. This article studies conducted to fill the lack of movement ABIM writing contributions in addressing socio-economic issues of the community. ABIM movement arose to help the Malay community in addressing the socio-economic issues. This study uses the method of historical discipline approach by analyzing documents on primary sources such as ABIM Annual Report, Brochures, Media Releases, Press Statements, Muktamar Policy Speeches and through interviews. Secondary resources were collected from library studies based on scientific materials, books, newspapers and online data. The results prove that the social aspects of the education system in the Islamic movement ABIM successfully meet the needs of the education system to the community in line with the national education. The planned and organized education system in the ABIM Islamic movement has an impact on the birth of education today. Whereas the economic aspects of the Islamic movement ABIM also established the Cooperative Belia Islam Malaysia Berhad (IAC), which can increase the income of the community, especially among members is increasing. The Islamic movement ABIM also indirectly help the government balance the socio-economic conditions, especially the Malays until 2000.

Studies on religious education teacher’s competences in Aceh could not be separated from studies on state’s intervention toward education. State hegemony occurs in the form of regulation formalization which regulates efforts for improving qualification and competence of teachers. The research showed that the presence of Act No. 14, 2005 and the Government Regulation No. 74, 2008 had been used as legal reference to encourage the improvement of Aceh religious education teachers’ qualification and competence. This is a qualitative study in which triangulation in data collection was used. The data was then collected through documentations, observations, and deep interviews. This work emphasizes that improving teachers’ competences in Islamic education system in Aceh was in accordance to and did not contradict with national education system and moreover strengthen the content of Act No. 14, 1005 and Government Regulation No. 74, 2008. Qualification and competence of religious education teachers in Aceh underwent improvement better than previous term. However, teachers experienced that socialization process and implementation of regulation has yet to receive upmost attention. The study also suggests that religious education teachers’ qualifications and competences will significantly contribute to the development of religious education quality, thus Islamic education transforms intently in national and state relations order.

Purpose In India, the COVID-19 outbreak has been declared an epidemic in all its states and union territories. To combat COVID-19, lockdown was imposed on March 25, 2020 which has adversely affected the education system in the country. It has changed the traditional education system to the educational technologies (EdTechs) model, where teaching and assessments are conducted online. This paper aims to identify the barriers faced by teachers during online teaching and assessment in different home environment settings in India. Design/methodology/approach Interpretative phenomenological analysis (IPA) of qualitative research methodology has been used in this research. The study was conducted among the teachers working in the government and private universities of Uttarakhand, India. Semi-structured in-depth interviews were conducted among 19 teachers to collect data regarding the barriers faced by them during online teaching and assessment. ATLAS.ti, version 8 was used to analyze the interview data. Findings The findings revealed four categories of barriers that are faced by teachers during online teaching and assessments. Under home environment settings, a lack of basic facilities, external distraction and family interruption during teaching and conducting assessments were major issues reported. Institutional support barriers such as the budget for purchasing advanced technologies, a lack of training, a lack of technical support and a lack of clarity and direction were also reported. Teachers also faced technical difficulties. The difficulties were grouped under a lack of technical support, it included a lack of technical infrastructure, limited awareness of online teaching platforms and security concerns. Teachers’ personal problems including a lack of technical knowledge, negative attitude, course integration with technology and a lack of motivation are identified as the fourth category to damper their engagement in online teaching and assessments. Practical implications The findings of the study can be helpful to the regulatory authorities and employers of higher education institutions who are planning to adopt online teaching as a regular activity in the future. The insights gained from the findings can help them to revisit their existing policy frameworks by designing new strategies and technical structures to assist their teachers in successfully embracing the EdTech to deal with any crisis in the future. Originality/value Many authors have conducted research to address the problems faced by students related to online teaching and learning during COVID-19 in India. To the best of the authors’ knowledge, this is the first study that addresses the challenges faced by teachers during the online teaching and assessment in the home environment settings by using qualitative analysis (IPA) techniques. The current study replenishes the gap by contributing to the literature of online teaching and assessment under the home environment settings during the pandemic situation.

Sebagai negara kepulauan yang tempat tinggal penduduknya tersebar di banyak pulau, keberadaan TIK untuk pendidikan mutlak diperlukan. Untuk kepentingan tersebut Pusat Teknologi Informasi dan Komunikasi (Pustekkom) diberi amanah untuk mengelola dan mengkoordinasikan pemanfaatan TIK untuk pendidikan. Sejak tahun 2008 Pustekkom telah memberikan fasilitas TIK untuk pembelajaran yang berupa bandwidth gratis melalui Jejaring Pendidikan Nasional (jardiknas) kepada lebih dari 16.000 sekolah SD, SMP, SMA dan SMK di Indonesia, dan secara bertahap memberikan pelatihan bagi para guru di sekolah tersebut dalam memanfaatkan TIK untuk pembelajaran. Masalahnya “apakah fasilitas TIK dan pelatihan guru tersebut memberikan kontribusi terhadap peningkatan nilai UN SMP dan SMA khususnya di Propinsi Maluku. Untuk menjawab pertanyaan ini, dilakukan penelitian dengan cara membandingkan nilai UN pada pereode sebelum diberikan fasilitas TIK yaitu tahun 2005-2007 dengan pereode setelah diberikan fasilitas TIK, yakni tahun 2008-2011. Pengambilan sampel dilakukan dengan menggunakan teknik proportional stratified random sampling. Perbedaan rerata dari hasil UN antara sebelum dengan sesudah diberikan fasilitas TIK diuji melalui Uji-t dengan menggunakan taraf signifikansi 0,05. Hasil penelitian menunjukkan bahwa terdapat peningkatan nilai UN yang signifikan untuk seluruh mata pelajaran yang di UN-kan. Peningkatan nilai UN diduga karena pengaruh TIK dan pelatihan guru dalam pemanfaatan TIK untuk pembelajaran. Dari hasil penelitian ini disarankan agar pemerintah secara terus menerus meningkatkan pemberian layanan TIK ke sekolah-sekolah lainnya di Indonesia, sekaligus memberikan pelatihan pemanfaatan TIK untuk pembelajaran kepada guru-gurunya. As an archipelagic country, where people live in many islands, the presence of ICT for education is absolutely necessary. For this purposes, The state of Republic Indonesia through the Ministry of Education and Culture was given the mandate to The Center of ICT for Education (Pustekkom) to manage and coordinate the using of ICT for education. Due to, since 2008 Pustekkom has provided ICT facilities (in the form of free bandwidth) via the National Education Network (Jardiknas) program to more than 16,000 schools: Secondary School (SC), Senior High School (SHC) and Vocational School (VC) especially in Maluku Province , and gradually trained teachers in schools in the using of ICT for learning. The problem is “whether ICT facilities and teacher training contributed to an increase in the National Examination value of SC and SHC”. To answer this question, the research done by comparing the value on before being awarded the ICT facilities in the years of 2005-2007 period with after being given of the ICT facilities, the years of 2008-2011 period. Sampling was done using proportional stratified random sampling technique. The difference of between average the period tested by t-test using the significance level of 0.05. The results showed that there were significant increasing the value of the National Examination for all subjects tested. Increasing the value of National Examination allegedly under the influence of ICT facilities and teacher training in the using ICT forlearning. From the results of this study suggested that the government is continuously improving ICT services to all schoolin Indonesia and providing training to teachers on ICT for education/learning.

Education is considered to have a very important role in promoting the civilization of a nation. Good quality education can encourage the creation of a quality society, creative and productive until finally able to achieve welfare. Through this national education system, the government should be able to ensure equal distribution of educational opportunities, as well as the relevance and efficiency of education management to face challenges in line with the changing demands of local, national and global life. The budget allocation system for education in Indonesia is heavily influenced by government policies. Education financing depends on the management of educational institutions, but budget allocations used must conform to national financing standards. Education in Indonesia, implemented in accordance with educational policies that regulate the national education system, as well as the allocation of 20% education funding obtained from the state budget and APBD.

This article aims to analyse the Indonesian State’s laws regarding models of religious education, by evaluating Law No. 20/2003, concerning the national system of education and other related laws. Two questions are highlighted: What type of religious education is favoured by Indonesian state? Does the preference for a certain type of religious education reflect a specific vision of the state-religion relationship? Our data consisted of two sources: the State’s law on national education system, Law No. 20/2003, and the minutes of the Indonesian parliament meeting approving the law. We found that Law No. 20/2003 expresses the preference of the government for a mono-religious model. Indonesia is categoreized as having preferred treatment for some religions or support for a particular religious tradition. This categorisation is confirmed by the results of our research findings indicated by the preferential treatment delivered by the State, and the State’s legislation and regulations on religion.[Tulisan ini menganalisis legislasi negara terhadap pendidikan agama dengan cara mengevaluasi UU No. 20/2003 tentang Sistem Pendidikan Nasional beserta perundang-undangan terkait lainnya. Dua pertanyaan berusaha untuk dijawab dalam tulisan ini, yaitu: Model pendidikan agama yang bagaimana yang menjadi preferensi negara? Apakah preferensi tersebut merefleksikan visi negara terhadap model relasi negara-agama tertentu? Tulisan ini merujuk kepada dua data utama, yaitu: UU No. 20/2003 tentang Sistem Pendidikan Nasional serta Risalah Rapat Paripurna ke-35 DPR RI tahun 2003 yang mengesahkan UU No. 20/2003. Penelitian ini menemukan bahwa UU Sistem Pendidikan Nasional merefleksikan preferensi negara terhadap model pendidikan agama mono-relijius. Model pendidikan mono-religius ini merefleksikan preferensi negara terhadap model relasi negara-agama preferensial; negara mengakui lebih dari satu agama resmi dan memberi dukungan kepada institusi-institusinya, yang direfleksikan melalui legislasi dan peraturan terkait agama.]
