Subject matter. Justification of the choice of a model range of heavy vehicles when organizing purchases in the framework of large-scale infrastructure projects. Goal. Increasing the efficiency of the process of determining the model range of heavy automobile equipment, in terms of its operation, at the stage of initiating large-scale infrastructure projects, by creating a special methodological approach, and on its basis - an appropriate information technology for decision support. Tasks. To develop a complex fuzzy model for assessing the quality of heavy automobile equipment during its operation. To propose a method for collective expert assessment of the quality of heavy automobile equipment during its operation. To develop an applied information technology to support decision-making on the formation of a model range of purchased heavy vehicles. Methods. System analysis – in the development of a comprehensive model of the quality of heavy automotive equipment; fuzzy mathematics – to ensure the process of fuzzy assessment by experts of the quality of heavy automobile equipment during its operation; expertology – when creating a method for forming a generalized quality assessment by means of collective expert assessment; software engineering – when creating applied information technology for collective expert assessment of the quality of heavy automobile equipment. Results. An approach to the creation of a number of applied information technologies for complex expert assessment of the quality of operation of a wide class of vehicles using the example of heavy automobile equipment. Conclusions. A comprehensive model has been developed for assessing the quality of heavy automobile equipment, at the stage of its operation, using the principles and approaches that are generally accepted in system analysis. The method of presentation and further implementation of a complex quality assessment model by means of fuzzy mathematics, which makes it possible to increase the efficiency of expert assessment, is described. A method for forming a team of experts is proposed, which implements the selection of an expert from several applicants, while taking into account the communication capabilities of individual members of the team of experts. The applied information technology for complex assessment of the quality of heavy automobile equipment in the aspect of its operation is described, in order to justify the choice of a model range for the acquisition of this equipment in the implementation of large-scale infrastructure projects.

South Pringsewu is the name of a village located in Pringsewu district. This village has the main potential, namely agriculture and industry. To develop its potential it needs to be updated from the system that has been used in empowering the potential of the village manually and not yet using the information system even in the form of a website. The purpose of this research was to select South Pringsewu Village that has the potential of villages that need to be empowered using information technology. Information Technology is needed to facilitate the access, management and empowerment of village potentials, so that it is expected to be able to improve the progress and quality of South Pringsewu Village. The author conducted the research by observation, interview, and literature study methods and built web-based applications through the stages of planning, system analysis, system design and design, and system implementation using the PHP programming language

Abstract. Nowadays, high-resolution fused satellite imagery is widely used in multiple remote sensing applications. Although the spectral quality of pan-sharpened images plays an important role in many applications, spatial quality becomes more important in numerous cases. The high spatial quality of the fused image is essential for extraction, identification and reconstruction of significant image objects, and will result in producing high-quality large scale maps especially in the urban areas. This paper introduces the most sensitive and effective methods in detecting the spatial distortion of fused images by implementing a number of spatial quality assessment indices that are utilized in the field of remote sensing and image processing. In this regard, in order to recognize the ability of quality assessment indices for detecting the spatial distortion quantity of fused images, input images of the fusion process are affected by some intentional spatial distortions based on non-registration error. The capabilities of the investigated metrics are evaluated on four different fused images derived from Ikonos and WorldView-2 initial images. Achieved results obviously explicate that two methods namely Edge Variance Distortion and the spatial component of QNR metric called Ds are more sensitive and responsive to the imported errors.

The problem of assessing the effects of infrastructure projects for territories is debatable. Modeling experience has been accumulated today, and elaborated macroeconomic models allow to identify causal relationships between the indicators of transport development and economic growth. The goal of this article is to define a simulation model of assessing the impact of transport projects on the economic growth of Krasnodar Krai exemplified by the Crimean Bridge project. The solution of this scientific problem requires taking into account different factors and complicated interrelationships within the framework of the regional social and economic system under consideration, using methods of system analysis and tools of economic and mathematical simulation. The simulation model reflects the scenario parameters of the capital management policy, highway transport freight turnover, highway transport freight turnover directly connected with the construction of Kerch Straight Bridge, carriage of goods by railway transport, carriage of goods by railway transport directly connected with the construction of Kerch Straight Bridge. The interrelations of this model’s parameters are established by the econometrics methods. In accordance with the produced scenarios the expected median values of the additional increment of the Krasnodar Krai GRP due to the increment of transportation associated with the Crimean Bridge operation are in the range between 0.97 % and 1.1 %. The most conservative scenario presumes the median value of 0.97 % and lower limit of 0.8 %. This tool can be used to assess the direct effect of railway and road construction for other Russian regions. The proposed simulation model will be further expanded by including further distribution functions of scenario variables and additional structural relationships.

Quantifying and improving the quality of health care is an increasingly important goal in medicine. Because quality of life is difficult to define and even more difficult to measure - particularly with physically and mentally vulnerable people - outcomes from nursing in continuing care are not easily articulated. The focus of the nursing assessment tool is therefore on increasing quality of life, rather than perceiving health gain simply as increased longevity. Assessment is considered to be the first step in the process of individualized nursing care. It provides information that is critical to the development of a plan of action that enhances personal health status. It also decreases the potential for, or the severity of, chronic conditions and helps the individual to gain control over their health through self-care. In this chapter the authors try to describe how important is the role of information and especially of the Information Technology in healthcare quality assessment.

Improving the quality of education is done by improving the quality of learning devices. Learning devices are important to facilitate students' conceptual understanding and creativity. Utilization of information technology such as the use of learning management systems (LMS) can make learning effective. The final goal of this research is to produce LMS tools in mechanics courses that are feasible to use and can improve students' conceptual understanding and creativity. This study is a research and development using a 4-D model consisting of 4 stages of define, design, develop, and disseminate. The validity test was conducted by 3 expert lecturers and it was concluded that the device developed was suitable for use. Expert assessment on learning devices is reliable, which means there are no significant differences in each assessment. Criticisms and suggestions given are used as material for revision/improvement so that learning devices are obtained that are intact and ready to be used for learning.

Background: The realisation of large-scale plans of Russian infrastructure development, transport in particular, requires a corresponding methodological guidance for both planning of realisation of these tasks and development of the proper financing instrumentarium. Aim: The analysis of reasons for incompliance of programme tasks with their financing conditions; formalisation of investment trends in todays economy and description of their capability to adapt to Russian projects. Methods: The method of rising from concrete to abstract and vice versa has allowed identification of important regularities of investment trends and their connection with the quality of projects; the systems principle has confirmed dependence of successful realisation of infrastructure projects on reliability of economic development forecasts and adequacy of projects financing and management. Results: The analysis of ongoing changes of state priorities and programmes, outlined in a large number of documents regulating development of transport infrastructure in Russia, has allowed identification of influence of most significant regularities, which determine effectiveness of these solutions. All available transport infrastructure project financing sources have been systemised, considering investment volume and their status in the market. The statement that it is exactly the loan-based financing sources, concession in the first instance, that can be the most efficient in infrastructure projects realisation, has been confirmed.

Metagenomic sequencing allows large-scale identification and genomic characterization. Binning is the process of recovering genomes from complex mixtures of sequence fragments (metagenome contigs) of unknown bacteria and archaeal species. Assessing the quality of genomes recovered from metagenomes requires the use of complex pipelines involving many independent steps, often difficult to reproduce and maintain. A comprehensive, automated and easy-to-use computational workflow for the quality assessment of draft prokaryotic genomes, based on container technology, would greatly improve reproducibility and reusability of published results. We present metashot/prok-quality, a container-enabled Nextflow pipeline for quality assessment and genome dereplication. The metashot/prok-quality tool produces genome quality reports that are compliant with the Minimum Information about a Metagenome-Assembled Genome (MIMAG) standard, and can run out-of-the-box on any platform that supports Nextflow, Docker or Singularity, including computing clusters or batch infrastructures in the cloud. metashot/prok-quality is part of the metashot collection of analysis pipelines. Relevance. Polysaccharide vaccine quality assessment must, on the one hand, comply with modern domestic and international regulatory documents, and on the other hand, reflect the characteristics of newly developed drugs. The list of drugs registered on the Russian market is constantly expanding due to the development of new effective vaccines and the introduction of new production sites. Thus, the expert requirements for assessing the quality of these drugs and the information content of the documents submitted as part of the registration dossier need to be updated.Aims. The aim is to update the expert assessment of quality in preclinical and clinical studies of polysaccharide vaccines, as well as to revise the evaluation of quality parameters depending on the composition and structure of the finished product.Conclusions. We highlight the key problematic aspects of assessing the protective properties of purified polysaccharides: in particular, the problems related to the natural immunity of animals to diseases caused by bacterial species that are relevant to humans and, as a result, the lack of an adequate experimental model. Modern trends in the characterization and subsequent confirmation of the structure authenticity of purified and conjugated polysaccharides are taken into account. An analysis of the latest international and domestic pharmacopoeial requirements for the quality of polysaccharide vaccines is carried out. The disadvantages of selected methodological approaches to the evaluation of quality parameters such as «Identification» and «Molecular mass distribution» are noted. It is shown that it is necessary to generate recommendations for the examination of polysaccharide vaccines which would unify the recommendations for completing registration dossiers and forming specification files by taking into account each individual peculiarity of this type of drugs.

Abstract The paper describes the problems of assessing the quality of intelligent transport systems related to organizational and technical systems based on the system analysis of information technologies. It provides the theoretical basis for describing the quality assessment process of intelligent transport systems. The paper also justifies the method of quality assessment of complex systems, which include intelligent transport systems. It is shown that the modern system of intelligent systems should not only be effective, but also not violate the required operation mode. The characteristic evaluating the effect of the target functioning has the properties of measurability, completeness and reliability. The intelligent transport systems may include systems that in the process of control ensure the achievement of set targets with the necessary quality of target functioning in a counteracting environment. In order for the system to function correctly, it is necessary to agree on a set of targets and a set of conditions, i.e. to implement an integrated approach to the functioning of the system as a whole. With an integrated approach it is necessary to agree on all the targets set for the system, as well as all the conditions under which it will operate.

Assessment of the shovel-truck system (STS) operation quality is based on the well-known method of non-expert assessment of the quality of mining machines. The methodology is based on the fundamental principles of qualimetry and allows making the assessment of functionally homogeneous machines of different sizes, types and designs based on the functional criterion of the machine, which determines its main purpose. In this work, the quality assessment is made not for a single machine, but for a set of machines, taking into account their interaction. Assessment of the STS operation quality allows us to create a basis for the selection of priority areas for its improvement. The work uses methods of mathematical modeling, data collection and processing, statistics, analysis and synthesis. A comprehensive quality assessment makes it possible to predict the level and select priority areas for improving existing STSs or STSs being projected.
