Online learning in higher education is a necessity. This is in accordance with the regulations of the Ministry of Research, Technology and Higher Education. Nahdlatul Ulama University Surabaya is one of the private universities in Surabaya. Since a few years ago, online learning has been implemented by UNUSA. The type of learning applied is blended / hybrid learning. However, Pandemic Covid-19 forced UNUSA to implement online learning fully. The application of online learning in educational institutions often presents challenges. Successful change requires an understanding of the current conditions. This study aims to identifying the current condition of online learning implementation in UNUSA based on Prosci ADKAR Model. This study is conducted into three steps, namely mapping the stakeholder, identifying the list of change , and identyfing the current state of the university. The current conditions are mapped to activities that must be carried out for each ADKAR element.

The article is aimed at analyzing the current state and problems of the formation of the psychological service in the higher education system. The goals of the psychological service and current tasks associated with the requirements of the time are highlighted, the need for the transformation of the tasks and areas of the psychological service in the higher education system is noted. The main problems that hinder the effective development of the psychological service are described. The necessity of transforming previously existing ideas about the organization of psychological support in higher educational institutions is noted. This need is justified by the challenges of the time and, in turn, requires an integrated approach to combining theory, practice, the tasks of training and personality formation in conditions of social instability and the growth of crisis interventions. As new requirements for the psychological service are highlighted, firstly: the need to organize psychological counseling and psychotherapy; secondly: the organization of work aimed at developing students' skills in maintaining their own mental health; thirdly: the implementation of the dispatching function of the psychological service of the university. This is necessary to diagnose student troubles and refer them to the necessary specialists.

Following the onset of the COVID-19 pandemic in India, the Union Government of India announced nationwide lockdown. As the nationwide lockdown was implemented in India from 25th of March 2020, almost every sector of the Indian economy came to a halt. Along these circumstances, all kinds of educational institutions were also shut down. Evidently, and as anticipated, the students were among those groups that suffered the most during nationwide lockdown. Consequently, learning status of the students was hard-hit. The present study is an attempt to measure the impact of nationwide lockdown on the learning status of the students who were pursuing undergraduate and postgraduate courses at the University of Jammu at the time of announcement of nationwide lockdown. In order to collect data for the present study, an online questionnaire was developed using the Google Forms platform and link of the questionnaire was provided to 300 students who were pursuing undergraduate and postgraduate courses at the University of Jammu at that time. The responses from the students were received between 20th of August 2020 and 26th of August 2020. The data were then tabulated and analysed. It was observed that a large proportion of the respondents could only complete half of their syllabus (or even less) through online learning mode during nationwide lockdown, and that they had to face a variety of problems, such as anxiety, poor physical heath, poor internet connectivity, etc. It is suggested that the governments and the concerned authorities must aim to make policies to establish a resilient educational structure that is able to tackle situations like the COVID-19 pandemic and nationwide lockdown, so that the young mind’ productivity is not compromised.

In doing so, one can discern the directions for reform in order to put the university system in a competitive advantage for an emerging knowledge society. This chapter looks at the current state of universities in India and highlights the initiatives under way for change and proposes required policy changes.

The actual problems of municipal law in Russia are considered taking into account the peculiarities of master's degree training at the university, which provides for both the presence of a system of students with certain knowledge in the field of jurisprudence, including the main institutions of municipal law, and their significant focus on research work. Special attention is paid to the consideration of the main amendments and additions to the current legislation on local self-government, discussions that accompany the improvement of legislation and law enforcement practice. The electronic educational and methodological appendix to the textbook includes an approximate work program and educational and methodological materials for independent work on the study of the discipline, as well as lectures and presentations. Meets the requirements of the federal state educational standards of higher education of the latest generation. For students of educational institutions of higher education studying in the field of training 40.04.01 "Jurisprudence", as well as for graduate students, students of the system of additional professional education and teachers, all those who are interested in the problems of the development of municipal law, the theory of local self-government and the practice of state and municipal management.

Service rules make it easier for an institution to pursue higher education. In order to ensure quality education, it is essential that educational institutions have service rules. The service rules of university employment are considered to be conducive to the higher education system. On this article discusses the importance of service rules. Each step of the service rules is shown with the help of diagrams and each of the steps is discussed separately. To certify higher education has played a noteworthy part in Bangladesh. The rules clearly specify the rights and duties of workers and employers where every institution must have its own service rules regulating any employment but cannot be contradictory to any establishment of the labor laws. Job satisfaction is considered as a vital determinant of job activities. Some of the universities are providing quality education but rests of them are not quality concerned, most of them are depending on Daily basis teachers, poor infrastructures, without service rules etc. The trial was taken on a random basis from four private universities in Bangladesh. The sample size is forty-five. The result of this study shows that about job satisfaction level of employees in the selected universities. In the end, based on results, researchers have offered some suggestions that can be taken into thought in strategy level.

In today's conditions of agrarian production in Ukraine, due to the rapid development of scientific and technological progress, a significant contribution belongs to scientific research based on world recognition, and publications in scientific journals indexed in the international science-computer databases of Web of Science and Scopus will lead to the possibility of modernization of modern science in agrarian institutions of higher education. It is established that realization of scientific researches in higher agricultural educational institutions is a prerequisite for increasing their competitiveness in the international scientific and educational space. So, agricultural universities, along with the implementation of their main function - educational - are engaged in field research and development of innovative research in the agrarian sector. Today, in our country, there is already an experience in defining scientific research and innovation priorities, but until now, the research of domestic scientists did not take into account the use of large-scale modern information capacities to determine the effectiveness of scientific activity. In this regard, the attraction of information technology in combination with the use of international science-computer databases Web of Science and Scopus in the agrarian sphere will significantly expand the scientific outlook of scientists. The aim of the study is to determine the main advantages of using the international science-computer databases Web of Science and Scopus for research in the agrarian sector and to provide suggestions for the search for data and selection of journals for their effective use in the research work of scientific and pedagogical workers of higher agrarian institutions. The information base of the study consists of the current legislation and normative acts of Ukraine, resolutions of the Cabinet of Ministers of Ukraine, official data of the State Statistics Service of Ukraine on scientific and innovative activities, data presented in the international science-computer databases of Web of Science and Scopus. Current issues of the transformation of the scientific system at the state and world levels, which have a positive effect on the level of provision of the research sphere in combination with the staffing component of the scientific and technological potential, remain relevant in modern conditions. Today, we are seeing a deepening of the integration of education and agrarian science within the university sector, which is due to the increasing importance of scientific research and training of agronomists-researchers of the proper level. It has been established that the publication of the results of laboratory-field research in scientific journals indexed in the science science of Web of Science and Scopus should become a promising direction and actively develop among scientific groups of young scientists, in particular, when performing scientific research in agronomy. At the present stage, the development of agrarian production is based not only on the achievements of agricultural sciences such as crop production, agriculture, ecology, fodder production, but also on a number of economic sciences. The studies have taken into account that the importance of research in agrarian science of this interaction is intensified in the conditions of structural transformations of the agricultural economy, as well as the provision of its innovative development, since the integrated interaction of agrarian production, science and agricultural education institutions has a positive effect. In this scientific work, the necessity of the development of science-based research in agrarian universities was determined and the world's bibliometric platforms Web of Science and Scopus were analyzed. It also proved expediency of carrying out scientific researches with the use of science-based studies on the basis of agrarian institutions of higher education. Under the international science and technology databases of Web of Science and Scopus, the criteria and standards necessary for the qualitative use of science in research are researched. Taking into account the results, the main criteria for the selection of science-computer platforms and their indicators were selected: the coverage of Ukrainian scientific publications and publications, the accuracy of data, including the veracity of the citation of the scientific publication, the filtering of excess data, the possibility of obtaining all information about the publication by author. The general characteristics of science-metric databases of Web of Science and Scopus (interface language, data volume, data source, science-metrics) were investigated and the main technical and functional characteristics were determined. Considered the availability of advanced search, the ability to communicate with scientists, the identification of a scientist, the possibility of a reference to a scientific publication. After analyzing specialized literature and sites for the development of international science-computer databases for further thorough research, the course of publications to readers in the Internet space was determined, which is related to the active participation of authors in the placement of scientific articles in such information systems as Google Scholar, ORCID, Research ID. Thus, in agrarian educational institutions, the availability of information and analytical activities in the context of complex changes in the information environment transforms the educational institution into a center of social communication, which is important for conducting research. In this regard, the involvement of information technology in conjunction with the use of international science-computer databases Web of Science and Scopus in the agrarian sphere will significantly expand the scientific outlook of scientists. Information provision of the scientific and educational process at the expense of publications of scientific articles of the corresponding level enhances the role of scientific and pedagogical workers in solving the problems faced by agrarian higher educational institutions at the present stage of development. Therefore, one of the priority directions of activity of scientific and pedagogical workers of agricultural higher educational institutions is the development of navigation functions in the world of science-computer systems in order to facilitate the transformation from the element of research into the participant of scientific and educational work and increase the scientific status of the university.

The online learning platform (OLS) is currently the new normal learning setting amidst the Covid-19 pandemic. Teachers need to look on the other side of the traditional classroom-based learning mode to make teaching and learning in the new normal possible. It aimed to analyze the current state of the teacher education freshmen applicants concerning the new normal learning platforms. This study employed a descriptive method of research and considered a sample of 85 freshmen applicants in the College of Teacher Education in the academic year 2020-2021. The frequencies and percent value was used to analyze the data gathered. The following are the verdicts of the study, the bulk of the respondents belong to low-income families with farming as their family source of income. Most of the respondents have their mobile phones while the great majorities are using mobile data only. All of the respondents do not have any idea about the different platforms in online learning. Based on the findings, the researcher concluded that the freshmen applicants in the College of Teacher Education cannot totally survive and are not yet ready to embrace the new normal learning platforms due to poverty and lack of resources. It is therefore recommended that the University administration needs to open other sources of learning platforms such as the use of printed learning materials of which will be delivered door-to-door to the students. Besides, the College of Teacher Education should plan and initiate on how to make learning flexible and more engaging.

Social media is principally used by students in the private sphere. However, its implementation for educational purposes in higher education is rapidly expanding. This chapter looks into undergraduate students’ perceptions of using social media in the university context. In particular, it examines students’ privacy concerns regarding faculty use of social networks to support classroom work and video calling or online chats to meet for work discussion. Two-hundred-forty-four undergraduate students completed a survey and four focus groups were carried out. The results reveal that although students generally accept using social media in the instructional arena, privacy concerns can easily emerge. Educational institutions are encouraged to take these concerns seriously. Using applications specifically created for learning purposes and developing some guidelines for a correct implementation of these resources for the faculty to follow might contribute to alleviate these concerns.

Hybrid learning has been utilized as a transitional learning method to make advantage of both face-to-face and online learning platforms. In this article, the authors explored how faculty members perceive using simultaneously multiple platforms in higher education such as face-to-face, online, and hybrid platforms in teaching. In this study, the authors examined how faculty members defined hybrid learning. They also explored how the participants perceive both hybrid and online learning as vehicles for higher education advancement as well as strategies to attract more students to higher education. The purpose of this research was to develop an analytical overview of one of the learning approaches such as hybrid and its impact on higher education. The authors have interviewed ten faculty members in order to achieve this objective. The results illustrated that faculty members do not have one single definition of hybrid learning but rather they have multiple definitions. Faculty members also demonstrated that they support online learning because it achieves more accessibility to higher education, yet, they believe the face-to-face learning achieve more quality of education.

While critics of the new computer-mediated learning styles utter jeremiads about the impending apocalypse of higher education in general, technophiles argue that the changes are all salutary. In fact, some see no difference between faculty cultures and online and traditional schools (Johnstone, 2001). In the same vein, the proliferation of digital classrooms across the instructional spectrum and online learning have touched off a firestorm of controversy concerning the “effectiveness” of new computer-mediated pedagogies versus traditional face-to-face, or “presential,” instruction. Various studies have been conducted and the findings circulated (Smith, Smith, & Boone, 2000).
