Most students in community technical colleges dropout before completion of their training course, particularly female students, which is counterproductive with regard to women empowerment. This paper therefore, reports on a study that was conducted at Milonga and Naminjiwa community technical colleges in Thyolo and Phalombe districts respectively. Thus, the study sought to establish probable socio-economic factors that influence dropout of female students from the two colleges, with a view of finding solutions to the problem. The two colleges were earmarked for the study because of their proximity to tea estates where manpower is the main source of labour for the tea industry. In addition, people in the two districts have similar cultural beliefs and economic status. Population of the study covered both female and male students including principals and instructors of the two technical colleges. In addition, identified parents of female students who dropped out of school were also part of the study. Thus, the study was conducted through qualitative research method so as to have an in-depth understanding of people views. Data was collected with reference to objectives of the study and then thematically analyzed. The study revealed several socio-economic factors that contribute to dropout of female students from the two colleges such as: cost of training and poverty, domestic chores and parents’ characteristics, cultural factors, early marriages and gender difference including training environment. However, the relationship among students and instructors showed that it had no effect on dropout as it was cordial and amicable. Recommendations to policy makers and other stakeholders were proposed as follows: Government and Ministry of Labour Skills and Innovation should have a national policy to provide bursaries and loans to needy students. The government should construct hostels at the two colleges to have conducive training environment. Ministry of Labour Skills and Innovation should organize awareness campaign programmes to sensitize the community surrounding the two colleges on the importance of TVET. Ministry of Labour Skills and Innovation should recruit more female instructors to act as role models to other female students.

A comparatively new line of research in political science involves the systematic investigation of political, social, and economic factors important in the formation of public policy. So far, such research has yielded temptingly persuasive evidence that political variables exert little or no independent influence on policy outcomes; that policy outcomes are governed overwhelmingly by socio-economic factors. Stated more succinctly, these findings have raised the question: Does politics make a difference in the policy formation process? We suggest in the following analysis that these prior findings have been the result of the examination of a measure of public policy in which the influence of the political system is likely to be negligible, that is levels of public revenues and expenditures. To examine this proposition empirically, our study shifts attention to the allocation of the burdens and benefits of state revenue and expenditure policies across income classes. In redirecting analysis to allocations rather than levels of state revenues and expenditures, we focus on a province we believe to be more predictably political. We have taken as our dependent variable the net redistributive impact of revenues and expenditures as represented by the ratio of expenditure benefits to revenue burdens for the three lowest income classes in each state. The major hypothesis of our study is that, in regard to the allocation of the burdens and benefits of state government revenues and expenditures, political variables will have a stronger influence on policy outcomes than will socio-economic variables.

Purpose Extending the theory of planned behaviour and the perspective of available resources, the purpose of this study is to expatiate the influence behavioural antecedents of available resources on electrical installation and maintenance work students’ (EIMW) entrepreneurial intentions (EIs) in technical colleges. Design/methodology/approach The study adopted a multistage sampling technique to select samples for the study. Data collected were analyzed using structural equation models in the empirical analysis. Findings The study showed that attitude, subjective norms, perceived behavioural control and perceived efficacy are behavioural antecedents that can be manipulated by exogenous factors to enhance EIMW students’ EIs. Originality/value This study stirs the government and other education agencies on the need to strengthen the technical institutions through adequate funding, employment of skilled personnel and provision of up-to-date types of machinery and equipment to help the students to compete globally. Therefore, adequate application of available resources will foster positive behaviours of EIMW students towards establishing their business venture.

The need to evolve an innovative approach that can improve the practical learning outcomes among technical college students necessitated this study. Thus, the present study investigated the effect of innovative pedagogy integration in electrical installation and maintenance works in technical colleges in Enugu and Lagos states of Nigeria. The study adopted a school-based randomised Solomon Four-Group Design involving a treatment group versus the control group. We selected three hundred and fifteen (315) technical college year two (TC II) electrical installation and maintenance work students who met the study’s inclusion criteria from the technical colleges in Enugu and Lagos state of Nigeria. The intervention consisted of eight weeks of innovative pedagogy treatment. Electrical installation and Maintenance Achievement Test (EMAT) were used for data collection. We used analysis of variance, t-test for independent samples, and Chi-Squared for data analysis. The outcome indicated that innovative pedagogy improved students’ learning outcomes and significantly affected students’ EMAT achievement among electrical installation and maintenance work students in the treatment group compared to their control group counterparts. The study showed, no significant main difference across all the control variables. Finally, there is no interaction effect of pre-test and treatment conditions. Thus, the current study suggests that technical college teachers should adopt innovative teaching approaches to improve students’ learning outcomes, mainly because access to teaching and learning resources is limited.
