The article deals with legal position of individuals who work in various nonstandard forms of employment in Slovenia. The author analyses labour law protection and social position of workers, carrying out the work in forms of temporary work (fixed-term employment, temporary and occasional work of students and retired people), in employment relationships with more than two parties (temporary agency work), and also the position of false self-employed and economically dependent persons. It is evident that these forms of work are not precarious on their own, since Slovenian legislation provides the workers with rather proper protection during the period, in which they work, and moreover, these workers are also entitled to rights from social insurance schemes (in narrower of broader scope). The situation is different in cases of abuse of these forms of work and in cases of false self-employed persons and other disguised employees, when workers are only entitled to a limited scope of rights in spite of working in relationships with elements of a standard employment relationship. In order to prevent these cases, not only additional legislation solutions and labour market measures are needed, but labour inspection will also have to be increased and furthermore, the awareness of employers and the society regarding long-term impacts of use of such non-standard forms of work will have to be raised.

With atypical work gaining popularity, platform work seems to combine all the elements which, by deviating significantly from the standard employment relationship, challenge social security systems. After an overview of the features of the standard employment relationship and the different ways in which non-standard forms of work diverge from them, the article focuses on the nature of platform work. It then analyses how platform work is regulated in five European social security systems (i.e. Germany, France, the United Kingdom, the Netherlands and Belgium), and how this regulation may fare when analysed under the lens of the recent European Commission’s proposal for a Council Recommendation on access to social protection for workers and the self-employed. The article concludes by highlighting the need for further adaptation of social security systems to the specific features of platform work, and by noting the risks of a regulatory approach towards this new form of work being dominated by the exclusion of low-paid work from the scope of labour-related social insurance schemes.

Abstract The Slovenian welfare system in its main part consists of a contribution-funded, professional social insurance scheme, composed of compulsory insurance branches, which mirror traditional social risks (contingencies) such as unemployment, old-age, sickness, etc., and a subsidiary tax-funded, residence-based social assistance scheme, which is aimed at preventing poverty and social exclusion. In general, all gainfully employed persons in Slovenia (e.g. workers, self-employed persons) enjoy coverage within the social insurance scheme, irrespective of their nationality or residence status. Citizenship and/or (long-term) residence is however required when accessing means-tested social assistance benefits. Migrants’ access to social rights – with the majority of foreign residents originating from ex-Yugoslav countries – is thereby fore and foremost dependent upon the nature of the benefit (means-tested or not) and their economic (in)activity or (long-term) residence.

German long-term care insurance, implemented in 1995, significantly extends the coverage of care-related risks. Given the similarities of German and U.S. institutional features, the German social insurance approach has been put forward as a possible model for long-term care in the United States. Using a political economy framework, the authors conducted a policy analysis that compares the main shortfalls of long-term care (LTC) provision in the United States and Germany, examines the responses provided by LTC insurance in Germany, and relates them to broader trends and proposals for change in welfare policy in both countries. German LTC insurance includes a high degree of consumer direction and compensation and protection for informal caregivers; it supports the extension of community-based services. Its shortfalls include the continued split between health and LTC insurance. In both countries, decentralization and institutional and financial fragmentation are some of the characteristics responsible for the failure to promote egalitarian social policy and substantially expand social protection to family- and care-related risks. The German LTC program is a good model for the United States. With a social insurance approach to LTC, costs are spread across the largest possible risk pool. Major goals that can be reached with such a program include establishment of universal entitlements to LTC benefits, consumer choice, and equitability and uniformity.

When analyzing the historical and medical aspects of the organization of medical and social services for the elderly and senile people in Russia in the late XX — early XXI centuries not only obvious achievements in this sphere, but also a number of problems requiring solution were identified. The primary role in the delivery of medical care to geriatric patients is assigned to the primary health care sector. However the work of the geriatric service in the format of a single system for the provision of long-term medical and social care based on the continuity of patient management between differ- ent levels of the health care system and between the health and social protection services is not well organized. There is no clear coordination and interaction between health care and social protection institutions, functions of which include providing care to older citizens, and it significantly reduces the effectiveness of the provision of both medical and social services.

Abstract Digital labour platforms have been increasingly gaining popularity over the past decade. In particular, there has been much debate about workers’ motivations and working conditions on microtask platforms. There exists little evidence on whether dependence on digital microtask platforms provides workers with work and income security in the long term and whether it provides opportunities for skill development. This paper explores the extent to which the seemingly flexible platform work ensures work and income security and provides opportunities for skill development for workers with different levels of experience, based on novel survey data collected on five globally operating microtask platforms and in-depth interviews with workers. The findings show that despite high financial dependence on this work, returns to experience on the platform are meagre in terms of earnings, and highly experienced workers face the same risks as new entrants with regard to discrimination, high work intensity, lack of autonomy and control over work, and social protection. There is also a skills gap between the nature of tasks available on these microtask platforms and the workers’ education levels. Finally, experience does not ensure that workers have the opportunities to undertake complex and challenging tasks, and the possibilities to develop their skills and improve career prospects are limited.

ABSTRACTThis essay contrasts the careers of Robert Ball and Wilbur Cohen, two American public administrators who have devoted fifty years to America's social insurance institutions, with other types of public actors, especially the in and outer rising spirally across departments, policies and administrations. America's separation of powers and federalism reward with influence those who combine entrepreneurial energy, long-term program commitment, and managerial skill; other political structures provide different patterns of opportunities and constraints. It then applies this perspective to Ball and Cohen's participation in three periods of American social policy history: the formation of federal social insurance policy (1935 to 1950); the expansion period (1950–1970); and the turbulent period of stagflation and fiscal stress (1972 to the present).

The post-2007 financial crisis has brought renewed interest in a European Unemployment Benefit Scheme (EUBS) as a manifestation of solidarity between citizens of different Member States and an economic stabiliser in the event of future asymmetric shocks. The EU-wide benefit would operate in tandem with existing national unemployment benefits. This creates challenges of compatibility given the diversity of approaches to social security within the Union, based on at least four philosophies of welfare: liberal, conservative, social democratic and southern European. This article examines potential legal, operational and political difficulties associated with marrying a EUBS that is at heart a conservative system of social insurance to the UK’s liberal welfare state. Few legal obstacles exist and although the addition of a new, earnings-related benefit to an already complex mix of social protection would raise significant operational issues, these need not be insurmountable. However, fundamental ideological differences would have rendered the EUBS as proposed politically ill-matched with the UK even absent the June 2016 vote to leave the EU. A contributory income maintenance benefit is a poor fit with a residual, largely means-tested national system whose role is limited to offering protection against severe poverty while maintaining work incentives and minimising costs.

Social protection systems are a key factor for ensuring the long-term sustainability and stability of economies in the European Union, their reform being nowadays present in the political agenda of member states. Aging and the dependence on mandatory levies applied to the employed population on the labor market represent a threat for the sustainability of public social protection systems. In terms of sustainability, our purpose was to highlight the factors influencing social insurance budgets, considering the fiscal policies implemented in six countries of Central and Eastern Europe and their particular labor market characteristics. Therefore, a panel study based on a regression model using the Ordinary Least Squares method (OLS) with cross section random effects was used to determine the correlations between funding sources and labor market specific indicators. The data analyzed led to relevant results that emphasize the dependence of social insurance budgets on positive factors such as the average level of salaries, the share of compulsory social contributions, the unemployment rate, and the human development index, suggesting the continuing need for professional and personal development of the workforce.

The paper starts with a brief discussion of recent developments of economic restructuring of the State Owned Enterprises in China and their related reforms in social insurance and social assistance. It then reports the findings of an attitude survey of residents in Shanghai in 1996 towards the social and economic consequences of economic reform. It reveals that, despite the fact that most people feel better off with the reforms, there is still a need for the state to play a role in social protection.
