The paper represents the author’s view on the development trends and issues of digital transformation in the field of PR activities of government bodies. The author reveals and substantiates the need for active development in the Internet space of balanced communication of the authorities with the citizens. The author proceeds from the assumption that for a PR-service employee, the Internet is a new information reality that has a significant impact on the mechanisms of public opinion management. An open dialogue, built on a constant and improving basis, in parallel with the development of Internet technologies, is the basis for a balanced and most effective communication between the authorities and the public. Based on the study, the author comes to the conclusion that the conservative system of civil service needs to adapt to the information needs of the audience, offering an adequate list of convenient interactive services, easy messages and formats of interaction.

Abstract This work mainly concentrates on the optimization of cubic and bistable NES to find the maximum efficiency point under harmonic excitation. The conservative system is considered to reveal the inner property of the damping system. With the application of the multiple scales method and the complex variables method, the threshold of excitation and different response regimes are distinguished under the assumption of 1:1 resonance. The maximum efficiency point of cubic and bistable NES occurs when SMR disappears. The factors that affect the optimal efficiency limit are explored. The result indicates that the maximum absorption efficiency level is mainly determined by the damping parameters. Compared with the cubic case, the bistable case involves more complex regimes in terms of chaos oscillation. The influence of damping parameters on the chaos threshold is discussed to adopt different energy levels. With the help of analytical predictions, the proper nonlinear stiffness is determined for certain harmonic excitation. This work offers some fundamental insights into the optimal design of cubic and bistable NES.

This paper examines the monastic administration in Thai Buddhism, which is ruled by the senior monks and supported by the government. It aims to answer two questions; (1) why the Sangha’s administration has been designed to serve the bureaucratic system that monks abandon social and political justices, and (2) how the monastic education curriculum are designed to support such a conservative system. Ethnographic methodology was conducted and collected data were analyzed through the concept of gerontocracy. It found that (1) Thai Buddhism gains supports from the government much more than other religions. Parallel with the state’s bureaucratic system, the hierarchical conservative council contains the elderly monks. Those committee members choose to respond to the government policy in order to maintain supports rather than to raise social issues; (2) gerontocracy is also facilitated by the idea of Theravada itself. In both theory and practice, the charismatic leader should be the old one, implying the condition of being less sexual feeling, hatred, and ignorance. Based on this criterion, the moral leader is more desirable than the intelligent. The concept of “merits from previous lives” is reinterpreted and reproduced to pave the way for the non-democratic system.

AbstractQuasi-periodic solutions can arise in assemblies of nonlinear oscillators as a consequence of Neimark-Sacker bifurcations. In this work, the appearance of Neimark-Sacker bifurcations is investigated analytically and numerically in the specific case of a system of two coupled oscillators featuring a 1:2 internal resonance. More specifically, the locus of Neimark-Sacker points is analytically derived and its evolution with respect to the system parameters is highlighted. The backbone curves, solution of the conservative system, are first investigated, showing in particular the existence of two families of periodic orbits, denoted as parabolic modes. The behaviour of these modes, when the detuning between the eigenfrequencies of the system is varied, is underlined. The non-vanishing limit value, at the origin of one solution family, allows explaining the appearance of isolated solutions for the damped-forced system. The results are then applied to a Micro-Electro-Mechanical System-like shallow arch structure, to show how the analytical expression of the Neimark-Sacker boundary curve can be used for rapid prediction of the appearance of quasiperiodic regime, and thus frequency combs, in Micro-Electro-Mechanical System dynamics.

The Transylvanian Plain has a particular aspect, as the hilly areas are predominant and here the soil erosion phenomena through levigation are frequently encountered. The effect of water availability on yields has been thoroughly researched, being one of the main limitative factors of the winter wheat yields. Starting from these considerations, during the agricultural years 2012-2018, a bi-factorial yield test was performed at Agricultural Research and Development Station (ARDS) Turda, for a period of seven years. The study explored the influence of the water status under the influence of two tillage systems and the climatic conditions specific for this area on winter wheat yields. In the field conditions of Turda during experimental interval, the soil tillage system had a rather small impact on the winter wheat yields. In the conventional system (CS) a reserve of accessible water is preserved better during the spring period, this being attributed to a better infiltration into the soil of winter precipitation (snow). In the conservative system (NT), the observed trend suggests that restoration of the ground water reserve is more difficult than in the CS but the loss of water in the CS is just as fast.

A general formalism describing a type of energy-conservative system is established. Some possible dynamic behaviors of such energy-conservative systems are analyzed from the perspective of geometric invariance. A specific 4D chaotic energy-conservative system with a line of equilibria is constructed and analyzed. Typically, an energy-conservative system is also conservative in preserving its phase volume. The constructed system however is conservative only in energy but is dissipative in phase volume. It produces energy-conservative attractors specifically exhibiting chaotic 2-torus and quasiperiodic behaviors including regular 2-torus and 3-torus. From the basin of attraction containing a line of equilibria, the hidden nature of chaotic attractors generated from the system is further discussed. The energy hypersurface on which the attractors lie is determined by the initial value, which generates complex dynamics and multistability, verified by energy-related bifurcation diagrams and Poincaré sections. A new type of coexistence of attractors on the equal-energy hypersurface is discovered by turning the system parameter values to their opposite. The basins of attraction under three sets of parameter values demonstrate that the Hamiltonian is the leading factor predominating the dynamic behaviors of the system with a closed energy hypersurface. Finally, an analog circuit is designed and implemented to demonstrate the consistent theoretical and simulation results.

Abstract The main task of our work is determination of possible levitation of micro-ring with eddy current in magnetic field of down ring with set alternating current and determination of critical value of «ohmic» damping separated field of parameters, at which motions of suspension ring transit from divergent to meeting to steady-state equilibrium position. I. e. in this critical case the motion practically coincides with motions of conservative system. The possibility of gyroscopic stabilization of suspension ring taking into account initial set rotation is considered. Thereby it can serve as contactless micro-gyroscope.
